... was mayor of Kew on three occasions... mayor of Kew in the second half of the 19th Century ...The correspondent of the Argus on 10 May 1901 wrote: "The Parliament of the Commonwealth was opened yesterday by the Duke, of Cornwall and York, under a Commission signed by Queen Victoria and subsequently endorsed by King Edward VII. The ceremony was marked by the splendour and solemn impressiveness which befitted its historic importance. An immense assemblage of spectators, drawn mainly, of course, from this state, but in part also from each of the other federated states, and including representatives of other portions of the British Empire and of foreign powers, thronged the spacious, stately, and joyously decorated edifice. The picture was magnificent. It must have printed itself indelibly on the sensitive minds of the thousands of Australians who were privileged to behold it. We may assume that artists will reproduce it in worthy and imperishable forms, and that from generation to generation it will be familiar in the households of the Commonwealth. Our children's children, we may gladly say to-day, will not be ashamed of the function which inaugurated the self-governing rights of the southern British Nation. Nothing was omitted which could add to the grandeur and significance of the occasion. In a broad sense the proceedings were perfectly intelligible to the vast and sympathetic gathering, though the natural limits of a single human voice had to be accepted. The King's son, with his consort and the Governor-General and Lady Hopetoun by his side, and supported by the Governors of the states and other eminent personages, fulfilled his doubly-attested Commission with a simple dignity and a modest manliness altogether admirable. The ceremony was a brilliant spectacle, and, in its sentiment and suggestiveness, an inspiration to a loyal and patriotic people."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). Campbell was three times mayor of Kew in the second half of the 19th Century and the owner of Ramornie in Pakington Street, one of the significant extant mansions in Kew.An invitation, mounted on card for Mr & Mrs James Maitland Campbell to an evening reception at the Exhibition Building, Melbourne, on 9 May 1901, to meet the Duke and Duchess of Cornwall as part of the celebrations of the opening of the first Federal Parliament. A figure of Britannia, in red dress and mailed vest holding a shield like the Union Jack, is on the left of the invitation; she reaches out her hand towards a younger female figure, representing Australia, who is dressed in blue and holds a shield which is white with a blue cross decorated with stars. The writing is on a scroll in the centre of the certificate, and there is a border of vines and vine leaves. The royal crest is at the base of the certificate. The new city comprised the former Cities of Hawthorn, Kew and Camberwell. This archive file contains primary sources and publications relating to the amalgamation. The earliest item in the file is a newspaper article/clipping from the Eastern Standard (1986) recording a request from Hawthorn Council to Kew Council to consider amalgamating. The file also includes other newspaper articles/cuttings (some undated) reporting on opposition to the amalgamation. An interesting item in the file is a photocopy of a coloured digital photograph of the members of the last Kew Council. [The original still has to be discovered]. While the file contains an article by Neville Pollard - Commonwealth Versus the States: Australia’s uniform gauge debacle (Australian Railway History, Feb 2014), most of the file is comprised of correspondence relating to the gift of a painting to Argyle in 1895. The correspondees include Ian Stanley Argyle, the grandson (Argyle Travel Coy. R.R, 172 St George’s Terrace, Perth, 6000), Kew Historical Society, and Kew City Council. A photocopy of the letter (poor quality) relating to the gift in 1895 is included in the file. The grandson’s letter advises that the gift was a small oil painting described as a ‘Field Scene’. In the event, this wallet like others were predated to 1939 on the front.This item contains two parts: a letter from the City of Kew to Pte Martin and a wallet with which he was presented. The dark brown leather wallet is embossed on the front with the seal of the City of Kew and a citation. The interior of the wallet contains a steel mirror. A Report to the City of Boroondara ...Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.The subdivision plan for the Clutha Subdivision is one of the largest in the Society’s collection. The plan includes a map of the proposed allotments, photographic views to the north and south, and information about the kinds of buildings that could be constructed on the allotments. The subdivision was bounded by Studley Park Road, and Carson, Stevenson and Edgecombe Streets. Two new streets, Mackie Court and Younger Street were created as part of the subdivision. The subdivision took its name from ‘Clutha’, the home of John Carson, who was to become Mayor of Kew in 1863. A Report to the City of Boroondara outlined how: ‘The Clutha estate was progressively developed from 1940, with new houses under construction on the Studley Park Road, Carson and Edgecombe Street frontages by 1941. By 1943, directory listings were available for all addresses with the exception of Mackie Court. Building ceased after the government’s prohibition on civilian building was enforced from 1942, with little change in listings until the 1950s when the remainder of the subdivision was developed’."H"subdivisions - kew - studley park, clutha subdivision, studley park road -

The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. The collage is historically significant as it may include the only photograph of a mayor of a city at this period of time.A large framed photographic collage of Henry Weedon surrounded by the Mayors of Greater Melbourne (holding office for the year 1906-07). The photograph was assembled in recognition of the ‘slight favours to them’ showed by the Lord Mayor. The photograph is dated August 1907. In a description of a 'Mayoral At Home' in the Kew Recreation Hall ...Lily and William Wishart lived during this period in 'Noranook', Fernhurst grove, Kew. There are numerous contemporary accounts of the social and civic activities of Lily Wishart as mayoress of Kew. In a description of a 'Mayoral At Home' in the Kew Recreation Hall, a report in The Australasian (10 Aug 1907, p.46) described the event thus: MAYORAL AT HOME In the Kew Recreation-hall on Thursday evening the Mayor and Mrs. W. Wishart gave an at home to between two and three hundred guests. ... Prior to the musical programme, the mayor and mayoress held a reception, standing on a dais at one side of the room. Mrs. Wishart was gowned in black glace silk, trimmed with handsome lace applique, and she wore a cream Maltese lace scarf over her shoulders, and held a bouquet of cardinal carnations.' This may be the dress in the collection. Another interesting and relevant report is an account in The Argus (19 March 1907, p.6): 'WOMEN'S WORK EXHIBITION The mayoress of Kew (Mrs. W. Wishart) invited the ladies of the district to meet in the mayor's room, town-hall, Kew, at half past 3 o'clock tomorrow afternoon, to consider steps to be taken locally in support of the proposed Exhibition of Women's Work.'The dress is locally significant as the work of a skilled home-dressmaker in Kew, who was also a leading civic figure in the municipality. One tends to think of amateur dressmakers as women who could not afford to purchase clothes from a retailer. Clearly, 'women's work' and the skills that educated and wealthy women acquired in the period allowed them to fashion their own garments.Full length evening dress in four parts. Undergarments include two items: a basic black silk petticoat and an upper black silk slip, the latter with two bands of ruffles. The lace dress is in two parts: a bodice and a skirt. The black, high-necked bodice is constructed of silk organza to which guipure lace has been extensively applied. The bodice has long puffed sleeves, gathered on the forearm to form a wide band of lace and ribbon at the wrist. The skirt is constructed of the same black fabric with descending bands of gathered black silk ribbon, used as ornamentation. The skirt also features a long train. Apart from the donor information about its provenance, the style of the dress can confidently be dated to the period 1900-1910. The dress was made and worn to civic functions by Mrs Lily Wishart, Mayoress of Kew in 1906-7. Earlier items belonging to William and Lily Wishart entered the collection as early as 2002. The dress was donated by a descendant of a friend of Lily Wishart in 2020. The photograph of the dress and its components attached to the record needed to be digitally enhanced so that details of the dress could be viewed online, as the fabric of the dress is an intense black. Sold in 1940, it became a boarding house ...The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). This plan, which covers parts of High Street, Pakington Street and Derby Street is dominated by two historic Kew mansions: ‘Konetta’ and ‘Ramornie’. Ramornie was constructed in 1890 for James Maitland Campbell, three times Mayor of Kew. Sold in 1940, it became a boarding house known as ‘The Towers’. Now a private residence again, it has only one of its three balconies remaining. The location of the missing two balconies can be seen on the plan. In 1903, the grounds of Ramornie included a large tennis court fronting Pakington Street. The rear of the property is shown as extending to Cobden Street. One of Kew’s oldest hotels, the Prospect Hill Hotel on the corner of High and Cobden Street was established in 1858. The outline of the hotel shown on the plan represents the second building on the site. During the 19th century it was often used for electoral meetings. The Prospect Hill Hotel was to be redeveloped again in 1928, by the local architect Robert McIntyre. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. That area of Kew bordered by Cotham Road, Park Hill Road, Ermington Lane (now Ermington Place), and Belmont Avenue contained some of the significant homes owned by Kew pioneers. Chief among these was ‘Park Hill’ on an enormous lot facing Park Hill Road. The Jubilee History of 1910 noted, six years after this plan was drawn, that: ‘Park Hill Road, forming the southern boundary of the cemetery, takes its name from Park Hill, the residence of Mr. Thomas Judd, who has resided there since December, 1852.’ Other named houses on the plan include ‘Ferndale’ facing Cotham Road; ‘Ermington’ adjacent to Judd’s Park Hill, facing Park Hill Road; and ‘Gilden’ and ‘Mont Belmont’ facing Belmont Avenue. Mont Belmont was designed by the architectural firm of Reed, Henderson and Smart for William George Lilley in 1887 and was completed in 1888. Francis Barnard established the first Kew Post Office and also a pharmacy. The post office was on the corner of Cotham Road and High Street. It later moved to another location in High Street. His son, F G A Barnard wrote the ‘Jubilee History of Kew, Victoria’ (1910). [An index to the publication is in the file]. Both Barnards were mayors of Kew. The extensive file of information includes some primary sources and a number of photocopies of secondary sources. The primary sources include two letters, the first from F G A Barnard dated 29-9-10, to W Derrick Esq, Cambooya requesting information on early settlement in Kew, and a handwritten reply from W Derrick recalling this period. Another primary source [laminated] relates to The Intermediate Examination conducted by the Pharmacy Board of Victoria (1917). The Kew Historical Society has many items relating to the Barnard family in its collection. One is the wall clock, which was donated by a Mrs McArthur of North Balwyn in 1973. The correspondence relating to its acquisition, and an article written by Mavis Rolley is in the file. While the collection includes an original copy of ‘Bear and Forbear: A genealogical study of the Prentice, Barnard and related families in Great Britain, Ireland and Australia’ (Prentice, Sydney & Mildred, 1985) in its library, a photocopy of parts are included in the file, with a number of letters from Mildred Prentice. The Society also has a number of bottles etc., from the pharmacy, which were donated by Kathleen Murphy of Surrey Hills. Born and raised in Olinda, Dower later moved to Surrey Hills. He worked as an adult as a clerk in the city office of the Metropolitan Gas Company, and in his role as a 'collector', he was able to photograph scenes including the construction of tramlines, railways and associated buildings in Kew, Hawthorn, Camberwell and Surrey Hills. Later he established a real estate agency with his brother - the E.J. Dower Real Estate Agency, Mount Dandenong Office.The photo collage is an historically significant record of the development of transport infrastructure which was used to connect Victorians in the first two decades of the twentieth century. This development resulted from increases in population and the consequent extension of Melbourne's suburbs. The photographs, both individually and collectively, richly detail the labour of workers and the tools and machinery used to create and extend Melbourne's public transport network in the years preceding and during World War 1.Photo collage, published in The Leader newspaper in 1913, to commemorate the opening of the Malvern to Kew Tramway. It followed a lease of a house at 50 Willsmere Road. The Peel Street building was designed by Mr Chipperfield. Messrs McIntosh and Taylor were the successful tenderers, the price being 1,240 pounds. The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." Some time after that it was removed from its frame and badly broken. In 2021 ...In 1948, the citizens of Kew presented this jewellery box to the outgoing Mayor and Mayoress of Kew, Cr & Mrs W D Vaughan. In 2021, it returned to Kew, thanks to the generous donations of our Friends of the Collection. William David Vaughan to whom the jewel box was presented in 1948 was a publisher, politician and historian, born in 1897 at Heathcote. By 1922, he had become a publisher and Secretary of Victorian Newspapers Ltd. In October 1922, he married Muriel Gladys Frazer in Bendigo. He purchased 'Elsfield' in Cotham Road, renamed it 'Carramar', and resided there for almost fifty years. His wife, the Mayoress, was an accomplished pianist and entertained the wives of councillors and supported many charitable works from her home. In 1926, Vaughan founded a local newspaper, the Kew Advertiser. During his second term as Mayor, he was elected president of Melbourne Suburban Newspapers’ Association, In April 1947, he was appointed to and later became chairman of the Free Library Services Board. In 1960, he published his history of Kew - 'Kew's Civic Century'. Vaughan’s third term as Mayor in 1962-63 saw the erection of the pavilion at Victoria Park and the final clean-up of the Outer Circle Railway. He died in September 1976. This inlaid and engraved jewellery box was part of a larger donation made to the Mayor and Mayoress of Kew in 1948 by the citizens of the municipality. It is the only 'civic award' in the collection given to a former civic leader and complements the large collection of civic portraits in the collection. The box is additionally significant because of its association with William David Vaughan - newspaper proprietor, local politician, and local historian. This file contains seven items about the significance of this building and how this was established : 1/ Photocopies of a handwritten application (in duplicate) by Walter Kay of Elsternwick dated 13/10/1985 and Rodney H Bush’s dated 16/10/1985 to the Historic Buildings Council to register the former Elsternwick Post Office building, and an original typewritten letter dated 17/10/1985 from the Historic Buildings Council to Caulfield and Historic Society advising them of an application and inviting them to submit relevant information about the building with a copy of application attached. 2/ Six pieces of correspondence between various interested parties (Caulfield Council , Caulfield Historical Society, National Trust, of Australia and Ministry for Planning and Environment on behalf of Historic Buildings Council, Victoria) about the significance of the former Elsternwick Post Office building and the progress of efforts to include it on the Register of Historic buildings. Dated between November 1985 and May 1986. 3/ Two pieces of correspondence between the Caulfield Progress Association and the Caulfield Historical Society dated April and May 1986, regarding the efforts of the Historical Society to save the former Elsternwick Post Office building. 4/ Two pieces of ephemera by the Caulfield Progress Association, one original undated and one photocopy undated in 1986. Both appealing to the public for support to help the former Elsternwick Post Office building and to protest a proposal to demolish it, by Caulfield Council. 5/Original newspaper article dated 07/06/1989 from the Malvern-Caulfield Progress newspaper written by Robert Carmody. The article talks about the approval by the Historic Buildings Council of Caulfield Council’s restoration program of the former Elsternwick Post Office building worth approximately $850,000. The refurbishment would consist of a shop and office space which would then be rented out. Mayor Emil Braun outlines the progress to implement the plans. 6/ Caulfield Conservation Study by Andrew Ward dated September 1994 of former Elsternwick Post Office Building. The building plans for the Elizabethan Style building were approved in 1891. The original timber verandahs were replaced by the present brickworks in circa 1918 rear extensions in 1941-42. Similar Post Offices were built at Kew, Queenscliff and Portarlington. 7/ Computer printout dated 19/03/2010 of Statement of Significance held by the Victorian Heritage database of the former Elsternwick Post Office Building. It was built in 1891 in the ‘Queen Anne’ style. The substantial two story red brick building was set on a bluestone plinth with an ornate façade incorporating cement dressings. There is a brief summary of the settlement and development of the Elsternwick area with mention of how important the building is to the Elsternwick Community. The sculptor of the Shakespeare sculpture was Andor Meszaros of Kew, Melbourne. The unveiling was undertaken by Mayor Arthur W. Nicholson. The statue was presented by L.F. North, general Manager of the Fidelity Trustee Company Limited, representing the late H.P. Stevens as one of the benefactors whose generosity enabled the Statue to be erected. The "portrait statue" shows how people saw Shakespeare as he wanted to be seen; as author-actor bowing to the applause. His position implies modesty, the knowledge of his own worth; majesty. his movement is at once humble and royal. The statue was positioned so people approaching or leaving Ballarat Civic Hall will see the statue full face, and the bowing attitude enables them to continue to study the face even from a few feet distant. The base in in the form of an Elizabethan stage, and is designed so that its sides correspond to the existing angles of its position. The proposal to erect a Statue of Shakespeare in Ballarat stemmed from a movement in 1889, when a committee was formed and a meeting held to inaugurate the proposal. At the initial meeting 258 pounds was contributed to the fund, which was later built on by further donations. In 1935 the fund stood at 945 pounds. In 1939 a bequest of 100 pounds was received from the estate of the late Frank Gale. In October 1952, the Fidelity trustee Company Limited notified of an extract of the will of Harry Person Stevens, in which be bequeathed the sum of 2,000 pounds to the fund for the erection of a Statue of William Shakespeare. In 1957 it was felt the fund had accumulated to an amount sufficient to carry out the intentions of the fund. at that stage the money in hand was approximately 4,000 pounds.A small committee was appointed to further the proposal. In May 1959 a panel of adjudicators met to determine the winner of a limited competition amongst sculptors. The committee comprised Cr G.L. Scott, Cr K.C. Webb, Cr W.E. Roff, J.H. Heinz representing the Fidelity Trustee Company Limited, and R.P. Evans of the Ballarat Fine Art Gallery. Norma Redpath, the nominee of the Victorian Sculptors' Society was present in the capacity of an adviser. Four page leaflet printed for the City of Ballarat Ceremony of handing over, accepting and unveiling the Shakespeare State at the Ballarat Civic Hall. A reunion gathering for past students of Cheltenham State School held in November 1936A black and white photograph of a large group of men and women in a semicircle on a school play yard beside a weatherboard building .They all appear to be smartly dressed, many women wearing hats and the men in suits. Cheltenham School Reunion. The third annual "Back to Cheltenham State school" reunion attracted an attendance of 600 former scholars to the school on Saturday afternoon. The proceedings were opened by tho mayor of Moorabbin (Cr. J. W. Allnut). The oldest teacher present was Mrs. Grant, of Sorrento, who, as Miss Fraser, had charge of the school from 1880 to 1883. Another old identity was Mr. T. Evans, of Kew, who is 82 years of age — he was the head teacher from 1802 to 1800. Photographs were taken of Mrs. Grant with fifteen of her former pupils, and of Mr. Evans, who mustered 72 of his old scholars. The roll call showed that there were 50 pupils present who attended tho school more than half a century ago. Mrs. Buckley, of Mentone, who is 84, and Mr. W. P. Fairlam, of Cheltenham, 80 years, were the oldest former scholars in attendance. Mr. Fairlam, notwithstanding his age, still carries on the business of an auctioneer. Bouquets were presented to Mrs. Grant and Mrs Buckley by the president of the mothers' club (Mrs. Marshall). An enjoyable day was wound up by a dance at night in the mechanical institute, when 200 attended. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. Special thanks go to a private donor who donated $250,000 and the Kew Senior Citizens Club which contributed $50,000. In a historic meeting last night 13th March 07 at Boroondara Council voted overwhelmingly to complete the purchase of the Kew Court House. The partnership continues between the Kew Court House Restoration Appeal and the Council to see this project through. The project now has the overwhelming support of Council. “It is no longer about “if” it is about “when” the doors will re open” said Prof Peter McIntyre. With the property secured the fundraising can now be completed without the encumbrances and we know the restoration will be undertaken as the funds become available from the appeal. Work can commence as soon as significant fund raising is achieved. “The community, philanthropists and corporations can now enter this project with certainty. 7th March At the Council meeting on 5th March, following many hours of debate a motion was passed by 5 to 4 vote to purchase the Kew Court House and Police Station outright. After four long years of neglect, the precinct was being heralded back to life, and what a heartwarming sound it was for all those early shoppers who gathered to hear Cr. Phillip Healey introduce Patrons and supporters of the Save the Court House campaign. Following the speeches, the "Thermometer" was unveiled and the Appeal was formally under way. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act.
