... libraries ...Local newspaper article calling for a new Heidelberg City library. Eventually the library in the basement of the Heidelberg Town Hall was re-established in a purpose built building. The Ivanhoe Library opened in 1965. This library is part of the Heidelberg Regional Library which also served Eltham and which also had need for a new dedicated library. The Heidelberg Regional Library later evolved into the Yarra Plenty Regional Library. This photo was most probably taken when the Ballarat School of Mines was considering the former Ballarat East Library as a campus. In 1980 the Ballarat School of Mines Council presented a proposal to the Ballarat City Council regarding occupying and managing the Ballarat East Free Library as a School of Traditional Crafts. The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. The new building was opened on 04 July 1986 by Governor of Victoria, His Excellency Dr Davis McCaughey.Photographs of the opening ceremony at the E.J. In the early 1950's Lionel Nowlan had a Hairdresser & Billiard Room in Nicholson Street (where the Caltex Service Station stands today). A circulating library is a small library with books lent for a small fee to subscribers and was often inside an existing business. Circulating libraries were common before a more substantial local library was established. Circulating libraries offered an alternative to the large number of readers who could not afford the price of new books in the nineteenth century but also wanted new material. Circulating libraries rented out bestsellers in large numbers, allowing publishers and authors to increase their readership and increase their earnings. They were also profitable for those businesses that established them. Nowlan's, Marshall's and McCoys were circulating libraries which operated in Orbost in the first half of the 20th century.Circulating libraries offered an alternative to the large number of readers who could not afford the price of new books in the nineteenth century but also wanted new material. It was common for them to stock the latest novels.A red cloth covered hard back book with a repaired black spine. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph of the ground floor of the E.J.
