The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. This book of illustrated copies of The Graphic, a London weekly newspaper, was once part of the book collection of the Warrnambool Mechanics Institute and Free Library, Warrnambool.Book, titled “The Graphic”, Jan 2nd to June 25th 1904, Volume 69 (LXIX). Large, hard covered, book, dark green. Book’s cover has the textured appearance of crocodile skin. The spine and corners are bound in leather. The book holds issues of a weekly London illustrated newspaper. It once belonged to The Warrnambool Mechanics’ Institute and Free Library (their accession number 6661). Local newspaper article calling for a new Heidelberg City library. Eventually the library in the basement of the Heidelberg Town Hall was re-established in a purpose built building. The Ivanhoe Library opened in 1965. This library is part of the Heidelberg Regional Library which also served Eltham and which also had need for a new dedicated library. This photo was most probably taken when the Ballarat School of Mines was considering the former Ballarat East Library as a campus. In 1980 the Ballarat School of Mines Council presented a proposal to the Ballarat City Council regarding occupying and managing the Ballarat East Free Library as a School of Traditional Crafts. The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. In the early 1950's Lionel Nowlan had a Hairdresser & Billiard Room in Nicholson Street (where the Caltex Service Station stands today). A circulating library is a small library with books lent for a small fee to subscribers and was often inside an existing business. Circulating libraries were common before a more substantial local library was established. Circulating libraries offered an alternative to the large number of readers who could not afford the price of new books in the nineteenth century but also wanted new material. Circulating libraries rented out bestsellers in large numbers, allowing publishers and authors to increase their readership and increase their earnings. They were also profitable for those businesses that established them. Nowlan's, Marshall's and McCoys were circulating libraries which operated in Orbost in the first half of the 20th century.Circulating libraries offered an alternative to the large number of readers who could not afford the price of new books in the nineteenth century but also wanted new material.
