‘A’ Squadron 8/13 Victorian Mounted Rifles conducted a parade at Buna Barracks, Albury on Sunday 1 May 1988 to mark the 103rd Anniversary of the formation of the Victorian Mounted Rifles and the 40th Anniversary of the linking of the 8th (Indi), 13th (Gippsland) and 20th (Victorian Mounted Rifles) Light Horse Regiments to form the 8th/13th Victorian Mounted Rifles. Colonel G K Howard, Director of the Royal Australian Armoured Corps was the Reviewing Officer. The Pipes and Drums of the 5th/6th Battalion Royal Victorian Regiment provided the music for the occasion. The Victorian Mounted Rifles was raised as the mounted arm of the Victorian Colonial defence force in 1885. It was under the command of Colonel Thomas Caradoc Rose (Tom) Price (1842-1911). Price was born in Tasmania, educated in Hobart Town and at Scotch College, Melbourne, before entering the East India Military College, Addiscombe, England. He was commissioned on 7 July 1861 in the Madras Infantry and began twenty years’ service in India with several regiments, retiring in April 1883. On his return to Victoria he was tasked with raising of a force of one thousand, to be known as the Victorian Mounted Rifles, and appointed a lieutenant-colonel in the Permanent Military Forces. Companies of the Victorian Mounted Rifles were raised in rural districts throughout Victoria. The soldiers were paid a small annual allowance and were required to provide their own horse. Many members served in contingent to the Boer War. After Federation the VMR was gathered up into the Australian Light Horse. This Trust agreement declares the intention of the Trustees, namely Albert William Whiteside, Matilda "Tilly" Ann Aston, William Henry Paterson and Charles Monteath to utilise a gift of War Bonds to the value of 200 pounds to form the Jean Bickford Bequest. The income arising from the Bequest would be used to pay for Board, Lodging and Attention at the Associations Home for Adult Blind at Brighton Beach" of Victorian soldiers who were blinded as a result of the War. The Australian Association of Teachers of the Blind (AATB) noted in the minutes on 17/1/1958 that the Council on behalf of the Association invite the New Zealand teachers of the blind to join AATB. The New Zealand teachers had accepted to join AATB and the name of the organisation had been updated to The Australian and New Zealand Association of Teachers of the Blind (ANZATB). The membership comprised of Honorary Life Members, Professional Members, Associate Members and Affiliate Members. These two letters discuss the secretarial requirements of Legacy in the 1930s. One is a letter to Legatee Os Gawler outlining the costs incurred by the Board of Management General Fund for the past 3 and half years that related to the secretarial fees of Miss Wheeler and stationery and phone expenses. It was written in response to a request by the President. The second letter shows there was a resolution a couple of weeks later that the Board moved to appoint a sub committee. The sub committee consisted of Legatees Gillespie, Russell, Cremor, Parkes, Birrell, Kemsley, Meldrum and Gawler. The sub-committee decided that the co-ordination of the club was best served by a paid male Assistant Secretary and Employment Officer who would be responsible for all the administrative and employment work, assisted by a typist. Also that when that was enacted the services of Miss Wheeler and Mrs Andrews were no longer required. These documents show that the club had recognised the need for paid assistance in their administration. The notation H9 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A notation on the back says: 'Appointment of first paid Secretary of Melbourne Legacy'.Very early documents that document the activities of the Legacy club and its expenditure. This document discusses the many options available to Melbourne Legacy in matters such as:- A) Disposal of Legacy House (293 Swanston St, Melbourne), redeveloping the existing site, selling the building and remain as a tenant or moving to another location. Many variations of these options are discussed. B) Whether Legacy luncheons would or should continue, would any of the above options reduce widow visits to Legacy House. C) Matters that would influence the sale price and/or costs of alterations. D) Reasons for/against various options E) Recommendations. There are 5 recommendations in total. The above items are followed up by some observations during the discussions but not central to the brief. ... Committee 25/11/1986 Administrative record Document, minutes ...A copy of the minutes of a committee meeting that discussed The Presidents Fund and the Over 70 meetings. It mentions that the annual gatherings for member over 70 years of age, originally meant it was primarily for those who fought in World War 1. Now WWII members were nearing that age and criteria might need to be reassessed. The Over 70 meeting was a major contributor of funds for the Presidents Fund. Perhaps by 1986 the annual amount donated by the Berry Trust had ended (for many years $1000 a year was received from the fund set up by Legatee Walter Berry). The President's Fund was created in 1932 by a donation of £50 from Legatee Walter W Berry from his late father's estate "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. This document was in a folder labelled President's Fund Correspondence with many other documents that included correspondence, receipts of donations and material about when money was given to help appropriate cases. The folder was marked with H40 which is part of an early archive project from the late 1960s and early 1970s.A record that there was an Advisory, Tradition and History Committee at Legacy.
