The Banyule Observer was raised September 2000. Banyule Councillors Colin Brooks and Dale Peters became aware that the ‘local’ news in the Diamond Valley News was being neglected. Together these two councillors asked Rosie Bray to write the local news – which she did until Colin Brooks withdrew. Dale Peters published one more issue – on April 28 2001, before he closed the paper down. Rosie was paid $20 a month to cover costs. Sir Henry Bolte, premier of Victoria, renamed Cape Everard at Point Hicks during the Centenary of Cook's Landings on April 20, 1970. There is no land feature at Cook's coordinates of 38°0'S and 148°53'E, a point which lies several miles out to sea and under 50 fathoms of water. Captain Cook invented Point Hicks so that he could conceal Bass Strait and the insularity of Tasmania. The Admiralty had issued its usual instructions to hide strategically important discoveries that could become security risks. Captain Hicks was James Cook`s senior lieutenant. There has been some dispute as to whether Zachary Hicks actually saw Point Hicks or whether he saw Ram Head about 20 kilometres further up the coast. Although Cook named the promontory Point Hicks it was changed to Cape Everard in 1843.. In 1970 the Victorian government changed the name Cape Everard to 'Point Hicks'. It lies on dry land, about 22 nautical miles (41 km) northeast of Cook's phantom Point Hicks, where it preserves the story of Cook's first landfall in Australia. Note the CGA (Commonwealth Government of Australia) sub-station for the works on the other side of the road. There is a high voltage power line in the background and behind the substation. Double Headed Rail from Ravenswood Station Siding which was dismantled circa 1987 the two rails were stored for a time at Maldon before being donated to Puffing Billy Museum Bearing makers marks of Wilson & Cammell - Dronfield- Steel works Wilson & Cammell made Steel rails at their Dronfield Steel Works, in Dronfield, North East Derbyshire, England from 1872 - 1883 Double-headed rail In late 1830s Britain, railway lines had a vast range of different patterns. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. Construction commenced in January 1854 with work on a pier at Williamstown but lack of funds slowed progress, eventually prompting the company to sell out to the government. The 100-mile (162 km) section to Bendigo opened in October 1862. Its cost of £35,000 per mile made it the most expensive railway ever built in Australia. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. Tenders were called for the work in 1863 and the work was completed in 1864 by contractors Collier and Barry Apart from the line contractors, other firms directly involved were J Shire law and Co (sleepers), R Fulton, Langlands Brothers and Co, William Crossley (water supply), B Moreland, Langlands Brothers and Co (platelayers lorries), E Chambers (iron pins, traversers), Miller and McQuinstan (luggage vans and steam engines) and various contractors for building works. The Volunteer Air Observers Corps was an Australian air defence organisation of World War II.It was formed on 31 December 1941 to support the Royal Australian Air Force by sighting and observing aircraft over Australia.It swiftly established observation posts across Australia and provided information to the RAAF's regional air control posts. As the threat to Australia declined its role was expanded to include coast watching, assisting air traffic control and weather reporting. The corps was staffed by civilian volunteers and reached a peak strength of 24,000 personnel and 2,656 observation posts in 1944. After the end of the war the VAOC was reduced to a cadre in December 1945 and was disbanded on 10 April 1946. The Volunteer Air Observers Corps was an Australian air defence organisation of World War II. This certificate is a record of the participation of members of the Orbost district. Anita Armistead, wife of Francis Armistead had a son, Sydney, who served as a gunner in Malaysia during WW11.A certificate of service awarded to Mrs F. Armistead for being a volunteer in the Air Observers Corps. It was awarded on 20 Sept, 1945 for one year's service.For King and Empire Presented to Mrs F. This is a supplement issued by the Weekly Times newspaper in 1896 to commemorate the opening of the Warrnambool Industrial ad Art Exhibition in November 1896. The exhibition ran for three months in the Warrnambool Town Hall/Mechanics Institute area with some temporary buildings. The attendance was recorded as 70,000, making it one of the biggest events ever held in Warrnambool. There were displays, competitions, concerts and operas and sporting and cultural events. The exhibition was historically important as being the time and place when the earliest surviving sound recordings made in Australia were produced by Tommy Rome on an Edison phonograph. The supplement came from the estate of Bruce Morris, the editor of the Warrnambool Standard from 1946 to 1968 and an important Warrnambool historian.This paper, although tattered is a most important souvenir of the Warrnambool Industrial and Art Exhibition of 1896-7, a significant event in Warrnambool’s history. The supplement is also a valuable record of businesses and people of the late 19th century in Warrnambool.This is a supplement to an 1896 newspaper. It has 20 pages but is incomplete. Tawonga is in the Kiewa Valley where farmers lived with their families. The school was opened on 27th July 1880 situated on 8 acres near the current township of Tawonga. This school was erased by fire in 1900 and all records were destroyed. The school then moved to the old Tawonga Hall. In 1910 the school was shifted to its present site on 3 acres of land donated by Frank Cooper. The school building and attendance continued to grow especially during the construction of the Kiewa Hydro Electric Scheme. Historic: Tawonga Primary school has educated the local farming and town children for many years. It is an excellent source of the names of the local families in 1903. The photo is taken outside the Old Tawonga hall where the school was situated in 1903 and shows the clothing worn by children and teachers at the time.Teacher and 20 students in school photo. The Tawonga District General Hospital published its Annual report and Statement of Accounts each year. It also acknowledged and published a 'List of Contributors'. The Tawonga District General Hospital was located at Tawonga before being moved to Mount BeautyA comparative history of the Tawonga District General Hospital in the years 1964 and 1976 with an insight into its activities and finances. There is also a comprehensive list of contributors which is also an indication of families living in the district at the time. Before the training of nurses at the Ballarat College of Advanced Education (now University of Ballarat) Ballarat nurses trained at the Ballarat Base Hospital. The 1978 Annual report gives the following hospital background: 'The foundation stone for the original 42 bed hospital was laid on the existing site on 25th December, 1855. Ballarat at that time had a population of between 40,000 and 50,000 people, with the demands on the hospital services being mainly for medical care resulting from mining accidents. Medical, Nursing and General care were provided by the resident Surgeon, matron and wardsmen. Financial support depended on donations from churches masonic lodges, the public and bequests. The hospital today provides centralized health services and specialist medical, surgical and ancillart assistance to the communities in the Central Highlands Region. The trend in hospital financing today has changed and is based to a large extent on State and Commonwealth Grants. Contribution from the public remain important particulalry in the purchase of equipement and ultimately the services provided by the hospital. Since 1887 the Ballarat Base Hospital has been an important training centre for nurses.
