The Davey Paxman Experimental Steam Engine was purchased by the Ballarat School of Mines as the result of a bequest from Thomas Bath.The Davey Paxman Experimental Steam Engine was purchased as the result of a bequest from Thomas Bath. The 'substantial sum' was used to build an Engineering Laboratory. The Ballarat School of Mines Council minutes of 08 November 1901 record: - Plans for [the] proposed building were submitted ... and ... it was resolved that a temporary building for an Engineering Laboratory be put up.' This laboratory, as an existing building, is first mentioned in the Ballarat School of Mines President's Annual Report of 1901, presented on 28 February 1902, reporting 'the erection of a building 67ft long by 33 ft wide' This report also lists all the equipment that would be accommodated in the Engineering Laboratory, including the experimental steam engine and boiler. The experimental Davey-Paxman steam engine arrived in Ballarat towards the end of 1902. The Engineering Laboratory was opened on 14 August 1903 by His Excellency Sir Sydenham Clarke. This engineering laboratory remained in use till about 1945. By 1944 preparations were under way at the Ballarat School of Mines to expand existing facilities, to be ready for the influx of returned soldiers. A new Heat Engines laboratory was built, this time of brick construction, replacing the previous corrugated-iron shed. In the early stages the steam engine was used to drive an overhead transmission shaft for machinery in the adjacent workshop. Later the steam engine was moved to a space that became the Heat Thermodynamics Laboratory. At the end of 1969 the engine was relocated to the Thermodynamics Laboratory at the then Ballarat Institute of Advanced Education (BIAE) Mt Helen Campus. It was donated to Sovereign Hill in 2006. According to the research of Rohan Lamb in 2001 around five experimental steam engines were made by Davey Paxman, and three of these had similar configuration to the Ballarat School of Mines Steam Engine, however, each of these was also unique with different valve arrangements. The list, which was on a scrap of paper in a folio held in the Essex Archives, confirmed that one was sent to India. The Ballarat steam engine can be dated to late 1901 to early 1902. Zig Plavina was responsible for moving the steam engine to Mount Helen, and worked on it as a technician for many years. He observed the following: * The condenser is driven by the low pressure engine. * The following arrangements are possible: i) the high pressure engine alone, exhausting to atmosphere. Condenser not used, crankshaft flanges not coupled. ii) crankshafts coupled, mains pressure (120 psi) steam supplied to high pressure engine, partially expanded steam delivered to low pressure engine (Tandem operation). Choice available re exhaust steam: either to the condenser or to atmosphere. iii) crankshafts not coupled, reduced pressure steam supplied to low pressure engine. Exhaust steam - either to the condenser or to atmosphere. * Valve arrangement - a choice of Pickering cut-off or throttle governor. The reports were produced and readily distributed annually to a number of organisational stakeholders and included reports from the Committee, Chaplain, extracts of letters, Ladies auxiliary and a list of subscribers. In the Argus (Melbourne, Vic. : 1848 - 1957), Saturday 24 February 1900, page 15: VICTORIAN SEAMEN'S MISSION The annual meeting of the Victorian Seamen's Mission was held in the institute at Port Melbourne last night. There was a fair attendance, the large proportion being ladies, and the chair was occupied by Sir Frederick Sargood MLC. Mr Hugh R Reid, the president of the institute, was also president. The annual report, which was lead and adopted, stated that the Seamen's Institute at Port Melbourne, and also the Sailors' Rest at Williamstown, had sustained their reputation for usefulness and attractiveness. The attendances had been very large at each place and 114 seamen had taken the pledge at the Port Melbourne Institute. Regreat was felt that owing to the preliminary steps having met with opposition in Parliament the building of the long contemplated additional institute near the Melbourne wharves was deferred but the project had not been abandoned. Large parcels of literature had been distributed gratuitiously among ships' crews and the concerts held for the entertainment of seamen had been very successful. The mission had been in existence for over 40 years. It aimed at promoting the temporal and spiritual welfare of seamen. It had been the means of completely eradicating "crimping" and the sailors' "boarding masters" curie, and otherwise removing many of the abuses which still exist in other ports. The Chairman, in moving the adoption of the report and balance sheet, referred to the great benefits which seamen derived from the institute. He was particularly struck by the fact that during the past year close on 2,000 letters had been written by visiting seamen from the institute namely, 1,720 at Port Melbourne, and 261 at Williamstown. It was also a very note-worthy feature, which perhaps the residents of Williamstown might be able to explain that, whilst out of 49,567 attendances at the Port Melbourne institute 114 had taken the pledge there, there was not a single instance on record of the pledge having been taken at the Sailors' Rest, Williamstown, out of 8,218 attendances. (Laughter) Referring to the projected new institute near the wharves, he was amazed to find that its construction had been, according to the report, orefused by some of the labour members. He did not know the details of the matter, but was of opinion that there was no institution more deserving of the support of labour members than the one advocated. In his opinion, the representatives of labour should disown the action of their delegates in Parliament in this matter. (Cheers ) Selections of vocal and instrumental music were given during the evening.These reports were produced annually and include a number of smaller reports from the Executive Committee, Chaplain and auxiliary. They sometimes included photographs and a list of subscribers and amounts pledged. Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. This photograph is recorded as depicting the presentation by Mr Alan Dunlop to Cr Val Mason, Shire President, of a 2.86-gram solid gold nugget found in the area more than 100 years ago, at the Burke Museum. The gold is reported as attached to a small amount of milk quartz mounted onto a tie pin. The photo and an article about the donation appeared in the Border Morning Mail on Friday 14th May, 1979. Alan Dunlop, pictured, was Sir Edward 'Weary' Dunlop's older brother. The tie pin artefact being donated in this photo is entered into the Victorian Collections database as follows: 'This nugget was found on the Beechworth Goldfield in the late 1800s by Mr Fred McIntosh (Alan & Edward Dunlop's Uncle by marriage, husband of Elizabeth (Bessie) Dunlop), who had made it into a tie pin and presented it to the Dunlop family'. Furthermore, Val Mason was the first female president of the former Beechworth Shire for two terms and a councillor for nine years. This photograph is of historic significance as it depicts known individuals who have connections to key Australian figures. Adolphus Peter Elkin (1891-1979), professor of anthropology was president of the Association for the Protection of Native Races and vice-president of the N.S.W. Aborigines Welfare Board from 1940. He wrote numerous articles, reports and books with detailed descriptions of the aboriginal way of life.This book was one of the few authoritative works on the subject of Australian Aborigines published before the second world war. It is of interest because Elkin was one of the very few white Australians who was prepared to speak for the Aboriginal people. A dark blue cloth-covered book. This is the report prepared by the Royal Society of Victoria regarding the ill fated expedition of the explorers Robert Burke and William Wills in 1861. This volume appears to be Chief Justice Stawell's, the president of the Royal Society, personal copy.The report is rare, held by both the University of Melbourne and the State Library, as well as a few other libraries.Red leather bound report of the Exploration Committee (Burke & Wills Expedition). By the early 2000s there only a few left and Ringwood was one of the last to close about 2008 when it was absorbed into the Citizen's Advice Bureau. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings. This book, a de-luxe copy, was given to John Dwyer as the Chief President of the Australian Natives Association from 1938 to 1940. The Australian Natives Association (A.N.A.) was established in Melbourne in 1871 as a benefit society. Originally membership was restricted to white men born in Australia. The A.N.A. was influential in Australian politics, especially in the 1890s when it campaigned vigorously for Federation. In 1993 it merged with Manchester Unity I.O.O.F. to form Australia Unity, for many years the largest benefit society in Australia. The annual Victorian Conference of A.N.A was held in Warrnambool in 1931. John Beynon Dwyer (1904-1999) came to Warrnambool in 1937 and assumed control of the legal practice in Kepler Street of Desmond Dunne, retiring in 1984. J. B. Dwyer was a long-serving City Councillor (1937-1975) and was awarded an O.B.E. for municipal service in 1966. This book is of considerable importance as it was a presentation copy given to John B. Dwyer, a prominent Warrnambool lawyer, when he retired as Chief President of the Australian Natives Association in 1940. This is a soft-cover book of 92 pages. It is a de-luxe edition with a green leather cover with gold printing on the front. Charles Gordon Watts-Phillips was born in 1849 at Forest Hill, Surrey, England, the son of Dramatic Author, Watts Phillips, and Lily Mariner. He departed England for Australia around 1874. His sister Roland was a favourite Australian actress of the early 1900s. Gordon as he was known, whilst residing in Goolwa, South Australia and working as a clerk met and married a widow, Jane Luxon (nee Miller) on the 7th August, 1876 at the Wesleyan Church in Strathalbyn, South Australia. Jane, Gordon’s elder by some 11 years was born in Ireland in 1838, the daughter of Robert Joseph Miller, a carpenter and Jane Miller. She had previously married Captain William Luxon in 1861 at Encounter Bay, South Australia at age 22 and they had four children: William (1864), George Robert (1865), Miriam Louisa (1867) and Harriet Jane (1869), all born at Encounter Bay. Gordon and Jane had two further children together: Caroline Roland Watts-Phillips (1877 Islington S.A.) and Charles Gordon Watts-Phillips (1879 Yatala, S.A.). At some stage, Jane then deserted her husband. Gordon obtained a master's certificate and was a part owner of a small trader. He had also been captain of one of the passenger boats on the Darling River. He was reputedly a popular coastal skipper. By 1891 Gordon was the Captain of the S.S Omeo operating around Sale, Victoria. In August of that year some of the heaviest flooding of the Thomson River ever experienced in twenty years occurred over the 3rd and 4th of August. Gordon, and others, rescued the lives of many families over that period for which he was awarded a Bronze Medal by the Royal Humane Society. By 1892 the S.S. Omeo had passed to another Captain and Gordon subsequently retired from the sea and moved to Melbourne. Whilst residing in Coburg, Victoria, Gordon met Mary Hilda Harvey Huxley who was living in Brunswick. Mary was born in Horsham, the daughter of George Harry Huxley, a miner, and Emma Deane. Having not heard from Jane for some years and believing her dead, Gordon and Mary marry at Carlton on Christmas Eve, 1900. Interestingly, an announcement of the marriage was not placed in The Age newspaper until September 1903, nearly three years after the event by which time Gordon and Mary had a son, Victor Gordon Watts-Phillips, born 8 February 1903 in Carlton. Within months of the placement of this marriage announcement, his former wife, Jane, makes a reappearance but apparently does not interfere and Mary and Gordon continue to live together as husband and wife. Around the same time in late 1903, Gordon’s brother, Basil Watts Phillip wrote from London to the Victoria Police seeking assistance to locate his brother. He had last heard from him in a letter dated Cunninghame, Gippsland, 1891. He indicated that about 1893 Gordon and Jane and their two children were living at Beaconsfield Parade, Albert Park but the whereabouts of all was now unknown. He mentioned Gordon had also been awarded 21 guineas by Judge Boucaut on the 26th February 1884, also a silver medal, for arresting two ruffians who had brutally assaulted a jockey (in South Australia) and that he had been awarded the Royal Humane Society's medal, London, and in 1891, was presented with the Royal Humane Society's certificate of merit (Victoria). Basil also stated his brother had lost the sight of one eye through a stab he received in New York and had a scar on his temple, one on the wrist, two under the shoulder blade, and one on the thigh, and two bullet wounds in the leg. Basil’s quest was published in the Melbourne Herald and assistance was soon forthcoming to the Police. In June 1906 Gordon made his Will, leaving all his estate to his youngest son Victor. Mary was appointed Executrix and it was witnessed by Olive Huxley, married woman, and James Huxley, a pottery maker. James was subsequently killed in France in May 1918. Gordon and Mary have a second son, Basil Douglas born in Carlton in 1911 but he dies as toddler in 1913. At some point Gordon and Mary made their home at Eltham though official electoral roll records record them at Little Flinders Street Melbourne, employed as a caretaker and from 1906 in Brunswick as a decorator then painter. Eltham may have been a ‘holiday’ home but it seems Mary was actively engaged in the community as a newspaper report in the Advertiser in 1922 not long after Gordon’s death indicates Mary was one of the best known and best liked ladies of the Eltham district. She was actively engaged in all matters, tending towards the welfare of the district. At the time of Gordon’s death Mary was president of the Ladies' Public Hall Committee, responsible for the conduct of numerous, and successful entertainments. Gordon’s first and only legal wife, Jane Luxon Watts-Phillips nee Miller, died 6 November 1921 and was buried 8 November 1921 at Springvale Cemetery. Jane had lived 34 years in South Australia and 30 years in Victoria. With Jane now dead, Gordon was now officially a widower and just three weeks later, the retired master mariner of Eltham at age 55 remarried Mary, 42, of 174 Hickford Street, East Brunswick on the 29th November 1921 in the Parish of St Cuthbert, East Brunswick. Gordon died at their home, ‘The Rest’, at 174 Hickford Street, East Brunswick on February 9, 1922 and was buried at Eltham Cemetery on February 11. An interesting link is established with the heavy floods of August 1891 by the erection of a tombstone in the Eltham cemetery. The stone bears the inscription: - “In loving memory of (Captain) Gordon, dearly beloved husband of Mary Watts Phillips. Died 9th February 1922, aged 62 years." Beside the stone is a replica, carved in a marble scroll, of the Royal Humane Society of Australia's Certificate of merit. Part of the wording of this certificate is as follows:- “At a general court of directors holder at the offices of the society at Melbourne on the 6th day of September 1891, it was resolved that the courage and humanity displayed by Gordon Watts Phillips aged 30-years captain of S.S. Omeo, Sale, in rescuing many families from drowning during the heavy floods on Thomson River on 3rd and 4th of August 1891 call for the admiration of the court, and justly entitles him to the certificate of merit of this society, which is hereby awarded." Unbeknownst to Gordon, his second and subsequent legal marriage to Mary initiated a revocation of his Will of 1906, which had solely benefited his son Victor. Consequently, Mary had to apply for Letters of Administration and the only legal beneficiaries would be Mary and his two children by Jane. On June 18, 1940, at age 61, Mary married 70-year-old Arthur Ernest Fenn in Melbourne. Unfortunately for her, Arthur died a year later in July 1941 and was buried in the Cohuna Cemetery near Echuca. Mary lived a further 8 years, passing away suddenly July 4, 1948 in Carlton, and was buried July 7 with her beloved husband Gordon, at Eltham Cemetery. The suggestion of an Avenue of Honour may have been originally put forward by Lady Irvine who was a member of the Welcome Home Committee. The Avenue of Honour was established to memorialise all those from Eltham who enlisted (some of whom were still fighting overseas at the time), similarly as the Shire of Eltham (Soldiers) Memorial Park was in tribute to all from the Shire who enlisted. The twenty-seven names of those killed from Eltham were engraved on the Eltham War Memorial Obelisk unveiled in 1919 at the corner of Main Road and Bridge Street. From an article in the Heidelberg News and Greensborough, Eltham and Diamond Creek Chronicle, September 22, 1917, p. 2, it was reported: Some few weeks ago a public meeting was held in the Eltham Rechabite Hall for the purpose of forming a committee to make necessary arrangements for the return of our brave lads from the front, with the result that the following officers were elected, viz., Sir William Irvine. president; Cr. R. D. Taylor, vice-president; Rev. T. W. Sapsford, secretary; Mr R. E. Gilsenan, treasurer; with a very strong committee of local residents. Lady Irvine then suggested that it would be nice to plant an Avenue of Honor, which was carried out in a very cheerful and spirited manner on Saturday afternoon. Cr Taylor and Mr R. E. Gilsenan occupied themselves during the fore-forenoon in getting the lining-out and other preliminaries ready, but shortly after one o'clock the willing workers could be seen wending their way towards the township, with picks, shovels. &c., on their shoulders, and in a very short time the gang at work was in appearance a very lively and pretty sight, the only thing that was missing was the camera, to have had a few snapshots taken. A little after 3 o'clock Sir William and Lady Irvine, and Mr W. Gray and family, arrived by motor. Cr Taylor then explained that their object in gathering together so hurriedly to plant the avenue was on account of the lateness of the season, and being offered 100 trees, free of charge, by Cr. Wm. G. Gray; of Allwood Nursery, Hurst's Bridge (for which the committee are deeply grateful to him and the public highly appreciate his generous offer). Sir Wm. Irvine then spoke at some length on the ravages of this cruel war, and the good that must result therefrom in bringing all closer together; he also referred to our brave lads who were fighting for us, and thought it was for those at home to show their appreciation by planting the Avenue of Honor. Lady Irvine thou proceeded to plant the first tree, which was an English oak: Sir William following by planting a Spanish chestnut; and Mrs W. G. Gray a sycamore. After that the gathering refired to the entrance of Mr R. E. Gilsenan's green paddock to partake of refreshments, which the ladies had kindly provided for the willing band of workers. Work was again taken to in earnest, and the planting finished, all being satisfied that they had done good work. At the Eltham Shire Council’s monthly meeting held May 6, 1918, Cr. Gray promised to give Council £20 to £25 worth of trees if the Council would plant and guard them. His desire was that a tree be planted in the name of every soldier lad who has gone to the front. Each tree was later adorned with a brass plaque with the name of a soldier and a wooden tree guard placed around them. Over the years many trees died, and following roadworks were replanted on a new alignment. Nillumbik Shire Council is continuing this process of replanting trees in a new alignment to move them away from overhead power lines and to clear the VicRoads reserve. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. ADA LAURA LYON Ada Laura Apted was born in 1898 at Queenstown, Victoria the daughter of William Ernest Apted and Sarah Ann Watts On the 2 July 1923 she married David Andrew Lyon at Panton Hill Vic. The Lyon family are well known for the fleet of small buses they ran out of their Eltham Garage. In the interim years between becoming married and moving to Eltham (census records indicate they were there in 1931) they lived in several other suburbs including Doncaster and Ivanhoe At the conclusion of World War 2 the citizens of Eltham decided that a memorial should be made to those of the district who had given their lives during the war. Whilst there had been earlier discussions in 1943 by a body of Eltham Women under the title of "the Women's Auxiliary of the (proposed) Eltham War Memorial Trust'' the first official steps were made on the 27 March 1945 in a meeting by the citizens of Eltham under the title of the Eltham District Progress Association. At this meeting one of the first agenda was the appointment of a committee called "The Eltham War Memorial Trust''. Another was to decision that the Memorial should include: A Baby Health Centre, A Children's Library, And a Pre-School Centre From the inception of the project Mrs Ada Laura Lyon worked tirelessly as a member of the Women's Auxiliary to raise money for the memorial. At the election of the officers of the Trust Council in 1961 she was elected as one of the three Vice Presidents. On the 27 September 1962 Ada suddenly passed away. The news of her death was reported at the following Trust meeting. The President Mrs Morrison voiced the feelings of all present that Ada had done so much for the Trust since its inception and had received the satisfaction of seeing the completion of the three units of the War Memorial Trust which had been her goal. On Tuesday 31 August 1965 the Diamond Valley Mirror reported that on the 28 August 1965 the Eltham War Memorial was transferred from the Eltham Memorial Trust to the Shire of Eltham. A special tribute was paid to the late Mrs Ada Lyon a foundation member who made the Trust her life. A memorial plaque (the sundial) was unveiled in her memory. Ada Lyon was interned at Eltham Cemetery on the 28 September 1962. She was survived by her husband David (who passed away on the 25 November 1975) and their two children Betty and Ian. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. The video features Shire President, Cr. Mary Grant talking with the Hon. Pauline Toner MP and Max McDonald MP. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Harry handed over these notes to Jim Connor on 14 March 2010. Jim had replaced Harry as President of the Eltham District Historical Society in 2009. They also reference Stanley S. April Meeting (Newsletter No. 233, Apr. 2017) Our meeting at 8.00pm on Wednesday 12th April 2017 is our Annual General Meeting, which includes the presentation of annual reports and the election of office bearers for the coming year. The official notification of the Annual General Meeting and Agenda are on page 8 in this Newsletter. At this meeting we are pleased to have as our guest speaker Dr. Andrew Lemon, a great friend of EDHS and a Fellow and the immediate Past President of the Royal Historical Society of Victoria. Andrew is an independent Melbourne historian, author of numerous books on local history, shipwrecks, biography, schools and sport and winner of national literary awards. He has been awarded the degree of Doctor of Letters by the University of Melbourne for his published works. Andrew edited the Victorian Historical Journal throughout the 1990s and served on the Library Board of Victoria and the Heritage Council.
