These plaques were once on display at the Warrnambool racecourse with the smaller one originally affixed to a seat. These plaques commemorate the winner of the Grand Annual Steeplechase in Warrnambool in 1931. The Warrnambool Grand Annual Steeplechase was first held in June 1872. Today it is part of the Warrnambool May Racing Carnival and is run over 5,500 metres with 32 fences. In 1931 Welcome Stranger's jockey was D. Wraight. The name "Welcome Stranger" is an echo of the name of the famous gold nugget found in Victoria in the 1850's. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. These two bottles have been used in the business of Melsom Hemmons a dentist who operated from the chemist shop of R.F. Kennedy & Co. in Timor Street, Warrnambool. Hemmons was a close friend of Richard Kennedy who established a large wholesale, retail and manufacturing chemist business in Warrnambool in the 1880s. This business was regarded as the largest and best appointed pharmacy in Victoria for many years. The business continued until the 1920s trading as R..F. Kennedy & Co. These two bottles are of considerable interest as mementoes of two prominent Warrnambool identities of the past- Melsom Hemmons and Richard Kennedy..1 A brown glass bottle with a metal top and a white label with faded red writing pasted on. This collection of 23 photos of map production on the AUTOMAP 2 computer-based system in Air Survey and Cartographic Squadrons, was most likely taken in 1986. The AUTOMAP 2 system was an upgrade to the AUTOMAP 1 system, comprising Intergraph graphic edit workstation terminals networked to VAX 750/785 main frame computers. Unlike AUTOMAP 1, operators could display digital topographic features on monitors for editing. Successful adaptation of this system meant RASvy was at the forefront of digital mapping/cartographic systems in Australia and overseas. The system comprised Input (Wild B8 Aviograph feature extraction) Raster Scanning (digitising from compilation sheets, Graphic Edit (cartographic completion) and Plot Verification Sub Systems. The system was operational from 1984 to its ‘Newheart’ upgrade in 1993. Throughout its life, the system was progressively refined with productivity gains, achieved from award winning technical development in-house by talented and innovative Army Survey Regiment personnel.This is a set of 23 photograph of AUTOMAP 2 production at the Army Survey Regiment at Fortuna, Bendigo, c1986. Wallace's hut was built in 1889 and is probably the oldest surviving hut on the high plains of north-east Victoria. It was built in six weeks by Irish immigrant brothers Arthur, William and Stewart Wallace among old snow gums on a grassy plain above the snowline. The brothers held grazing leases on the High Plains and the hut was built to provide shelter for the cattlemen working there. It is probably the oldest hut on the Victorian high plains.
