The '5-4-20' denotes a minimum of five nurses for twenty patients in a general medical or surgical ward. During this period, staffing ratios were secured as part of bargaining negotiations between unions and employer groups. After decades of campaigning from the ANF/ANMF, ratios were legislated for the public sector in Victoria with the passing of the Safe Patient Care (Nurse to Patient and Midwife to Patient) Bill in 2015. This campaign was featured in ANF Victorian Branch newsletters from late 2003 to early 2004. Entitled the '5-4-20 campaign', it was officially launched on 19 November 2003. Advertisements and shirts from the time featured the slogan, '5 nurses for 20 patients. Nothing less!' along with the ANF logo and illustrations by The Age cartoonist Ron Tandberg. Distributed to nurses who took part in campaigning for improved wages and working conditions in the 1980s, particularly those involved in the historic 1986 Victorian 50-day nurses strike. In October 1986, Victorian nurses began their longest strike after the failure of repeated talks with the health minister David White who was committed to reducing the classification and pay of almost half of Victoria’s nurses. Skeleton staff were left in the wards while picket lines, tents and caravans were set up outside hospitals in both metropolitan and regional Victoria. After 50 days of industrial action, Victorian nurses voted to return to work on 20 December 1986. The Royal Australian Nursing Federation (RANF) became the Australian Nursing Federation in 1989, and the strike concluded in December 1986, suggesting this badge was produced sometime between 1987 and 1989.Circular red and white plastic badge. This particular badge is from a 2001 campaign in the lead up to a November 2001 Australian federal election. The campaign called on the government and opposition to make commitments to around aged care staffing and funding. Enterprise bargaining is the process of negotiation generally between the employer and employees (often represented by a trade union, professional association or other bargaining representative) with the goal of making an enterprise agreement stipulating the wages and conditions of work. The 2007 public sector campaign entitled 'Fund nursing properly for a better state of health' involved the ANF bargaining for members employed in the public acute and aged care sector, public psychiatric services, the Australian Red Cross Blood Service and the Royal District Nursing Service. Badge campaigning against the Victorian Liberal government's widespread privatisation of the public health service (and other public services) in the 1990s, which resulted in job cuts and site closures throughout the state. The Australian Nursing Federation, the union representing nurses in Victoria, was a strong opponent of these cuts and closures, that resulted in pressure applied on an already overstretched and poorly resourced group of workers. "In a context of high unemployment and an ideological commitment to small government, there were widespread job losses and people affixed stickers to their cars saying 'I've been Jeffed', i.e. made redundant. The cuts were not confined to government employees and many staff of private enterprises also lost their jobs. This was the era of the 'consulting poor' as professional staff struggled to make a living as independent consultants, rather than employees. Button distributed to and worn by Australian Nursing Federation (ANF) members and staff as part of a 2006 campaign protesting the controversial 'WorkChoices' federal industrial relations laws that were introduced by the Liberal John Howard government in 2005-2007. These laws saw the weakening of unfair dismissal laws, giving employers significantly more powers to strip existing rights and wages away. The laws were repealed following the election of an opposition Labor government in 2007 under Kevin Rudd. The 'Howard Target Nurses' campaign was featured in ANF Victorian Branch newsletters around late 2006. During this period, a number of enterprising bargaining agreements were set to soon expire, leaving nurses vulnerable to have rights stripped away under the new IR legislation. A large campaign began, with rallies across the state of Victoria. The August 2006 Branch newsletter featured images of the Tandberg 'Howard targets nurses' design on placards, shirts and badges worn by nurses at these rallies. In late 2007-2008, regulatory authorities in Victoria were considering the possibility of education providers from the Vocational Education & Training (VET) sector (e.g. TAFEs and RTOs) receiving accreditation to offer bachelor-level nursing and midwifery qualifications. The Australian Nursing Federation (Victorian Branch), the peak industrial and professional body for Victorian nurses and midwives, resisted these moves, arguing that the approval of VET providers to offer Bachelor programs would have an adverse impact on the supply of registered nurses into the Victorian health workforce. The short digital documentary, 'Battle: The Road to Ratios [Legislation]', tells the story of this campaigning, from the nurse shortage crisis in 2000 to ratio laws in 2015. 'Miss Annie Miller, who had nursed Prince Alfred with Miss Turriff [Haldane, first matron of Alfred Hospital], also joined staff at the Alfred some time before 1876. During her time at the Sydney Infirmary, Annie Miller created something of a stir when, after her experience nursing Prince Alfred, she became selective about which areas of the hospital she would work, only willing to serve in Male Surgical and Accident. She also had been reported to Miss Nightingale by both Lucy Osburn and Haldane Turriff for openly flirting with the Resident Physician, receiving flowers, embroidering slippers, playing with his watch chain and generally becoming the subject of gossip ... Before his departure from the hospital the doctor in question diagnosed Annie Miller as having an [abdominal] aneurism and she went into decline, mainly from the deprivation of his company, it was felt. With the threat of her possibly being returned to England because of ill health, Miller went to Brisbane and Goodna (Queensland), subsequently to Melbourne, where she faded into obscurity. History Books: Melbourne, 1996 p. 8 'Annie Miller was Scottish, single and claimed to be 34 years old (in Sydney, she was assumed to be ten years older); Wardroper [Sarah Elizabeth, first superintendent at the Nightingale School of Nursing at St Thomas's Hospital, London] had found her to be a good nurse, but 'proud and peculiarly sensitive'' (Burrows, 2018 p. 33). At the end of 1870 Annie resigned after the three-year term at Sydney Infirmary ended. She was appointed to the position of matron at Brisbane Hospital in February 1871. She resigned within a few months of her appointment after a dispute with the staff surgeon who refused to recognise her and her status. The two versions are not incompatible as hospitals hired out nurses to care for wealthier patients in their homes. Schultz records that Miller worked at the Hospital for the Insane at Goodna [Queensland] and died in the Melbourne Benevolent Asylum on 12 March 1907. The Victorian branch of the Australian Nursing Federation owns the book presented to Miller by Florence Nightingale in 1867.' Sydney University Press : Sydney, 2006 p. 315 'This betrayal of all that had been said to Tate [Henry, Alfred Hospital Secretary-Manager 1874-1876] was in keeping with Annie Miller's reputation (earned in Sydney) for being unreliable and a trouble-maker. Miss Miller was also an intimate of Miss Turriff's. Annie Miller is said to have had a brief term as matron in Brisbane after her resignation from the Sydney Infirmary in 1870 but the Brisbane Hospital authorities are unable to provide this one way of the other. Lucy Osburn thought that Miss Miller was in private nursing in Melbourne in 1873 and the Vagabond [alias of John Stanley James, Argus journalist] stated positively that she was working for Miss Turriff at the Alfred when he was there in 1876'. Florence Nightingale gave them all books before they sailed in December of that year. Annie worked in Sydney, Brisbane and Goodna, and in Melbourne. She died in 1907 and is buried at Boroondara cemetery. Annie was a member of the Royal Victorian Trained Nurses' Association. This note was written in Annie's book and this item is in the archive collection of the ANMF Vic Branch Library. The note was written on the front page of a book. A newspaper clipping from a book compiled about the Legacy children's residence called Stanhope. The newspaper clipping from 3 May 1960, shows a photo of nursing graduates. The article mentions that Gael Henneberry from Malmsbury, was also the winner of the CL Forrest Trust prize as well as graduating from Royal Melbourne Hospital. She also announced her engagement to Peter Barden of Gilgandra. Writing next to the clipping mentions they were married 9 March 1960. Stanhope was supervised by Matron Dorothy (Dorrie) Vines from the time it opened in 1946 until she retired in December 1966. It is likely she compiled this notebook as she is referred to as 'self' in one photo. Individual pages of photos or newspaper clippings have been added separately. Items 01817 to 01834. Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950) were residences run by Melbourne Legacy to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself, or they needed to stay in Melbourne for further education. Harelands accomodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent. A record of a Stanhope girl being successful in her studies and the matron keeping a clipping from the newspaper. The newsletter from August 1956. It featured Lord Mayor of Melbourne Sir Frank Selleck on the cover. The president's introduction talked about Frank Selleck suggesting the name Legacy. There was an article about the Victoria Cross and one about the new Legacy house in Swanston Street. Also a careers page focusing on nursing as a profession. Pages showed news from the different Boys and Girls Classes. Also photos of the Legacy staff, including Miss Dorrie Vines -Matron of Stanhope, Mrs B Cobby -Legacy's Welfare Officer, Mrs V Duncan -office supervisor and Mr Jim Tierney -boys instructor. A small photo shows the wedding of Lynn Rennie a former junior legatee, with her Legatee Ralph Small. And mentions Lyn's twin sister Jean is speech training instructor on Tuesday nights. A newsletter published by Legacy in this format for many years from 1942. It mentions "Issued from time to time for Private Circulation among the Sons and Daughters of Deceased Service men and Merchant Seamen who served their Country during the War of 1914-18, or the present War". Many articles on the work of Legacy, including features on boys classes, girls classes, camps, the residences and where their past residents ended up. There are some suggestion for careers and some general interest articles. The newsletter from August 1955. It featured photos of the Legacy staff, including Miss Dorrie Vines the Matron of Stanhope. It summarises her life before joining Stanhope on 11 November 1946. She had served with distinction overseas during World War 2 as a Major with the Royal Australian Army Nursing Corps. At the beginning of 1940 she went to the Middle East and served as Senior Sister of No.1 Casualty Clearing Station and shortly afterwards was appointed Sister-in-charge of the No.3 Casualty Clearing Station. She returned to Australian in 1943 and was appointed Matron of a hospital in Alice Springs and in 1944 she again left Australia for New Guinea as Matron of the 2/11 Australian General Hospital. For her war service she was awarded the medal of an Associate of the Royal Red Cross in 1943 and was also mentioned in despatches. The Northern District School of Nursing opened in 1950 in to address the issues around nurse recruitment, training and education that had previously been hospital based. The residential school was to provide theoretical and in-house education and practical training over three years. The students would also receive practical hands-on training in the wards of associated hospitals. The Northern District School of Nursing operated from Lister House, Rowan Street, Bendigo. It was the first independent school of nursing in Victoria and continued until it closed in 1989. The book "The First of its Kind" was published in 2015. Printed in Bendigo by "Bendigo Modern Press". Memories compiled by Peter Rosewall; who attended the last NDSN school PTS 108 between 1986 - 89.Two pages handwritten letter in blue pen from Elaine Lamson about hostel life and kitchen staff and it describes her personal life not nursing.
