Built in 1891 for Head Teacher John Brown. His predecessor and the school's first Head Teacher, John Clark, lived in his own house 'Shoestring' in Metery Road, adjacent to the school. At the time of this photograph, the building was being used for before and after school care. Its present-day (2023) use is for school administration offices. Also visible is a kerosene streetlight and Jarrold family cottage The pond was drained by Council in 1932 due to claims of mosquitoes though locals such as Thekla Jarrold and John Clark disputed this and protested to Council about the draining. It was in this news article that Thekla stated she had lived there 39 years and John Clark 22 years without cause for concern. Part of a presentation by Peter Pidgeon to the Society, 13 August 2022 showcasing a series of photographs taken by John Henry Clark over the period 1895 to 1930. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. This building is a fine example of a very early small brick country court house which retains its furnishings and has important associations with the early history of the Eltham township. It was used for Eltham Road Board meetings in the 1860s and later to provide additional school accommodation. It is the oldest public building remaining in Eltham and forms an important group in historic and streetscape terms with the adjoining former police residence. The survival of the furnishings (of unknown origins) is of particular significance given the building's age. This building, and the former police residence beside it, were constructed as a result of a petition by five Eltham residents in 1857. The nearest police were at Heidelberg eight miles away or at the Caledonia Diggings 21 miles away. After the construction of the Court of Petty Sessions at Eltham in 1859-60 (which was designed by the Public Works Department and built by a Mr Duncan for a cost of 536 pounds), it was used for a variety of purposes. Eltham Road Board meetings were held there until 1868 when the board was transferred to Kangaroo Ground and as the Road Board Secretary's office, until this was transferred to Wingrove Cottage in 1867. It was used as an overflow for the Dalton Street School in 1875. According to National Trust records, the Eltham Court House is a relatively rare building type. There are only six other known examples of similar small brick country court houses in the state which have small projecting entry porches and a gabled form. However the wet weather kept away many of our friends from the Victorian Folk Music Club who find it impossible to play in the rain. Thanks to those few who came along. We maintained out consistency by again collecting a Prize for our float- this time for the "Best Eltham Theme". Thanks to Dennis McKay for again providing his trailer for the float, and to Paul Sidwell for towing it with his Land Rover. As usual Joh Ebeli with some help from other members, was responsible for setting up the float. Sending postcards to family and friends including short messages was a common form of communication in the early 20th century from 1905 to the 1940s. Many were collected and kept in albums. This scene is viewed looking north along Main Road from near Bridge Street. The old Baker’s shop (Burgoyne’s store) on the corner of York is on the right. Also visible is the footpath dug by hand c.1906 between Yoirk Street and Bridge Street. On the left is ‘Derril’ or more commonly known as the Gahan House after it was purchased by Walter Ernest and Alice Miriam Gahan in 1924, on the western side of Main Road near the present-day site of Shillinglaw Cottage where they remained till about 1960 when Walter died. The house was demolished in 1968 during the widening of Main Road. In the distance on the bend is the Shillinglaw cottage with the Shillinglaw trees out front of the cottage. On the eastern side at the top of the hill (visible immediately to the left of the bakery) is the new St Mary’s Catholic Church on Henry Street near Main Road. The church site was relocated c.1912 from further south along Main Road (near Wingrove Cottage) in order to be more central to the congregation following the shifting of the township away from Little Eltham and closer to the railway station. It was subsequently destroyed by fire in 1961. A large group of men and women pose for a photograph on Eltham tennis court. Although the photo is marked ”Lady Premiers”, this is not a typical formal sports group pose, with only two women identified as holding racquets. 33 individuals, including men and children and one dog pose for the camera, the majority of whom are not dressed to play tennis. The court shows clear markings for tennis and a flag is flying in the background. The photograph is taken from inside the wire enclosure. There are mature gum trees in the background. The tennis court was situated in Eltham South at Bremner’s Flats (near present day Wingrove Park). Cross Ref SEPP_0720 which is at an earlier level of development. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. The meeting was large and representative. Twenty members were enrolled, and eight more have since been added. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. After several sets had been contested an adjournment was made for tea provided by the members and nicely laid out under the shade of the trees. Afterwards, sets were again formed and the game was proceeded with in a lively spirit till nearly dark, when all dispersed having thoroughly enjoyed themselves during the afternoon. Self guided heritage tour information produced by the Shire of Eltham Historical Society for 1978 Eltham Community Festival of 36 locations each numbered on accompanying map. Locations and detail provided current to 1978: 1. ELTHAM SHOPPING CENTRE Whilst very little remains in the centre of historical importance, this area has interest as the "village" which developed over many years following the opening of the railway from Melbourne in 1902. Previously the shopping centre had been spread out over a long length of Main Road to the south. Shops have been continuously demolished or remodelled and the majority of buildings date from the 1950's or later. The recently erected Post Office replaced the "old" Post Office opened on the same site only in 1958. 2. WOOLWORTHS ELTHAM VILLAGE Part of the site of this modern shopping development was occupied by the former Eltham Shire Offices and Hall. The hall was paid for by public subscription whilst the Council raised a loan for the offices. The combined building was opened in 1941. It served as office and Council meeting place until 1965 and as the hall until its demolition in 1970. 3. ELTHAM WAR MEMORIAL The complex of buildings adjoining the present Shire Offices were financed by public subscription as a Memorial following World War II. Their construction and for many years their operation was organised by the now disbanded Eltham War Memorial Committee. The original buildings were the; Infant Welfare Centre, Children’s Library (now War Memorial Hall and Dental Clinic) and Kindergarten. In later years the Elderly Citizens Club was built at the rear. 4. ELTHAM SHIRE OFFICES These offices were opened in 1965 and extended in 1971 to provide additional office accommodation and the Eltham Library. They represent the last of a long line of offices and meeting places of the Eltham Shire Council and its predecessor the Eltham District Road Board. The building occupies the former site of Shillinglaw Cottage. The three tall cypress trees which stood in front of the Cottage have been retained as a feature of the office surrounds. 5. OUR LADY'S CHURCH AND SCHOOL The Catholic Church and School complex opposite the Shires Offices shows a number of stages in the development of Eltham township. The recently constructed church adjoins its predecessor (now the parish centre). Many years ago the Catholic Church was located opposite Wingrove Park and the present central site follows the northerly drift of the township. 6. SHILLINGLAW COTTAGE The Cottage was built in 1859 by George Stebbing, a local builder who was responsible for a number of other prominent buildings in the area. Its removal from the site of the Shire Offices and re-erection on the present site was financed by public subscription. It is built of handmade bricks laid in Flemish Bond with an unusual design featuring burnt "leader" bricks over the whole facade. The Cottage is occupied by Eltham Fleececrafts and will be open during the Festival and at other times during weekends. It is classified by the National Trust. 7. RAILWAY BRIDGE The timber trestle bridge over the Diamond Creek was built in 1901. Whilst all of its timbers have been replaced at various times over the years the only change to its character has been the addition of pylons and wiring for electric trains in 1923. It is one of very few similar bridges remaining in the metropolitan area. In 1976 a proposal to replace the bridge with an earth embankment and large culvert pipes was abandoned following community protests. The bridge, however, remains under threat because of the necessity for future deuplication of the railway line. 8. ELTHAM CENTPAL PARK The area between the railway and the creek has for many years been used as a park which included Eltham' s main football oval. The access road, Panther Place is named after Eltham's team playing in the Diamond Valley League. In recent years a large area extending to Bridge Street and locally known as the Town Park has been landscaped and added to the area. The excellent blending of the park with the natural landscape of the creek valley has earned a National Trust Landscape Classification. 9. OLD BAKERY On the southern corner of York Street and Main Road is an old house with a shop front which was for many years the local baker's shop. The brick bakery at the rear is of somewhat later vintage than the house. 10. BRIDGE STREET CUTTING Before reconstruction of Main Road this intersection had deep cutting embankments on all four corners, forming a distinctive feature of the entrance to Eltham. Roadworks and private development have levelled the land on the low side of the road. A memorial to the Eltham soldiers of World War I which was located at the north-western corner is now situated at the Eltham R.S.L.   11. HILLTOP MILK BAR For many years this was the site of the Eltham Post Office under the control of the Hunniford family and later their descendants the Burgoynes. It was transferred to this site in 1855, although at that time the building apparently fronted Bridge Str e et. The site contained Eltham's first telephone exchange. The post office was relocated in 1954 but the shop was operated until recently by the Burgoyne family who still own the surrounding land. 12. UNITING CHURCH and former C.B.A. BANK The former Methodist Church was built in 1880 by George Stebbing. The Sunday School extension was built in 1929 and there have been more recent extensions. The adjoining opportunity shop was built as a bank in 1874 and purchased by the Methodist Church in 1954. 13. R.S.L. HALL, TELEPHONE EXCHANGE These relatively recent buildings occupy the site of a row of shops forming part of the early ribbon of business development along Main Road. In front of the R.S.L. building is the World War I Memorial relocated from the corner of Bridge Street and Main Road. 14. ELTHAM COMMUNITY CENTRE Australia's first mudbrick "community building" was opened in April this year. Part of the site of the building was purchased in 1856 by Henry Dendy (of Brighton fame). At the rear of the land near the creek was a steam flour mill whilst Dendy's house was at the Main Road frontage of the land. His purchase totalled about 2 Ha (5 acres) and included land on the opposite side of Maria Street (Main Road). Dendy became a prominent member of the Eltham community and served one term as President of the Eltham District Road Board. In 1867 Dendy sold his land and business to William Ford of Malmsbury and shifted to Walhalla. The avenue of trees leading past the Community Centre to the creek may well have bordered the track to the mill. 15. ELTHAM HOTEL The original part of this hotel was built in 1927 following the burning of the former Watson's Eltham Hotel on the same site. The car park on the opposite side of Main Road was also the site of a hotel variously known over the years as; the Fountain of Friendship, the Fountain and the Evelyn Arms. As the Fountain of Friendship it was the first meeting place of the Eltham District Road Board in 1856. 16. ST. MARGARET'S CHURCH, PITT STREET In 1860 Henry Dendy was appointed Chairman of a committee to establish a church of England in Eltham. He donated part of his land in Pitt Street and in 1861 the church was opened. It was built by George Stebbing and remains in a well preserved state today. Th adjoining old vicarage is now named Dendy Hou se. A new mudbrick church hall is under construction on the site. The church and Dendy House are now listed on the Register of Historic Buildings. 17. NO. 86 PITT STREET Cottage built by George Stebbing and believed to be his home for some years in the 1850s. 18. LIVING AND LEARNING CENTRE The house was built in the 1850s with the kitchen at the front being added about 40 years later. By the creek below the house a number of early Eltham industries were located. These included a tannery and a brewery. 19. ELTHAM COURT HOUSE A Court of Petty Sessions was established in Eltham in 1858 and the present building dates from 1860. It is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Court House has been classified by the National Trust. The citation states that it is an example of the simple form of early brick Court House with gabled roof and porch. 20. LANDS DEPARTMENT OFFICE This building is the former police station and is probably of about the same age as the Court House. The lockup at the rear has been demolished but the old stables remain as garages. A licence was first granted for a police station at Eltham in 1856. 21. JARROLD COTTAGE The old Cottage opposite Dalton Street was formerly owned by the Jarrold family. Early records indicate that this was the building leased from the Jarrolds as a temporary police station prior to construction of the building on the corner of Brougham Street. The small building on the corner of the property was used as a boot repairer's shop. The elevated studio at the rear is a more recent construction by the present owners. 22. STATE SCHOOL RESIDENCE Erected in 1891 23. WINGROVE COTTAGE This building fills an important place in the history of Eltham and is now used as a medical clinic. It was built in 1858 for Charles S. Wingrove who was Secretary to the Eltham District Road Board and Shire Council from 1858 to 1904. During part of this period he was also Shire Engineer and was Secretary to the Heidelberg Road Board. The house was used as the office of the Board and Council for many years. Wingrove is buried in the cemetery at St. Helena.   24. WINGROVE PARK The parkland opposite Wingrove Cottage has been named after Charles Wingrove. The old Manna Gums are an outstanding feature of the park. 25. ELTHAM FRI.MARY SCHOOL NO. 209 The school first opened in the slab building in 1855 and operated from the present site since 1857. The oldest part of the present school is the stone building erected in 1876. The first school teacher, David Clark remained at the school until 1888. This school is the government township and has always been known as the Eltham School. An earlier school (no.371) known as Little Eltham School operated in Swan Street from 1853 to 1872. 26. "SHOESTRING" This house was built for school teacher David Clark. It has been extensively extended in recent years but the extensions do not detract from the character of the older part of the building. 27. ELTHAM CEMETERY The cemetery contains the graves of many of the district's pioneers . 28. MONTSALVAT This unique complex of buildings was commenced in 1935 by the late Justus Jorgensen and its development has extended over many years. Montsalvat has exerted a significant impact on Eltham The earth and stone construction of many of the buildings has influenced local architecture to a great extent and it has served as a "nerve centre" of the local artistic community. Montsalvat is open to the public for a small charge. 29. MAIN ROAD BRIDGE This location has been the main crossing of Diamond Creek since the earliest days of settlement. The present concrete bridge was erected in 1925 .and was preceded by a number of timber bridges. 30. ELTHAM LOWER PARK This park, being an unusually large flat area for Eltham, was originally the local racecourse. Horse races were held here from 1855 and the area was gazetted as a reserve for a racecourse and recreation reserve in 1857. The park is well known as a venue for school "bird days" and more recently as the site of the Diamond Valley Railway. This miniature railway features scale models of modern and old locomotives and rolling stock and has operated on this site since 1961 . Before that the railway operated at Chelsworth Park, Ivanhoe.   31. FALKINER HOUSE Frederick Falkiner was one of the earliest settlers in the Eltham township area and occupied a substantial leasehold prior to the first land sales. Early records show that Falkiner was the subject of a number of complaints from his neighbours but he has nevertheless been considered a prominent enough citizen to have a street named for him. This house was the home of Evelyn (Ely) Falkiner a member of Frederick's family. 32. WEST HOUSE Behind the large house on the hill is an early house built by the West family. This was relocated from a site near the front of the land by the present owner Mr. Fabbro. 33. FALKINER HOUSE This very old house is believed to have been the home of Frederick and may have been Eltham's first post office. Falkiner was the first post master for a short period. in 1854/55. 34. WITHERS HOUSE This house was the home of famous artist Walter Withers who shifted here from Heidelberg in 1903. 35. ELTHAM HIGH SCHOOL This school celebrated its jubilee this year, having commenced as the Eltham Higher Elementary School 50 years ago. 36. DIAMOND CREEK FOOTWAY If returning from the High School to the town centre the footpath by the bank of the Diamond Creek provides a pleasant route to finish your walk. The creek is a major tributary of the Yarra River. Together with its own major tributaries Arthurs Creek and Running Creek it commences on the southern slopes of the Dividing Range at Kinglake. So much so, that Eltham has been compared to the Left Bank in Paris, New York’s Greenwich Village and London’s Bloomsbury.1 That is until the 1970s when Eltham rapidly expanded into a suburb. However many artists still flourish not only in Montsalvat, Dunmoochin and the Bend of Islands but elsewhere in Nillumbik. Some artists who have worked or lived in Nillumbik are well-known nationally and internationally. Artists are attracted to the hilly district’s subtle colours, unique light and the Yarra River and Diamond Creek. The railway’s extension to Eltham in 1902 brought artists to paint for the day or to camp. Then many settled in Eltham, perhaps also because the poor quality land, far from the city, was cheap. Following World War Two they found they could build houses and studios cheaply by making their own mud-bricks. The flexible material, with its warm tones blending into the bush, also satisfied their aesthetic sensibilities. As early as 1900, Will Longstaff, known for his painting The Ghosts of Menin Gate at the National War Memorial in Canberra, lived at Stanhope in Peter Street, Eltham, later to become the home of intellectuals Clem and Nina Christensen. Members of Australia’s first significant art movement, the Heidelberg School of Artists, painted in Eltham, Warrandyte and Diamond Creek.2 Walter Withers lived at the corner of Bolton and Brougham Street, Eltham and taught Sir Hans Heysen, who for a short while stayed with the Withers family. In Warrandyte were Clara Southern, whom Frederick McCubbin taught at the National Gallery School and Penleigh Boyd, who is represented in all Australian state galleries and the National Collection in Canberra. May Vale, daughter of politician William, lived in Diamond Creek.3 With Jane Price they feature on the Heidelberg School Artists Trail, part of which runs through Nillumbik. The trail includes signs each displaying a reproduction of a painting by an artist and located near where the artist lived or painted. In Nillumbik the trail includes parts of Warrandyte, Eltham in the Alistair Knox Park, Main Road shopping precinct and Wingrove Park, the Research walking track on Main Road and the Diamond Creek Reserve. In 1916 artist William ‘Jock’ Frater lived at the corner of Arthur and Bible Streets, Eltham. Before then, Frater, with other artists including Percy Leason (who moved to Eltham in the mid 1920s) painted in Eltham on weekends. They camped near Bible and Pitt Streets and along the Diamond Creek where the Eltham Retirement Centre now stands.4 In 1921, painter Peter Newbury (father to painter David Newbury, who was born in Eltham) moved to Cromwell Street, Eltham. Max Meldrum, the first Australian painter to formulate a consistent theory of art largely based on tone,5 taught local artists Alan Martin, Clarice Beckett, Peter Glass and Justus Jörgensen. Meldrum visited Eltham then rented a house there for 18 months opposite Wingrove Park. In 1934, artist and architect Justus Jörgensen and his doctor wife Lil and friends built Montsalvat, the artists’ colony. Montsalvat has played an important part in attracting artists to Eltham and its mud-brick, pisé, stone and recycled building materials has had a major influence on Eltham’s built environment. Jörgensen’s students who also helped him build Monstalvat included Arthur Munday, Lesley Sinclair, Helen Lempriere, Joe Hannan, Helen, Sonia and jeweller/sculptor, Matcham Skipper. Among artists who visited Montsalvat were Clifton Pugh and Angry Penguins’ artists Albert Tucker and Arthur Boyd. Some who painted after World War Two were Alan Martin of Eltham and Warrandyte artists Frank Crozier and Harry De Hartog6, one of Melbourne’s first painters influenced by Cubism.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The tennis court was situated in Eltham South at Bremner’s Flats (near present day Wingrove Park). The information included with the photocopy suggested this was the opening of the first Eltham Tennis Court however this is inaccurate. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. The meeting was large and representative. Twenty members were enrolled, and eight more have since been added. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. After several sets had been contested an adjournment was made for tea provided by the members and nicely laid out under the shade of the trees. Afterwards, sets were again formed and the game was proceeded with in a lively spirit till nearly dark, when all dispersed having thoroughly enjoyed themselves during the afternoon. Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Also known as Anderson's Creek (Road) Bridge A contract was accepted for William Elliot to erect a bridge over the Yarra River at Warrandyte on Anderson's Creek Road and other improvements for £1,331.6.2 - Gazette No. 143. Tuesday, November 13th 1860 - http://gazette.slv.vic.gov.au/view.cgi?year=1860&class=general&page_num=2161&state=V&classNum=G143&id=). The bridge was washed away by floods in 1863. It was replaced with a taller timber trestle structure in October 1875, designed and built by C.S. Wingrove, Shire Clerk, Engineer and Surveyor for Eltham Shire Council. A replacement for this bridge was commenced in 1955 to cope with increasing traffic and this structure was widened in 2018 to meet further traffic demands. The ceremony of formally opening the newly erected bridge over the Yarra at Ander-son's Creek was performed on Monday last, in the presence of the members of the Eltham and Bulleen shire councils whose territories it joins, and a goodly number of the residents of the district. The task was delegated to Mr. Cameron, M.L.A., who, after a few introductory remarks declared the bridge to be opened, and christened it the " Warrandyte Bridge." The party then adjourned to Grant's Hotel, where a cold collation had been prepared. The chair was taken by the president of the Eltham shire (Mr. John Bell) and the vice chair by Mr. Kent, a member of the Bulleen council. Mr Robert Williamson proposed "Success to the bridge," coupling with it the name of Mr. Cameron, to whose exertions was in the main to be attributed the erection of that structure which was an ornament to the district and would prove of great service to both sides of the river. Mr. Cameron, in responding, alluded to the great difficulties, mainly of a pecuniary nature, that had been encountered in carrying out the project, and which had only been got over by their united efforts and by the liberal spirit in which the late Commissioner of Roads had dealt with the case. The healths of the contractor and the engineer were also drunk. The bridge is a trussed timber one, resting on yellow box piles sunk into the solid rock, each pier being weighted with 50 tons of stone. The abutments consist of dry stone walls, 6ft. thick at the base, and tapering to 3ft. on the top, the face of the work having a batter of 1 to 1. The length of the bridge is 308ft., there being four openings in the centre of 66ft. each, and two at the ends of 20ft. each. The width in the clear is 9½ft., and the height from the bed of the river about 33ft. The approaches comprise 1,100 cubic yards of earthwork, and the formation of 48 chains of sideling, the whole cost of the work, which was carried out under the direction of the engineer to the Eltham Shire Council, being £1,413.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. George Knapman was born c.1851 in Ashburton, Devon, England, the son of George Knapman and Elizabeth Grant nee Wyatt. George, his mother and three sisters arrived in the Port of Melbourne, 28 Jul 1857 aboard the ship, Mindoro from Plymouth, his father having preceded them some eighteen months earlier. George married Mary Jane Williams in 1877 and they settled in Eltham where they had five children; Percival George (1878), Florence Maud (1880), Laura Blanche (1882), Alfred Edgar (1886) and Gladys Victoria (1897). In 1879 George was elected a vestryman for St Margaret’s Church, a position he would be re-elected to for many years. Both he and Mary were active members of the church and social activities. In 1884 George was also engaged in collecting funds for the renovation of the St Helena church George was also a member of the Eltham Cricket Club. In May 1884 following completion of the cricket season, several players banded together to form a group holding fortnightly meetings for the purpose of giving readings, recitations, etc to relieve the dullness of the long winter evenings. Charles Wingrove was elected President, Rev. J.B. Gason Treasurer and George along with Messrs Evans, Bourke, D. McColl, C. Jarrold, George Hill and William Brown, members of the Committee. In 1885, George advertised two horses had strayed from his premises (reward £2) and in 1891 he had a cultivator for sale (price £7/10/-). In 1902 he was treasurer of the Eltham Rifle Club. His children attended Eltham Primary School. In 1904 he was a member of the school's Board of Advice and addressed children at an Arbor Day planting activity. In 1907 he was elected president of the Eltham Progressive League, calling for public toilets to be erected at a local picnic spot. George along with William John Taylor and Isaac Hill was also appointed a Trustee of the Eltham Rechabite Hall in Henry Street on behalf of the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites from December 1901 until its sale to the community in December 1921 for use as a public hall. George ‘Snowy’ Knapman was a blacksmith by trade. He owned and operated a shoeing forge and wheelwright workshop, known as Snowy Knapman’s Forge, in Main Road Eltham, next door to the Eltham Court House. The location was well chosen. Mail coaches from Melbourne passed through Eltham enroute to Christmas Hills and Yarra Glen, with another heading to Kingstown (now Panton Hill). It was common practice for horses to be changed at Eltham. Two photos taken June 4, 1907, captioned ‘Election Day Eltham’, show a large crowd of men assembled in Main Road outside Knapman's premises. They are waiting to vote at the Court House. There are no women in the crowd; they were not empowered to vote. George's brothers William and John were also blacksmiths at Heidelberg, continuing the business established by their father George, who had died in 1900. After William died in 1909, George moved to Heidelberg to take over from him. George died at his residence, ‘Devon’, Yarra Street, Heidelberg on March 16, 1923, and is buried in Eltham Cemetery with his wife Mary who died July 16, 1935, at Kew. Their former house at Eltham was located near where the WW1 Monument was erected in 1919, after they had moved to Heidelberg, at the corner of Bridge Street and Main Road and occupied by Mr. R. Trevena at the time of Mary’s death. Mary was sister to E.J. Williams, W. Williams and Mrs Fawkner, all residents of Eltham. Built by artist and cartoonist Percy Leason in 1927 in what was then New Street but renamed Lavender Park Road in the late 1950s/early 1960s. The Herald newspaper owner, Sir Keith Murdoch, had hired Leason for his newly acquired Melbourne Punch magazine at a salary of £1750, making him ‘one of the highest paid cartoonists in the world’.1 With this salary and financial help from Murdoch, Leason was able to build his lovely home in Eltham. At the crest of a sweeping drive, the home now two-storey in white brick with a gabled grey slate roof and dormer windows is flanked by an extension built by another owner in the 1980s. Leason lived in the home with his wife, Isabel and children, until 1937, when he left for the United States of America, where he lived until his death in 1959. The four-bedroom house and garden would have been well-suited to bringing up his family and to entertaining their friends in style. Large airy rooms have high ceilings with moulded plaster, timber floors and several are brightened with bay windows. Leason made friends with many of the artists and personalities who gravitated to Eltham. Around 1931 Justus Jörgensen, founder of the Montsalvat Artists’ Colony, helped Leason build his large studio at the back of the house. Another friend was journalist Mervyn Skipper, father of jeweller and sculptor Matcham, and artists Helen and Sonia. Leason’s teacher, artist Max Meldrum, also visited and rented accommodation in Eltham, opposite Wingrove Park. Punch folded in 1925, but Leason continued as cartoonist for Table Talk. In 1926 Leason began the cartoons of a mythical Australian town Wiregrass, which were inspired by Kaniva, his home town. The art gallery in Main Road Eltham was named Wiregrass in Leason’s honour. Leason completed 1000 drawings from 1919 to 1937, which author Garrie Hutchinson claimed, were technically unsurpassed and had regional and universal interest. Leason’s acute observations of country life stemmed from his childhood in Kaniva in Victoria’s western Wimmera, where he was born, the son of a selector, in 1889. Meldrum claimed that Leason could name every plant and the habits of every animal.2 Leason also painted 28 portraits of the last full-blooded aboriginals in Victoria at Lake Tyers in Gippsland, most of which are in a private collection. In Sydney Leason illustrated Henry Lawson’s Selected Poems and worked for The Bulletin. Leason had begun his career at 13 as an apprentice lithographic artist at Sands and MacDougall. He attended night classes at the National Gallery and the Victorian Artists Society. Leason first visited Eltham in 1910 to paint with fellow artist William ‘Jock’ Frater. They camped near Bible and Pitt Streets and along the Diamond Creek on the site of the present Eltham Retirement Centre. Despite his success as a cartoonist, Leason wanted to be recognised as a serious painter and for his anthropological work.3 He was also conservative and felt uncomfortable with the modern art scene in Melbourne.4 So he left for the United States of America to work as a painter. Ironically his time in New York saw the burgeoning of modern art, notably by artists such as Jackson Pollock. Cross Ref SEPP_0721 of the Lady Premiers for 1909-1910 in which an umpires raised seating platform has been erected and the court surface is more refined with marked lines. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. The meeting was large and representative. Twenty members were enrolled, and eight more have since been added. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. After several sets had been contested an adjournment was made for tea provided by the members and nicely laid out under the shade of the trees. Afterwards, sets were again formed and the game was proceeded with in a lively spirit till nearly dark, when all dispersed having thoroughly enjoyed themselves during the afternoon. Clark John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century. There are a couple of images of Eltham taken by Clark Bros. in the Eltham District Historical Society collection, one such example being Hunniford’s Post Office with Miss Anne Hunniford out front (EDHS_00140 - marked on the back of the print, Clark Bros., 25 Thomas St. Windsor), which would date this image between c.1894 and 1914. Other early images of Eltham taken by John Henry Clark are marked on the face “J. H. Clark Photo” and it is assumed these are dated between 1914 and 1930. It is noted that the Grant of Probate for John H Clark of Eltham South dated 5 April !957 (513/387) records his occupation as "X Photographer".This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' A habitat corridor and it strengthens the community. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p185 Barak Bushlands lie west of the Diamond Creek on the corner of Falkiner Street and busy, noisy Main Road. They form part of an important habitat corridor linking the Yarra River to the Kinglake National Park.1 Manna Gums, tawny frogmouths and platypuses are some of the indigenous plants and animals that have made their home there. The bushlands are the result of more than nine years of hard work by the local community with the Nillumbik Council, to transform a degraded flood plain into this refuge of natural beauty. In 1997, shortly after moving into the new Riverside Estate on Falkiner Street, Eltham, several residents noticed the sorry state of the Diamond Creek and surrounding area. Part of it was used as a cow paddock and although small patches of vegetation survived, the area was infested with weeds, rabbits, rubbish and drainage from the housing estate. At various times the 4.4 hectares had been used as a market garden and for shire stock piles. The residents began to restore the area by revegetating land along the Diamond Creek. In 1998 they established the Friends of the Diamond Creek Falkiner Street Reserve2 and 35 families joined from the 90-house Estate. Carolyn Mellor, as the Friends’ Land Manager, undertook a four-year horticulture course to guide this massive project for a volunteer organisation. Since 1999, she has been the Friends’ President. In 1999 the Friends urged the Nillumbik Council to undertake a feasibility study into establishing a wetland system and urban forest. Work began in 2002 with Nillumbik Council funding the project, supplemented by government grants. The Friends also received grants from Melbourne Water and Parks Victoria.3 Aided by the Friends and other community members, the Council created the Barak Bushlands consisting of a forest, a wetland, a bridge, a path and open space. The beautiful wetland treats most of the estate’s stormwater runoff. Storm water is filtered through plants in the wetland ponds then is released slowly into the billabong, before flowing into the Diamond Creek. The wetland also helps to minimise flooding and the improved water quality provides a flora and fauna habitat. The Friends and other volunteers planted more than 27,000 plants, more than one third of which they grew from seeds they collected at Lower Eltham and Wingrove Parks. Eltham High School students planted thousands of these through a Year Eight program introduced for this purpose. Other groups who assisted were: Green Corps, local Scouts and Guides – 2nd Montmorency, 1st Diamond Creek and 1st Eltham Cub Packs, Eltham College students, Eltham East Primary School, Landcare members, Eltham Lions Club and the Eltham Baptist Church. To maintain enthusiasm for the mammoth task, the Friends and other volunteers ‘adopted’ trees to water and wrote their names on the stakes. In 2004, to recognise the area’s original occupiers, the reserve was named Barak Bushlands. William Barak, who lived from 1824 to 1903, was the last chief of the Yarra Yarra tribe of the Wurundjeri-willam people.4 Traces of these original inhabitants remain in scar trees (bark sections removed to make a shield or canoe). That same year the Friends’ group was a finalist in the prestigious Federal Government, Banksia Environmental Awards. The Friends have also participated in Clean Up Australia, removing tonnes of rubbish and regularly testing the billabong, wetland and creek, for pollutants. For years the Friends, together with the Australian Platypus Conservancy, have tagged, measured and checked the health of platypuses from the Diamond and Mullum Mullum Creeks. With Latrobe University the Friends have conducted night walks to view owls, possums, bats and sugar gliders.5 Challenges for the council and the Friends continue with a large rabbit population, some vandalism, weed eradication and maintenance. However, thanks to this community effort, locals can now escape confined urban living on small blocks of land and enjoy the beauty of indigenous plants and animals. Working together has also strengthened the local community,This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Originally a race course, the park has brought the community together with a variety of activities. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p45 Once used for horse racing, which attracted visitors from Melbourne, the Eltham Lower Park has brought the community together with a wide range of activities. Horse riding is now enjoyed as a recreation in the park as are other sports. The park also includes the Diamond Valley Railway miniature trains and a sanctuary for the rare and vulnerable Eltham Copper Butterfly. Eltham Lower Park, with other parks, forms an almost continuous green band from Eltham’s centre, along the Diamond Creek to the Yarra River.1 Before European settlement the Wurundjeri people met on this land, particularly at the junction of the Diamond Creek with the Yarra River, which they called Birr-arung. This is commemorated by the sculpture, Not just a Pretty Place by Aleks Danko, winner of the 2000 Nillumbik Art in Public Places Award. The first European to settle here was probably Henry Foley, who in 1841 used it as part of his pastoral run. Foley sold his leasehold to Joseph Wilson in 1845, who soon after sold it to Frederick Falkiner.2 During the 1840s the future park was part of a government square mile (2.6 sqkm) reserve, north of the Yarra, within the Parish of Nillumbik, later named Eltham. Soon the land was used for horse racing after nearby residents cleared ten acres (4ha) in the early 1850s. A three-quarter of a mile (1.2km) race secured the winner the £10 Publican’s Prize. In response to popular demand, the newly formed Eltham District Road Board petitioned the Surveyor General of the Colony of Victoria, in 1856, for 36 acres (14.6ha) of crown land for a racecourse and recreation. By 1858 the Eltham races had become an institution. ‘Many skirmishes occurred and the way home was paved with temptation, with sly-grog for sale.3 In the early 1870s, two jockeys were sons of the police officer in charge of the Eltham Police Station, Miles S Lyons.4 Another ten acres (4ha) was added to the area in 1866 and 12 acres (4.8ha) – Hohnes Hill – in 1870. In 1866, two acres (0.8ha) on the creek banks became an animal pound with William Walsh the pound keeper in 1870, but this was later incorporated into the park. By 1877 the area was called a public park but horse racing and training continued into the 1920s. In the mid-1900s trotters were trained on a circuit road. In 1953 the Eltham Pony Club was established and used a cross-country course on Hohnes Hill. From the mid 1950s the club held the Eltham Easter Fair at the park, later to include a procession along Main Road from the town centre to the park. The park also attracted picnic parties and campers from the inner suburbs as did Wingrove Park, and businesses catering for visitors, sprang up on the opposite side of Main Road. Bus-loads of school children visited the park for Gould League bird days in the 1960s. In 1979 the Eltham Shire Council bought Lenister Farm, linking the park with the Yarra River. The Lenister Farm wetland includes a bird hide, viewing platform and interpretive signs.5 Pioneer Henry Stooke, later Road Board chairman, bought the 11 acres (4.5ha) - later to become Lenister Farm - from the Crown in 1862. Stooke never lived on this site and the two houses at Lenister Farm were built in the 20th century. Since its formation in 1871, the Council has controlled this crown land, which it named Eltham Park. But in the 1920s Eltham Council bought land near the town centre for a park, which it named Eltham Central Park. To avoid confusion the Council renamed Eltham Park, Eltham Lower Park. The Orford family, a pioneer family remained continuously living and working in Eltham for 170 years from 1854 to 2024. James and Sarah Orford arrived in Sydney in 1839 aboard the ship “Orestes”; they had several children there before settling in Eltham in 1854. Three children, James Mathias, Sarah Amelia and Thomas Henry initially remained in the Eltham area. James eventually moved to Brunswick. Sarah married Arthur Butler Young and finally lived in Bunyip. Thomas who was six years old when the family arrived in 1854 remained in Eltham, married Helen Logan who died, leaving a large family. They lived in a slab hut by the Yarra at Laughing Waters and Thomas managed the Panton Park Estate, a selection owned by Magistrate Thomas Panton. Thomas’s son, Ernest Orford was born 1892 at Pitt Street, Eltham and also lived his entire life in Eltham working as a labourer, orchardist and later as a gardener and grounds keeper for Sir William Irvine, a former Chief Justice and Premier of Victoria. Ernest married Kate Thomas; their two sons Ron and Doug stayed in the area. Another of Thomas' sons, Arthur, also lived in Eltham. Four Orford generations attended Eltham schools. Doug Orford was born on the kitchen table (reference, son Ted Orford) of the family home at the corner of Reynolds Road and Mount Pleasant Road. Doug married Gwen and they established a family however Gwen died at a young age from cancer. Doug eventually remarried another Gwen and they lived for several decades in Napoleon Street, Eltham. Doug was actively involved in EDHS over many years, including serving as a committee member and vice president. Contributions by Doug and Gwen, his wife, assisted EDHS to continue to develop as a not-for-profit group intent on promoting and preserving our local history. Both Doug and Gwen were made Life Members of EDHS. His significant work with assisting to establish our valued Local History Centre helped develop our home base and supported the continued growth of our society. Doug’s local knowledge, suggestions and family connections were highly valued, Until recent times, he continued to regularly attend our Collections Team workshops providing his insights and historical information about photographs and society records. Doug died peacefully July 8, 2024, and represents the last link in the Orford Eltham chain which spanned 170 years.
