This photograph shows the crew of the first HMAS Warrnambool (J202) marching east along Timor Street in Warrnambool, just opposite the Post Office on the corner of Gillies Street. People are watching the parade from the footpath and two boys, dressed in their ‘best’ clothes, are marching alongside the crew. The HMAS Warrnambool was one of 60 Bathurst class corvette vessels built during World War II for the Royal Australian Navy (RAN) as armed minesweepers. The namesake of the City of Warrnambool, Victoria, was launched in Sydney in 1941. The HMAS Warrnambool began service with patrols off Bass Strait in 1941. In December the ship docked in the Warrnambool harbour at Lady Bay. The crew came ashore and performed a march for the city. The Mayor, Cr. John R Astbury presented them with a plaque of the City of Warrnambool’s Coat of Arms and the Warrnambool Patriotic Fund gave them a gift of 110 books for the crew’s library. The Warrnambool served in Darwin during the time it was bombed, it was involved in several rescues and carried troops to New Guinea, it carried out escort and patrol duties on Australia's east coast, then at Fremantle and back to Darwin. The ship was at Timor when the Japanese surrendered in 1945. It performed mine clearance work around the Solomon Islands and New Guinea after the war. In 1947 the HMAS Warrnambool was at the Great Barrier Reef, off the Queensland coast, to clear the defensive British mines previously laid to protect Australia’s boarders. The ship hit a mine near Cockburn Reef, exploded and sank shortly afterwards. One of the 70 or so men on board was killed and three died later. The rescued men were transferred by boats to the nearby HMAS Swan II, which took the survivors to Cairns. The four deceased were Victorian seamen. In May 1948 the Royal Australian Navy divers recovered a number of items from the wreck, including the ship’s bell and the City of Warrnambool plaque. In 1949 the RAN returned the plaque to the Warrnambool City Council, and donated the ship’s bell to the Australian War Memorial. Further objects were recovered in 1972-75 by Southern Cross Diving and Salvage. A memorial plaque was erected in Warrnambool on September 13, 1995 in honour of all who served on HMAS Warrnambool. NOTE: (1)- HMAS Warrnambool II (FCPB204 was built in 1980 in Cairns, with a compliment of 22 personnel. It was decommissioned in 2005. (2)- SS Warrnambool, a steam and sail ship, was built in 1892 in London and broken up in 1926. [A more detailed history can be found in our Collection Record 3477.]This photograph is significant for its association with the lifesaving rescue of the crew and the sinking Royal Australian Navy vessel, HMAS Warrnambool (J202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. On 29 February 1892 'The Argus' reported on the first Annual Meeting of the Clunes School of Mines. "The annual meeting of the council of the Clunes School of Mines was held last evening at the town-hall. In place of members of the council retiring by effluxion of time the following were elected: — Rev. Elder Gray, Messrs. John Beveridge, R. Nichol, J. Bryant, W. T. Pitcher, J. H. Daley, and T. Gilbert. The first annual report, showing remarkable progress, was received and adopted. The following officers were elected for the ensuing year: — Rev. E. Grey, president; Rev. Father John Barrett and Dr. Gordon, vice- presidents; Mr. Joseph Bryant, hon. director; Mr. W. Y. Witherden, hon. treasurer, Mr. H. E. Sando retained the office of secretary, and the officers for the time being were appointed trustees." Great satisfaction was expressed with the success of the school, and the progress and extent of the classes. It was referred to a sub committee to make arrangements for allowing the free inclusion, in certain classes, of a limited number of boys and girls of 14 and upward, who on examination qualified themselves for the privilege. The Victoria Education Gazette and Teachers' Aid was published for Victoria's teachers and was sent to all school on the state. In 1920 The Ballarat School of Mines had donated 136 pounds 14 shillings and 10 pence to the Victorian Education Department's War Relief Account, and the Ballarat Junior Technical School had donated 10 pounds 6 shillings and 10 pence.Ten black hard covered volumes with red tape spine, covering 1921 to 1930. Albert Steane was born at Sandhurst (now known as Bendigo) in 1877. He attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1876 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed fourth, third, second and first class pupil teacher. At about 16 years of age he was appointed a teacher monitor at 12 pounds per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Steane was known for the teaching of Sloyd or woodwork, which was an important point in his career. He opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library) at the School of Mines and Industries Ballarat (SMB). In 1913 Albert Steane, the young head of the East Ballarat Sloyd Centre, was appointed to establish a junior technical school in Ballarat becoming the first headmaster of the Ballarat Junior Technical School. Steane's lifelong interest in gymnastics brought him as much fame as his reputation as a headmaster. He organised the Education Department's gymnastics display at Bendigo's Golden Jubilee Exhibition in 1902. He played a major role in the establishment of the Ballarat Y.M.C.A. and from 1906 responsible for evening classes in physical culture. In 1968, aged 91, he was made a Life Member of the Association. Steane was in complete command of his school, his staff and students. It must be remembered that schooling was not as permissive, tolerant and informal as today. A.W. Steane retired in 1942 after 29 years as Headmaster of Ballarat Junior Technical School. Many visible memorials are evident of his time and influence on the growth of the Junior Tech. A good school also lives on in the memories and affections of its old boys. Many remained in touch to talk about "the old days". A simple lesson he taught was "Win Through". No matter what path was chosen by the students, many were true to his teaching. On his retirement, Mr Jeffery was appointed the new Headmaster. On 19 March 1942, a farewell meeting was held presided over by Mr Jeffery. Those present included A.F. Heseltine, G. Netherway (representing the Old Boys' Association), N. McHuthchinson (District Schools' Inspector), G.A. Simcock (High School), E. Youlden (Pleasant Street State School), and J.A. Ewins (Citizens' Representative). Jeffery - lounge room clock with inscribed silver plate Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Ringwood Mail newspaper article clipped from pages 9 and 14, 23 December, 1958.Norwood's First Speech Night FOR its first Annual Speech Night Norwood High School put on a remarkably smooth and entertaining performance. It even broke new ground for these occasions by staging a junior Mannequin Parade. In the appreciative audience were the Mayor and Mayoress of Ringwood (Cr. and Mrs. R. 0. Spencer), Cr.and Mrs. Peter Vergers, Cr.and Mrs. Doug Baxter, Cr.and Mrs. Ben Hubbard, and Mr. George Ormandy (Head Master of Ringwood High School) and Mrs. Ormandy. After the singing of the Norwood High School Song,'Fidelis', the Mayor, as Chairman, gave high praise to the school for its 'mighty effort on its first Speech Night.' It was an historic night, he said, an event which would live in the minds of the boys and girls of the school for as long as they lived. Education was a live issue today, the Mayor said, and it was as well to reflect on what the teaching staff of a school was asked to do. They were asked to teach the children how to play their part in life, to make decent men and women of them. And if the children were a future disappointment to their parents the Head Master and the staff could not be blamed. On behalf of the Council and citizens of Ringwood, the Mayor offered congratulations and good wishes for a happy Christmas. In his report the Head Master (Mr. J. A. Gibson, B.A.) said the school colours of purple and gold had been appropriately chosen because of the golden wattle and purple sarsaparilla which rioted through the district. The badge design was a transition of Nowood to Northward, a symbolic representation of the magnetic compass which formed the central motif of the badge. The fact that the compass is used by travellers as a reliable guide gave the school the motto 'Fidelis' which combined the ideas of faithfulness trustworthiness and dependability. The word was easy to remember and to say, and its meaning set a worthy ideal which the boys and girls of the school could strive to attain. For House names native words had been chosen and they were associated with features of the district. The names Kalinda, Maroondah, Mullum and Yarra had already acquired a special significance for everyone associated -with the school. School traditions were also being established, the report went on, by the holding of annual swimming and athletic meetings and the awarding of prizes, and the school had been helped here by the generosity of certain good people of the community who had presented trophies. In the field of inter-house activities the Couche family had presented to the school the Couche Cup for Swimming Contests, and the Warrandyte cup for aggregate points earned in all sports; Mr. Avison had presented the Norwood Cup. for Athletics Contests, and Mr. and Mrs. Jack Godbehear the Rosebank Shield for award to the House gaining the highest aggregate score each year. Members of the Mackinlay family had perpetuated the name of the early owner of the property on which the school is built by donating a sum of money, the interest of which would provide the William and Elizabeth Mackinlay Prize each year for the Dux of Norwood High School. ATHLETIC SUCCESS The gross enrolment of 117, included 52 boys and 65 girls, who were divided into three forms of approx equal ability. The curriculum had been broadened to include excursions to the Art Gallery and Museum, to Orchestral concerts, and trips to Warrandyte, the Maroondah Dam and Healesville Wild Life Sanctuary. The school had taken part in inter-school sports contests during the year and came first in their section of the Swimming Contests held at Olympic Pool, also gaining second place at the Athletic Meeting at Olympic Park late in the year. A Social Service League had been formed in the school and had raised £36/7/3. This had been distributed to the Anti-Cancer Campaign, the Lord Mayor's Hospital Appeal, and Yooralla Crippled Children's Appeal. A Parents and Citizens Association had also been formed which had already raised more than £90 towards school funds. Mr. Gibson expressed the school's appreciation to the Head Master, staff and pupils of Boronia High School where Norwood pupils had been guests, and hoped that Norwood would be able to look after Mitcham High School as well in the coming year. After an informative explanation of the 'Importance and Responsibilities of a High School Advisory Council given by Inspector of Schools, Mr. H. W. Hopkins, B.A., the big moment of the evening arrived—the presentation of prizes and certificates by the Hon. J. W. Manson, MLA. Mr. Manson said the purpose of a school was twofold. It was to teach the children to fend for themselves and to live with one another. He congratulated Norwood High on its good start for the year and also those who didn't win prizes because, he said, they had learnt the most important lesson of all — not to win but to keep on trying. Second half of the program was purely entertainment. The School Drama Club presented a Christmas Nativity tableau and an adaptation of Charles Dickens' 'Christmas Carol' with considerable talent. The unique Dress Parade, conducted on the usual professional lines with a running commentary, was both amusing in its sophistication and delightful for the youthful charm of the mannequins and the excellence of the garments displayed. Attractive winter and summer school uniforms were displayed by boys and girls and featured the purple and gold colouring of the school. The girls' summer uniforms were fresh and cool looking with narrow lavender and white stripes. Gold Cesarine sports frocks were distinguished by a purple cord sash. Garments were made by girls in the Needlework Classes and reflected the greatest credit on both pupils and teachers. Cooking aprons, skirts, frocks and knitted sweaters and cardigans showed a wide variety and charm and the school uniforms were practical and smart. There was a bracket of rollicking folk dancing and a Making Music Interlude in which a group of boys and girls, in full hillbilly rig put on a turn with home-made instruments, penny whistles and their own fresh young voices. Teamwork was very good and the whole thing most amusing. Under the direction of Mr.J. A. Collins, the School choir sang delightfully; the traditional 'Greensleeves' and 'Gaudeums Igitur' being particularly effective. Stephen Charman, 1821-1906 a market gardener, donated land for the first Methodist Chapel, Cemetery and School in Charman Rd Cheltenham 1855. The enrolment was 36 pupils with Mr Frederick Meeres as Teacher. 1863 the school is called Beaumaris Common School No 84 with 70 pupils and Walter Meeres as Teacher. 1869 another 2 acres in Charman Road were granted by the Education Board and brick building built . 1872 State School 84 Beaumaris was increasing enrollments and 1878 a new brick school was built to accommodate 174 pupils and the name changed to Cheltenham State School No.84 1894 Mentone State School No.2950 amalgamated with Cheltenham SS No.84. 1910 the buildings were in disrepair, overcrowding was increasing and renovations were made 1912 with further additions in 1925 and 1937. Post WW11 extra prefabricated Classrooms were added as enrollment increased to 1038 in 1955.. Cheltenham East State School 4754 was opened as housing development spread over the City of Moorabbin . (J.Larson Sandringham HS) The boys wearing round collars are from the Methodist Children's Home Cheltenham.1855 Stephen Charman donated land to the Methodist Church so that a School could be established to educate the children of the early settler market gardeners and farmers in the Cheltenham area . Education was valued by the general community and as well as schools they established mechanics Institutes and Libraries in Moorabbin Shire. Scouting started in Australia with some informal troops in Western Australia and Victoria in 1907. Scouting was established in Australia in 1908, the year the first Boy Scout training handbook Scouting for Boys was published in England. CHUMS Scout Patrols started forming in Australia in 1908 due to the circulation of CHUMS publication there. R.C. Packer and the Sunday Times in 1908 supported the formation of the League of Boy Scouts.
