Created for the memorial service that was held on friday 20th may 1910, held in front of the shire hall in Heathcote to honour king edward VII who died on the 6th may 1910 at 2.30 p.m. this was arranged by the local ministers of religion at the request of the president and councillers of the shire of McIvor.Believed to be the only one in exsistence, after intesive research have been unable to come up with any information, from the shire, local churches or senior members of the community,only mention was in the Bendigo Advertiser newspaper.research in to archives further afield have not produced another.Piece of cream silk printed on face and inside, screen printed in purple and black ink on front and inside the order of service. details of all ministers of religion and shire dignitries as well as hyms sung. This church collection bag is quite unique in that it has three grip handles, not the usual two. Why three. It may represent the holy trinity of, the father,the son and the holy spirit. Historically this might be used to reinforce the holy trinity belief which at the time of this item's construction was under threat. The threat came from splinter Christian sects such as the Church Of Jesus Christ of the Latter-Day Saints which have a Godhead of a council of three deities and there are other christian religions of only one deity covering the father,the son and the holy spirit.This collection bag for offerings, was the main method available towards the upkeep of the church and its parish during this era. Broadcasting of religious services was not as prolific as in the late 1900s and into the 2000s. It was a time when visualisation of the support of religion(especially in rural ares) was an important social factor. The God "fearing" beliefs within society of this period, provided the strong moral fabric which permitted settlements that did not have a strong law enforcement section to prosper and develop without fear or "favour". The collection bag was, and is still, a physical endorsement of support towards the church and what it stands for. This was a time when it was a social requirement to be seen in the church building and supporting fellow parishioners. The ingrained Australian psyche of supporting anyone that needed help, was a result of this period.Church collection/donation bag. Also titled: Eltham Shire "As We Are"The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. As the following report reveals, the project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this the writer, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. Arthur Street, Eltham next to ANZ Bank The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. These four exercise books give documentation on the activities of the Allansford Progress Association (1966 to 1988). Allansford is a settlement about 9 kilometres from Warrnambool and most of the town area is now within the boundaries of the Warrnambool City Council. The association was re-formed in November 1966 after the demise of an earlier group. The members of the group campaigned in areas of local concern – T. V. reception, drainage and sewerage, postal services, sports facilities including the development of the Speedway, housing development, road proposals, waste management and disaster plans. These books are of interest in that they provide an overview of the history of a local organization. They will be useful for research. These are four exercise books - three Minutes books, and one Accounts book, from the Allansford Progress Association (1966-1988). The exercise books have coloured covers, (blue and white checkered, green, red and blue). Two are bound with tape and two are stapled. There are some loose sheets in all of the books. ... and Council workers. A collection was taken up at the service ...These are two programmes of the Civic and Memorial Official Service held in the Warrnambool Town Hall on 26th May 1918. The service was held for two purposes. One was to celebrate the gazetting of Warrnambool as a city, two days earlier, on 24th May 1918. The other was to offer prayers and remember those on active service in World War One and those who had died in the war and to pray for the war to end. (World War One came to an end in the November of 1918). The service on 26th May in Warrnambool was conducted by the ministers of churches in Warrnambool and attended by the Mayor and Councillors and Council workers. A collection was taken up at the service for the British Red Cross Society. The Mayor at the time was William Swinton.This program is of considerable interest as it brings to our attention two events of importance in our history – Warrnambool becoming a city in 1918 and the city’s involvement in World War One and the long-term effects of this war on all settlements in Australia. It also highlights the importance at the time of the Christian religions in Australia.These are two copies of the programme of the 1918 Warrnambool Civic and Memorial Service. The programme is one sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. The front page has the crest of the City of Warrnambool with blue edging and some ornamental scrolls. One programme is tattered at the edges. This booklet contains the Program for the Back to Warrnambool Celebrations for 1930. It contains a brief history of the town and photos of current council Office bearers and local scenic spots. There is also a map of the town and a large number of advertisements for local businesses. Back to Warrnambool celebrations were an important event on the social calendar and were run over a number of years in the town. This program is one glimpse into the city and its people in 1930. Some of the events held over the week included processions, sports Carnivals, concerts, card playing, Church services and local tours. Many of the advertisements are for businesses of long standing and importance to the prosperity of the town. Twenty page Booklet with light card, grey, mottled cover. Text in brown and blue. Cr. G. C. Dreverman J.P. and President of Eltham Shire Council gives a speech at the opening of the Eltham Library in August 1971. Cr Dreverman was a Councillor for the Central Riding of the Shire of Eltham since 1966. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. The library and Shire Offices were demolished exactly 25 years later in 1996. The current library was opened in 1994.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The Procession of floats travelled from the Eltham Shopping Centre to Eltham Lower Park on Saturday 10th April as part of the Shire of Eltham centenary celebrations program. One of three photographs. The Infant Welfare Centre and BP service station can be seen in the background. Participants in the parade included the Eltham Film Society, Scout group, Eltham volunteer fire brigade, riders on horses, including Jock Read on his horse Shamus in front of the fire truck, and horse and carts. A cowley roller from the Melbourne Steam traction engine club and a McDonald roller represented Eltham Shire Council in the 19th and 20th centuries. Another float includes a bark hut with trailer representing pioneers with a banner reading "The trues heores our pioneers". One view shows Eltham Village under construction by H.M. View of the 1875 timber trestle bridge over the Yarra River reproduced from a newsprint image. Also known as Anderson's Creek (Road) Bridge A contract was accepted for William Elliot to erect a bridge over the Yarra River at Warrandyte on Anderson's Creek Road and other improvements for £1,331.6.2 - Gazette No. 143. Tuesday, November 13th 1860 - http://gazette.slv.vic.gov.au/view.cgi?year=1860&class=general&page_num=2161&state=V&classNum=G143&id=). The bridge was washed away by floods in 1863. It was replaced with a taller timber trestle structure in October 1875, designed and built by C.S. Wingrove, Shire Clerk, Engineer and Surveyor for Eltham Shire Council. A replacement for this bridge was commenced in 1955 to cope with increasing traffic and this structure was widened in 2018 to meet further traffic demands. Argus (Melbourne, Vic. : 1848 - 1957), Thursday 23 September 1875, page 7 ________________________________________ THE WARRANDYTE BRIDGE. The ceremony of formally opening the newly erected bridge over the Yarra at Ander-son's Creek was performed on Monday last, in the presence of the members of the Eltham and Bulleen shire councils whose territories it joins, and a goodly number of the residents of the district. The task was delegated to Mr. Cameron, M.L.A., who, after a few introductory remarks declared the bridge to be opened, and christened it the " Warrandyte Bridge." The party then adjourned to Grant's Hotel, where a cold collation had been prepared. The chair was taken by the president of the Eltham shire (Mr. John Bell) and the vice chair by Mr. Kent, a member of the Bulleen council. Mr Robert Williamson proposed "Success to the bridge," coupling with it the name of Mr. Cameron, to whose exertions was in the main to be attributed the erection of that structure which was an ornament to the district and would prove of great service to both sides of the river. Mr. Cameron, in responding, alluded to the great difficulties, mainly of a pecuniary nature, that had been encountered in carrying out the project, and which had only been got over by their united efforts and by the liberal spirit in which the late Commissioner of Roads had dealt with the case. The healths of the contractor and the engineer were also drunk. The bridge is a trussed timber one, resting on yellow box piles sunk into the solid rock, each pier being weighted with 50 tons of stone. The abutments consist of dry stone walls, 6ft. thick at the base, and tapering to 3ft. on the top, the face of the work having a batter of 1 to 1. The length of the bridge is 308ft., there being four openings in the centre of 66ft. each, and two at the ends of 20ft. each. The width in the clear is 9½ft., and the height from the bed of the river about 33ft. Located on what was referred to as Obelisk Corner, improvements have been been made since the unveiling in August 1919 with the provision of a stone retaining wall topped with a chain link and granite stone boundary, most likely in conjunction with improvements to the intersection into Main Road. Along with the use of the name Obelisk Corner, the Bridge Street bridge was also known as Obelisk Bridge. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Situated near the top of what was known as 'Policeman's Hill' according to Miss Ivy Reynolds, neice of the photographer, Tom Prior. From the left, Eltham Court House, Police Residence and Police station on Main Road and corner of Brougham Street. These buildings formed part of Little Eltham and still stand (without the front fence) today though the Police Station was demolished in 1986 due to termite damage. A replica was built circa 1989. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. This document was made by the Shire of Orbost, local government. The Shire of Orbost was a local government area about 380 kilometres (236 mi) east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres (3,608.9 sq mi), and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. On 2 December 1994, the Shire was abolished, and merged with City and Shire of Bairnsdale, Shire of Tambo, most of Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This receipt was issued to R. C. Morgan of Orbost. on May 17, 1956. It was for rent of reserve for six shillings. It was issued by the Orbost Shire Council. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council. A widow - faced envelope with a green threepence stamp top right corner. At the top is "Shire of Orbost". Bottom right is "If not claimed within 7 Days please return to SHIRE HALL, ORBOST".There is a receipt to R.C. Morgan for 6/- being for the "rent of reserve" and signed by L.A. Walker.
