The Banyule Observer was raised September 2000. Banyule Councillors Colin Brooks and Dale Peters became aware that the ‘local’ news in the Diamond Valley News was being neglected. Together these two councillors asked Rosie Bray to write the local news – which she did until Colin Brooks withdrew. Dale Peters published one more issue – on April 28 2001, before he closed the paper down. Rosie was paid $20 a month to cover costs. On November 7, 2015 a small park in Greensborough (previously known as McKenzie Court Park, corner Plenty Lane and McKenzie Court) was renamed as Barclay Park after a local family. henry and Dorothy Barclay farmed Grace Park from 1938. Members of the family were present at the ceremony conducted by Banyule Mayor Craig Langdon assisted by Ward Councillor Mark di Pasquale. The Shire of Diamond Valley was formerly the north ward of the City of Heidelberg. In 1960 following inequitable rate increases, it was proposed that the 'north ward' sever itself from Heidelberg and form its own municipality. The Shire was abolished in 1994 and areas redistributed to Banyule, Nillumbik and Darebin councils.This newspaper reports on the history and politics of the new Shire of Diamond Valley. James Andrew Kangaroo Ground, 1870 "James Andrew, Whittlesea, born in East Palford, Devonshire, England, in 1827, arrived in Adelaide in February 1850 per ship Lady McCaughton and almost immediately sailed in a coasting vessel to Melbourne, where the first work he undertook was clearing earth from a stone quarry in Collingwood. He next carried stones for masons engaged in building the Bishop’s Palace, and then was employed in Cambellfield mowing hay. He was at Saltwater River on Black Thursday, and afterwards took a little farm at Darebin Creek, remaining there for four years. He went up to Kangaroo Ground in 1859 and lived there until he bought his present property at Whittlesea, a farm of between 300 and 400 acres. He has been twice married, and had a family of six children." "Andrew, W. B. Eltham, is a native of England, born in 1822. Coming out to Australia in 1842, he lived in Brighton, Victoria for fifteen years, when he re-visited England for a year. This is a booklet giving the names and addresses of voters for the local Council in Levy’s Ward in the City of Warrnambool in 2002. At that time the Warrnambool City Council was divided into seven Wards with one Councillor representing each Ward. The seven Wards at that time were Levy’s, Botanic, Cassady, Pertobe, Proudfoot, Sherwood, and Wollaston. In 2004 the Wards were abolished and seven Councillors today represent the whole City of Warrnambool. In 2002 Glenys Phillpot was the Councillor representing Levy’s Ward. The following is an extract from Warrnambool and District Historical Society Website which explains briefly the Great Exhibition of 1896-97 The Great Industrial and Art Exhibition in Warrnambool in 1896-97 was an exciting affair for the town and the surrounding area. People came from far and wide to be enlightened, educated and entertained, with 70,000 visitors passing through the doors during the three months of the exhibition. Not bad for a town with a population of only 6,500 and a further 9,200 living in the surrounding shire! Planning began at a public meeting attended by 60 people in May 1896 and the exhibition opened in December the same year on the site of the current Light House Theatre. The architects submitted plans for four annexes, complete with turrets, a fernery and a giant flagpole. The site covered 1 acre and included a Marine court, industrial exhibits, an education court, defense and agriculture court, stalls, coach builders, dairy show, an art court and provision for a smorgasbord of various entertainment. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. The Potosi was built in Scotland in 1873 by John Elder and Co.It was a cargo/passenger iron screw steamer and sailed from 1880-1887 under the Orient Line Australia service. Samuel James Lynn was born in 1865 in Coleraine, Northern Ireland. Sam left his home in Coleraine in 1883 at the age of 17. (More information in O.D.H.S. newsletter No. 91 September, 2012 by Margaret Hollands) Samuel Lynn was a well-known Orbost pioneer. Ho owned much property throughout the district , bred Clydesdale horses and fattened about 600 cattle. He was in great demand as a judge of both cattle and horses at agricultural shows in Victoria and interstate. He was a shire councillor for 30 years and president several times. He took a great interest in the sporting clubs of the town and played cricket until late in life. He was goal umpire for the local football team for many years, judged for the Orbost Racing Club and was the first president of the Orbost Bowls Club. He was also a member of the first municipal band. James & Co. with some letters written by Alan Richardson. Henry James (1860-1932) was an agent and auctioneer. Record secretary of the Snowy River Shipping company. Shire councillor. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The book was presented to the president, Jacob Perry, as a token of esteem and in appreciation of his interest and services to the movement. Jacob Perry was an Orbost farmer. Born 1874. Died 1950. He was a Boer War veteran , 4th Victorian Imperial Bushmen. He was a shire councillor and worker for school affairs. Ivy Scouller married Harry Herbert George Watson (son of Mr. and Mrs. Watson of Warragul) James Cameron (1846-1922) was a prominent Orbost citizen - a justice of the peace, shire councillor, guardian of St James Anglican Church, Sunday school superintendent and president of the local agricultural society. James married 19-year-old Sarah Scouller, of Birregurra on 30 April 1879 at Colac, .This book, one of a series, was a popular example of children's literature with a religious theme in the late 19th and early 20th centuries.A hard cover book, titles "Chrissy's Endeavour". The clock was either made or sold by T. Gaunt & Co. of Melbourne, a manufacturer, importer and retailer of a wide variety of goods including jewellery, clocks and watches, navigational and measuring instruments, dinnerware, glassware and ornaments. Thomas Gaunt photograph was included in an album of security identity portraits of members of the Victorian Court, Centennial International Exhibition, Melbourne, 1888. Thomas Gaunt History: Thomas Gaunt established Melbourne's leading watchmaking, optical and jewellery business during the second half of the 19th century. Gaunt arrived in Melbourne in 1852, and by 1858 had established his own business at 14 Little Bourke Street. Around 1869 he moved to new premises in Bourke Street on the corner of Royal Arcade, Gaunt's shop quickly became a Melbourne institution. Gaunt proudly advertised that he was 'The only watch manufacturer in the Australian colonies'. While many watches and clocks may have had Gaunt's name on the dial, few would have been made locally. Gaunt did make some watches for exhibitions, and perhaps a few expensive watches for wealthy individuals. Gaunt's received a telegraph signal from Melbourne Observatory each day to correct his main clock and used this signal to rate and repair ship's chronometers and good quality watches. His main horological manufacturing was directed at turret clocks for town halls, churches and post offices. These tended to be specific commissions requiring individualised design and construction. He made the clock for the Melbourne Post Office lobby, to a design by Government Astronomer Robert Ellery, and won an award at the 1880-81 Melbourne International Exhibition for his turret clock for the Emerald Hill Town Hall. He became well known for his installation of a chronograph at Flemington Racecourse in 1876, which showed the time for the race, accurate to a quarter of a second. The firm also installed the clockwork and figures for Gog and Magog in the Royal Arcade. Thomas Gaunt also developed a department that focused on scientific instrumentation, making thermometers and barometers (from imported glass tubes), telescopes, surveying instruments and microscopes. Another department specialised in electroplating for trophies, awards and silverware, and the firm manufactured large amounts of ecclesiastical gold ware and silverware, for the church including St Patrick's Cathedral. There are no records that disclose the number of employees in the firm, but it was large enough for Gaunt to hold an annual picnic for the watchmakers and apprentices at Mordialloc from 1876; two years previously they had successfully lobbied Gaunt to win the eight hour day. Gaunt's workforce was reportedly very stable, with many workers remaining in the business for 15 to 30 years. Gaunt's wife Jane died on September 1894, aged 64. They had one son and six daughters, but only three daughters survived to adulthood. Two became nuns at the Abbotsford Convent and one daughter, Cecelia Mary Gaunt (died 28 July 1941), married William Stanislaus Spillane on 22 September 1886 and had a large family. Gaunt died at his home in Coburg, Victoria, leaving an estate valued at ₤41,453. The business continued as T. Gaunt & Co. after his death. Post Office and Clock History: Warrnambool’s Post Office has been in existence since 1857, when it was originally situated on the corner of Timor and Gilles Street. In March 1864 the Warrnambool Borough Council purchased this clock from Henry Walsh Jnr. for the sum of £25, “to be put up in front of the Post Office”. Henry Walsh Jnr was the eldest son of Melbourne’s Henry Walsh, maker and retailer of clocks, watches, thermometers and jewellery. In 1854 Henry Walsh Jnr. began business in Warrnambool as a watchmaker and jeweller later becoming a Councillor with now a local street named after him. The Post Office was extensively remodelled in 1875-76. Early photographs of this building show that the clock was installed on the northern outside wall, Timor Street, under the arches and between the 2 centre windows, where it could be seen by passers-by. Although spring loaded clocks date back to the 15th century, and fob and pocket watches evolving from these date to the 17th century, personal pocket watches were only affordable to the very fortunate. Public clocks such as this Post Office clock provided opportunity for all to know the time, and for those in possession of a personal watch to check and set their own timepieces to the correct time. During post office reservations during the 1970s the clock was removed and was eventually donated to the Flagstaff Collection. The Clock’s maker Thomas Gaunt, is historically significant and was an established and well renowned scientific instrument and clock maker in Melbourne during the 1860s. He was at that time the only watchmaker in the Australian colonies. In the 1870’s and 1880’s he won many awards for his clocks and was responsible for sending time signals to other clocks in the city and rural areas, enabling many businesses and organisations to accurate set their clocks each day. Warrnambool Borough Council purchased this clock from Henry Walsh Jnr. for the sum of £25 and the clock used to stand in front of the Warrnambool post office to allow ordinary citizens to set their time pieces as they walked by. The item is not only important because it was made by a significant early colonial clock maker and retailed by a locally known clock maker and jeweler but also that it was installed in the Warrnambool Post Office a significantly historical building in it's own right. Built in 1857 and regarded as one of the oldest postal facilities in Australia, with a listing on the National Heritage Database, (ID 15656). This 1864 hall clock originates from the Warrnambool Post Office. The clock glass is hinged to the top of the clock face and has a catch at the bottom. The metal rim of the glass is painted black. The clock face is metal, painted white, with black Roman numerals and markings for minutes and five minutes. The tip of the small hour hand is shaped like a leaf. "T. GAUNT / MELBOURNE" is printed in black on the clock face. The winding key hole is just below the centre of the clock face. The key winds a fusee chain mechanism, attached to the brass mainspring barrel that powers the pendulum with an 8-day movement. The speed of the clock can be adjusted by changing the position of the weight on the pendulum, lengthening or shortening the swing; raising the pendulum shortens its swing and speeds up the clock. The metal fusee mechanism has an inscription on it. The rectangular wooden casing is with a convex curve at the bottom that has a hinged door with a swivel latch. The original stained surface has been painted over with a matte black. There are two other doors that also allow access to the clock’s workings. The case fits over the pendulum and workings at the rear and attaches to the clock by inserting four wooden pegs into holes in the sides of the case then into the back of the clock. A flat metal plate has been secured by five screws onto the top of the case and a hole has been cut into it for the purpose of hanging up the clock. There is a nail inside the case, possibly used for a place to the key."T. This private late-nineteenth-century four-wheeled carriage has been built to transport a family or group of passengers with a coachman in the front seat. It can be pulled by one horse, or by two horses if the T-pole is attached. The button fittings along each side of the carriage indicate that a folding roof or hood was once attached. The frame across the front of the carriagewas likely to have been a ‘dashboard’ with a leather or wood covering to prevent water, mud and other particles from splashing onto the passengers. The rear step between the two side-facing bench seats is adjustable to allow for ladies’ long skirts. These rear seats appear to be removable, in which case the carriage could be converted to a wagon to transport goods and equipment. The carriage could have been illuminated by oil or carbide lamps placed into the lamp holders on the sides. The carriage was kept under cover for many years in an open-front sandstone building that also included living quarters and an area that may have been stable. It was at ‘Murweh’ a Warrnambool property at 203 Liebig Street. The home is now Heritage and National Trust Listed and described as a ‘gentleman’s residence’. It was built by James Wotton Shevill in the 1860s. Shevill was a councillor from 1875 to 1878, serving in 1878 as Mayor of the Borough of Warrnambool. Jeremiah Wade lived at Murweh there from 1879-1880. By 1915 F.B. Whitehead and his family were living there, and by 1930 the address was used by Mr T.J. Rome and his family. Thomas James Rome was still using that address in September 1973 after his 100th birthday. It is believed that one of the property’s owners had been an Obstetrician in Warrnambool. The current owner re-told the story that children used to hide in the back section of the carriage and smoke, hidden from the sight of onlookers. He had heard the story from a previous owner.The well-appointed horse-drawn four-wheeled carriage is likely to have first belonged to a local councillor and past Mayor of the town of Warrnambool, J.W. Shervill, whose 1860s city property was the carriage location for many years. The carriage is a rare local example of a town-based lifestyle befitting a prosperous personality of the late 19th century. It adds to the story of Warrnambool's development as a town influenced by the port, wealth gained from shipping and the home place of prominent local people such as the Councillor and later Mayor. The side-facing rear seating is unusual for a passenger carriage. It has the feature of removable rear bench seats, allowing for the dual purpose of a carriage or wagon.Carriage; the Victorian-era horse-drawn four-wheeled open carriage has a coachman’s bench seat across the front and two side-facing bench seats in the rear. There are steps at the front on each side and a centre adjustable step and the back. It has a hinged shaft, two lamp holders and a separate T-pole. The bench seats have padded backrests upholstered in green leather and each has padded armrests at the ends. A rectangular metal frame, likely to have been a dashboard, is mounted across the front of the carriage. It has two inner vertical bars. The carriage's body is painted dark green with crimson highlights on some of the panelling. Decorative oval panels with hand-painted motifs are mounted along the sides. The side panels of the carriage have metal fastener buttons attached. The iron-rimmed wheels have sixteen wooden spokes and copper cuffs on the outside of the hubs, and the rear wheels are higher than the front wheels. Wooden brake blocks are mounted onto the back wheels and are active by a metal lever at the front right side of the carriage. The undercarriage is fitted with leaf springs on each side, mounted from front to back axles.
