This is a souvenir pennant of the H.M.A.S. Warrnambool, named after the City of Warrnambool in Victoria. This ship was the second of that name. The first H. M.A.S. Warrnambool, launched in 1941, was one of 60 Bathurst-class corvettes commissioned by the Australian Government. It was involved in mine clearance work in the Great Barrier Reef after World War Two. The mines had been laid by the Australian Government during the war to protect Australian waters. In 1947 the first H.M.A.S. Warrnambool was sunk by one of these mines and lies on the ocean floor off Cockburn Reef in northern Queensland. The second H.M.A.S. Warrnambool was commissioned in 1981 and was a Fremantle-class patrol boat assisting in capturing illegal fishing boats and participating in military exercises in Australian waters. In 2005 the second H.M.A.S. Warrnambool was decommissioned after 24 years’ service. This pennant is important as a souvenir of the H.M.A.S Warrnambool, a ship that had obvious links with the City of Warrnambool. In 2005 the Mayor of Warrnambool, Glenys Phillpot, attended the decommissioning of this ship at Darwin and brought back several souvenirs of the ship. This is a triangular-shaped pennant made of dark blue felt material. It has stitching at the straight edge with two tabs for attaching the pennant to a pole or post. The pennant has a badge of yellow, black and white tonings printed or stamped on to the felt. The badge includes a white unicorn, a stylized ship and crown, a boomerang and two other implements and the motto, ‘Protect and Avenge’. The words, ‘H.M.A.S. The Upper Kiewa Valley Lions Club sponsored a Collection Guide Dog. Money was collected regularly by Guide Dog volunteers. The funds are used for Guide dog training programs. They are trained to guide a person who has low vision, disability or illness. It began in the 1950s and by 1957 there was a guide dog organisation in each Australian state .UKV Lions club was active in the Kiewa Valley raising money for charities eg. Blind Institute. Collection dogs were used as a novel way to collect money and easily supported by businesses etc. In 2024, our society is becoming cashless creating a problem for collection dogs etc. with donations more often made by internet banking.A) Light coloured 'plastic'/'ceramic' labrador dog with a brown strap, a money slot is on the top of his head, and he is sitting on a brown stand. O.F.M. was the ORDNANCE FACTORY MARIBYRNONG. Up to the end of June 1943 and at a time when the wages were about £5 ($10) to £6 ($12) per week Australia had spent £1,106,000,000 (£156 per head) on the war effort. A lot of the money was spent at home in making war necessities such as armaments, munitions, boots, clothing, and in providing special training. Significant increases in numbers occurred in the personnel employed in the fighting services, and also in the work force involved in the war effort. During the financial year 1942-1943 the war cost Australia £561,743,000 (over a billion dollars), while the Income Tax raised from individuals totalled only 16.5% of this amount. To finance the war the Australian government had previously borrowed money from the public, and from institutions such as the savings banks, friendly societies, and life assurance societies, by running three successfully subscribed Liberty Loans. The institutions had contributed considerably more money to these Liberty Loans than the public, however it can be argued that the public members of these institutions had also contributed some money indirectly. The 4th Liberty Loan which opened on 5 October 1943 and closed on 9 November 1943 was intended to raise £125,000,000, with the government aiming for 750,000 subscribers. Bonds costing £10 each could be bought on a time payment scheme. A total of £126,408,000 was raised at two different interest rates and maturity dates, however the number of subscribers had only reached 567,533. Some newspaper reports of the time indicate that the low number of subscribers was a partial failure of the loan, because spare money in the community could lead to inflation at a time when goods were in short supply. The government set target quotas on how much money should ideally be raised in a particular district, and how many subscribers should ideally take part. Often these quotas proved to be excessive. The Special Red Pennant Award as given to the No 1 FORGE O.F.M. was normally for achieving the highest per capita contribution within each particular group. What is unknown at this stage is what other entities were in the same group, or how large the group was. There were other variations of the awards such as those given to country districts, where a star was placed on the left hand corner of the pennant if the money quota was reached, while two or three stars indicated that the quota was doubled or tripled. A bar was also included on the pennant if the quota of subscribers was achieved, while two bars indicated double the quota of subscribers. The 41 alphabetic and numeric visual signalling flags (including substitute and answering pennants) have either square or pointed ends. They are made of bunting, a coarse fabric of worsted (open yarn wool) in various colour combinations. Some of the flags are marked with inscriptions, for example “B”. Attachments to the flags include hemp rope and metal clips. Each flag has its own galvanised canister and lid, each of which is painted grey and marked with a letter, number or word. The flags were used for communicating messages to passing ships. Knowledge of visual signalling was mandatory for all lightkeepers and all lightstations maintained a set of flags. Although used for centuries, visual flag signalling formally developed in the nineteenth century and was published internationally as a system in 1857. By the early twentieth century it had developed into an effective means of conveying all kinds of short range visual messages. The signal flags and canisters at Gabo Island form a complete set and are not historically linked to the lightstation and their provenance is unknown. It is known however that they originate from a lightstation in Victoria and for some years were on loan from AMSA to the Queenscliff Maritime Museum, where they were held in storage and not displayed.
