Functional object - Grappling hook
This grappling hook is constructed from two U-shaped lengths of steel pipe, each pinched together in the centre of its arm then the ends spread apart and formed into points. The two pieces are joined with a length of heavy chain, with the end links closed to make the chain into a circle. the hook is usually attached to a rope, chain or pole of suitable length for the job undertaken. Another name for a grappling hook is a grapnel hook. Grappling hooks come in many shapes and sizes and have numerous uses. Some are carried on board vessels and used for pulling things on board or out of the sea, rescuing people from the sea, pulling other vessels closer and moving cargo. They may be used for dredging the seabed for submerged objects. A grapnel anchor can be used to moor or stabilise a vessel. The hook can be thrown out to catch on something, such as a clifftop, and then used for climbing. A form of a grappling hook, a grapnel, can be used for military purposes and is fired from a purpose-built gun or launcher. This grappling hook is an example of equipment used onboard a vessel for safety and functional purposes. Grappling hooks have been used through the centuries and their design has remained basically the same. Grappling hook with four pointed arms. With the establishment of the large heavy industrial zone at Hastings in the late 1960s, which included the BP oil refinery using the Port of Hastings at the north-western arm of Western Port, a number of environmental problems predicted by both scientists and conservationists arose. The main shipping channel on the western arm of Western Port was dredged, causing suspended particles affecting seagrass beds. With inadequate regulation around discharge of bilge water within the bay, and oil spillage, oil pollution affecting both seabirds and coastal areas was not uncommon. This report of 40 penguins actually known to have been killed by an oil spill event was typical of reports at the time. The 2 men quoted – Vernon Johnson and Ken Pound – were well known conservationists. Vernon and his wife Nora owned the Kingston Gardens picnic and zoo business where they cared for many injured wildlife. Ken was a Phillip Island counsellor for a few years, and instrumental in the establishment of the Phillip Island conservation Society. He also contributed various documents and newspaper cuttings to this archive.This article is significant for being a record of an exact number of penguins found dead from oil spill pollution in Western Port. Also as a record of conservationists in the early years of community and environment movements both locally and in Australia. Document, Conveyance of Lot 20 Henry Street, Little Eltham North to Trustees of Wesleyan Chapel, 1856
Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. This letter to the editor of an unknown newspaper probably dates from the late 1960s or early 1970s. At that time the Victorian government’s Liberal Party Premier was Sir Henry Bolte. In a reference to the major industrial valley in Germany, he and his government had a vision to make Western Port and Hastings into “the Ruhr of Victoria”, if not Australia. While this letter does not refer to Western Port, but apparently to Wiliamstown, the situation was similar in both bays. Substantial land was zoned in Hastings by the Bolte Government for industrial purposes, where BP built a refinery for oil imported through the Port of Hastings. The large oil tankers entered Western Port Bay via the western channel, which required dredging to accommodate them. It became a common site to see globules or patches of oil washed up on beaches around Western Port, and oil-affected wildlife. It is impossible to know how many wildlife were affected directly by oil spills and other forms of pollution in the Bay during that era. Sufficient numbers of oiled Little Penguins were found to prompt numerous references to the problem in newspapers, including letters, articles and even major features. The refinery eventually closed, with tanker traffic dramatically reducing in Western Port from the late 20th century.Statement of significance: This letter to the editor is significant in making reference to pollution caused in Port Phillip and Western Port bays by tanker traffic and the presence of oil refineries on industrial land in the bays. It is also indicative of the emergence of many conservation-related community groups of volunteers in Australia during the 1960s and 1970s in response to growing concern around conservation issues. Roy Phillips was born in 1907 in Yackandandah and moved with his family to Beechworth when he was five years old. His father was involved in dredging operations at Lake Sambell but his parents also had other family living in Beechworth, with whom they lived. Dr Phillips tells vivid stories about life in Beechworth in the first half of the Twentieth Century, from the daily lives of young children of the time to the town's relationship to the local Chinese community. He discusses features of the landscape such as 'The Rock' at which community concerts were held and 'The Echo' (an echo-sounding point over a nearby gully) which he states are no longer used in the same way. He also discusses changing community attitudes to various issues, for example, 'not being coddled' as a child but living in a town with very strict rules about people of different religions mingling. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Dr Roy Phillips' account of his life in Beechworth in the early part of the 20th Century is historically and socially significant to the cultural heritage of the region. He describes town life from a child's point of view during a time of transition to life after the Gold Rush era, including social tensions existing between cultural groups such as the Chinese community and European-heritage townspeople and between people of different religious groups in Beechworth. This oral history account is socially and historically significant as it is a part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth-century Beechworth.' While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the 20th century, many of which will have now been lost if they had not been preserved.This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. Opened by His Excellency Sir Eric Neal AC CVO on 30 September 2001, the Memorial is located in City Park, Port Pirie, South Australia. The monument commemorates those who were lost at sea while serving with the Merchant Navy. Mr Noel Smith, a resident of Port Pirie, former Merchant Navy seaman and Port Pirie tugboat officer designed the memorial, found the anchor located on the top of the memorial during a dredging operation in a creek near the Nystar plant and wrote the poem inscribed on the main plaque. This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. While the Warrnambool Breakwater is a demonstration of the engineering skills of the nineteenth century, it also demonstrates the limitations of knowledge relating to sedimentology at the time and the confidence apparent in a number of nineteenth century plans which assumed that natural forces could be overcome or contained by engineering.Plan of Warrnambool Harbour, Port of Warrnambool, dated 28 Feb 1879. The photograph depicts two young men standing atop a prominent outcrop at Lake Sambell, with buildings visible on the further shore. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. An article in the Ovens and Murray Advertiser on Saturday, 5th May, 1917, gives some insight into issues in the Rocky Mountain Mining Company’s final years. The writer details the 1917 annual meeting of the Rocky Mountain Mining Company, stating that locals present appeared ‘well pleased this important local industry is in such a prosperous condition and that future prospects are so encouraging’. The author describes plans to give workers a bonus as evidence of profit-sharing that would ‘bridge the gulf between capital and labour’. The article concludes, however, with the statement that ‘there is a little arithmetical puzzle in the report in connection with the dredging operations I have been unable to solve.' The photograph is significant as it contributes to knowledge about how Beechworth reinvented itself after the Gold rush period, and more broadly how country towns repurpose and redevelop infrastructure and facilities to meet the present needs of their population. Book - Diary, John Kennedy, John Kennedy's Ballarat School of Mines Lecture Notes, 1889
John Kennedy was born on 04 April 1862, the son of ship carpenter Robert Kennedy and his wife Florinda (Aitken), and the brother of Malcolm and Colin Kennedy. In 1860 the family migrated to Melbourne where Kennedy senior set up as a shipwright. In 1879 Malcolm and John, who trained as a naval architect, joined their father as Robert Kennedy & Sons, shipbuilders and shipsmiths. On 27 December 1883 at North Melbourne, Malcolm married Ann White with Presbyterian forms. Next year Robert Kennedy & Sons removed to Hobart where with John W. Syme and W. J. Duffy, partners until 1889, they took over the Derwent Ironworks & Engineering Co., a foundry formerly owned by the (Alexander) Clark family. The Kennedys also acquired the patent slipyard, formerly Ross's, at Battery Point. After the shipbuilding industry in Hobart began to flag John also turned to mining: he attended the Ballarat School of Mines, and reopened the Hobart smelters which had been an adjunct of the Derwent Ironworks in the 1870s. He made several voyages overseas on smelting business and as mining promoter, and was a member of the London Stock Exchange. In 1913-14 he was manager of Tongkah Compound (1910); Robert Kennedy & Sons was reputed to have contributed to the success of the Hobart-run Tongkah Harbour, Thailand, tin mines by developing a suitable dredge. The brothers also held shares in the Irrawaddy Burma Co. John was a member of the Australasian Institute of Mining Engineers and from 1932 an honorary life member of the American Institute of Mining & Metallurgical Engineers. Financial record - Bank Deposit Book, Commercial Banking Company of Sydney Limited, Pre Jan, 1932
This bank deposit book was used for financial deposits made between1932 and 1936. The funds were deposited into the Emergency Account of the Warrnambool Harbour Board, lodged at the Warrnambool Branch of the Commercial Banking Company of Sydney Limited (CBC). James Menzies, Pilot and Harbour Master from 1929, would have used this deposit book when he was appointed as Acting Secretary of the Warrnambool Harbour Board in 1932. He held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This financial record book is significant for its association with the historic financial records of the Warrnambool Harbour Board and relates to the maritime history of Warrnambool, in particular with the Port of Warrnambool.Warrnambool Harbour Board Emergency Account Book containing deposit receipts and blank forms for the Commercial Banking Company of Sydney Limited. Rectangular book has buff coloured card covers, white pages with pre-printed text and lines and black tape binding on left side. Inscriptions stamped on front cover, receipts and unused, pre-printed pages. Approximately half of the pages have been filled in, and the deposit slips removed, leaving the receipt end attached to the book. There are two lose receipts stapled into the book. Hand written receipts date from 21 JAN 1932 to 25 JULY 1936. Stamped "WARRNAMBOOL HARBOUR BOARD / EMERGENCY ACCOUNT" "WARRNAMBOOL VIC" "EMERGENCY ACCOUNT / WARRNAMBOOL HARBOUR BOARD" Also, each receipt has the bank's stamp with its details and the date on it. This reproduction photograph was donated at a major reunion in 2008, organised by students of the school from the 1950s. It pictures Mabel Molland and a young student at Monomeith, home to the school since 1956. Monomeith is a Victorian Heritage Register listed (VHR number H0452), italianate styled brick villa, built in 1887 for one of Williamstown’s most important identities, James Styles. Styles’ distinguished career in public life included membership of the Williamstown Council, a stint in state parliament as the Member for Williamstown (1894-1900) and, in 1901, election to the first commonwealth parliament as a senator. During the 1890s he was also a commissioner of both the Melbourne Harbour Trust and the Melbourne and Metropolitan Board of Works and one of the trustees of the Williamstown Grammar School. The property comprises the residence designed by W Bennett Hall and built by James Styles in 1887 and the former migrant hostel buildings (now administration and classrooms), erected around 1951 by the then owner the Melbourne Harbour Trust, and intended to house migrant workers during the dredging of Port Phillip Bay. By the 1950s, the School had outgrown its home at Holy Trinity Hall and Mabel Molland reached out to Mr. Keith White, president of the Parent's Association and well-respected member of Williamstown Council for assistance. In 1956, following lengthy negotiations led by Mr. White, Monomeith was leased from the Melbourne Harbour Trust under a seven-year lease, which eventuated as a twenty-one year lease, followed by purchase of the property in 1972. Since then this historic building has come to be a much-loved symbol of the history of Westbourne Grammar School. This is a rare image of Mabel Molland at Monomeith, taken in the year prior to her retirement having taken over the school in 1914 and then set it on a path for the future as an incorporated company in the hands of a school council, with Mr Keith White as president, in 1956. This report lists the depths of water and the consistency of the seabed surrounding the Warrnambool Harbour in October 1929, The information, often referred to as 'soundings', was obtained by Jet Probing,. In earlier days a lead line was used to perform a similar task. The author of the document is unknown. Jet Probing is a method used for underwater archaeology, cable installation and coastal engineering. A jet probe is a machine that produces a strong jet of water that penetrates the layers of sediment on the seabed, determining their depth, thickness and consistency. It provides a survey of the seabed and can be used as an aid to engineering design and construction. The report mentions lining up with the wooden jetty, the end of the breakwater and the leading lights. It mentions sand, loose rock and rock. It tells of stopping work due to the water being too rough, the pipe choking, difficulty in connecting pipes, and pipe joint breaking as it tried to get through the sand, The report in the document is significant for its connection with the Warrnambool Harbour, Warrnambool Breakwater, Warrnambool Jetty and Lady Bay. The report gives figures for the depth and consistency of the water and seabed at a particular point in time and can be used to compart with similar figures taken at different times. The results could determine plans for future engineering works.Report, titled 'Jet Probings, Warrnambool Harbour'. Two pages of cream coloured paper with hand written notes in pen and ink. Report covers three days of Jet Probings, with resulting figures and comments, for the depths of the surroundings of the Warrnambool Harbour. The report is in point form, with some underlining. Dates of recordings are 14-10-29, 15-10-29 and 16-10-29. (1929) The situation of the harbour had become a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem. The soundings and Jet Probings were done after the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. By the 1940's the harbour was no longer used. Mrs. Vanessa McDonald was born in Beechworth in 1917. Christened, Agnes Bertha Collins, Vanessa changed her name in 1960. Mrs. McDonald's family's connection with gold mining in the district reach back to the first of Beechworth's gold rushes, when her great grandfather, a Dutchman who adopted the name Charles Collins, arrived in 1851-1852. Mrs. McDonald spent her childhood in the isolated hamlet of Stanley, in the area known as 'Little Scotland', where she recalls helping her mother to raise younger siblings, picking apples and walnuts on the family farm, and roaming the hills for wildflowers. As a young woman Mrs. McDonald attended religious and social gatherings in the local community. In 1940 she went to Melbourne to work as a mothercraft nurse during the Second World War. She met her husband at a Beechworth football match and was married at the Stanley Methodist Church in 1941. The gold diggings known as the 'Nine Mile' became the hamlet of Stanley, after the British Prime Minister, Lord Stanley, in 1858. By the late 1850s, Stanley boasted schools, an athenaeum, a church, a weekly newspaper and several hotels and other civic infrastructure to cater for a growing population. The area attracted large numbers of Chinese miners, whose presence was frequently resisted. Like other early Victorian mining settlements, Stanley was a hotbed of political and racial tensions during the gold rush. One side of the Nine Mile Creek was known as 'Little Scotland’, the other, 'Little Ireland'. A number of Christian denominations built congregations and churches in Stanley, including the Church of England, Methodist Church, the Catholic Church, and Presbyterian Church. Stanley became part of the United Shire of Beechworth in 1871. By 1880 timber was being cut and two sawmills were established by 1887. River-dredged gold mining consumed vast amounts of timber from the forests in the area, and in 1931 the first of several softwood plantations began. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: 'Listen to what they say: voices of twentieth century Beechworth'. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Following the decline in the mining and associated industries during the early-mid-twentieth century, the Beechworth district experienced a period of general economic decline. On the east side of the Dingle Range, Mrs. McDonald's father, William Henry Collins, felled timber and the family were pioneer apple orchardists. The establishment of apple orchards in Stanley reflects changes to how land was used and contributes to our understanding of the historical development of rural communities following the gold rush. Mrs. McDonald's recollections are significant for understanding family and social life in a small rural town in years leading up to the Great Depression and prior to the Second World War. This oral history recording may be compared with other oral histories and items in the Burke Museum's collection. This oral history account is socially and historically significant as it is a part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth-century Beechworth.' While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the 20th century, many of which will have now been lost if they had not been preserved.This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. Financial record - Bank Transaction Book, Commercial Banking Company of Sydney Limited, before 1931
The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. Text on the fly page of the book is as follows – “The Commercial Banking Company of Sydney Limited with which is Amalgamated THE BANK OF VICTORIA LIMITED. Head Office – SYDNEY. Melbourne Office: 237 COLLINS STREET. BANKING Business of every description transacted. Document, Declaration of Trust as to The Eltham Hall, Lot 20 Henry Street, Eltham, 5 Aug 1922
William James Capewell, Ernest James Andrew and George Harrison all of Eltham collected the sum of £150 towards the purchase of Lot 20 Henry Street and whereby a Contract of Sale dated 30 December 1921 agreed to purchase (as Trustees of The Eltham Hall to be used in perpetuity for the benefit of the inhabitants of the Eltham District) the land, furniture, fittings and chattels from Jack Alfred Harrison, George Hugh Bird and Edward Samuel McColl for £750. The first President was declared to be Ernest James Andrew, Honorary Secretary, A.J. Morse, Honorary Treasurer, Charles Robert Nicholls and the first elective committee to be Thomas Nunn Jewell, William John Pasco, George Burchall, William James Burgess, John William Cox, Ernest James Andrew, John Michael Ryan, Frederick William Gillespie Didfield, Charles Harold Williams, Joseph Banks, Laurence Bourke, Charles Robert Nicholls, William James Capewell and James Pascal. This committee was appointed until the Annual meeting of subscribers held in January 1923 at which point all could stand for re-election (held annually). The Trust Deed was signed by Ernest James Andrew, William James Capewell and George Harrison in the presence of John Michael Ryan, Builder of Eltham, 5 August 1922. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. George Birchall replaced George Harrison 6 August 1925 but after being absent from the State for more than two years and William James Capewell and Ernest James Andrew desirous of being discharged as Trustees, under the power of appointing new Trustees vested in the Committee, the Committee resolved on 14 November 1935 that Albert Henry Charles Price, Cecil Martin and Albert John Fahle should be Trustees in place of George Birchall, Ernest James Andrew and William James Capewell however the said resolution was never carried into effect and the said writing was never completed. Subsequently in 1940 Albert Henry Charles Price, Cecil Martin and Albert John Fahle each resigned in writing as Trustees even though never appointed and so the Committee appointed John Neville Burgoyne, William Hickey and David Andrew Lyon as Trustees in place of William James Capewell, Ernest James Andrew and George Birchall. This row lock was fitted onto the Warrnambool Lifeboat, which is also on-site at Flagstaff Hill Maritime Village. The construction of the lifeboat 'Warrnambool' began 15th September 1909 and was completed almost 12 months later 1st September 1910. It was built at the Government Dockyard in Williamstown, Victoria, along the lines designed by Great Britain's Royal Lifeboat Institution, and included whale back decks fore and aft, mast and centre board, and rudder and tiller hung from the stern post. It could be propelled by both sail and oar. At that time Captain Ferguson was Chief Harbour Master and Mr Beagley was a foreman boat builder. Mr Beagley built the lifeboat with his fellow workmen. It had all the latest improvements in shape, disposition of weight with watertight compartments, and it had space for a large number of people in addition to the crew. It appears that 'H Meiers' whose signature was on the plaque that was found concealed in the hull, was involved with the building of the lifeboat. His signature and the dates of the start and finish of the boat's construction are penciled on the raw timber 'plaque' found in the hull in the early 1990s when the lifeboat was being restored. It is interesting that the 'Melbourne Directory' of 1911, published by Sands and MacDougal, lists McAuley and Meiers, boat builders, Nelson Place foreshore, between Pasco and Parker Streets, Williamstown, It is quite possibly the business of the person whose name is inscribed on the lifeboat plaque. Flagstaff Hill's documentation also mentions that the keel was laid at 'Harry Myers, boat builders, Williamstown, Melbourne the name 'Myers' can also be spelled 'Meiers', which could be the same person as the Meiers in "McAuley and Meiers" (as mentioned in genealogy lines of Myers). The new lifeboat, to be named 'Warrnambool' was brought to town by train and launched at the breakwater on 1st March 1911 using the Titan crane (the old lifeboat built-in 1858, was then returned to Melbourne in 1911). This new lifeboat was stationed at Warrnambool in a shed located at the base of the Breakwater, adjacent to the slipway. The lifeboat ‘Warrnambool’ was similar in size to the old lifeboat but far superior in design, with new sea-going qualities such as greater maneuverability. The ‘self-righting, self-draining’ design was made the vessel difficult to capsize and even if the boat overturned it would right itself to an even keel and the water would drain away. The hull was built of New Zealand Kauri, using double diagonal planking, laid in two layers at right angles, with a layer of canvas and red lead paint between the timbers to help seal the planking. It has plenty of free board. The backbone timbers were made of Jarrah. The Warrnambool lifeboat was one of several rescue boats used at Port Fairy and Warrnambool in the early 1900s. In late 1914 the Warrnambool lifeboat and crew were used to help find what was left of the tragic wreckage of the Antares and were able to discover the body of one of the crewmen. Between 1951 and 1954 the lifeboat was manned under the guidance of Captain Carrington. He held lifeboat practice each month on a Sunday morning, to comply with the Ports and Harbour’s request that lifeboats be ready for action in case of an emergency. In the early 1960’s it ended its service as a lifeboat and was used in Port Fairy as a barge to help dredge the Moyne River. Flagstaff Hill obtained the Warrnambool lifeboat in 1975. In 1984 it was on display at Flagstaff Hill Maritime Village, Warrnambool. On 23rd May 1990, she was lifted from the water and placed in a cradle for restoration. The name 'WARRNAMBOOL could be seen faintly on the lifeboat before it was restored. It was during the restoration that Flagstaff Hill's boat builder discovered the 'plaque' inside the hull. A copy of the blueprint plans has the name “V.E.E. Gotch” printed on it. His advertisement in Footscray’s ‘Independent’ newspaper of Saturday 11th May 1901 states he is “Principal and Skilled member (Naval Architect) to the Court of Marine Inquiry of Victoria and holds classes for naval architectural drawing and arithmetic.” The subject row lock is significant due to its association the Warrnambool Lifeboat which was an integral part of an important service to the local community as a lifesaving vessel for a half-century. One of the lifeboats many achievements was when it was used to help retrieve the body of a shipwrecked crew member of the ship Antares. It appears that 'H Meiers' whose signature was on the plaque that was found concealed in the hull, was involved with the building of the lifeboat. His signature and the dates of the start and finish of the boat's construction are penciled on the raw timber 'plaque' found in the hull in the early 1990s when the lifeboat was being restored. It is interesting that the 'Melbourne Directory' of 1911, published by Sands and MacDougal, lists McAuley and Meiers, boat builders, Nelson Place foreshore, between Pasco and Parker Streets, Williamstown, It is quite possibly the business of the person whose name is inscribed on the lifeboat plaque. Flagstaff Hill's documentation also mentions that the keel was laid at 'Harry Myers, boat builders, Williamstown, Melbourne the name 'Myers' can also be spelled 'Meiers', which could be the same person as the Meiers in "McAuley and Meiers" (as mentioned in genealogy lines of Myers). The new lifeboat, to be named 'Warrnambool' was brought to town by train and launched at the breakwater on 1st March 1911 using the Titan crane (the old lifeboat built-in 1858, was then returned to Melbourne in 1911). This new lifeboat was stationed at Warrnambool in a shed located at the base of the Breakwater, adjacent to the slipway. The lifeboat ‘Warrnambool’ was similar in size to the old lifeboat but far superior in design, with new sea-going qualities such as greater maneuverability. The ‘self-righting, self-draining’ design was made the vessel difficult to capsize and even if the boat overturned it would right itself to an even keel and the water would drain away. The hull was built of New Zealand Kauri, using double diagonal planking, laid in two layers at right angles, with a layer of canvas and red lead paint between the timbers to help seal the planking. It has plenty of free board. The backbone timbers were made of Jarrah. The Warrnambool lifeboat was one of several rescue boats used at Port Fairy and Warrnambool in the early 1900s. In late 1914 the Warrnambool lifeboat and crew were used to help find what was left of the tragic wreckage of the Antares and were able to discover the body of one of the crewmen. Between 1951 and 1954 the lifeboat was manned under the guidance of Captain Carrington. He held lifeboat practice each month on a Sunday morning, to comply with the Ports and Harbour’s request that lifeboats be ready for action in case of an emergency. In the early 1960’s it ended its service as a lifeboat and was used in Port Fairy as a barge to help dredge the Moyne River. Flagstaff Hill obtained the Warrnambool lifeboat in 1975. In 1984 it was on display at Flagstaff Hill Maritime Village, Warrnambool. On 23rd May 1990, she was lifted from the water and placed in a cradle for restoration. The name 'WARRNAMBOOL could be seen faintly on the lifeboat before it was restored. It was during the restoration that Flagstaff Hill's boat builder discovered the 'plaque' inside the hull. A copy of the blueprint plans has the name “V.E.E. Gotch” printed on it. His advertisement in Footscray’s ‘Independent’ newspaper of Saturday 11th May 1901 states he is “Principal and Skilled member (Naval Architect) to the Court of Marine Inquiry of Victoria and holds classes for naval architectural drawing and arithmetic.” The subject row lock is significant due to its association the Warrnambool Lifeboat which was an integral part of an important service to the local community as a lifesaving vessel for a half-century. One of the lifeboats many achievements was when it was used to help retrieve the body of a shipwrecked crew member of the ship Antares.
