Maximum rate of interest that may be paid is £5/10/ per cent, per annum. 2. The purposes for which the loan is to be applied are: Construction of Sanitary Conveniences at Shire Office, Council's contribution towards costs of Dixons Creek Bridge, Construction of Mt. Pleasant rd., Construction of Cherry Tree rd. 3. The period of the loan shall be 10 years. 4. Moneys borrowed will be repayable by providing out of the Municipal Fund twenty half-yearly instalments of approximately £985/1/6 each, including principal and interest on the first day of October and the first day of April during the currency of the loan. The first Instalment shall be payable on the first day of October 1957. 5. Such moneys shall be repayable at the Commercial Bank of Australia Limited, Melbourne, or at the Council's bankers for the time being in Melbourne. The plans and specifications and the estimates of the costs of the proposed works and a statement showing the proposed expenditure of the moneys to be borrowed are open for inspection at the Shire Office, Eltham. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Eltham shire had grown tremendously in the past 20 years, from a sleepy country town to an important shopping centre. Book - Business Records, Collection of 5 Day-books and Ledgers kept by Thomas Grant, Blacksmith, Ringwood, Victoria
GRANT, Thomas (From Short Notes on Ringwood - RDHS) Born 1854, died 1933, aged 79 years. Thomas Grant, born in Burwood, Victoria, came to Ringwood in 1876. On land purchased from Mr. D. Gostick in Whitehorse Road, in the vicinity of the present Drive In Arcade, he built a blacksmith's and coach building shop. In 1880, he married Mary Ann French, of Mulgrave. There were four children, Andrew, Mary, (died in infancy) Thomas, and Margaret. Miss Margaret Grant is a well known resident of Mullum Road. With the opening of the station in 1882, activities in the growing district tended to congregate in its vicinity, and, in 1883, Mr. Grant moved his “smith" to the corner of Adelaide Street. At the same time, he planted out an orchard on his land which ran from Ringwood Street, to Warrandyte Road, and north as far as Mullum Greek. Eventually, about 1910, he sold his business to the Reed Brothers, and retired to the comparatively lighter life of orchardist and market gardener. In 1909, he sold 8 acres of his land to the Lilydale Council. This land, situated in Ringwood Street, behind the Town Hall, is known as the Ringwood Reserve. Mr. & Mrs. Grant were foundation members of the Methodist Church. He was appointed a Trustee in 1879, and served until his death 54 years later. He was an enthusiastic member of many societies, and he held public office in civic affairs. His interests included the Progress Association, Cricket Club, and the Agricultural Society, at whose annual show, he was a regular exhibitor. He served as a Councillor in the Lilydale Shire, repres¬enting Ringwood, from 1889 to 1894, and was a Justice of the Peace. 26278a Ledger belonging to First Blacksmith in Ringwood 1880s. The Butcher Mr Bill Ellin delivering meat to Mrs J.L.Smith in front of the house Law Muir Den 510 Centre Rd Bentleigh c 1915. Groceries, Ice, Milk, Bread, Eggs, Poultry were delivered to housewives by the traders in horse drawn carts, Also Hawkers and Pedlars plied their wares by visiting the cottages. John Logan Smith 1860-1932 , the son of Irish immigrants James and Marianne Smith was born at their home near the 'Toll Gates' on Point Nepean Road and Dendy Street. East Brighton. At that time the area had many orchards that were later replaced by market gardens. J.L.Smith at first rented a cottage 'Law Muir Den' & Shed from Mr Box and commenced business as a wood merchant - sawing logs into shorter pieces using one horse to power the saw. He purchased the property, added to the buildings , began trading in fuel and fodder as well and installed a chaff cutting mill powered by 10hp steam engine. The business prospered 1909 following the death of Tommy Bent, J/L Smith was nominated for Councillor of the Shire of Moorabbin. WW1 1914 - 18 both John and Mary Ann supported local War Relief Auxiliaries and their son Vic served as a Signaler in AIF. As Motor transport was increasing 1926 J L Smith built a small Garage on the opposite corner (Woolworths Supermarket 2005) , employed a good mechanic ( Reg Hunt ) and developed another successful business. The Grain Store was managed by family until 1930. In 1932 JL Smith assisted a man whose car had broken down, pushing it to the garage and sadly suffered a heart attack and died. He is buried in Cheltenham Cemetery. J.L.Smith was an early settler in East Brighton now Bentleigh and established successful Wood cutting, Grain & Chaff cutting and Motor garage businesses in Centre Road . "The fist references the Black Lives Matter movement and also represents the strength of Indigenous peoples all over the world and symbolises solidarity and justice for everyone affected by systematic racism. Bunjil (wedge-tailed eagle) is flying high on the building. He is the creator spirit for Wurundjeri people who looks over us and protects us. Bunjil represents healing and power to our people. The blue circles and lines represent revival and waterways; in particular, they depict the Birrarung (Yarra River), which is very significant for the Wurundjeri people. Our people are known as the Manna Gum people. The leaves in the artwork highlight Wurundjeri people and their Country. These leaves also represent the cleansing of negative spirits. The Manna Gum leaf is also an important symbolic offering in our traditional Welcome to Country ceremony. Leaves are offered to visitors as they are granted safe passage through our land. They are made welcome to everything from the tops of the trees to the roots of the earth. We ask that they take care of the land, plants and animals and to respect the protocols and rules of the Traditional Owners whilst on our Country."In 2020 Council declared its support for the global Black Lives Matter (BLM) movement. In consultation with Yarra City Council's Yana Ngargna advisory group a motion was prepared and passed unanimously by all Councillors. A number of actions were generated from this decision; one of which was for Council to commission a large-scale mural that aligned with the movement. Emerging artist Ky-ya Nicholson-Ward, a proud Wurundjeri, Dja Dja Wurrung, Nguarai Illam-Wurrung, German and Irish woman, created the mural installed on a building in Peel Street Park, Collingwood. Selected by Council's Yana Ngargna, Black Lives Matter Working Group the artwork identifies the cultural importance of the local area to the Wurundjeri Woi Wurrung people as the Traditional Owners. With a strong focus on Aboriginal identity the mural outlines the local context of the Black Lives Matter movement, which is connected to racism, policing of Aboriginal and Torres Strait Islander peoples and associated deaths in custody. The artwork acknowledges the ongoing challenges faced by Aboriginal community members and their struggle to survive white systems, policies and institutions. Ky-ya's mural tells the story of Aboriginal resilience, strength and self-determination; and will support the process of healing. It is a celebration of the local Aboriginal and Torres Strait Islander community; the significant Aboriginal history of Fitzroy, Collingwood and surrounds; and community's continuing cultural connection to the area. Importantly, this artwork provides a platform to educate a broader audience about the local context of the Black Lives Matter movement and Aboriginal deaths in custody. The mural will activate this site, enliven the area, promote inclusion, incite conversation and contribute to the creative capital of this locale. George Robert Broadbent (1863-1947), cyclist and map publisher, was born on 3 November 1863 at Ashby near Geelong, Victoria, son of George Adam Broadbent, Lancashire-born draper, and his wife Elizabeth, née Ruffhead. When the family moved to North Melbourne Broadbent attended the Errol Street school, followed his father's trade, and became an early cycling and cycle-racing enthusiast. At various times Broadbent held most Victorian and Australian road records, and two of his performances on solid tyres—203 miles (327 km) in 24 hours on a penny farthing, and 100 miles (161 km) in 6 hours 20 minutes on a 'safety' bicycle—were never bettered. He established records for all distances between 130 and 220 miles (209 and 354 km), and for all times between 8 and 12 hours, at the Exhibition Grounds track in May 1894, and road records for 50 and 100 miles (80 and 161 km) in October 1896. The Australian Cyclist acknowledged him 'the finest road rider that Australia has ever produced'. A foundation councillor of the League of Victorian Wheelmen in October 1893, Broadbent contested the first Warrnambool-Melbourne race in 1895, and was active in the Good Roads Movement. Next year he issued a road map of Victoria, 'prepared … after some sixteen years riding and touring in all parts of the Colony', which indicated general topography, distances, and roads classified as 'good', 'fair' or 'ridden with difficulty'. It was to become Victoria's standard map, and the basis of a continuous publishing programme by Broadbent's Official Road Guides Co.Three Road Maps of Bendigo, Bendigo and Suburbs, Bendigo and Eaglehawk. Many of the films were taken for publicity purposes and necessarily cover a broad range of topics. The films or individual strips have been organised into Scenes, Activities and Staff groupings, however there are many overlaps. 1) Scenes includes: Parks and Roads including Alistair Knox Park, Tree Planting, Trees and Flowers, general Shire Scenes. Tool - 10" Spofford Brace, Mathieson
This brace would be used to drill into timber. A drill bit would be inserted into one end of the brace and then placed on the timber where the hole is to be drilled. The other end of the brace would be placed against the user’s abdomen, with one hand holding the brace firmly then the free hand would be used to turn the centre of the brace and drill the hole. This type of drilling method was used prior to the use of the electric drill. This brace appears to have been made by the firm of Alexander Mathieson & Sons from Glasgow, Scotland. Alexander Mathieson & Sons Ltd ('& Sons', after c. 1890), of the Saracen Tool Works, Glasgow, advertised as 'manufacturers of planes, mechanical, engineering and edge-tools'. They received 'prize medals' at the London, Melbourne and Edinburgh International Exhibitions of 1851, 1862, 1880 and 1886, in their 'quest for perfection in tools'. Mathieson's vast output included specialised craft implements for coopers, ship's carpenters, tinsmiths and wheelwrights. The firm originated when master plane-maker John Manners opened premises in Saracen Lane, Glasgow, in 1792. 4 Alexander Mathieson (c. 1797–1852) took over his business in 1821, which he gave as the foundation date of his firm. He was later succeeded by his son, Thomas A. Mathieson (1822–1899), a prominent Glasgow magistrate and preceptor of Hutcheson's Hospital charitable institution. In 1854, Mathiesons moved to East Campbell Street, and had opened branches in Edinburgh, Dundee and Liverpool by 1876. The third generation comprised Thomas O. and James H. Mathieson (born 1867), the latter being a Glasgow bailie (councillor), whose estate totalled an enormous £150,939 in 1926. Mathieson's hand- and small machine-tools (e.g. bandsaws and beading machines) were exported worldwide, especially their 'heavy duty auger bits used... for boring railway sleepers'. The St. Moritz Ice Rink was a popular ice skating rink on The Esplanade, St. Kilda, Victoria. It operated between 1939–1981. As one of only two ice rinks in Melbourne in the 1940s and 1950s, it played a central role to the sport of ice hockey in Australia. Closed in 1982, it soon suffered a major fire and was then demolished, an event later seen as a major blow to the heritage of St Kilda. It was first built as the Wattle Path Palais de Danse in 1922, a very large dance hall, designed by architects Beaver & Purnell, The Wattle Path was the venue for the first all-Australian dance championship, and featured some of the best dance bands of Australia, as well as from America. Popular throughout the 1920s, it suffered due to the Great Depression, and closed in the early 1930s. From 1933-1936 the building became a film studio, Efftee Studios, for Frank W. Thring. In 1938, businessman Henry Hans "Harry" Kleiner announced that the Wattle Path would become an ice rink. He was sole proprietor until 1953, when he sold the business to J. Gordon and T. Molony, both champion skaters. Trade declined during the 1970s. The building was sold in 1980 to developers Hudson Conway and trucking magnate Lindsay Fox and was closed in early 1982. It was nominated to the Historic Buildings Preservation Council, but a majority of City of St Kilda councillors voted to oppose this action and uphold a demolition permit already issued. The building infamously suffered a fire later that year, leaving only the facades, which were demolished soon after. The site remained vacant until about 1991, when a mid-price hotel called the St Moritz was constructed. By 1993 it was simply called the Novotel St Kilda. Portrait, John Schutt, Supreme Court Librarian, 1916/1917
This portrait was presented by the Victorian Bar to the Library in 1917 to commemorate Schutt’s fifty years as the Supreme Court Librarian. The portrait was presented at a ceremony presided over by Mr Mitchell KC who noted the “unanimity with which the members of the profession had adopted the suggestion that the eminent services of Mr Schutt should be recognised in this way.” Chief Justice Madden also spoke on this occasion and there were a number of judges and members of the legal profession present. John Schutt had been born in England in 1831 and migrated to Victoria as a young man, initially working as a school teacher he was appointed librarian, during Redmond Barry’s time in 1866. He started work in the Old Court in Russell street and would have supervised the move of the library to its new and greatly expanded premises in William Street in 1884. As well as secretary to the Library committee, he also acted as the Secretary of the Board of Examiners on occasion. After his death in 1919 in its obituary, the Williamstown Chronicle noted that Schutt was regarded as a Solon, an ancient greek law giver who gave wise advice. Away from the Court he was a councillor of many years standing in Williamstown, representing the Victoria Ward, what is now the suburb of Newport, it would appear Schutt street in Newport was named after him. His eldest son William Schutt was appointed a Supreme Court judge in 1919. The portrait of Schutt is a companion piece to the Sir Thomas a’Beckett picture painted shortly before the Schutt portrait and for the same client, they share the same frame design with gum leaf motif. This portrait was undertaken early in Meldrum’s career and before he had fully developed his theory of painting. Duncan Max Meldrum (1875-1955) was a controversial figure in his later years as he strongly opposed modernism and non-figurative art. His works are found in most of the state galleries, including a wide selection at the National Gallery of Victoria. This portrait is of interest for whom it portrays and as the work of a well known artistFull length portrait in oils of John Schutt. Schutt is standing up looking out the to the viewer. His hand rests on a small pile of books. He is dressed soberly in a three piece black suit. His white beard and hair all meticulously trimmed and realised. The props used in this painting provide the main colour as the background has become dark over the years. The books sit atop of a red and gold draped table. Behind Schutt is what appears to be a crimson velvet chair and he gives every appearence of having just arisen from the chair to engage with the viewer. The painting has an unusual light source at the foot of the painting with Schutt's legs providing shadows. Signed Meldrum lower right hand corner. Plaque inscription is John Schutt, Esq. In 1857, tanner John Pearson purchased three and a half acres of land in Little Eltham, at the western end of Pitt Street, with a 70-foot frontage to Maria Street (Main Road) and stretching down to the Diamond Creek for £100. He contracted Benjamin Oliver Wallis to build house for him. Wallis, a mason by trade who originated from the Cornish village of Newlyn, migrated to Melbourne in 1853 and was shortly engaged by Richard Warren to build the Eltham Hotel, which opened in 1854. When Warren fell into financial difficulty in 1858, Wallis purchased the hotel. That same year, Pearson constructed a tannery below the house with access to the water in the Diamond Creek. When Pearson became bankrupt in 1867, Wallis similarly acquired the house from Pearson’s creditors in 1868 and lived there until his death in 1896. For some of this time the house was in the name of Wallis’s son Richard but following his death in 1888, ownership reverted to his father. It was purchased by retired teacher Richard Gilsenen in 1899. Gilsenen was made acting head teacher at the Eltham State School in 1906 following the sudden death of head teacher John Brown. In the 1950s the house was bought by retired engineer Dr Alfred Fitzpatrick and his wife Claire who made various modifications to house goats and poultry as well as structural modifications to the house. In the early 1970s, Eltham Shire Councillors Frank Maas and Don Maling proposed an extended communities’ activities program be set up and the Commonwealth Grants Commission was approached for financial assistance. In 1974 a $50,000 Commonwealth Grant was received by the Shire Council to acquire the Fitzpatrick property as part of the planning to establish an extended communities’ activities program. The Fitzpatricks moved next door and Claire taught at the new Living and Learning Centre, which began in 1975, one of the first community education centres in Victoria. William Bravery Andrew was a native of Surrey, England. He came out to Australia in 1842 and lived in Brighton, Victoria for 14 years. He revisited England for a year, departing July 1856 and returning to Victoria in July 1857. William moved to Eltham around 1859 where he met and married a widow, Ellen Harper (nee Clarke) in 1867 whose husband John, a carpenter, had died in Melbourne the previous November leaving her with four surviving children: Edith Harper (1856 Eltham), Newell Harper (1858 Eltham), Ida Ellen Harper (1862 Eltham) and Lilian Harper (1862 Eltham). Ellen and John had suffered the loss of two children: John (1860-1864 Eltham) and Percy (1865-1866). William and Ellen had three more children of their own: Mabel Andrew (1868 Eltham), William Bravery Andrew (1870 Eltham) and Ernest James Andrew (1873 Eltham) By 1867 William was the registered newsagent for Eltham with a produce store, W.B Andrew Corn Store, on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. He also took a lively interest in the public affairs of the town and district, and with his wife Ellen, continued to run the store for some fifty years. Ellen pre-deceased William on February 9, 1906, after a long and painful illness of some 11 years. William died October 8, 1907 and is buried with Ellen in Eltham Cemetery. Their youngest son, Ernest James took over running the business and became a prominent member of the community and Eltham Shire Councillor for 30 years. German-born Anton Brinkkotter, a skilled metal-worker by trade, migrated to Australia in 1880. His initial job was to supervise the installation of ornamental ceilings in the Melbourne Exhibition Building. He moved to Research in about 1900, working first as a plumber and tank-maker. But he is best known for having established a poultry farm (on Main Road between Research Primary School and the Maroondah Aqueduct) in 1906, which steadily grew to become one of the largest in Victoria, supplying customers all over Australia. By 1935 it was a thriving business, with buildings housing 6,000 birds and incubators capable of hatching 8,000 eggs. He died suddenly from a heart attack in 1938 and is buried with his wife Anna in Eltham Cemetery. The business was carried on by his son Anton William Brinkkotter. When electricity came to Research in 1940, the Brinkkotter Poultry Farm was the very first customer, enabling further expansion and modernisation. Two electric incubators were installed with a capacity of 10,000 eggs each. Anton William Brinkkotter became active in public affairs, a trustee of the Eltham Public Hall in Henry Street and was an Eltham Shire Councillor between 1941 and 1961 serving three years as Shire President. The Brinkkotter house in Dudley Street was used to house the Eltham Library prior to a dedicated Library being completed with the southern wing of the Shire offices in 1971. He died in 1970 and is buried with his wife Bridgene in Eltham Cemetery, alongside his parents. Shire of Eltham Archives: Series 69, Item 4 This video was produced for the Shire of Eltham by IMP Productions and provides a description of the shire, 277 square km on a north/northeast axis, some 25 km northeast of the centre of Melbourne with a population of around 40,000. Scenes include Yarra River, rural settings and urban settings, housing estates, Shillinglaw Cottage, Pigeon Bank at Kangaroo Ground, the Eltham Railway Trestle Bridge with reference to the fight by locals in the 1970s to save it from replacement, Montsalvat, mudbrick making and its use as a building material, the use of mudbrick in the Eltham Community Centre blending harmoniously with the environment. Emphasises people living in the area due to the qualities of life provided.
