Our First Sixty Years Radius Disability Services Bendigo 1953-2013, this book was written in 2013 for Radius Disability Services to celebrate their 60 years of service to the disability community in central Victoria. It was in the final stages of layout and editing whe a decision was taken in early 2014 to defer publication. It is understood that the project was not revived before the organisation closed in October 2016 and went into voluntary administration. Radius was contacted soon after about whether this historic record could be saved. Word came baack in December 2016 that it was appropriate for the author and the graphic designer's working copy to be made available to Bendigo Historical Society to add to their records. Readers should note that, although this is the most recent version available, the book remains in the uncompleted editing and layout state it reached prior to the project being shelved. Dr Rose was a member of the Surrey Hills Medical Centre for approximately 50 years. Norman was the son of Maurice Rose (1889-1963) and Gertrude nee Gordon (1891-1972) and was born in Birkenhead, Cheshire, UK, on 15 September 1916. Norman had an older sister, Irene. As with many migrant families, Maurice departed from London for Melbourne on 27 October 1927 on the ‘Ballarat’ ahead of his family, who sailed on the ‘Bendigo’ on 8 May, 1928. Norman was 12 years old. The family lived in a number of locations including St Kilda, Balaclava and later Elwood. Norman attended Wesley College, following which he enrolled at the University of Melbourne, where he studied medicine, graduating MB BS in 1939. For unknown reasons, post-graduation Norman moved to Perth in March 1940. It was at the Fremantle General Hospital that he met his future wife, Helen Beatrice (Betty) Mackie, and began training in anaesthetics. When World War 2 was declared, Norman enlisted in the army. He was attached to the 2/13th Field Ambulance (AIF). He served in the Middle East and Borneo. Upon their return to Melbourne after the end of the war, Norman completed hospital rotations as a Resident Medical Officer at the Alfred Hospital (1946-1947) and at the Royal Women’s Hospital in 1948. Norman was a close friend of Dr Bill Vorrath, which probably explains how he came to join the Surrey Hills Medical Centre in either 1948 or 1949. Although technically a General Practitioner, Dr Rose focused on Anaesthetics. He was often on call for the Emergency Department at Box Hill Hospital and he also taught many students how to administer an epidural. In 1972, under the so-called ‘Grandfather Clause’, he was registered as a Specialist Practitioner in Anaesthesia. Dr Rose’s long service to Box Hill Hospital was recognised with the award of Life Governorship of the Hospital in 1978. Dr Rose married for a second time after his first wife Betty died in 1997. He retired in 1998 or 1999 and died in 2010 in his 94th year. Wesley PEMBERTHY (1920- ) Born Broken Hill, New South Wales Wesley Pemberthy spent his childhood in Adelaide, South Australia. As an adult he lived in Bendigo, Ballarat, Clunes, Creswick, Daylesford and Perth. While in Perth he studied at Perth Technical School (1933-1937), followed by studies under the tutorship of Norman Lindsay in New South Wales (1938-1941). After service during World War Two Wes Pemberthy became the first Rehabilitation student at the National Gallery School, Victoria, undertaking research into the techniques of the Old Masters. He was the winner of the Sulman Award in 1955. Milton Moon (1926-2019) Born Melbourne, Victoria Milton Moon attended the Central Technical College, Brisbane where he studied painting and drawing. In 1950 he undertook study in Ceramics with Harry Menmott and Mervyn Feeney at the Sandison Pottery, Brisbane. He lectured in Ceramics at Central Technical College, Brisbane, and he was awarded a Churchill a Fellowship in 1966. In 1974 he travelled and worked in Japan for a year, and established a workshop at Summertown in the Adelaide Hills. In 1984 Milton Moon was awarded the Order of Australia Medal for his services to ceramics. Milton Moon died in 2019. At the time of his death his website included the following:- "In this, my 'ninety second year,' over sixty of which I have been a potter, I remain concerned, if a little obsessed, with the challenge of making pots, which although belonging to a ceramic tradition of some eight thousand years or more, are undeniably and uniquely Australian. With all my changes of expression this has remained constant. The initial creative inspirations were drawn from the beauty of the coastal areas of Eastern Australia and from the mountain areas of the Great Dividing Range which stretch from North Queensland to the extreme South of Victoria. But the most lasting inspiration has come from the inland of Australia, more particularly from the Gammon and Flinders Ranges and from the Olary Uplands of South Australia, and more recently the Pilbara and Kimberley areas of Western Australia, where rock engravings place them as being amongst the oldest marks left by human-kind anywhere in the world. All parts of Australia are full of an ancient history stretching back through time and which today, despite white settlement, somehow still survives in legend and ritual. If it is the case that these legends do now only exist, in some muted half-life there is still the sense that they remain as a very powerful 'spirit-presence.' It is impossible to ignore the feeling that this country remains inhabited by the past. For me it is also impossible not to creatively respond to the echoes of the past, even if only through the somewhat vague process of inspiration and distillation. Reginald (Reg) WARNOCK (1915-1991) Reginald William Warnock undertook the Commercial Art course during the 1930s. On completion, he worked as a designer at Paton’s Advertising Service, Melbourne. Commercial art subjects between 1915 and 1939 reflected changing practises and industry requirements, with Ballarat graduates in demand. In the 1936 Ballarat School of Mines Annual Report it was stated: "It is my pleasure to report a most successful year in the Technical Art School. I the Annual Poster Competition for Technical Schools, organised by Wiltshires Pty Limited, 16 prized valued at 33 pounds 8 shillings - out of 23 prizes valued at 56 pounds - were won by our students. RAEME Corps was first established in 1942 when the Ordnance Corps and the Service Corps were combined. The royal ascent was granted in 1948. The Royal Australian Electrical and Mechanical Engineers (RAEME) is a technical corps tasked with the maintenance of the Army's modern hardware and equipment. RAEME personnel are represented in most Army units. The Royal Australian Electrical and Mechanical Engineers corps motto is ‘Arte et Marte’, which is Latin for ‘With Skill and Fighting’. This item, was presented to the Council of the Rural City of Wodonga in 1978. RAEME has a strong connection with the city of Wodonga through its service and training facilities at the Bandiana base on the edge of Wodonga. A shield shaped plaque carved with the emblem of RAEME corps (The Royal Australian Electrical and Mechanical Engineers corps). The edge of the shield is decorated with carved leaves. An engraved metal plate has been attached to acknowledge the presentation of the plaque to the Council of the Rural City of Wodonga. The rearing horse and chain are symbolic of power under control and the lightning flash, of electrical engineering. The rearing horse also forms part of the crest of the Institution of Mechanical Engineers and, together with the lightning flash, is intended to mark the close relationship which exists between the electrical and mechanical engineers in both civil and military life. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving by positioning two mirrors . For this he was awarded the British Empire Medal. Born in 1896 at Armadale he was educated in Ballarat and South Melbourne. He obtained his qualification as a licensed surveyor at the Working Men's College (now RMIT) in 1919 on returning from war. He was partner in 'Doolan and Goodchild' through the hardships of the Great Depression. Then joined firm of Mendell, Gillespie and Charleman - being supported by Legatee Jim Gillespie. He went on to Lecturer of surveying at the Working Men's College from 1926 to 1938. Then he was assisted by Legatee Alan Murray to a position with the Valuers Section of the Department of Interior. In 1953 he was promoted to be Chief Property Officer for Victoria retiring in 1961. The page from the Bulletin from 18 August 1988 shows the names of many donors that had paid tribute to Frank. A few sentiments were included by some: 'A quiet, loveable and outstanding Legatee.' 'He was my friend, guide and mentor during the 14 happy years I spent in Legacy.' Speakers included President Bill Braidie, Legatee Jim Gillespie and Legatee Frank Doolan. Frank recalls how he delivered the Toast to Legacy at the Perth Conference. In it he likened Legacy to a valuable cloak with foundations of gold and silver laid down by the founders, and additional threads added by successive legatees to become what the public see today. .1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Implementation of the PHIO involves a number of related activities including staff recruitment, equipment acquisition and transfer of technical responsibility.
