Peter Rodden Shiells, B. Com., T.P.T.C., M.A.C.E. Peter Shiells was born on 22 November 1936, at Geelong. He began teaching in the technical field at Watsonia in 1958. He was later Head of Department at Macleod Technical School and Corio Technical School. Peter Shiells was appointed head of the Humanities department at the Ballarat North Technical School in 1970-1973, and was Vice-Principal in charge of the Ballarat Technical School 1974-1976. He was the Ballarat School of Mines Deputy Principal from 26 Sept 1977 to 02 May 1982, and was appointed Principal on 03 May 1982. Peter Shiells was a member of the Ballarat Regional Association for Continuing Education, and the Ballarat-Horsham Regional Council of Technical Education of which he was secretary in 1974. In 1978 he was a member of Mt Clear Technical – High school Council Peter Shiells retired on 30 April 1993 after 19 years distinguished service at the Ballarat School of Mines. More than 150 staff attended his farewell afternoon tea. He died in 2002. Thelma Rungkat was the inaugural Department of Librarianship 'Head of Department'. She was the first female Head of Department appointed at Ballarat College of Advanced Education. When Ballarat Junior Technical School's new building was opened in 1921, the surrounding area was rubble-strewn with raw clay slopes. The Head, A W Steane designed the landscaping of the slopes from the Gaol wall down to the Battery Paddock. The boys did much of the work. Apart from beautifying the grounds, this project occupied their leisure time, particularly as they had nowhere to play. The school acquired the gaol site in April 1969. Early photograph of the Ballarat Post Office taken from the intersection of Sturt and Lydiard Streets. A gas lamp stands in the middle of the intersection. People standing and talking on the roads. The Post Office was built in two sections. Section one built in 1864. Section two and the tower were built in 1885. It was built in the Victorian Italianate design. Arched headed windows on the ground floor originally formed a colonnade. These were filled in to provide more internal space. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. General Sir Charles Warren was an officer in the British Royal Engineers. He was one of the earliest European archaeologists ofthe Holy Land. Much of his military service was spene in British South Africa. Previously he was police chief, the Head of the London Metropolitan Police during the Jack the Ripper murders. In 1876, the Colonial Office appointed him special commissioner to survey the boundary between Griqualand West and the Orange Free State. For this work he was made a Companion of the Order of St Michael and St George in 1877. He was appointed special commissioner to investigate "native questions" in Bechuanaland and commanded the Northern Border Expedition troops in quelling the rebellion there. In 1879 he became Administrator of Griqualand West. The town Warranton in the Northern Cape Province of South Africa is named after him. In 1882 the Admiralty sent him to Sinai to discover what had happened to Professor Edward Palmer's archaeological expedition. He discovered the members had been robbed and murdered, located their remains and brought their killers to justice. For this he was created a Knight Commander of the Order of St Michael and St George in 1883 , also Knight of Justice of the Order of St John of Jerusalem and in 1884 elected a Fellow of the Royal Society. In 1884 Warren was sent as HM Special Commissioner to command a military expedition to Bechuanaland, to assert British sovereignty in the face of encroachments from Germany and the Transvaal and to suppress the Boer freebooter states of Stellaland and Goshen, which were backed by the Transvaal and were stealing land and cattle from the local Tswana tribes. This became known as the Warren Expedition and achieved its aims without bloodshed. Warren was recalled and in 1885 was made Knight Grand Cross ofthe Order of St Michael and St George. In 1885 Warren stood for election for Parliament but lost the vote. In 1886 he was appointed Commissioner of Police of the Metropolis following Sir Edmund Henderson's resignation. Criticised continually for his decisions and actions he resigned in November 1888. Prior to this time he was appointed Knight Commander of the Order of the Bath, January 1888. On the outbreak of the Boer War in 1899 he returned to service and commanded the 5th Division of the South African Field Force. In January 1990, Warren bungled the second attempted relief of Ladysmith at Tugela River. At the Battle of Spion Kop, January 1990 he had operational command and his failure of judgement, delay and indecision despite his superior forces culminated in the disaster. It has been said that Warren was "perhaps the worst" of the British generals in the Boer War and certainly the most "preposterous". Redvers Buller in a letter to his wife described him as "a duffer", responsible for him losing him "a great chance". Warren was recalled to Britain in August 1900 and never again commanded troops in the field. William Lambie was one of two war correspondents riding behind the Australians patrol when they left Rensburg Base. The objective was to determine the strength of the Boers south of Rensburg Siding. The group split in two. The group the journalists were with went on ahead. They were ambushed and surrounded by Boer horsemen and told to surrender. They ignored this and made a dash for the safety of the British lines. Lambie was shot in the head and died instantly. The other journalist was wounded and taken to the Boer's camp and tended, then later sent to hospital.
