The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. The Ballarat Junior Technical School (BJTS) was the junior division of the Ballarat School of Mines.The honor board was unveiled on 17 June 1922 by Sir Alexander Peacock, the Minister for Public Instruction. it was witnessed by a large gathering of parents, friends, students, past student, Albert Steane (Headmaster) and the president, Council and Staff of the Ballarat School of Mines. At the conclusion of the ceremony the junior Technical School was opened for public inspection and afternoon tea was provided by a ladies committee. The Honour Board contains 28 names and of these only one lost his life on active service. this was Francis G. Davis. After the unveiling his father, A. The E.J. Tippett library at the Ballarat School of Mines was named after former student Edgar John Tippett. John Thomas Huyton Clelland was born in Glasgow, Scotland on 11 June 1936. He arrived in Australia with his family as a 10 year old. He maticulated from Ballarat College in 1953, enrolling at the Ballarat School of Mines in 1954. At the Ballarat School of Mines Clelland excelled in his studies, obtaining over 75% credit passes. Clelland was also a great extra-curricular contributer at the Ballarat School of Mines. He was President of the Students' representative Council, Captain of the Football Team and a member of the cricket team. In 1956 Clelland was awarded the Honour Blazer for sport and general qualities in leadership. In 1957 he won the Ballarat School of Mines Mica Smith Traveling Scholarship. Clelland worked for 6 months in Kalgoorli and 6 months in Mount Isa and Broken Hill. As part of his scholarship he travelled to Canada where he worked with Falconbridge Nickel processing nickel deposits. After 16 months in the Richvale Laboratory (Toronto) he was transferred to a pilot plant in Dominican Republic. The process was patented in the 1970s. He became President and General Manager of Falconbridge Dominicana. While President he established a foundation to aid in the culture, education and living standards for the Dominican People. John Clelland died peacefully at his home on 15 January 2012 at Savannah Georgia, USA . Upon his death John Clelland's wife, Loretta, informed his 'alma mater' that he was 'so proud of the opportunity which was afforded him at the School of Mines in Ballarat.' The President in 1979 was M.B. John. College Logo - Toward the end of 1977 a competition was initiated for students and staff for the design of a College logo. the competition was closed in early 1978 and three designs from the 15 received were submitted to Council for consideration. The logo preferred by the selection panel was endorsed by Council and adopted as the official logo. The winning design was submitted by Debra Garton, who at the time was an art student. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. The Eureka Stockade Memorial Park Committee was a voluntary group that worked towards commemorating the Eureka Stockade by caring for the Reserve and organising events there. Three page carbon copy of a letter from the Eureka Stockade Memorial Park Committee to the City of Ballarat Town Clerk. The carbon copy is not signed. The letter was written because the Committee were not satisfied with the action of the Council in relation to the Eureka Reserve in relation to parking.The letter starts as follows: "The Town Clerk City Hall Ballarat Dear Sir, After many years of harmonious cooperation between your Council and the above it is with regret and misgivings that we are forced to protest at any action of the City Council in regard to the Eureka Reserve. At out last meeting by an almost unanimous vote it was decided to protest at the erection of a line of posts north and south of the Kiosk excluding cares from the flat. For many years we have striven to popularise and improve the reserve by the voluntary effort and a lot of personal expense by members. Realising that we are living in a motor age, our plans have always included the provifing of adequate parking facilities for car Picnic Partites the providing of picnic tables etc in shady positions with easy access for cars. This privilege has been appreciated and enjoyed by the public for over 20 years, being perhaps the main attraction to the Eureka Stockade. It was with a feeling of frustration that we learned of teh Council's decision to exclude the cars from these facilities. The majority of my member are deeply hurt that your council should approve of such drastic change of policy without some consideration of the aims and future plans of this organisation. ... The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Henry J. Hall was an teacher Freehand Drawing and Model Drawing at the Ballarat School of Mines. In 1889 he reported to the Ballarat School of Mines Council that this class was never established for the cultivation of Art (as generally understood) or the making of pictures but with an idea of assisting artisans - of both sexes - and persons connected with mechanical industries, in acquiring lightness of hand, and facility in the use of a black-lead pencil so as to be able to place legibly and intelligibly upon a sheet. For many years Henry Hall advertised private tuition in Drawing, Painting and Perspective, at 'Ferndale', 25 Eyre Street. Handwritten letter on paper with the address 'Ferndale, 25 Eyre Street, Ballarat' printed at the top. The handwritten letter is from Henry J. Hall to Andrew Anderson, President of the Ballarat School of Mines.
