From the Argus Newspaper of 10 May 1888: "OLD COLONISTS' ASSOCIATION OF BALLARAT. (FROM OUR CORRESPONDENT.) BALLARAT, WEDNESDAY. This association, which was founded in August, 1883, and at first known as the Old Identities' Association, now has a roll of 450 members. The objects of the association are "to aid and assist indigent or suffering old colonists; to raise a fund, by the voluntary subscriptions of the members and the aid of outside donations, for the purpose of relieving members in sickness and old age ; for assisting those in extreme distress, to provide the shelter o a home for old and indigent pioneers of the gold fields, their widows, or anyone connected with the association, and in the event of the death of any member to have his remains decently buried, the association defraying the expenses of the funeral (providing that no funds or property are left by the deceased), and to attend the funeral if so desired by the relatives " The qualifications for member- ship are good character and repute, and residence in the colonies for a quarter of a century. For some time the association had no property except the regular subscriptions, but about a year ago they obtained from the Minister of Lands the grant of a very valuable block of land in Lydiard-street, the Crown grant of which they received last week. This block has a frontage of 66ft to Lydiard street, worth at least £100 a foot. The ground was given to the association as a site for them to build a hall upon, and with so valuable an asset they had no difficulty in borrowing at 7 per cent, enough money to construct a hall. For revenue purposes the ground floor of the building has been made into four shops, and the rental from these, judging from the rentals of shops in the vicinity, will not only pay all the interest on the borrowed money, but over £200 a year towards clearing off the principal. The officers of the association are Messrs J P Murray, president; J W Graham and T. Stoddart, vice presidents; D Fern, treasurer , and J Fraser, secretary. The Old Colonists' Hall is an elegant looking building in Lydiard-street, lying between the newly-opened mining exchange and the Commercial Club house, and a few doors north of the Post office. The style of the facade is classic. The lower portion of the front is constructed of Waurn Ponds stone, forming piers, and the upper portion of brick and cement, the background being tuckpointed. The centre bay is carried by two three quarter columns with Ionic cups, which support a pediment on which is set a cast of the Ballarat coat of arms. The four other bays are supported by pilasters with Corinthian caps mid partly fluted. The entrance is through a spacious circular headed doorway, the keystone of the arch of which bears a sculptured head, in marble, representing that of the president of the Old Colonists' Association here, Mr. John P Murray. An ample vestibule leads to a wide stone staircase which ends at a spacious landing. The landing has a dome over the centre, with cornice and enrichments, and is lighted from above. The walls round the landing are panelled with marble slabs, which are to be appropriately inscribed in the future. On the first door are the rooms appropriated to the association. The principal of these is a hall 44ft x 33ft and 17ft high. This room is well ventilated and lighted from the back of the building with large windows, and the walls are finished with Keene's cement. The other rooms are committee room, 14ft x 16ft; scretary's, 14ft x 17ft 6in; kitchen, bedrooms, bathroom, &c. The front portion of the first floor is arranged so that it may be let for offices, or utilised for club purposes. Suitable provision has been made throughout tor lighting, ventilation, and means of egress. The architect for the edifice is Mr A. G Legge, of this city, and the contractors are Messrs. Whitelaw and Atkinson, Irving and Glover, Reynolds, and J Donaldson. The total cost of the building when completed, which will be in a few weeks, will be about £4,000."Colour photograph of a room with marble plaques on the wall. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. As a continuous record, ranging across most decades of the Twentieth Century, they reveal changing tastes in design, values and relationships in the history of local government in Victoria.civic programmes, masonic hall -- kew (vic.), mayors of kew, cr g f pedersen -

Items in the collection illuminate the political, social and cultural history of the district. ... kew city hall, hugh g. ferguson & asociates, architectural... Ferguson and Cr. Frederick Dods. kew city hall, hugh g. ferguson ...The original Kew Town Hall offices were located in Walpole Street, Kew. Before 1960, even though it had been much discussed over a number of decades, Kew did not have a 'civic hall'. When required, events such as balls, exhibitions or theatrical events were held in the Kew Recreation Hall in Walpole Street. A new City Hall was to be opened by Sir Robert Menzies in 1960. It was located beside the Alexandra Gardens in Cotham Road. It is now used as the Kew Library. Cr Hugh George Ferguson (at right) was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Australian Imperial Forces. After the war he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and was campaign director for Arthur Rylah is Victorian politics. He organised the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including a World Trade Fair. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor for the 1959-60 term. He died in 1975, aged 75, and is buried in Boroondara Cemetery. An item of historical interest donated by members of the Dods family in 2006. Plaque, Kew City Hall : Opened by The Hon H.E. Bolte M.L.A. Premier of Victoria 23rd April 1960 : Cr H.H. Ferguson J.P. Mayor, 1960
The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Award, Boroondara Rifle Club Spoon Competition : 800, 900 yds won by J S Penrose 1905, 1905
In 2000, three silver trophy spoons were donated to the Kew Historical Society by the National Trust (Victoria). At the time, the trophies were believed to have been awarded to J.S. Penrose for victories in events held by the Boroondara R.C. [Rifle Club] in 1905 and 1906. The Boroondara Rifle Club was a separate entity to the Kew and Hawthorn Rifle Clubs. The first reference to the Club on Trove is on 11 April 1900, when the Club was established and the committee elected. It is recorded that: “the adjourned meeting in connection with the Boroondara Rifle Club was held in the shire hall on Monday evening; Mr. A. J. Smith, J.P., in the chair. It was decided that the name of the club should be the Boroondara Rifle Club, and that it should embrace the whole shire, with butts at some convenient and accessible spot. A number of additional members were sworn in, making the total enrolled to date about 70. The following gentlemen were elected as office bearers: — President, Sir Frederick Sargood. M.L.C.: vice-presidents, Messrs. Wm. Knox, M.L.C.; F. Madden, M.L.A., and A. J. Smith (president of the shire); hon. captain, Mr. John Mc Whae (chairman of the Stock Exchange) ; committee. Messrs. T. W. Gaggin, J. B. Gilfillan, Cr. Lewis. Cr. Rooks and Cr. Beckett; hon. treasurer. Mr. G. A. Darling; hon. secretary, Mr. A. J. .Macarthur”.The last recorded meeting of the Rifle Club was in 1916, at “Adam’s Hall, upper Hawthorn” when a new committee was elected. Silver trophy spoon awarded to J.S.
