Container - Presentation Jewellery Box, 1948
In 1948, the citizens of Kew presented this jewellery box to the outgoing Mayor and Mayoress of Kew, Cr & Mrs W D Vaughan. In 2021, it returned to Kew, thanks to the generous donations of our Friends of the Collection. William David Vaughan to whom the jewel box was presented in 1948 was a publisher, politician and historian, born in 1897 at Heathcote. By 1922, he had become a publisher and Secretary of Victorian Newspapers Ltd. In October 1922, he married Muriel Gladys Frazer in Bendigo. He purchased 'Elsfield' in Cotham Road, renamed it 'Carramar', and resided there for almost fifty years. His wife, the Mayoress, was an accomplished pianist and entertained the wives of councillors and supported many charitable works from her home. In 1926, Vaughan founded a local newspaper, the Kew Advertiser. During his second term as Mayor, he was elected president of Melbourne Suburban Newspapers’ Association, In April 1947, he was appointed to and later became chairman of the Free Library Services Board. In 1960, he published his history of Kew - 'Kew's Civic Century'. Vaughan’s third term as Mayor in 1962-63 saw the erection of the pavilion at Victoria Park and the final clean-up of the Outer Circle Railway. He died in September 1976. This inlaid and engraved jewellery box was part of a larger donation made to the Mayor and Mayoress of Kew in 1948 by the citizens of the municipality. It is the only 'civic award' in the collection given to a former civic leader and complements the large collection of civic portraits in the collection. The box is additionally significant because of its association with William David Vaughan - newspaper proprietor, local politician, and local historian. The Boer War took place from 11 October 1899 – 31 May 1902. Also known as the Anglo–Boer War, or the South African War, the conflict was fought between the British Empire and the two Boer Republics (the South African Republic and the Orange Free State) over the Empire's influence in Southern Africa. As part of the British Empire, the Australian colonies offered troops for the war. Samuel McGowan was born in North Ireland in 1845, immigrating to Australia in 1870. He arrived in Bendigo 1871 and having worked in a large engineering works at home was quickly able to find management work in foundries, later opening a legal manager's office growing this into one of the largest of its type in Bendigo. Samuel McGowan was elected a member of the City Council in 1883 and was elected Mayor in 1885 and again in 1899, resigning as a councillor in 1901. He was the treasurer of the Bendigo Hospital, a senior member of the Zenith Lodge and president of the Bendigo Agricultural and Horticultural Society. Samuel McGowan and Kate Goyne from Epsom married on 29th August 1874. Samuel died in 1921 aged 76 and Kate in 1930 aged 78. This plaque was probably attached to a commemorative board such as an honour board, however its whereabout are unknown. Engraved plaque in the shape of a flag and flag pole. John Henry Perry, known as "Jack" arrived in Wodonga in May 1929 with his wife and children. He took over the licence of the Junction Hotel, now known as "The Stump", Bandiana from Mr. Bill Carter. Prior to this he had worked in 3 Australian states as a shearer. He held the licence until 1941 when he passed it over to his son John ("Jack"). After 2 years of retirement, John Snr. purchased the freehold of the Carriers Arms Hotel in Wodonga where he held the licence until the mid 1950s. By 1952, aged 69, he also had the freehold of the Railway Hotel as well as the Commercial Hotel in Mooroopna, Victoria. John Perry served some time as a councillor on the Wodonga Council. In later life he also became a member of the Wodonga Bowls Club. John's descendants owned Wodonga’s Blazing Stump Hotel for 80 years until it was sold in 2008. They then developed the nearby Wodonga Homemaker Centre and invested in the development of other ventures including the Huon Hill Hotel and Valentines Bakeries. John Henry Perry died in Wodonga on 21 June 1980, aged 96 years old.This hotel was owned and continuously operated by John Henry Perry and his descendants for 80 years. Borough of Wangaratta Certificate of Thanks and Apppreciation presented to Private Sydney Spencer Plum. 3431 1st Pioneer Battalion A.I.F, Born January 3rd 1894 at Dockers Plains. Father's name Albert F Plum. Mother's name Mary Plum. He was educated at North Wangaratta and Docker's Plains State School. He was a blacksmith when he enlisted June 12th 1915. He trained at Flemington Racecourse and embarked on SS "Nestor" October 11th 1915. He fought in battles; Peronne, Cambrai, Somme. Being wounded 3 times. He embarked for home per SS "Orontes"; disembarked January 28th 1919 and was discharged March 16th 1919. Later, he entered the service of the Victorian Railways Department.Oak framed certificates were presented by the Borough of Wangaratta to the relatives of soldiers killed in action and returned soldiers who enlisted from the Borough during the First World War. These ceremonies were well attended by the local communities and held at intervals when the soldiers and nurses returned home from active service.Burgandy wooden frame with sand coloured mounting of a certificate of thanks and appreciation from Borough of Wangaratta to Pte Sidney S PLUM. At the top of the certificate, it has the Australian and Union Jack flags entwined over some wattle. At the bottom it has the rising sun surrounded by a wreath with two crossed rifles underneath. To the bottom right there is a large red leather seal. Mounted beneath the certificate is a black plaque. On the back is a typed history of S.Plum.Plaque is inscribed: 3451A Pte Sydney Spencer Plum. 1st Pioneer Battalion A.I.F. Served 12/6/1915 to 16/3/1919. Peronne, Cambrai and Somme. Born 3/1/1894 - Died 25/7/1958. Certificate: For King & Empire, Borough of Wangaratta. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Medal, Villers & Heytesbury, 1879
This splendid medal was awarded by the Villiers and Heytesbury Agricultural Association in 1879. This association held its first show in Port Fairy in 1854 and in Warrnambool in 1855. It continues to this day under the name of the Warrnambool and District Agricultural Society. The medal was awarded to James Astley Bromfield, am early Warrnambool chemist who arrived in Victoria in 1852 and is significant in Warrnambool’s history. He produced the 1856 map of the Warrnambool district with the first landowners, a seminal resource for historians and was prominent in community affairs, especially in horse racing. He was also a Warrnambool and Shire Councillor. The medal was awarded for the best blood yearling of 1879 and this was Fright, one of the progeny of the famous stud horse Panic (second in the Melbourne Cup, 1865), His progeny won many hurdle races and flat races including the Melbourne Cup. The medal features also the names of two donors of prizes to James Bromfield, Henry Phillips and Francis Tozer, both pioneer men in Warrnambool’s horse racing history. Henry Phillips was the first President of the Warrnambool Amateur Turf Club and had the horse Panic standing at his 1000 acre stud, Bryan O’Lynn, at Purnim in the Western District. Francis Tozer was an owner, breeder and steward in racing circles and in the 1870s had the 2000 acre stud farm, Wangoom Park, at Wangoom, near Warrnambool.This is a most significant item as it was awarded to James Astley Bromfield, an early Warrnambool chemist and a person concerned with the history of the early settlement of Warrnambool and one prominent in community affairs in Warrnambool in the 19th century. The item also has connections with the famous stud horse, Panic and two other noted personalities of Warrnambool and district, Francis Tozer and Henry Phillips. The item also is of intrinsic monetary value as a 19th century medal from the Villiers and Heytesbury Agricultural Association. This is a round silver medal. It has etched printing on one side and raised images of farm animals and farm implements on the other side. It also has etched printing around the edge of the medal. Ferdinand von Mueller was born at Rostock, Germany, on 30 June 1825 , died at Melbourne, Australia, on 10 October 1896. He studied pharmacy and took his Doctor of Philosophy at the University of Kiel in 1847. He came to Australia in 1848 for health reasons and became a great botanical collector and writer. He was Victorian Government Botanist from 1853, and for a time Director of the Botanic Gardens. He travelled widely in Victoria and was on the A.C.Gregory expedition to northern Australia in 1855-57. He supported botanical exploration and collecting throughout the colonies. Charles Henry [Carl] Grove died on 17/4/1938 at Box Hill at the age of 88 and was buried in Orbost. Prior to coming to the Snowy River district, Carl worked as overseer on Buchan Station. In 1880, he selected land at Newmerella after first coming here in 1874 with early selector James A Robertson. He married Annie Robertson in 1876. Carl was a farmer, hop and seed grower and nurseryman. He was an elected Councillor of the newly formed Tambo Shire in 1882, and then in 1892 to the Orbost Shire where he served for many years filling varioius public roles. In 1911, he shifted to Queensland, but later returned to Victoria and died at Box Hill. (Ref. Nov 2014 Newsletter) Mueller was one of the first people to take a scientific interest in Victorian forests, and argued against indiscriminate clearing of land. This item is a useful research tool. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin area residents who were concerned that the history of the area should be preserved. The approaching Centenary of the area as a Municipality in 1962 , - formation of the Moorabbin Roads Board 1862, - encouraged interest in the ‘History of Moorabbin’ and the Mayor Doug Clark was persuaded to call a public meeting for the formation of an Historical Society. Thirty citizens attended this meeting in November 1960 at which Mr Latham , Royal Historical Association, encouraged them to do so. Mr Tom .A. Sheehy, Author of ‘Battlers tamed a Sandbelt - Moorabbin 50 years a City ‘, moved for the formation of the ‘City of Moorabbin Historical Society’, and was seconded by Councillor E A Le Page. A vote was taken among attendees and Mr Tom A Sheehy was elected Foundation President, Cr E A Le Page Vice President, Mr J A Stretton Secretary and they and the other members “ began a programme of research in order to have reliable information available in time for the Centenary.” p148 Following a call for donations of items of Historical interest, the residents of the City of Moorabbin donated a wide variety of artefacts, photographs, household goods, farm machinery, letters, documents, clothing, and personal effects which have been carefully preserved by succeeding CMHS members and are displayed at Box Cottage Museum. Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newslletter is an important record of the activities of CMHSA4 paper printed both sides x1 This is the first of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in April 2007. Alexander Mathieson & Sons Ltd ('& Sons', after c. 1890), of the Saracen Tool Works, Glasgow, advertised as 'manufacturers of planes, mechanical, engineering and edge-tools'. They received 'prize medals' at the London, Melbourne and Edinburgh International Exhibitions of 1851, 1862, 1880 and 1886, in their 'quest for perfection in tools'. Mathieson's vast output included specialised craft implements for coopers, ship's carpenters, tinsmiths and wheelwrights. The firm originated when master plane-maker John Manners opened premises in Saracen Lane, Glasgow, in 1792. 4 Alexander Mathieson (c. 1797–1852) took over his business in 1821, which he gave as the foundation date of his firm. He was later succeeded by his son, Thomas A. Mathieson (1822–1899), a prominent Glasgow magistrate and preceptor of Hutcheson's Hospital charitable institution. In 1854, Mathiesons moved to East Campbell Street, and had opened branches in Edinburgh, Dundee and Liverpool by 1876. The third generation comprised Thomas O. and James H. Mathieson (born 1867), the latter being a Glasgow bailie (councillor), whose estate totalled an enormous £150,939 in 1926. Notice of a meeting of citizens, convened by the Mayor of St Kilda, to raise funds for the widow and child of the late Albert Jacka, former St Kilda Councillor (from 1929) and Mayor (1930). The meeting was held in the St Kilda Town Hall on 25 January 1932. Albert Jacka had collapsed on 14 December 1931 after a council meeting and was admitted to Caulfield Military Hospital. He died on 17 January 1932 at the age of 39. Albert Jacka is most well-known for his military service in WWI, having received the Victoria Cross medal for his actions during the Gallipoli campaign and two more decorations for his bravery on the Western Front. He received a hero's welcome on his return to Melbourne in January 1920 and an estimated 50,000 people turned up to watch his funeral procession to St Kilda Cemetery, where he was buried with full military honours. On 29 January, the appeal committee, chaired by Brigadier-General Brand, decided to call for donations to the Albert Jacka Fund by 29 February. The Fund had two objectives: 'In the first instance, the erection of a simple, suitable and inexpensive memorial stone over the grave of the dead hero, and secondly the placing of the residue of the fund in the hands of trustees for the benefit of his widow and child.'White paper, discoloured with age, printed in blue on one side.albert jacka, city of st kilda, jacka appeal -

Albert Ernest Vine Snr, was a City of Camberwell Councillor from 1926-1934 and 1937-1944. He was also Mayor of Camberwell in 1940/41. There is a sundial in the Surrey Gardens erected in his memory. Known as Ernest, he and his wife Edith (nee Sword) lived at 3 Norfolk Road from 1920-1945. Earlier addresses are on file in Alan Holt card index. He was active in Surrey Hills Progress Association. He was the son of William James Vine (1860-1920) and Sarah Elizabeth Gunner (1859-1941). W J Vine & Co Timber Yards were located at 587-593 Canterbury Road. Elizabeth Gunner's brother was Henry Gabez Gunner (1862-1940), a builder in the Surrey Hills area. Box Hill Reporter (6/6/19) records that Ernest applied to Camberwell City Council for permission to subdivide land in Norfolk Road with a frontage of 85' into 2 equal lots for a dwelling to be erected on each, one for himself and the other for his mother. Albert Ernest & Edith Vine had the following children: Albert Ernest Jnr (b 1904), Robert (b 1908), Edgar (b 1912), Inez (b 1915) and Beth (b 1918). Both No 1 & No 3 were demolished c1970.Black and white photo of a 1920s style single-storey weatherbaord home with leadlight windows, a tiled roof and a wide veranda supported by timber columns on stucco pillars. The veranda has a simple timber balastrade and a flight of timber stairs to it. There does not appear to be front fence. John J. Huntly appears to have been the only licensee of the Royal Oak Hotel, built in 1858. He was a Councillor of the Municipality of Belfast at the time and later became the Secretary of the newly formed Minhamite Shire in 1872. By 1861 D. Smith appears as the licensee of the now named Commercial Hotel. In 1877 it was offered for sale—the building described as follows “Built of bluestone with slate roof, having a frontage to Bank street of 106 feet, 6 inches. Accommodation consists of twelve bedrooms, eight sitting rooms, bathroom, bar and cellar and detached kitchen also of bluestones, with outside offices. Around this time beside its usual business the hotel had various rooms for visiting doctors and a dentist. Dr. Berncastle, who was associated with the Sydney Eye Infirmary, performed several operations there on those suffering from cataracts. It was the meeting place for the Port Fairy Freemasons, before their Lodge was built in James street, and all the local sporting clubs, at one time or another. The veranda was added in 1900. The name Royal Oak was restored this century, but the name Commercial Hotel can still be seen in the leadlight window over the front entrance. The hotel still continues serving patrons with beverages and meals but no beds these days. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham.
