The report of the Forcasting Committee, Cat. No. 01670, is included as Appendix I, and comparative costs statements 1963-1971 are included as Appendices II-V. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before recommending that when the number of residents over the age of 14 falls below 34 in two consecutive years Blamey House be disposed of or developed for other needs, Stanhope is converted to co-ed accommodation for over 14s, and Harelands is used as co-ed accommodation for the under 14s. The Steering Committee Residences developed this PERT (Programme Evaluation Review Technique) as noted in a memo dated 28.5.74 written by Chairman Legatee Quayle (Cat. No. 01689). The chart shows the sequence of developments for rationalising Blamey House, Stanhope, and Harelands, and potentially allowing for the long term transitioning of Blamey House into accommodation for elderly widows; this was never carried out. Berg dated 4th October 1974 to A.Quayle, Esq., Chairman of the Housing Steering Committee in which Legatee Berg confirms the completion of the Stage Two design for Blamey House. The plan was to be submitted to the Board of Management. Costs of $170,000 were estimated and the plans would also have to be submitted to Kew Council, which Legatee Berg undertook to do. Photographs taken of the first computer of Ballarat School of Mines / Ballarat Institute of Advanced Education Mount Helen Campus. This mainframe computer was purchased in 1969 for $116,000 and set up in the First Stage Engineering building (later F Building). It was the first operational teaching facility on the new campus. The initial computer centre staff were Arch McKinnon ad Manager and Judy Wilson as Key Punch Operator.. In 1972 Brian Dixon operated this computer for a night or two a week. Draft wording of advertisements that were to run in the newspapers. It invites applications from persons over 45 to run a hostel for Legacy. Applicants must be keenly interested in welfare of young people and were preferably an ex-serviceman and his wife. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. Undated list of personally owned furnishings at Holmbush found in a file next to letters dated 1943. The piano, musical cabinet, card tables, fire fender and fire irons, wireless, and kerosene refrigerator give an indication of how homes were furnished at the time. Mr Bert Frank was appointed to the role of manager of the Legacy Club Hostel in March 1943 (see 00355.1) and details of his application for the role is also in the archive at 00351. As were the times the wife of the successful applicant was automatically assumed to be working as well but without the acknowledgement of a hired position. As it was a live-in position perhaps this list recorded their personal contents to avoid disputes later on. Wandin Thomas Sebire JP (1867-1960) learnt boot-making as a young man. In a small workshop on his property in Sebire Avenue, Wandin he made boots for family, friends & neighbours. He also repaired boots & made other small leather articles. Bootmaking is a complex process requiring a variety of tools. The leather is cut to shape, glazed & burnished (polished) with heated irons. The pieces are stretched onto, & nailed to, a wooden last to form the boot. Once attached to the insole, the boot is finished on a metal last. Uppers are stitched with waxed thread through holes made with an awl. Heels comprise pieces nailed together & neatened with a heel shave. By 1970 questions were being asked about the future viability of the three Melbourne Legacy residences - Harelands, Stanhope and Blamey House - and a committee was established to look into the issue. Chaired by A.V. Dore, the Forecasting Committee recommended that the Residences Committee be fully involved with the decision making, and a further sub-committee be established to pursue the matters raised in the report. Handwritten anonymous notes, possibly 1971, headed "Ask Alec" and identifying information the writer needed such as 'Present state of the project'. There is no indication of what the project was beyond dates for the acceptance of tenders, start of construction and date of completion etc. Appears to be part of the review of the residences done at that time. When ideas for renovating and upgrading one of the homes was being considered. Apparently building would start in March 1972 and be completed before the end of 1972.
