Eltham Gateway, The old Bootmaker's Cottage adjacent to Whitecloud Cottage, 701 Main Road, Eltham The bootmaker's shop was operated by John Henry (Harry) Clark from about 1930. Clark was originally a photographer along with his brothers William (Will) Charles Clark and Clement Kent Clark. They operated as Clark Bros Photographers based at 25 Thomas Street, Windsor (Prahran) from about 1895 to 1915 at which point the premises was demolished.. Brother Clement died in 1912. By 1916 Harry was living and working as a photographer in Eltham and was recorded on the electoral rolls as a photographer up to and incliiding at least 1928. By 1931 he had changed proession to Bootmake and again continued on Main Road, Eltham South as a Bootmake at least until 1954. He died at St Vincent'e Hospital in Dec 1956. It is believed non of the brothers married. The Former Commonwealth Bank of Australia branch forms part of the Eltham Gateway and the Little Eltham precinct and is located near 804 Main Road, Eltham. It is a significant building and registered on the Victorian Heritage Register. The bank was built in 1878. It is a one-room, bichromatic brick building. Imagine your bank only being open for one morning a week! These were the hours of the Commercial Bank’s Eltham branch early in the 20th century and customers were quite content. The bank stored gold from the Eltham/Research mining areas. It is famous for its bullet holes. These were the result of a hold up in 1949, in which a nervous youth opened an account in the name of John Henderson, then walked to the door and spun around pulling out a pistol he fired into the cedar bench but fled empty handed and was apprehended later, receiving a two year sentence. The Bank was purchased by the Methodist Church in 1954. (The Eltham church is right adjacent). Recent uses have included a meeting room, Sunday School and Opportunity Shop. It is currently used as a storage for the Combined churches opportunity shop which is located in the United church extension beside this location. It was prepared to help celebrate the 140th year of the school's existence on its original land grant of 1856, which appeared on the first surveyed land for the formation of the Town of Eltham, in the Parish of Nillumbik, County of Evelyn, granted by the then Government of New South Wales. It is inscribed in Harry Gilham's writing on page 1 - "For Eltham P.S Chronology 209 - 150th Anniv. book; Harry Gilham Collection; Unpublished" and stamped "Eltham District Historical Society" Pages 3 and 4 missing. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the 1850s through to present time with a very brief period as the Eltham Tavern in the late 1980s. Benjamin Oliver Wallis was a prominent Eltham resident, publican and Councillor during the second half of the nineteenth century. He owned the house that is now the Nillumbik Living and Learning Centre at 739 Main Road Eltham and one stage the Eltham Hotel. Wallis migrated to Melbourne in 1853 but his wife and children remained in Cornwall for a further 10 years. Later in 1853 Richard Warren engaged Wallis to build the Eltham Hotel and it opened in 1854. The hotel was constructed of hard basaltic blue stone quarried in the Eltham district and cemented together with mud, and partly of bricks made at Eltham. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. In 1858 Warren fell into financial difficulties and had to sell the hotel. Wallis bought the hotel and obtained a publican’s licence in 1861. In the 1850s the Fountain had been the more popular hotel but after that the Eltham Hotel became more popular. It is understood that in about 1857 Wallis probably built the “Living and Learning house” for tanner John Pearson. In 1868 Pearson became bankrupt and Wallis acquired the house and he lived there until his death in 1896. For some of this time the house was in the name of Benjamin’s son Richard but he died in 1888 and ownership reverted to his father. Wallis was a member of the Eltham Jockey Club and in 1867 his wife Anna rode her horse Charlotte in the Annual Races. Anna was also an angler and is reported to have caught a large perch in the Yarra River. She died in 1887. On 16th September 1886 Wallis sold the hotel to Christopher Watson (Snr). Watson died in 1887 and the hotel passed to his son Christopher Watson (Jr) who owned it until his death in 1909 at which time his wife Emily took over the license. Upon her death, their son Herbert applied for the license in January 1915. In July 1925, Herbert Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present Eltham Hotel. The contractors at the time commented on how well the original building had been constructed. A description of the new building was detailed in the Advertiser newspaper of January 8, 1926: “The new building consists of. two stories. designed in English tavern style, and contains-all told, 24 rooms. On the second floor, in front uninviting the two gables is a deep balcony, which will be much appreciated by visitors. The lower story is wholly of brick, and the upper one of wood and fibrous cement plaster. The rooms are spacious and lofty, and the windows are large and of latest style, and light the rooms splendidly. The entrance hall is 8 feet wide. The bar is a very commodious room and is furnished in the most up-to-date and convenient manner. The dining room, a very attractive apartment, is 30 feet by 15 feet 6 inches, and the bar parlor is also a large and well furnished room. A large cellar, an indispensable adjunct to an hotel, has been excavated beneath the bar. On the upper story are 12 bedrooms, and among other conveniences are two bath rooms in which hot and cold water can be used. All the rooms have been supplied with the necessary appliances for electric lighting, which will be one of the progressive evidences which Eltham will shortly enjoy.” “In the yard a brick garage to accommodate three cars at once, has been erected. Former Eltham Courthouse, 730 Main Road immediately prior to major restoration works undertaken by Nillumbik Shire Council. The Courthouse is the oldest public building in the shire. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It’s hard to believe, as look at Alistair Knox Park, that this whole area was a tip in the 1960s. Although now valued as a natural attraction, the hills and lake are human made, with the hills built on mounds of rubbish. School children planted many of the trees. Many of the large eucalypt trees are remanent of the original bushland. The park has a National Trust Landscape Classification. It was close to this location that the Eltham Obelsik was originally located in 1919 and had to be relocated when roadworks were undertaken to widen the intersection. The park is named for Knox who was a local designer, builder and advocate for an alternative lifestyle, best known for use of mudbricks. EDHS Newsletter No. 275 April 2024 The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994, which is 30 years ago this December. At this meeting, Jim Connor will provide a presentation about From Eltham to Nillumbik Shires - a personal perspective. Jim has been active in the local community for over 40 years and was the last councillor elected to the Shire of Eltham. Following the restructure he became a member of the Nillumbik Shire Council Planning Special Committee, which included three commissioners and three community members, and was also chair of the Nillumbik Disability Advisory Committee. In both roles he obtained insights into the early operation of the new council. This area is urban and wetlands west of the Eltham gateway approach near the bridge over Diamond Creek and forms part of a walking trail. On 15 August 2004, the Shire of Nillumbik officially named the area "Barak Bushlands" as part of its commitment to Aboriginal reconciliation. The naming day memorialised the one hundred and first anniversary of the death of the last full-blood Yarra Aboriginal leader, William Barak.
