It appears to have been professionally taken to publicise Legacy Week in the newspapers. The photo appeared on the front page of the Herald Sun on 6 September 1991. The accompanying articles says that police piper Constable Ross Bates played outside Legacy House to pipe in Legacy Day, which saw hundreds of collectors spread across Melbourne for the badge appeal. The appeal was aiming to reach $500000 to beat the previous year's total of $467,702. The reference number 910906/9 could mean the date was the 6th September 1991. A regular event for the widows was a concert in Fitzroy gardens performed by the Police Band. Usually held in March each year. The police horse Gendarme was a regular favourite and his horse float can be seen in the background. These photos show the widows enjoying the music and performers. President of the Melbourne Widows Club Irene Noll is seen in the first photo in floral top and black skirt. Legatees Geoff Swan and Charles Munnerley are standing by the microphone as Legatee Eddie Jowett reads something. Legatee Jowett regularly hosted and sang at monthly concerts at Legacy House. An article in the Answer in June 1994 shows Irene Noll at the concert in the same clothes so the date is assumed to be 1994. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 27 September 1983. He discusses the beginnings of Legacy. He relates the approach made to Sir John Monash to be the first president. It was via Legatee Frank Meldrum who was playing tennis with Monash's son-in-law. It shows the nature of relations between high ranking ex servicemen. Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. By the end of 1924 initial objectives were met. A picnic with widows and children was held at Heidelberg and then Beaumaris, (limited by the few legatees who had motorcars at the time). Following thoses successes Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Legatee Savige had a property at Balnarring and the first camps were started. For boys there was a Lacrosse team and football team. Also swimming classes and literary and debating classes, which were hoped to be interesting and develop their minds along the proper form of citizenship. Then classes for the widows and later the girls. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. Mary Ann Craddock married David George Knott (1894-1948) in 1923. He was born at Lockwood. The following from the electoral rolls:- 1. 1925 David and Mary Ann were living at the Olive Branch Hotel in Mitchell Street and both are listed as furriers; 2. In 1931 Mary Ann is living in Eadie St. and David is listed at 121 Wattle Street, again both furriers. 3. 1937 both are living at 123 Wattle St. but Mary Ann is now listed as home duties. 4. 1942 Both are living in Spring Gully Road where David died in 1948 before he is buried at the Bendigo cemetery. NB. Both 121 and 123 Wattle St. are very big homes, possibly boarding houses at the time. In 1923 their shop was situated in the Lansell building on the corner of Mitchell and Hargreaves St. It was on the upper floor and all stock was destroyed in a fire. In 1931 the address for their business is listed as Mitchell Street. Earlier in 1915, in the NSW Police Gazette, David was listed as a deserter from the army but no army records have been found. Today’s Panton Hill Hotel was built around 1920. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p61 Panton Hill was originally known as Kingstown, and consisted of only one hotel when the Orams Reef was discovered in 1859. Kingstown was a quartz mining centre and many old mine shafts remain in the area. Orams Reef was one of the first reefs with a rich find of gold in the area. The Hotel Francais, which had been operating in 1861, was well situated on the way to Queenstown (later St Andrews). So was Herr Hirt’s Hotel and store at Smiths Gully. The Kingstown hotel, known as the Frenchman’s and in 1864 as the Hotel de France, was run by a Monsieur Emile Hude and his wife Jeanne, and known for its good food. They hosted social events, business conventions and debates, attracting patrons from as far as Melbourne. The hotel’s name was changed to Panton Hill Hotel in 1905. In 1883 Charles Caudwell built another hotel nearby, possibly in Long Gully Road,3 which it is thought, was burnt down early last century. Today’s Panton Hill Hotel, built around 1920, is the only one of the cluster of buildings in the main road, not to date from around the turn of last century. It was severely damaged by fire in 2003, then underwent extensive alterations. It is the township’s only hotel and is an example of a modest hotel building exterior, constructed early last century. In its early days the hotel also housed the first post office, newsagency and store. Orams Reef yielded a total of £100,000, and fossikers also found alluvial gold in the creeks and gullies, but there is no record of the total value of their finds. Gold greatly increased the Panton Hill population, which peaked between 1865 and 1885. On holidays large sports meetings were held with wood chopping contests and foot races and the day would end with a ball. Miners came from various countries to seek their fortune, including many from China. The Chinese became unpopular however, and gradually left the district, although some stayed and grew and sold vegetables.5 Panton Hill was named after Joseph Panton, who in 1862 was appointed Police Magistrate for the Woods Point, Heidelberg and Yarra districts. Panton was an outstanding man, who in 1852, was Commissioner of Crown Lands and Assistant Commissioner of Goldfields at Bendigo. In 1874 he was promoted to Chief Magistrate for the Melbourne Police. Panton was also an artist, becoming president of the Victorian Arts Society in 1888, and in 1913, president of the Royal Geographical Society. Despite Panton Hill’s prosperity, it still lacked many services as poor roads made access to Melbourne difficult. A horse-drawn mail coach travelled to Melbourne until 1890, when the railway came to Heidelberg. The nearest doctor was at Yarra Glen or Heidelberg, and the Indian hawker Singh’s annual visit was very welcome. A miner’s shack opposite the school was used as a post office. Today’s general store and post office in the main road dates from early last century, and has changed considerably. While most people searched for gold, the more enterprising ones established farms to feed the diggers. Farmers grew wheat, barley and oats, and sent animal skins to the Eltham tannery, to make furs in Melbourne. As gold became scarce from around 1880, miners took up farming on 19 to 20 acre (8ha) allotments. The first settlers in Cherry Tree Road included Purcell, Smith, Owens, Hughes and Shillinglaw. By 1900 all the land had been taken up around Panton Hill and Hurstbridge. The orchards in Panton Hill and the wider district, particularly of apple and pear, were very successful, and made Panton Hill a cohesive and successful community. About 1914 the Moores built the first cool-store and refrigeration plant at their orchard in Cherry Tree Road. Many settlers planted vineyards and made high quality wine, but in 1922 the blight destroyed them.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as a Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service because he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until he died in 1969. About Ion L Idriess Ion Llewellyn Idriess was born in Waverley, Sydney, New South Wales on 20th September 1889 and passed away on 6th June 1979 in Mona Vale, Sydney, New South Wales at the age of 89. After Idriess finished school he worked in the assay office of Broken Hill Proprietary mine. Both Idriess and his mother had typhoid fever when Ion was about 15 years old and it caused his mother’s death. After spending time with his Grandmother in Sydney he found work on a paddle steamer and had a relapse of the fever. He then went into the western district of New South Wales where he worked in many different itinerant jobs, including rabbit poisoner, boundary rider, drover, sandalwood harvester, shearer, dingo shooter and opal miner. While opal mining at Lightning Ridge he wrote short stories, about life on the opal fields, for the Bulletin using the name “Gouger”. Idriess then moved to North Queensland in search of gold, tin and sandalwood. He travelled over a great deal of the Cape York Peninsula spending a lot of this travel time with local indigenous people; thus began his lifelong interest in their customs. He then spent time on cattle stations in the Gulf of Carpentaria. In 1914 Idriess travelled to Townsville and enlisted in the 5th Light Horse as a trooper. He became a specialist in sniping and was a spotter for the noted sniper Billy Sing. He saw service in Palestine, Sinai and Turkey. Idriess was wounded at Beersheba and after fighting the Battle of Gaza he was invalided home in March 1918. After recovering from his wounds Idriess again travelled to Cape York Peninsula where he worked with pearlers and missionaries in the Torres Strait Islands. He then went gold mining in Papua New Guinea, buffalo shooting in the Northern Territory of Australia and then exploring in Central and Western Australia. LITERARY WORKS OF IDRIESS In 1928 Idriess settled in Sydney and published the first of his 47 books. In 1931 - “Lasseter’s Last Ride”, became his first best seller. In the years 1932,d 1940 he published three books each year. “The Cattle King” (1936) and “Flynn of the Inland” (1932) have gone through reprinting forty to fifty times. His last book was published in 1969. Idriess’ were where in general non-fiction and were written in a colourful and immediate story style, taken from life experiences gained during his travels. Idriess was appointed an Officer of the Most Excellent Order of the British Empire (OBE) for his service to literature in 1968.The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. About Ion L Idriess Ion Llewellyn Idriess was born in Waverley, Sydney, New South Wales on 20th September 1889 and passed away on 6th June 1979 in Mona Vale, Sydney, New South Wales at the age 89. After Idriess finished school he worked in the assay office of Broken Hill Proprietary mine. Both Idriess and his mother had typhoid fever when Ion was about 15 years old and it caused his mother’s death. After spending time with his Grandmother in Sydney he found work on a paddle-steamer and had a relapse of the fever. He then went into the western district of New South Wales where he worked in many different itinerant jobs, including rabbit poisoner, boundary rider, drover, sandalwood harvester, shearer, dingo shooter and opal miner. While opal mining at Lightning Ridge he wrote short stories, about life on the opal fields, for the Bulletin using the name “Gouger”. Idriess then moved to North Queensland in search of gold, tin and sandalwood. He travelled over a great deal of the Cape York Peninsula spending a lot of this travel time with local indigenous people; thus began his lifelong interest in their customs. He then spent time on cattle stations in the Gulf of Carpentaria. In 1914 Idriess travelled to Townsville and enlisted in the 5th Light Horse as a trooper. He became a specialist in sniping and was a spotter for the noted sniper Billy Sing. He saw service in Palestine, Sinai and Turkey. Idriess was wounded at Beersheba and after fighting the Battle of Gaza he was invalided home in March 1918. After recovering from his wounds Idriess again travelled to Cape York Peninsula where he worked with pearlers and missionaries in the Torres Strait Islands. He then went gold mining in Papua New Guinea, buffalo shooting in the Northern Territory of Australia and then exploring in Central and Western Australia. LITERARY WORKS OF IDRIESS In 1928 Idriess settled in Sydney and published the first of his 47 books. In 1931 - “Lasseter’s Last Ride”, became his first best seller. In the years 1932 and 1940 he published three books in each year. “The Cattle King” (1936) and “Flynn of the Inland” (1932) have gone through reprinting forty to fifty times. His last book was published in 1969. Idriess’ books where in general non-fiction and were written in a colourful and immediate story style, taken from life experiences gained during his travels. Inside the front cover are two advertisements for books which may interest the reader.The frontispiece black and white illustration is of the five Kelly Gang members: Dan Kelly, Steve Hart, Joe Byrne, Aaron Sherritt and Ned Kelly.There is a Contents page with a Note on the reverse stating the writers carefully consulted official documents, newspapers and other sources of information.
