Framed Letter - Bogong State School, 1950
In 1950, the "Project Competition - Australia as a Member of the British Commonwealth of Nations" was conducted. Bogong State School was awarded a First Prize in the competition. The prize being 10 pounds to be used to purchase books for the school library on Empire subjects. Bogong is a local town established by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme. This letter is significant in that it shows that the British Empire was very relevant to the population at the time and being promoted in schools.Cream decorated frame with glass front and paper backing. Two rings are screwed into the top sides of the back of the frame with one plastic cord and one piece of string between them. The framed letter is titled 'The Empire Youth Movement", dated 22nd February, 1950 and addressed to the Head Teacher of the Bogong State School. The school received a cheque for the purchase of library books or approved equipment.Bogong is a town established by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme. This photograph is a "snap shot" in time circa 1950s detailing the rural environment before the effects of the Kiewa Valley Hydro Scheme altered the basic rural setting of the valley. The golfing fairway was being mapped out on previous grazing land, before the laying of a golf course, for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s. This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. The development of cleaner energy supplies to a growing population has its downside ,which ever way the intrusion into the "natural" landscape is made.Black and white photograph detailing surveyor posts for construction of golf course. This photograph is a "snap shot" in time circa 1950s detailing the rural environmental change and the progressive effects of the Kiewa Valley Hydro Scheme on the basic rural setting of the valley (note the sparsity of rural infrastructure). This photograph shows the beginning of the accommodation and administration buildings for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. It also provides a view of the landscape before extensive development of Pondage and other non rural buildings.This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s (see sparse rural buildings/houses). This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. Pouch Tobacco, unknown, circa 1900s
These type of tobacco pouches were used mostly by the outdoor/outback type of male. They were a product of an earlier period in time when males in the outback were considered "red back" adventurers. This pouch is more of a statement than a useful tobacco pouch. It comes from a younger time in bush folk law when the outback appearances was in fashion and before the "new age" male emerged(circa early 1900s).This tobacco pouch was admired in the outback scene and spoke of adventure and "the wild". It was a time when travel in the outback was, in the top end of Australia especially, considered unsafe and "frontier" type adventure filled environment. It was a time when colloquially speaking 'men were men', in other words tough and resourceful, and could tackle anything. This attitude was more so in isolated country areas such as in the Kiewa Valley before "the sensitive new age" male evolved. The pouch presents the early presentation of the outback male as rugged, independent and resourceful. The Kiewa Valley and the tobacco fields, especially during the construction stages of the Hydro Electricity Scheme, was the right environment for such a display.This tobacco pouch is the bottom or main containment pouch for rubbed tobacco leaf to be smoked either as "roll your own" cigarettes or in a pipe. The pouch is of crocodile skin and is light brown on one side and darker brown on the other. The pocket is fashioned with the top section curved to allow fingers to remove the top cover, see KVHS 0059(2). The pocket has fine, but strong stitching holding the bottom and sides together. It is made of relatively medium thick hide and the crocodile markings are both outside and inside. Book - Reference Teaching Infants, The Teacher in the Modern Elementary School, 1941
This teacher's aid publication was used by the teachers in the The Bogong Primary School from 1941 and also the Mount Beauty Primary School from its establishment in 1947. Both had most of their pupils recruited from SEC(Victoria) Hydro Electricity Scheme employees working for a limited time scale. Rural based children benefited greatly by the decision by the SEC to provide these facilities for their worker's families. This bypass of the "typical rural provisions" offered to other schools, by the Victorian Department of Education was a bonus to the Kiewa Valley educational community. These schools had a higher level of facilities available to them than other "typical" rural schools. Treasured facilities such as a comprehensive library, movie projector, tape recorder and public address system placed these two schools at the level of the Greater Public School of city or the larger towns rather than the small rural schools in Victoria.This item was used in Mount Beauty Primary School as part of a teacher's curriculum. The fact that it is in a rural area, in an enclosed SEC construction worker's village in the Kiewa Valley did present a slightly different learning atmosphere than in the larger towns and cities. The majority of parents within the Kiewa Valley, had a slight resentment of the "high and mighty" attitude of city dwellers with a "plum in their mouths" and the effectiveness that city bred teachers had to achieve was to overcome these ingrained mores. The majority of students at this primary school had parents who were working for (the closed "village" of the SEC Hydro Electricity Scheme. In the 1940s this school would have children from multi-cultural backgrounds as many of the parents were recruited as labourers or with European technical backgrounds. In the book,the black and white photographs detailing the classroom sizes and configurations point to larger classes and slightly different teaching methods than that which existed in Australia. This teacher's aid book presents the Australian rural teachers with an advanced American approach to teaching methods. These methods were based on the then modern "group" psychological teachings and were a good guide in the development of a more effective and progressive teaching platform. The one thing that it did not address was the easy going Australian psyche of "she'll be right mate" of the Australia rural community. The socio-economic identity of the Kiewa Valley rural community was not that of the typical city community (American) and this was a challenge for city based and trained teachers. The principles that the book presents is not constrained by the date of publication or its time of use (1954).This hard cardboard covered book is sleeveless but bound by a red cloth glued onto a thick cardboard base. It has the title printed in gold script on the spine with horizontal and fifteen black horizontal lines at the top and bottom. Shaker Spices, after 1895
... European construction workers of the SEC Kiewa Hydro Electricity ...This item was used at a time when there was a limited range of spices available and sought after by domestic and commercial kitchens. The taste buds of the average Australian diner were limited to the basic English style dishes which had been delivered by the early colonial days. Rural areas where slower in experimenting with Asian and European cuisine. The influx of European cuisine from refugees fleeing both World War I and world War II brought a different appreciation of gourmet food. The increase in Asian spices was brought about by Australians becoming more aware of the Asian "scene" through the conflicts of Korean and Vietnam military action. The "standard" type spices such as Cinnamon, nutmeg and similar spices offered by Robert Harper and later other Food and Spices whole sellers and processors where a direct result of a greater influx of migrants from spices rich societies and resulted in a greater range of "Asian" spices This became more visible after demise of the "White Australian Policy" on immigration and the great media revolution of Televised cooking shows from the 1950s on. The sustainability of containers such as this re-useable tin and cardboard spice holder, which could be replenished and not thrown away after it was empty was it a time period well before the "throw away" society had crept into the Valley.This spice container was used mainly in domestic kitchen within the Kiewa Valley. Those European construction workers of the SEC Kiewa Hydro Electricity Scheme had brought their continental cuisine into the valley and that was the beginning of a new era in highlighting different tastes. This rural valley had a greater interaction with people from other nation's cuisines and by association became more infused with a broader range of spices and food preparations.This item (spice shaker) is constructed by using a thick cardboard cylinder with both ends closed by tin plated light steel lids. The bottom lid is not removable however the top lid is removable to allow the contents (Cinnamon Spice) to be refilled. The lid has thirteen small holes which allow the contents to be shaken out. The outer side of the cylinder has been covered (glued on) by a printed black and yellow label detailing contents , weight, and supplier.On the front side of the printed label outside of the label boundary is "To make a shaker of this tin - take the lid off and remove the paper from inside the lid" Within the marked horse shoe shaped boundary is" HARPER'S ground spices star brand" underneath "CINNAMON" underneath this is printed "1 oz. NET WEIGHT" and under this, within its own frame " ROBERT HARPER COMPANY LIMITED (incorporated in Victoria) AUSTRALIA." On the back within its own box is "HARPER'S star brand GROUND SPICES" and underneath "These Pure Spices are packed in the following Varieties". Lamp Table Kerosene, pre 1950s
This particular lamp was made for the dinner table or "parlour". This was the most effective indoor lighting before electrical lighting was introduced in the 1940's. These table lights would have still been used after this time as emergency lighting during electrical power shortages (outages). These emergency lighting lamps, including candles, were eventually replaced by battery power. The Kiewa Valley was supplied by electricity well before many other rural regions due to the State Electricity Commission constructing the Kiewa Hydro Electricity power turbines (late 1930's to mid 1950's). Petrol and diesel generators were used in other rural regions before state wide electricity was available.The significance of this kerosene lamp to the Kiewa Valley is that it provides the proof that before the Hydro electricity scheme was established in the valley, householder and commerce relied on candle/kerosene power. Although at certain times before battery and solar energy became the night time lighters the sole source of lighting was candle power and kerosene power. The supply of both however was still required by most of the population by supply from city and larger country town suppliers. This nearly fully glass made table lamp(kerosene) has a large glass bowl/basin like kerosene storage unit with a glass circular finger handle (similar to a ordinary cup). Formed single star like patterns (50mm apart) encircle the centre of the bowl. On top of the bowl sits the metal (brass) wick holder with a small wheel protruding out one side for adjusting the wick length(increasing or decreasing the strength(regulating) of the amount of light projected. Sharpener Saw Raker/Jointer, early 1900s
This raker/jointer/guage set is a sharpening tool for cross cut logging saws. The logging saws used in the early 1900's for the clearing of forests required constant sharpening of their "cutting teeth". The logging of forested areas during these times was very much a "hands on" method of either one or two men by the use of saw or hand axe. Chain saws, chain and ball(clearing) and bulldozing methods came in the mid 1900's.This particular saw sharpening method was used by surveyors laying down boundaries for the S.E.C. Victoria Hydro Electricity Scheme (1920's). This item was given to a local Kiewa Valley lad who accompanied the initial surveyors. The lad was responsible for the tendering and feeding of the surveyors "pack horses". Surveys during this period and in the dense mountainous terrain of the Victorian Alps was both exhausting and hazardous. Overnight accommodation at various log cabins was not always possible and swag/tent alternative was the "fall back" This raker/jointer saw sharpener was made in the USA (DISSTON) from cast and flat iron. The main body has been painted in orange. It has three adjustment screws on the top horizontal bar and one bolt on(adjusting) leveling platform on the bottom. The small size and weight of this saw sharpener was ideal for the travelling/mobile logger or surveyor(as in this case). The main frame resembles two towers connected by two horizontal bars and the top of the towers has a horizontal bar with adjustment screws. Lamp Small Kerosene, circa early 1900s
... and farm supply only after the Kiewa Hydro Electricity Scheme had ...The period when kerosene was extensively used for indoor lighting was before electrical reticulation was installed in rural areas. In remote areas this was up to the mid 1900's. The kerosene lantern however was still in use, for camping and outdoor activities, well beyond this period and was eventually replaced by LPG and battery powered lighting. The transition phase to "modern" outdoor and domestic lighting lingered on the rural areas where the electrical reticulation suffered from reliable constant supply.In the Kiewa Valley, being a rural region, had reliable electrical domestic and farm supply only after the Kiewa Hydro Electricity Scheme had been fully operational. The supply was relative to how close the homestead was to the major electricity substation. This kerosene lamp was in use during the period when it was the only reliable source of domestic night time lighting. The strength of refractive light produced by this lantern/lamp hinged upon the size of the lamp(wick and glass bowl). The small size of this lamp suggests that it was for use in a small room(children's bedroom) or as providing a light for a safe walk to the outside ablutions (toilet) area. This small kerosene lamp has an enclosed "cup" body which would have contained the kerosene fuel. The top wick holder, made from brass, has an extended enclosed spout which raises the wick approximately 20mm from the bottom of the holder. The wick holder screws into the the top of the kerosene reservoir bowl and has a wick adjustment screw (light control) at one side. The small white glass light reflector bulb nestles securely onto the wick holder and is kept snug by snap designed extending "fingers". The section between the bottom of the refractive glass "light" bowl and the top of the kerosene bowl has perforations to allow air passage to feed directly to the wick.The light refracting bulb is open at the top to allow heat and smoke from the burning wick to escape upwards.On the wick control screw "CWB BRITISH MADE"kerosene reading lamp, domestic lighting, bedside light -

Box Sewing Kit, pre 1952
... before the establishment of the Kiewa Hydro Electricity Scheme ...This "sewing and darning" box was purchased before 1952 (the date that the Clark Brothers merged with J&P Coats). It was in an era where the production and alteration/modification to any household or personal clothing was carried out by a family member/s. This was at the period where self sufficiency in rural and especially remote areas was a requirement and not just a hobby. Clothing modifications and "hand me downs" was a way of life. The long and tiresome journey from home to millinery shops was a great force to ensure that home sewing was carried out in the majority of residential and farm areas.This sewing box was donated by a pioneer family in the Kiewa Valley. Its significance points to an era before the establishment of the Kiewa Hydro Electricity Scheme and the establishment of the Mount Beauty Township. It was a time when the rural industries of the Kiewa Valley was rich in production of beef, dairy products, tobacco leaf and before the mass of alpine adventurers that tourism sparked. It was a time rural enterprises out shone tourism.This wooden sewing box is covered with decorative paper. The lid is fastened to the bottom section with two small hinges each having four screws. Each side is fixed to the other by a mortise groove. At the front of the box is a small clasp for complete closure. The box contains needles, darrning thread, thimble, a glass vial with metal screwtop and a red plastic cylindrical container with a thimble screw on top(contains a small reel with three different cotton thread compartments).On outside lid "FROM A FRIEND. Tape Measure 33ft, Early to mid 1900's
This flexible measuring tape was used by the SEC Victoria in the mid to late 1900's. It was in a period before digital measuring instruments were in use. This is a 33ft long tape measure and would have been used by the construction workers when building the Kiewa Valley Hydro System. The warning details (embossed into the leather covering) was to warn users to be careful not to use the tape near live electricity terminals or linkages. This tape was produced mainly for wooden structures and not electricity conductive material. This was during the 1950's to 1960's.This imperial tape measure is very significant to the Kiewa Valley as it was used in the construction of the Kiewa Valley Hydro Scheme of the 1950's-1960's. It provides evidence that small measuring equipment used in the construction and the continuing maintenance of the scheme was of the imperial measure and used by construction workers who remained and settled in the town of Mount Beauty and Kiewa Valley long after the construction period. This flexible metallic measuring tape (33 ft in length) is contained in a round circular leather bound container. It has brass fittings (winder and tape guide) and is stitched with heavy grade twine. The tape measure is graduated in feet and inches on one side and yards on the other. Mincer Meat, mid 1960's
... were installed. The Kiewa Hydro Electricity Scheme provide ...This meat mincer was born in a period where hand operated mincing and blending machines were only available for household mincing meats and blending ingredients up to the 1960's. Electrical kitchen based whitegoods were rare in areas where the connection to electricity was intermittent or not at all.This kitchen aid is a very significant item in the Kiewa Valley before suitable electrically operated mincers became available and constant reliable electrical connections were installed. The Kiewa Hydro Electricity Scheme provide the stable supply of electricity which made most of the hand operated mincing machines obsolete. However large mincers for bulk supplies were still required eg. kitchens for SEC workers during the 50's and 60's.This heavy industrial type meat mincer(cast iron) has a top "rounded feeder cup" with a mincer screw blade at the bottom. A winder handle rotates the screw like mechanism to mince and express solid pieces of meat at the other end. There is a clamp below the main structure which permits the fastening of the hand driven mincer to a table or solid ledge. Book - Sketch Book, Circa 1918
This childhood sketchbook of the 1918 era details the emphasis placed upon a skill of brushwork that portrayed part of the students natural environment both in Tasmanian schools and Victorian schools, especially rural schools. The close bondage between students and their environment was a reflection on the early "hands on" approach in child education. Abstract art or teaching aids which could not be identified with physical properties available to students at this period in time were of lesser value. The ability of the student to identify the artistic value of local nature eg. local plants and flowers was especial important to rural based school children who had limited excursion opportunities available to visit town/city based botanical gardens and museums. This brushwork book is very significant to the Kiewa Valley as it demonstrates that childhood relocations from one State to another were not detrimental to the students overall scholastic development. The rural environment in Tasmania was not that far removed from the rural environment of the Kiewa Valley. The skills taught in both regions were still the same and the socio-economic factors and mores were also similar. This item demonstrates the relocation of one family from Tasmania to the Kiewa Valley. The expansion in population into the Kiewa valley was quite erratic and significant population growth only came after the increase in population brought into the area by the SEC Vic Hydro Scheme introduced to quench the demand for Victoria's electricity.This book has a brown cover with black print and designs on a 150 gsm cardboard. Each page is of the same thickness as the cover but is of paper.On the outside cover and contained within a thick boarder. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years. This voltmeter is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a small apparatus it was part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This analog volt meter has two metal rods protruding from the "back" of instrument with screw on points for the negative and the positive leads allowing the "current" to flow across the calibrated resistors to indicate on the "face" side the strength of the voltage "power". The "face" of the instrument has a zero point and then five evenly graduated marks from Zero to the "100, 200 and 300" marked points of measures. A large "V" below these pointers indicates that they represent levels of voltage. Three small screws hold the "face" in place. Timer Mechanical, Circa 1950
This Timing Relay is quite a large (industrial type) apparatus. The Timer is started by having a voltage of 250 volts direct current (as supplied by batteries). A DC motor then rotates driving into a clockwork mechanism, the output of which is an arm rotating at the same speed as a minute hand on a clock. Attached to this arm is a mercury switch which tips and makes an electrical circuit operate in a sequence control system. The sequences that use these timers are when starting and stopping Hydro Generators. They check that the machine has connected to the power system grid before 20 minutes duration. Brakes must go on for a set time when shutting down a generator slowing at the right speed as measured by this apparatus. Timer Favag, Circa 1950
This Favag Timer apparatus was a part of the first electronic control system -(1960's), in Victoria), which worked using telephone stepping selectors to convey a change in voltage providing a regulated pulse from the control centre(Mount Beauty) to the remote Power Stations opening and closing (stop/start) of various devices at the Power Station and a return signal confirmed the action taken. Testing of this unit was carried out using a "dummy" device at the remote Power Station so as not to disrupt the power plant's operation. This timer was one of many electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This Favag Timer was one of the crucial pieces of equipment that made it possible for the Mount Beauty Terminal Station to control the operations of these Power Stations; McKay, Clover, West Kiewa Power Stations and the Dederang Terminal Station.This aluminium and anodised "FAVAG" (pulse) timer is fastened to a base structure which comes with its own metal cover that is fastened by two metal hooks. From the top of these hooks runs a thick leather "carry" strap.The instrument, itself, a small "micro motor" at one end tape feeding spool on the other. Aluminium metal structures offer a preventative barrier against any electronic spikes from static electricity sources. There are two toggle switches to the bottom right hand side and twelve coloured "pin" connection points.There is a sliding access sleeve which exposes a circuit board.with various leads fastened on each side. In front of one of this slide are two "screw in" fuses, spare fuses are in a small envelope taped above. Circuit diagrams are etched white on black background on the top face of the main structure. At the base of the back section is a two pronged input terminal. Bowl Ceramic, circa mid to late 1900's
... in the building of the Kiewa Hydro Electricity Scheme, over the extensive ...This bowl was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electric Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed which relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge scope, isolated and time consuming nature, the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants and specialist recruited from England and Europe. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic State Electricity Commission of Victoria bowl. It is made in England and is of strong and durable ceramic. The 5mm thickness of the ceramic suggests this bowl (cereal/soup) belongs to a commercial kitchen environment and not domestic. The indent bottom of the bowl is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (worker's mess). See also KVHS 0128 (B to D) for other ceramic crockery. The seal of the State Electricity Commission of Victoria is imprinted on the top outside rim within a curved scroll and a raised fist with electrical "charges" extending out.. ... , such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight ...When this AVOMETER was being utilised in the early 1950's it was at the "leading" edge of electrical measuring instrumentation.The first meter was produced by Automatic Coil Winder and Electrical Equipment Co. in 1923. This model was produced in the time from 1933 to 1951 when it was superseded by the most popular model, Model 8 (1951 to 2008).This AVO meter brought the measuring of three electrical power indicators i.e., amps, volts and ohms into one measuring unit. By using a "one fits all" unit, the carrying of separate measuring devices was reduced considerably. The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight of equipment carried by electricians and technicians was of the utmost relevance. The significance of this meter to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. This equipment shows how the boost of "modern" equipment into the area because of the "Hydro Scheme" was facilitated a lot faster than would have taken under "normal" evolutionary time. The speed of information on all "new technology" had a relatively slow assimilation rate to those living in rural communities. This AVOMETER is a Model 7 MKII, production pre 1951. This meter measures electrical Amps, Volts and Ohms and has two internal batteries for its power. The main casing is made from aluminium with a bake-lite front. The front has a "window" detailing, with a needle pointer, the amount of electrical power being tested. There are two big dial switches, detailing Direct Current(DC) and Alternating Current(AC) when reading measurements of Ampere, Voltage and Ohms for power. This meter took the place of three or four meters used earlier. Modern meters (2000 onwards) have become digilised and are considerably lighter in weight and smaller. There are two electrical connection leads (one black and one red) each has a removable clasp and is 125cm long.Molded on the front centre panel " UNIVERSAL AVOMETER". Below this and above the left hand dial "D.C. SWITCH" .Above the right hand switch the right "A.C. SWITCH". On the left of each switch is an arrow pointing to it.The left switch is marked with a "+" and the right one with a "-". There is a "divisional 2" mark. The case has two mild steel buckles but stitched onto one side but no lid to fasten down. The sides are stitched together with strong tick twine. On either side there are small strap holds. On the bottom are four large chromed metal lugs acting as feet to keep the bottom from lying flat on any floor. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the Commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trailbuilders (angle dozers). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer (Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939, the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. This photo is an excellent reminder of how primitive the early machinery was compared to the present but also represents the forward thinking of the State Electricity Commissions engineers in purchasing such innovative equipment . It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne) This meter is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This hand driven current generator produces 500 volts by winding the handle(on funnel curved side) to keep the voltage constant(one minute per test). The whole body is made from caste aluminium. One of the functions of this meter is to test the isolation resistance of any equipment being tested. This is to see if that equipment is safe to handle(no electrical shocks). The second function is to test the earth pin of any portable electrical equipment. The turn key on one side can direct which function is required(marked insulation or continuity). On the top side(enclosed in a glass fronted marked scale) is a continuity scale(top) and an insulation scale(bottom). This is covered , when not in use by "flip up" lid with manufacturer's details and name of the instrument. Opposite the winder are two screw tight knobs. One marked earth(left side) and one marked line(right side). On the top and next to the glass windowed scales in a post manufacture SEC Vic equipment equipment ID number. Transmission Line Connector, circa mid to late 1900's
This line connector tool is part of the erecting of electricity cables from the power stations to the ultimate distribution sub stations throughout Victoria. It is used to extend cable length and secure cable to tower points. This type of equipment has been in use in this region since power production commenced in the 1950'sThis connection tool is a vital part in the distribution of hydro produced electricity from its mother power plant to its ultimate destination be it rural towns, industry or city. Meter Ammeter Recorder, Circa 1950
This testing voltmeter recorder was last certified by SEC Vic laboratories on the 17/4/77. It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time).
