Air Raid Precautions Organisations were formed in each State in Australia during the Second World War. In Victoria they were organised by the State Emergency Council (Victoria) for Civil Defence. In Melbourne, the organisations were locally based in municipalities. Within a municipality, areas were organised into sectors.Twelve point instructions distributed by the District Warden's Office, Town Hall, Kew in June 1940 and issued by the authority and with the approval of the Kew City Council, W. A gold-plated medal issued by the City of Moorabbin to commemorate the quincentenary of Victoria in 1984-5. It features the City Shield incorporating vegetables, a rooster, a cow and a house, and the sesquicentenary logo. The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council. This large framed photograph once hung in the Kew Town Hall in Walpole Street. It marked the occasion when Kew became a city. It is an important record of a significant civic event by a nationally significant photographer. A very large, framed portrait of the elected councillors of the City of Kew in 1921. The photograph was taken by the nationally important photographer, Josiah Barnes who had until recently been a resident of Kew. He was to die in the same year that the photograph was taken. Situated at 47 Lansell Street, Bendigo, the original 1911-12 Charles D'Ebro designed brick Bendigo Municipal Abattoir, comprising twin slaughter and hanging rooms for cattle, sheep and pigs, and two smaller ancillary brick buildings. After the buildings were acquired by the Country Roads Board in 1945, a substantial but sympathetic addition was made to the south-eastern end of the old cattle abattoir. The abattoir is significant for historic, architectural and technical reasons at a state level. as a rare surviving municipal abattoir, and represents the development of hygienic slaughtering through municipal regulations, thus improving standards of public health in Victoria. It is historically significant to the City of Greater Bendigo as a key to the primary production industry that centred on this precinct from the 1860s to the mid 1990s; they are an important surviving component of one of the largest regional livestock markets in Victoria. D'Ebro was critically influential in the development of industrial and in particular meat processing buildings, designing major freezing works and abattoirs throughout Victoria and Australia.(Source, National Trust Database). The Bendigo facility finally closed in 1945, when all slaughtering for local consumption passed to a joint export and local slaughtering facility at the Bendigo Inland Meat Authority. Wodonga was declared Victoria’s first Rural City in 1973. John Macaulay was appointed to the first Council. John was born in Melbourne but moved to the Wodonga district as a teenager. During World War II he joined the infantry and served in New Guinea. After the war he took up a farm in Gundowring but due to war-related health issues, John and his wife Monica semi-retired to Wodonga in 1967. He was elected to Council in a by-election in 1973. John continued to serve on the Wodonga Council until 1991 including four terms as Mayor from 1982–1983, 1983–1994, 1987–1988 and 1990–1991.
