The corkscrew was built as an observatory ...From the Port of Portland website: The original corkscrew was built as a gift to the Portland Harbour Trust by the contractors who constructed the port. It was designed in 1960 and fabricated shortly after the completion of the Main Breakwater. The corkscrew was built as an observatory, with the observation deck approximately 13 metres above sea level. Its original design life was less than 25 years. The original structure was dilapidated, extremely unsafe and in danger of collapse. Understanding the historical and community importance of the original structure, in 2016 Port of Portland began the process of designing and building a replacement. The new corkscrew is a similar size and has been based on the same spiral shape of the original structure. The corkscrew has been constructed using mild steel, heavily coated in marine grade paint (similar to what is used on ships). From the Port of Portland website: Just 6km south of Portland, the Cape Grant Quarry is located on the eastern cliff of Cape Sir William Grant. This cape represents the core of a volcanic complex between two collapse calderas which underlie Nelson and Grant Bays to the west and east respectively. The Cape Grant quarry supplied an inexhaustible quantity of bluestone for the building of the new Portland harbour. The first stone was tipped at the root of the main breakwater on 17 November 1952. A small band of interested citizens were there to see the historic event. In the building, the breakwater was consolidated by the heavy traffic of Euclid’s and bulldozers and was further solidified by several storms that swept over it. Nowadays, blasting at the quarry is heavily regulated and carried out under the instructions of a qualified “powder monkey.” The days of seeing large explosions, along with the deep long loud BOOM are long gone with techniques of controlled blasting now improving overall environmental and safety standards.Front: Back- Purple PHT Stampport of portland archives, cape grant quarry, harbour development, construction -

The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. It is situated near the Warrnambool breakwater and the main structure is still extant. It closed as an aquarium in 1990 and was then used by Deakin University as a research centre for a few years. The aquarium contained exhibits of marine life and shells. This map was printed in 1925 and contains the Warrnambool Harbour alterations proposed by the Warrnambool Harbour Committee incorporating the original designs of Captain Menzies, the Warrnambool Harbour Master and the City Engineer, Mr A. Lavercombe. The main features of the proposal were the extension of the Eastern Wall to almost enclose the harbour and a basin in Lake Pertobe. The design was to be placed before the Victorian Royal Commission on the Outer Ports which was established partly to examine the allegations of unsatisfactory work carried out in Warrnambool when the Breakwater was extended 300 feet in 1914 and also to make recommendations regarding all regional ports. The Warrnambool Breakwater was completed in 1890 but failed to provide the shipping conditions needed to continue Warrnambool as a viable port. Many plans and proposals for port improvement such as this one were produced in the late 19th century and the first half of the 20th century with the port officially closed in the 1940s. Still today the Breakwater and Warrnambool Harbour conditions remain a source of contention.This map is significant as it shows a 1925 design for Warrnambool Harbour hitherto little-known. It also has markings showing land sites of the time (BayView Hotel, Woollen Mill etc.)This is a map made of thick yellow paper pasted onto a cloth backing. It has two cloth tags at the top for tying up the map when folded. It appears to be a hand-drawn map copied with printed material added. The map is shaded green and red in some areas. Attached by nails to the map are wooden frames, rounded at the bottom and partly curved at the top. The map is torn and partly detached at the top. Document, Letter to Mr J H Osborne 1901, 1901
Thomas Hamilton Tracey Osborne was born at Belfast 4/9/1851, the son of Thomas Hamilton Trail Osborne and his second wife Eliza nee Treacey. The young Thomas spent many hours among seamen and ships at Port Fairy. He moved to Warrnambool and commenced work as secretary to the Western Steam Navigation Company becoming manager in 1883. After the company failed he joined with Mark Saltau and they traded as Saltau and Osborne. His other main interest was writing some of which he did under the nom de plume of Sliding Gunter. These articles appeared in The Warrnambool Standard and the Belfast Gazette. He was knowlegable and maintained an interest in shipping and the sea. He died in 11th December 1902 and his body was taken on board the Julia Percy and was buried at sea out from the Breakwater. He was well liked in the district and people lined the Cannon Hill area and the foreshore to farewell him. As an avid writer he corresponded with many people and this letter is one such letter. It relates to recollections of the wreck of the Maria in 1840 out of Adelaide and the loss of life which followed. Unfortunately the letter is incomplete.This letter is of interest as it is addressed to one of Warrnambool's interesting people at the turn of the 20th century. Thomas Hamilton Tracey Osborne has left a legacy of much written work which records aspects of Warrnambool's history as well as his interest in ships and seafaring. These plans are line drawings by the State of Victoria for a Suction Hopper Dredge, which used a suction pump to bring up material from the bottom of a body of water. The plans are contained in a box from the Public Works Department, Ports and Harbours Division in Melbourne, which in the year 1910 was responsible for the dredging operations of coastal ports and harbours, and inland waterways. The stamped signature is that of Arthur Edward Cutler, Chief Engineer, Public Works Department of New South Wales. The steel steamer Matthew Flinders was constructed by Morts Dock & Engineering Co Ltd in Sydney, New South Wales. Identified as Ship No. 40 by the ship builders, this dredge, had twin screw engines that were made in Sydney. Its gross tonnage was 1180. It was launched on July 15th, 1916, and registered by the owner, Department of Public Works in Victoria, at the Port of Melbourne in 1917. Unlike bucket dredges, the Matthew Flinders did not use permanent moorings but instead had bow and stern anchors. It travelled forward on the bow anchor, taking up a strip of even-depth wilt from the bed below. A local newspaper noted that the Matthew Flinders has many advantages that were especially useful for its work at Warrnambool. Warrnambool Harbour had been experiencing silting and sanding for many years. The problem continued even after the construction of the Breakwater in 1890, which was overseen by New Zealand engineer Arthur Dudley Dobson. Melbourne’s Department of Ports and Harbours sent the new Matthew Flinders to dredge the heavy silting in the Warrnambool Harbour in May 1919. This work was previously done by the smaller dredge, the Pioneer. However, after a month of work, the Matthew Flinders was returned to Melbourne for alterations to make it suitable for work in the heavy seas it experienced at Warrnambool. Both dredges were sent up from Melbourne when required over the years to periodically attend to the silting in the Harbour, but the Matthew Flinders was preferred because of its efficiency. It was still dredging the Harbour even in July 1938. The ship’s original master was J G Rosney. In 1923 the master in charge was Captain Dunbar. In 1930 the dredges were no longer required as the Harbour was no longer suitable as port.These plans are significant for their close association with the suction hopper dredge, the Matthew Flinders I, which was call upon often to remove the silting of Warrnambool Harbour and allow shipping to continue in the Port of Warrnambool until 1930, when the Port of Warrnambool ceased to be suitable as a port. The work done by the Matthew Flinders is significant for its association with the Warrnambool Breakwater and the on-going issues with the silting of the Harbour. This chain was part of the official regalia worn by the Mayor of the City of Sandringham before the amalgamation into Bayside City Council in 1994. The chain was seen as an outward sign of power, authority, and responsibility and was a formal, full-dress type of regalia that was worn by the mayor over their robes at ceremonial functions. The large central drop medallion features the design of the council sea, and the links of the chains are made of cutwork initials of each Mayor. The Sandringham seal was designed by Sans and McDougal had been selected in 1917, by a special committee and its main features are the Sandringham pier and breakwater, with a yacht in full sail as an inset, supported by two dolphins. The motto reads 'Omni Opere' which translates to ‘With all earnestness.’9 carat yellow gold mayoral chain for the City of Sandringham. Consists of two concentric circles of 57 small oval links, with an Australian Coat of Arms as a centrepiece and a large 'drop' medallion of the City of Sandringham seal below. Each oval link is made up of the cutwork initials of a mayor, the surrounding oval border has an inscription above the initials which gives the mayor's name; an inscription below gives dates of office; the earliest is Cr. B.J. Ferdinando 1917-18, and latest is Cr. S.T. Russell 1993-94. The ovals are surrounded by decorative scrolls and are joined by small curb chains. The outer circle contains 31 links, while the inner contains 26. On both shoulders sit decorative bars, joining the front of the chain to the back. The main medallion has an oval central panel that features the coloured Sandringham seal in enamel depicting two sailboats in the water, a pier protruding from the left, a coastline on the right with two pine trees. Above the scene are decorative triangles in light blue and yellow, above which is another section in dark blue containing a third sailboat. The seal is flanked by two engraved dolphins and above it sits an engraved St Edward's gold crown filled with red enamel. Below the seal, there is a ribbon containing the Latin motto 'OMNI OPERE' which is engraved and filled in dark blue enamel. The pendant is surrounded by cutwork lettering reading 'CITY OF SANDRINGHAM / 1919' and leaf decorations. The medallion is inscribed on the reverse with important dates in Sandringham's history. A fleur-de-lys joins the medallion to the Australian Coat of Arms centrepiece above. The Coat of Arms features a shield, depicting symbols of Australia's six states, in enamel, flanked by an engraved kangaroo on the left and emu on the right.
