The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. Sport and available playing areas were important and every effort was made to provide this for the students when they moved into the new building in 1921. The terraces leading down from the gaol wall were terraced and clearing areas of rubble to provide playing areas for football and cricket was done by the students. In November 1922, a tennis court was opened in the Battery Paddock. It was designed by Syd Chambers and constructed by Les Waller, former students of the Ballarat School of Mines. A new tennis court was built and opened in 1934, in the same area. This photograph is of the 1938 Tennis Team - Ballarat Junior Technical School. The boys standing are L to R: D. Eltringham and J. Albert Steane was born at Sandhurst (now known as Bendigo) in 1877. He attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1876 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed fourth, third, second and first class pupil teacher. At about 16 years of age he was appointed a teacher monitor at 12 pounds per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Steane was known for the teaching of Sloyd or woodwork, which was an important point in his career. He opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library) at the School of Mines and Industries Ballarat (SMB). In 1913 Albert Steane, the young head of the East Ballarat Sloyd Centre, was appointed to establish a junior technical school in Ballarat becoming the first headmaster of the Ballarat Junior Technical School. Steane's lifelong interest in gymnastics brought him as much fame as his reputation as a headmaster. He organised the Education Department's gymnastics display at Bendigo's Golden Jubilee Exhibition in 1902. He played a major role in the establishment of the Ballarat Y.M.C.A. and from 1906 responsible for evening classes in physical culture. In 1968, aged 91, he was made a Life Member of the Association. Steane was in complete command of his school, his staff and students. It must be remembered that schooling was not as permissive, tolerant and informal as today. A.W. Steane retired in 1942 after 29 years as Headmaster of Ballarat Junior Technical School. Many visible memorials are evident of his time and influence on the growth of the Junior Tech. A good school also lives on in the memories and affections of its old boys. Many remained in touch to talk about "the old days". A simple lesson he taught was "Win Through". No matter what path was chosen by the students, many were true to his teaching. On his retirement, Mr Jeffery was appointed the new Headmaster. On 19 March 1942, a farewell meeting was held presided over by Mr Jeffery. Those present included A.F. Heseltine, G. Netherway (representing the Old Boys' Association), N. McHuthchinson (District Schools' Inspector), G.A. Simcock (High School), E. Youlden (Pleasant Street State School), and J.A. Ewins (Citizens' Representative). The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. The photograph shows the steam launch Lady Loch towing five rowing boats full of passengers on the Hopkins River at Warrnambool. The boat is travelling downstream from the riverbank near Jubilee Park towards Warrnambool and the river mouth. A similar trip in 1909 was a fund-raising excursion when the Lady Loch was to tow boats from Flett & Sons' boating establishment on the Hopkins River, travelling towards Jubilee Park. The photograph was taken between February 1907 and June 1910 by Mrs A. G. Dawson from the Hopkins River Bank at “Allandale”, which she was leasing. She took another photograph that day, which was published in the Warrnambool Standard on 24th March 1973. At the time of the photograph the launch Lady Loch was owned by James Flett & Son who operated a boatshed on the bend of the Hopkins River. The boat was described as “a fine little steamer”. In 1916 it was licenced to carry 42 passengers. The LADY LOCH: - In February 1884 Mr Sutton’s steam launch had the name of Lady of the Lake. The boat was part of the entertainment for a Sunday school picnic at Ballarat Lake and Gardens. In October 1884 Mr Ivey from Lake Wendouree purchased two vessels, the steamer Ballarat and Mr Sutton’s well-known and popular launch, Lady of the Lake, to join his own fleet of pleasure boats. In November 1887 Mr Mark Hooper’s purchase of a ‘new’ pleasure boat, Lady of the Lake, arrived in Colac to be an addition to his boating business. The launch had been transported by road from Ballarat, but the boiler and the engine had travelled by rail the previous day. In June 1888, Fanny Nelson purchased the steam launch Lady of the Lake for her Nelson’s Boating and Fishing Establishment on the Hopkins River, Warrnambool. She renamed it Lady Loch. People have suggested the mane was in honour of the wife of the then-current Governor of Victoria, Sir Henry Loch, and the local paper stated that Lady Loch flew the Governor’s colours of yellow, black and blue on her first trip under Nelson’s ownership, Sunday 12th August 1888. In 1890 Fanny Nelson sold her complete business, including Lady Loch, to Mr Chapman. in January 1897 James Flett & Sons, already involved in boating, purchased the business from Chapman. In January 1916, Flett advertised everything for sale, including the boatshed and the steam launch Lady Loch. NOTE: - at least three vessels in Victoria were named Lady Loch; a river launch (ca 1884-ca 1916), a steamer ferry (1884-1920s) and a government steam lighthouse tender HMS Lady Loch (1886-1962)The photograph of the Lady Loch pleasure steamer represents the social and recreational activities of late 19th-century people from Warrnambool and the local district. The company was originally founded by Frederick Perkins a Russian immigrant schooled in Germany as a machinist and tool and die, maker. Frederick came to the United States in the early 1890s and soon became employed as a machinist for E.W. Bliss & Company in Brooklyn, New York. In the early 1900s, he and a partner began operating a business, F. Persky & Company, Lantern Manufacturer, out of the basement of his house. In 1907, Frederick's son Louis joined him in the business, and together they enlarged both the product line and the manufacturing facilities. By 1912, they had seventeen employees and made a wide range of marine lanterns and products. The business continued operating until 1913 when Frederick became president of National Marine Lamp Company, based out of Forestville, Connecticut. Frederick and Louis left that company in 1916 and moved back to Brooklyn, New York, where they started Perkins Marine Lamp Corporation. Five generations later, PERKO is still a privately owned, family-operated corporation. Perkins Marine Corporation was initially known as Perkins Marine Lamp, Inc. The original focus was on the manufacture of hand-formed sheet metal products for the marine market. The first “Perko” catalogue was published in 1916. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000.
