View looking up Dalton Street from near Main Road where the former pond was situated. The pond was drained by Council in 1932 due to concerns of mosquitoes, etc against the wishes of long standing residents such as Thekla Jarrold (39 years) and John Clark (22 years). On the right is the Eltham Primary Schoool No. 209 with the former Headmaster's residence and to the left is Eltham Clinic once the site of the Grant home. Comparison photo: SEPP_0643 In April 1935 the local paper reported on a story where a schoolgirl was talking whilst on her bicycle and it started moving off, flying down Dalton Street and across the main road missing cars and the guy wires for the telephone pole and hurtled 21 feet through the air into the drained pond suffering a broken arm and shock. She was rescued unconscious by John and taken into Mrs Jarrold’s for first aid. This was not the only instance of young girls losing control of bicycles down the hill. Part of a presentation by Peter Pidgeon to the Society, 13 August 2022 showcasing a series of photographs taken by John Henry Clark over the period 1895 to 1930. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century.Comparative photo taken 2022 with one taken from same location over 100 years earlier by noted local photographer J.H. St Andrews Primary School was one of thirteen primary schools and one high school to participate in the banner project. A picture of the St Andrews Primary School banner was included in page 10 of The banner habits of the Eltham tribes : Eltham Shire "as we are" Community Banner Project report /​ by Jacky Talbot. The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. The project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. In June 1987, the government directed the LCC to carry out a special investigation of the social, recreational, cultural and ecological values of rivers and streams in Victoria, and to make recommendations on the use of these rivers and how their identified values can best be protected. Notices announcing the commencement of the investigation were published in the Victoria Government Gazette and in Victorian newspapers in November 1987. A descriptive report was published in September 1989. The Council received 75 submissions following the publication of this report. After considering these submissions, the Council formulated its proposed recommendations, which were published in November 1990. The Council received 177 submissions commenting on the proposed recommendations. The Council published its final recommendations in June 1991. While welcomed by many, the study cut across the interests of other groups and was perceived to be particularly threatening to water authorities. The investigation resulted in a legislated system of 17 heritage rivers (with significant natural, recreational, scenic and heritage values) and natural catchment areas across Victoria.

ADA LAURA LYON Ada Laura Apted was born in 1898 at Queenstown, Victoria the daughter of William Ernest Apted and Sarah Ann Watts On the 2 July 1923 she married David Andrew Lyon at Panton Hill Vic. The Lyon family are well known for the fleet of small buses they ran out of their Eltham Garage. In the interim years between becoming married and moving to Eltham (census records indicate they were there in 1931) they lived in several other suburbs including Doncaster and Ivanhoe At the conclusion of World War 2 the citizens of Eltham decided that a memorial should be made to those of the district who had given their lives during the war. Whilst there had been earlier discussions in 1943 by a body of Eltham Women under the title of "the Women's Auxiliary of the (proposed) Eltham War Memorial Trust'' the first official steps were made on the 27 March 1945 in a meeting by the citizens of Eltham under the title of the Eltham District Progress Association. At this meeting one of the first agenda was the appointment of a committee called "The Eltham War Memorial Trust''. Another was to decision that the Memorial should include: A Baby Health Centre, A Children's Library, And a Pre-School Centre From the inception of the project Mrs Ada Laura Lyon worked tirelessly as a member of the Women's Auxiliary to raise money for the memorial. At the election of the officers of the Trust Council in 1961 she was elected as one of the three Vice Presidents. On the 27 September 1962 Ada suddenly passed away. The news of her death was reported at the following Trust meeting. The President Mrs Morrison voiced the feelings of all present that Ada had done so much for the Trust since its inception and had received the satisfaction of seeing the completion of the three units of the War Memorial Trust which had been her goal. On Tuesday 31 August 1965 the Diamond Valley Mirror reported that on the 28 August 1965 the Eltham War Memorial was transferred from the Eltham Memorial Trust to the Shire of Eltham. A special tribute was paid to the late Mrs Ada Lyon a foundation member who made the Trust her life. A memorial plaque (the sundial) was unveiled in her memory. Ada Lyon was interned at Eltham Cemetery on the 28 September 1962. She was survived by her husband David (who passed away on the 25 November 1975) and their two children Betty and Ian. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. The video features Shire President, Cr. Mary Grant talking with the Hon. Pauline Toner MP and Max McDonald MP. River of Life and Hiroshima Day Banners The River of Life and Hiroshima Day banners were specific peace projects initiated by the CAO and taken up by Eltham Living & Learning Centre and funded by the Victorian Peace Secretariat for IYP. The project was transferred from the Centre to Tracey as part of her artist in the community portfolio. Tracey, as CAO, employed Jacky Talbot, who was not familiar with Eltham but was an experienced community arts worker personally interested in textiles and peace. The project was publicised and a peace banner group formed. Only two of the women knew each other. They had come together from a need to do something for peace, rather than to learn about textiles. Jacky Talbot shared Elizabeth Savage's approach to the banner. She was not 'a peace-expert' and did not want to be seen as such by the group. Like Elizabeth Savage she wanted to encourage an expression of peace as it was perceived by the group. Jacky showed slides of peace images and peace banners. Textile workshops were interspersed with discussions about peace, one of which was led by a local People for Nuclear Disarmament member. The idea for the banner occurred during one of these discussions. One of the women began to talk about feeling like a drop of water lost in the river of life - yet rivers were made of countless droplets which, when joined together, became the powerful force of the river. This group quickly established a commitment, not only to peace, but to the group itself, and this has continued beyond the project. The women, as is the case with many of the groups in the Banner Project, were really surprised at their increasing textile skills and self-confidence. But they were more concerned with their commitment to peace. Each is continuing to find ways in which she can continue to work for peace, and activities are undertaken on a group basis as well. The decision to participate in the group based activities is up to each woman as the time arises. The banner and some members of the group have now participated in the Peace Boogie at the World Trade Centre, the Peace Arts Conference organised by Art Action for Peace, Melbourne City Council's Peace Vigil weekend, Women's Precious Things for Peace Day exhibition and the banner was ' hung at the Footscray Community Arts Centre when the other textile peace mural Jacky co-ordinated was opened. One woman wrote a poem about the project and peace; others have sent telegrams and letters to politicians about peace. A great deal of information about peace and other activities, articles, books, media programs were circulated amongst the group. The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. Correspondence over a four year period (probably an incomplete file) on the behalf of Henry Cairns of Moonee Ponds and property owner at Christmas Hills / Watsons Creek including copy of a survey of his land title in relation to complaint regarding the Shire of Eltham encroaching on his land to make a road and subsequent purchase of land. The road provided acccess to the property of Mr W. Clinton of Heidelberg and other properties at Christmas Hills. Note by H.G. indicates that the property discussed in file is Clintons Road (not stated in file), possibly named after 1938. In December 1937 Eltham Shire Council agreed to purchase a block of land at the intersection of the Christmas Hills -- Smiths Gully roads from Mr Cairns to provide an outlet for the road which ran through the Cairns property. In March 1928 Mr Clinton had previously offered to contribute a sum of money towards the cost of purchasing the Cairns block to permit the road to go into his property was intending to transfer the property to himself. A Councilor was reported as being astounded in The Advertiser, 11 March 1938, as the land was needed for a road. Cr Baird: "The road was only to help his sports" Mr W. E. Clinton (Bill) was one of the founders of the Rob Roy Hill climb which took place at his property at Christmas Hills. Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Harry handed over these notes to Jim Connor on 14 March 2010. Jim had replaced Harry as President of the Eltham District Historical Society in 2009. They also reference Stanley S. October Meeting (Newsletter No. 242, Oct. 2018) At our Society meeting at 8.00pm on Wednesday 10th October 2018 we will explore ideas about what is considered to be the ‘Spirit of Eltham’. We will view a video produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’.
