Uniform - Tunic, 1899-1903
This original tunic or jacket is part of the full dress uniform of the pre-Federation Victorian Permanent Artillery regiment. Its owner had the rank of Sergeant, as indicated by the three inverted chevrons. The Artillery design of the badges and buttons indicate the date of the tunic to be from 1893 to 1903. However the maker of the tunic, W. Moncton, began manufacture in Melbourne in 1899, so this the tunic can be dated between 1899 and 1903. The donor's grandfather was given this tunic but not the name of the original owner. It has since been suggested to the family that the tunic was worn by a local Western District Light Horse member. This could very well have been the case because mounted troops were officially referred to as the Light Horse in the late 19th to early 20th century. Several local men were involved in the Light Horse during the First World War. The donor's grandfather wore this tunic in the local district when riding a penny farthing bicycle. The donor's father also wore the tunic when dressed as a 'Captain' hosting a local disco dance. BRIEF MILITARY HISTORY- The Crimean War began In 1854 and many people in colonial Australia were afraid of a Russian attack. Volunteer forces were established to strengthen the British Imperial troops posted here. A battery of artillery was raised in Victoria as well as in other Australian states. In 1870 Australia became responsible for its own naval and military defence. The Volunteer Corps and Victorian Navy shared the responsibility of defending the existing forts, assisted by volunteer coastal and mobile field batteries. The Permanent Victorian Artillery force was established. It was disbanded in 1880 then re-formed in 1882 as the Victorian Garrison Artillery Corps. In 1895 the Geelong, Warrnambool, Port Fairy and Portland Batteries became part of the Western District Garrison Artillery. Many of the volunteers who served in the Artillery were from rural areas. They belonged to rifle clubs and were experience horsemen as well. Australia's defence at this time relied on these mounted troops, or Light Horse men. In 1899 the Victorian Garrison Artillery Corps amalgamated with the New South Wales and Queensland Permanent Artillery to become the Victorian Regiment of the Royal Australian Artillery (RAA). Then prior to Federation, the RAA and the Permanent Artillery of South Australia, Western Australia and Tasmania all combined, becoming the Royal Australian Artillery Regiment with two Batteries of Field Artillery; Battery A from Sydney and Battery B from Melbourne. This original uniform tunic of the pre-Federation Victorian Permanent Artillery is significant for its association with Australia's military defence and the fortifications of our district, state and country. The tunic is also significant, representing part of the history and evolution of uniforms in the Australian military forces. The tunic is also significant in its representation of Australia's independence in forming its own defences. The tunic has local significance in its connection with local social events.Tunic or jacket, part of the full dress uniform of the pre-Federation Victorian Permanent Artillery operating from 1893 to 1903. Original, single-breasted tunic of dark blue wool, red piping trim, black cotton lining in body. Sleeves lined with blue striped, white cotton. Front closure has eight brass buttons. Red band-style collar with hook-and-eye closure has gold bullion braid trim and a brass badge pinned each side at the front. Upper right sleeve has three inverted chevrons on red fabric with gold bullion braid trim (rank of Sergeant). Both sleeves have gold bullion braid 'Austrian knot' emblems stitched onto lower arm, with ends finishing on the inner sleeve. Shoulder epaulettes have red piping and smaller brass buttons. Closed back vent has vertical scalloped design with six brass buttons, in two columns of three, and red piping trim. Brass belt hook is attached to the left back waist, close to the seam (right side has a mark indicating a previous similar clip). Inside left breast is a concealed pocket. Tunic has both machine and hand stitching. All brass shank-style buttons have matching Artillery emblems with inscriptions on the back. The two brass collar badges have additional artillery emblems of exploding grenade and star as well as an inscription. Buttons were made for W. Moncton, of Melbourne and marked with his name. He traded from 1899, dating the tunic to between 1899 and 1903.Button front: Artillery emblem on front (field cannon facing left, in front of a muzzle-loading ram rod). Button back: engraved "W. Container - Horse trough, Annis & George Bills, circa Dec. 1932
This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. The trough was made in Hawthorn, Victoria, by J H Phillips circa 1932. “DONATED BY / ANNIS & GEORGE BILLS / AUSTRALIA”flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, annis and george bills, bills trust, j h phillips, rocla concrete pipes ltd, hawthorn, water trough, watering trough, horse trough, animal welfare, bills horse trough -

Book, Happy Dispatches
This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. About A. B. ‘Banjo’ Paterson Andrew Barton Paterson was born at Narrambla Station in New South Wales, Australia, on 17th February 1864 and died 5th February 1941. His first seven years were spent on his father’s station, where like so many Australian children he enjoyed a bush boyhood. This property was at Obley in the Orange district of New South Wales. The family moved to the Yass district and lived near the main route from Sydney to Melbourne where he saw a great many bullock teams, drovers with herds of stock, gold escorts and Cob & Co coaches. His lifelong love of horses and horsemen was forged from the riders and their horses he saw at the picnic races and polo matches the family attended. These horses and riders where from the Murrumbidgee River and Snowy Mountain areas of New South Wales. Patterson lived most of his life in Sydney. He became a journalist, army officer, novelist, poet, solicitor and a war correspondent. He enjoyed many different sports such as tennis, rowing and, most of all, he delighted in his horsemanship. His first poem ‘El Mahdi to the Australian Troop’ was published in the Bulletin in 1885 under the pen name of “The Banjo”, which was the name of his favourite horse. In 1895 his first book was published and was sold out in the week of publication; he sold 7000 copies in a few months. This book was “The Man From Snowy River, and other Verses” and it contained such ballads as ‘Clancy of the Overflow’, ‘The Geebung Polo Club’, ‘The Man from Ironbark’, and ‘Saltbush Bill’. The tittle poem was first published in 1890. In 1895 Patterson visited his fiancé (at that time), Sarah Riley, who was staying with her friends the Macphersons at Dagworth Station in Queensland. Sarah’s old school friend Christina McPherson. Christina replayed to them an old Scottish tune called “The Craigielee March” that she had heard played by the Garrison Artillery band at the Warrnambool picnic races in Victoria, 1894. Patterson wrote words to fit the tune and it became the now famous ‘Waltzing Matilda’. He was commissioned by the Sydney Morning Herald and the Melbourne Age as they correspondent to report on the South African War. After being a roving reporter in China he went to England and spent time with Rudyard Kipling. In April 1903 Paterson married Alice Walker in Tenterfield, New South Wales, and they had two children, Grace and Hugh. At the outbreak of World War 1 Paterson sailed for England in the hope of covering the fighting in Flanders as a correspondent but finished up driving an ambulance for the Australian Voluntary Hospital, Wimereux, France. In 1915 as an honorary vet he made three voyages taking horse to Africa, China and Egypt. On 18th October 1915 he was commissioned in the 2nd Remount Unit in the Australian Imperial Force and was promoted to Captain serving in the Middle East. He was wounded in April 1916, when he re-joined his unit he was promoted to major and commanded the Australian Remount Squadron from October 1916 to his return to Australia in 1919. Once the War was over he resumed his work as a journalist until he retired in 1930 so that he could devote time to creative writing. He became a successful radio broadcaster with the Australian Broadcasting Commission using his travel experiences. He wrote the children’s book “The Animals Noah Forgot” in 1933 and then in 1934 “Happy Dispatches” in which he told of his meetings with people like Winston Churchill and Kipling. “The Shearer’s Colt was published in 1936 and in 1939 he wrote for the Sydney Morning Herald. After a short illness he passed away in Sydney on 5th February 1941. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Australian Light Horse Figurine 'The Waler's Mate', 2019
Although the 'Waler' was specifically bred for the Australian bush it proved a tough, reliable mount in the desert battles in the Middle East during WW1. Over 130,000 were sent overseas and of these 15,000 served with the Light Horse. None would return to Australia.Cold cast bronze figurine of an Australian Light horseman kneeling beside his "Waler" horse. Photograph, Late 19th Century: [ c. 1885?]
This informally posed photo was taken in front of the old grandstand at Mortlake's recreation (football) oval. It shows 17 troopers in uniform, holding rifles. There are 7 horses, one trooper is mounted. All wear an early version of the slouch hat. An interested group of mainly boys and a few men, including a policeman, watch from the grandstand. Shows early preparation for national defence or conflict, at a local level. Britain had withdrawn its defence forces from the colonies in 1870, so the States had to provide their own. District defence groups were common at this time, meeting regularly for training. This un-named and un-dated photo appears to be a local (Mortlake) unit of the Victorian Mounted Rifles c. 1885,[A local expert on weaponry believes they are from the 'Victorian Rangers' judging from their rifles.] They were precursors of the Light Horse regiments of the Boer and First World Wars. Mortlake has its own Boer War Memorial (1902) in Mortlake Botanic Gardens.
