This image brings together two major events in International House history in 1972, the opening of the Scheps Wing, and the admittance of women. Female students were initially accommodated on separate floors, and the Council has since attempted to maintain between 25% and 50% female students. The Scheps Wing was opened in May that year, named in honour of donors Theodor and Ida Scheps, its 92 rooms accomodating the growth of IH's diverse student body. John Howie was IH Student Club President from 1971-1972, the first permitted to regularly attend IH Council Meetings after years of petitioning for Council representation by the Student Club. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A variety of public events were organised to celebrate this memorable occasion between 13 October and 8 November 1957. Ballarat Shool of Mines played an important role in training returned World War One servicemen via the Repatriation Vocational Training Scheme. Operating from 1917 to 1922, this scheme offered trades-based training to a large number of returned soldiers, depending on aptitude and level of disability. Many returned soldiers were unprepared for the workforce after demobilisation because of war injuries, or lost study opportunity during the years of their service. The Scheme was designed to give ex-servicemen the skills to find jobs, boost post-war economic recovery and add to social cohesion. It operated from 1917 to 1922. Concert program of entertainment as aprt of fundraising for the Jacka Appeal, held on 17 February 1932 at St Kilda Town Hall. The headline performer was Gladys Moncreiff, 'Australia's Queen of Song'. Albert Jacka, a St Kilda Councillor, collapsed on 14 December 1931 after a council meeting and was admitted to Caulfield Military Hospital. He died on 17 January 1932 at the age of 39. He is most well-known for his military service in WWI, having received the Victoria Cross medal for his actions during the Gallipoli campaign and two more decorations for his bravery on the Western Front. He received a hero's welcome on his return to Melbourne in January 1920 and an estimated 50,000 people turned up to watch his funeral procession to St Kilda Cemetery, where he was buried with full military honours. After meeting for 14 years in rented premises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The first Shire Hall was demolished in 1971. The second building, Wodonga’s new Municipal Offices in Woodland Grove were used for the first time by Wodonga Councillors on 7th August 1957. The Woodland Grove building has since been used for a range of purposes, most recently as a café, but is currently unoccupied. The third purpose-built council chambers were opened in November 1976 with the first council meeting there on 1st December 1976. Westminster Fine China Australia started in the Melbourne suburb of Cheltenham at 7 Arnold Street, in 1954 by Stanley Rogers and Son Ltd. They initially used imported blanks from Japan, which were made to their specifications, and which were then decorated locally. They produced a standard range of shapes for souvenir ware, later expanding into a wide range of tea sets, dinnerware and many other styles of china ware. The Abbey mark, based on Westminster Abbey in London, was used from the start of production until about 1962.Woodland Grove was named in honour of Wodonga Shire’s first president, John Woodland. The building depicted served as the centre of municipal government for approximately 20 years, throughout the 1960s and 1970s.
