Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. Special thanks go to a private donor who donated $250,000 and the Kew Senior Citizens Club which contributed $50,000. NEWS FLASH 14th March “Council moves to provide certainty for the restoration of the courthouse”. In a historic meeting last night 13th March 07 at Boroondara Council voted overwhelmingly to complete the purchase of the Kew Court House. The partnership continues between the Kew Court House Restoration Appeal and the Council to see this project through. The project now has the overwhelming support of Council. “It is no longer about “if” it is about “when” the doors will re open” said Prof Peter McIntyre. With the property secured the fundraising can now be completed without the encumbrances and we know the restoration will be undertaken as the funds become available from the appeal. Work can commence as soon as significant fund raising is achieved. “The community, philanthropists and corporations can now enter this project with certainty. 7th March At the Council meeting on 5th March, following many hours of debate a motion was passed by 5 to 4 vote to purchase the Kew Court House and Police Station outright. As of 7th March Cr Dick Menting lodged a rescission notice. This means that there was another Council meeting at 6pm, Tuesday 13th March at Council Chambers. MEDIA RELEASE - Kew, 3rd December 2006 APPEAL LAUNCHED TO SAVE A NATIONAL TREASURE On the morning of Saturday 18th. November 2006 the people of Kew were aroused by the triumphant sound of the Boroondara Brass which had assembled outside the former Kew Police Station. After four long years of neglect, the precinct was being heralded back to life, and what a heartwarming sound it was for all those early shoppers who gathered to hear Cr. Phillip Healey introduce Patrons and supporters of the Save the Court House campaign. Following the speeches, the "Thermometer" was unveiled and the Appeal was formally under way. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. This is a fantastic one-off opportunity, and it must not be wasted. Donations to the Appeal can be made through the Kew East Kew Community Bank or any branch of the Bendigo Bank, or through the Kew Historical Society Inc., P.O. Box 175 Kew Vic 3101. All donations over $2 are tax deductible through the Community Enterprise Foundation. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act. Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens. An old inscription on this photograph identifies it as ‘an elegant timber villa in High Street. It occupied part of Lot 91, bought by Edward Glyn in the land sale of 16th October 1851, and run as a flower farm’. The subdivision called the ‘Flower Farm Estate’ in East Kew occurred in 1922. [The subdivision plan is on the reverse of this photo.] The Estate included 61 lots on either side of Boorool Road between High Street and Harp Road. In the MMBW Detail Plan 2017 of 1926, a number of these new villas had already been built. Matching houses with MMBW maps can always be a challenge, however if this house was near the corner of Boorool Road and High Street, it seems to fit the profile of a house called ‘Maxton’ (demolished).Photographer's name on photograph, lower right, and stamp on mount lower right: "A. DEATH OF MR. H. NEWMAN. Widespread regret will be felt at the announcement of the death of Mr Henry Newman, an old colonist and a member of firm of Newman and Sons Proprietary Limited, jewellers, which occurred at his residence, "Sadova," William street, on Saturday, at the age of 89 years. Mr Newman who was born at Riga, in Russia, went to England when a lad, became naturalised, and emigrated to Victoria 61 years ago. He tried his fortune at Ballarat but soon afterwards returned to Melbourne, and began business as a jeweller, on a site in Collins street that is now occupied by Scott's Hotel. A few years later Mr Newman went back to England, where he was married. On his return to Victoria again he resumed his jewellery business in Elizabeth street opposite the General Post-office. An interesting fact in connection with his business is that his first journeyman watchmaker was Mr. Thomas Gaunt, the founder of the firm of Messrs. T. Gaunt & Co. Five years ago Mr. Newman retired from the business, which has since been carried on by his two elder sons. Although he took no active part in public affairs, Mr Newman was held in high regard on account of his business integrity, sterling personal worth. and the unostentatious way in which he did good. His vitality, even in his later years, was wonderful. On four occasions he met with accidents, having been twice knocked down by motorcars and twice by trams, without having sustained injury. A widow and grown up family of four sons and four daughters survive him. The Age Monday 27 October 1913, page 9. Roy Cronin 156 High Street Kew Jeweller and watchmaker. To gain an insight into the flood levels at Kew, it is worth reading newspaper accounts of the event. The Age published an article - Valuable Gardens Destroyed at Kew - on 25 September 1916: "VALUABLE GARDENS DESTROYED AT KEW. From the heights of Studley Park, Kew, a splendid view of the flood waters can be obtained, and yesterday afternoon, despite continuous rain, crowds of citizens assembled there to witness the spectacle. There is a vast stretch of water some 300 or 400 yards broad, above the foot bridge connecting Gipps-street, Collingwood, and Studley Park. The river is only about 3 feet from the top of the embankment connecting with the ramp of the bridge on the Studiey Park side. When the upper llood waters come down it is almost a certainty that tne embankment will be submerged and the bridge rendered impassible. Below the bridge the waters again stretch out, and have submerged all the low-lying land on the Collingwood side and invaded the back premises ot the Kodak Co., Phoenix Biscuit Factory, a tannery adjoining thereto, the Shamrock Brewery, and Chinese gardens in the vicinity. At Walmer-street-bridge, at the end of Studley Park, the low-lying land on the Kew side is covered with water to the depth of many feet. Tlie land in question is owned in a great part by Mr Frank Lavers who haa gone in for intense culture on a pretty liberal scale on both the slopes of the hill and on the river flat. On the latter he is cultivating many acres of asparagus, and has at a considerable cost spent three years in preparing the ground and installing an irrigation system, reticulated from the Yan Yean water supply. This year the asparagus was put down, and the plants were in a promising condition. Tlie flood waters are now flowing fast over the land. The crop is ruined, and three years' work and expenditure destroyed. Mr. Laver's private residence fortunately is high above flood level, but two houses he owns off Young-street have been flooded out. Having been warned in time, the tenants removed their furniture hefore the water came down to Mr. Laver's residence, where they themselves have been given accommodation in the meantime. All the river flats in East Kew are under water. One or two low-lying houses have been flooded. Chipperfield's boat shed at Willsmere is nearly covered, and some Chinese gardens in the vicinity are several feet under water."This, and the other three photographs donated of floods in Kew are believed to be the earliest in the collection. Functional object, Jas Murray & Co, Wall Clock & Key, 1860s
The clock was purchased from Jas Murray & Co. of 107 Bourke Street East, Melbourne by Francis Barnard. James Murray & Co were well known clock and watchmakers operating from premises in London with branches in Calcutta and Melbourne. They were watchmakers and jewellers in Melbourne from 1860 to 1888. Francis Barnard established Barnard’s Pharmacy on the corner of Bulleen Road (later renamed High Street) and Cotham Road in 1857. In the early 1860s, after purchasing the clock, he placed it in his pharmacy where it could be seen by passers by. When he relocated across the road to 49 Bulleen Road (now 167 High St.) in 1880 he took the clock to the new premises. He maintained the accuracy of the clock so that local residents consulted it for the correct time, even after the Post Office building with its clock tower was opened in 1888. When Francis Barnard retired, his son took over the pharmacy. In 1925, the Barnard Pharmacy was sold to David Paton. The Paton’s were at first puzzled why people constantly peered in the door until they realised that the timepiece was the drawcard. When David Paton died in 1941, his widow sold the pharmacy but took the clock with her to her new florist shop at 145 High Street. When Mrs Paton retired in 1953, she took the clock to her home in Boronia. In 1973 her daughter donated the clock to the Kew Historical Society.Significant locally to Kew as an example of a timepiece that was used by the local community during the 19th century to tell the time.Barnard’s clock is a typical wall clock of the nineteenth century, variants of which could be seen in shops, offices, public buildings and stations. It has a mahogany case with a moulded wooden bezel encasing a hinged brass bezel housing the glass face which protects the dial and hands when working. The clock face has an off-white hand painted tin dial with black painted Roman numerals. The hands are black painted metal; the hour hand has a wide spade shaped point whilst the minute hand is much thinner. ‘Jas Murray & Co’ is painted above the centre, with ‘107 Bourke Street East’ and ‘Melbourne’ below, with the key hole in between. The clock movement is a fuse chain attached to a brass mainspring barrel which powers the pendulum for eight days. This is housed within a rectangular wooden casing with a convex curved base housing a hinged door giving access to the pendulum which is attached to the back of the clock by four wooden pegs.Jas Murray & Co / 107 Bourke St East / Melbournefrancis barnard, f g a barnard, high street - kew (vic), pharmacies - kew (vic), clocks, paton's pharmacy --- kew (vic.), bulleen road -- kew (vic.) -

Legal record - The Indenture, Crown Portion 86, otherwise known as 'The Morgan Deed', 1852 (and later)
This indenture once formed part of the City of Kew's Municipal Collection. Cr. W.D. Vaughan in his history 'Kew's Civic Century' (1960) records on page 194 that: "The original deed of conveyance of the land being all of Crown Portion 86, Kew, purchased by John Quick, James Venn Morgan, Samuel Derrick and William Derrick was presented by the Historical Society of Victoria on behalf of Mrs Fryer, a daughter of the later J.V. Morgan, to the [Kew] Council on August 5, 1941. Crown Portion 86, comprised all the land between Cotham Road and High Street to an alignment opposite the east boundary of Glenferrie Road. On it the first residential house was built by Mr. J.V. Morgan in 1852." Following the donation, the Indenture was surrounded by other original related text and explanatory notes and framed. The resulting framed documents are the largest framed objects in the collection. The Indenture and the accompanying contextual documents are some of the most historically significant manuscripts to have survived since the settlement of Kew in the 1850s. They provide a link to Kew's most famous pioneering families.Framed 1952 Indenture recording the sale of land in Kew to pioneering Kew families.james venn morgan, john quick, william derrick, samuel derrick, kew (vic) - history, kew (vic) - pioneers, samuel watts, kew (vic.) — municipal collection -

Container - Model Dairy Plastic Milk Bottles, Model Dairy, c.1960
This pair of milk bottles, produced for the Model Dairy in Cotham Road, Kew, were donated by Vik Sabaliauskas. They belonged to his father who worked at Model Dairy in the 1950s and 1960s. Vik wrote about his father: "As for my father, his whole life story is interesting. He was part of the big immigration program after WW2. He was a displaced person in Germany like lots of others who came out looking for a new life. Our family name is actually SABALIAUSKAS which is of Lithuanian descent. My Dad was also named Vik (Viktoras). He was known as Big Vik and I was little Vik. He arrived in Australia in 1947 and then did his 2 years of work organised by the Government and then he came to Melbourne. We lived in Tyler St Preston and he rode his pushbike to and from Kew every working day for years. In my estimation that was about 13 kms for about 6 or 7 years. Imagine that happening today. Freezing Winter mornings and hot Summer afternoons. His English was poor but he had a great work ethic like all European immigrants. His duties related to maintaining and operating all the machines. One story that he told me about was that after I was born (in 1959) he made friends with one of the drivers who delivered milk to the dairy. He asked him to get a container of milk from the farmer everyday which was just for me. I remember going to the Model Dairy Family Christmas parties which were always well patronised. I also remember visiting him in the PANCH Hospital (Bell Street Preston) where he was treated for kidney stones caused by drinking very creamy milk. He wasn't happy when he was told by the doctor to cut back on milk. My Dad was one month short of his 95th birthday when he died and he lived a pretty healthy life." (2019)Kew was a major milk producing district in the Nineteenth and early Twentieth centuries, with three major dairy farms lining the Yarra between Studley Park in the west and Burke Road in the east. In addition to these dairy producers, there were also a number of accredited dairy retailers in the suburb. The largest and most enduring of these was the Model Dairy founded by the Kew pioneer James Venn Morgan. Milk bottles that include the name of the producer or retailer are historically significant as they represent a period in Kew's history before the mass production of milk in the second half of the Twentieth Century. A number of these named bottles have the additional attribute of rarity.Pair of plastic milk bottles, designated on the front as to be used in the refigerator on on picnics. One bottle has a red screw on lid and the other a green lid. The bottles are semi-transparent. [The record also includes a photograph of Vic Sabaliauskas, provided by his son. The photograph dates from the period when he was employed at the Model Dairy].Impressed on the front of both bottles: "Unbreakable picnic and refrigerator bottle made expressly for Model Dairy Pty Ltd Cotham Rd Kew"dairies - kew, model dairy - cotham road - kew (vic) -

Postcard, A Temple Tomb Boroondara Vic, 1914-1920
A temple tomb in the form of a Greek temple with a triangular pediment. Dark pillars on a flat, paved base support the plinth of the memorial. The memorial is situated on lawn, surrounded by trees and shrubs. Between the pillars, a glass enclosure can be clearly seen. The enclosure was removed at a later date. Harold Desbrowe-Annear designed the Springthorpe Memorial, while Bertram Mackennal sculpted the statuary on the sarcophagus. William Guilfoyle is belived to have advised on the design of the garden.Photographic postcard of the east facing side of the Springthorpe Memorial in the Boroondara General (Kew) Cemetery. The photograph of the tomb record the original glass case surrounding the central group of statuary as well as a man at right contemplating the tomb. An interesting feature is the vine in the foreground covering the chain. There is also a small sundial at lower right.springthope memorial, boroondara (kew) general cemetery - victoria - australia, funerary monuments, postcards -- cemeteries -

The former Baptist Church, at 8-12 Woodlands Avenue, Kew East, was nominated by the Society for protection as part of the Kew East Heritage Gap Study. W D Vaughan in his 'Kew's Civic History' (1960 writes that: "With the development of East Kew, local Baptists considered the establishment of a church was necessary. A block of land was purchased in Woodlands Avenue and the foundation stone of a new church was laid on August 8, 1931. A fine Sunday school has since been erected, and special emphasis has been given to providing activities for the young people of the church"Three colour photographs of the former Baptist Church in Woodlands Avenue, Kew East.
