This letter outfit (RNIB catalogue no. 9096) is primarily intended for teaching blind and partially sighted children the rudiments of spelling and word building.There are 60 letter squares in the set, and on each of these appears a printed letter, both capitals and lower case, the capital being at the top with the braille equivalent in the middle of the tile. The letters can be joined together by pressing the projecting tab on one square into the slot on the right hand side of another. The H. & L. Hecht Trust was established in 1970 to provide support for community development projects. One such project was the establishment of a Low Vision Aids Clinic at Kooyong, so that people with low vision had access to the devices and equipment that could assist them. The tablet reads: The establishment of this Low Vision Aids Clinic was made possible through the generosity of the trustees of the H. and L. Hecht Trust. Miss Enez Domec-Carre was the teacher of the girls classes at Legacy. This article was based on the Eulogy given by Legatee Ted Larkin at her funeral on 21st April 1998. Among her proudest moments was a display by 1000 Junior Legatees at the MCG during the 1954 visit of Queen Elizabeth II. As well her work for Legacy she ran physical education, ballroom dancing and debutante preparation classes in Windsor, Elsternwick, Gardenvale and Geelong. She also held a position on the Board of Studies and as director of physical education in Catholic Schools. Recognition of her work included being awarded an MBE in 1971. A letter to the President of Melbourne Legacy from a representative of a sub-committee. The pencil mark on top of first page could imply it came from Legatee Stan Savige. Date is not known, the first section refers to a resolution of the Board of Management in 1930. That resolution was 'That members of the Club make every effort to influence trade towards Returned Soldiers in business, particularly fellow members, and accept every opportunity at this juncture to carry this into effect.' The rest of the report is a discussion on the impact of this resolution and how it can be made effective in the working of the Legacy spirit. In the report on the work of Legacy in 1953 (see item 01491) it was mentioned that the education of Legatees was seen as something that needed to be addressed and a formal induction process with proper training would be necessary. A two page report was included as attachment 'C'. This is the report. It mentions the Board of Management decided to inaugurate a course of classes, over six Monday evenings. The topics covered: 1) The structure of Legacy and the nature of contact work. 2) Welfare Committee and Welfare assistance available from statutory sources. 3) Education and Employment Committee 4) Residences, Housing and Accommodation, Camp and Holidays Committees. 5) The Medical, Dental, Boys' and Girls' Group Committees. 6) Personnel and Comradeship. These two letters, one to President Owen from James G Gillespie with a donation of a copy of 'Legacy' by Claude Blatchford, and a yellow file copy of a reply letter from President Owen. Legatee Gillespie suggests document called 'Legacy' by Blatchford should be inscribed and handed to succeeding presidents. The reply agrees and that the Board had expressed their appreciation of the fine gesture. A document that was part of a folder about the running of the President's Fund, that was created in 1932 "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. The document summarises the history of a fund that allowed President's to make discretionary payments to worthy causes without need to have it approved. It mentions that original and official papers about the fund have been lost so this was an attempt to record what was known. The fund was credited to the late Legatee Walter Berry of the domestic and building supplies firm, Henry Berry and Co. wth money from his late father's estate. An initial fund of £200 (?) was handed to the president with some of the following terms: 1) the funds existence was not to be published or made known, except from President to President 2) money could be loaned or granted in sums as determined by the President of the day, for the preservation of the independence of the recipient 3) The club treasurer must keep the money in a separate account 4) The only persons to be helped must be members of Legacy but no restriction on the reason (business or personal) 5) At the end of the presidential term records handed over may be 'closed' except the ones that loans were involved and the terms of the loans could be disclosed. It is known annual donations of up to £1,000 to Legacy were received from the Howard and Georgina Berry Trust for use in the Fund. See also item 01520 for another summary of the fund's history. Other pages show copies of the original letter, dated 24 February 1933, acknowledging receipt of £50 from the Howard and Georgina Berry Trust Fund to start the President's Fund with agreed terms of use. Despite initially losing his farm and then a colour printing business he went on to form W.D. Joynt & Co which began by printing advertising and moved on to general printing, ultimately becoming one of the three largest paperback printers in Australia. in 1976, due to the then economic difficulties in Australia, the company went into receivership, but managed to trade its way out and eventually printed most of Mills & Boon's popular romance series. In 1981 the company became part of the McPherson Group of Companies and Joynt retired. His qualities of leadership, persistence and business acumen were of great benefit to Melbourne Legacy. Itemises occupancy from 1961-71, annual cost of the residences, auxiliary accommodation costs and Legacy manpower needed, as well as the philosophy behind providing residential care. Consideration is given to the need for accommodation, equivalent care available elsewhere, and the projected decline in the number of children needing accommodation. The Forecasting Sub-Committee recommended that a further sub-committee be appointed by the Board to enquire further along the lines suggested in this report, and this became the Residences Review Sub-Committee in 1971. Information on the life of Legatee Frank Doolan from the memorial service held for him in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving by positioning two mirrors . For this he was awarded the British Empire Medal. He was involved in the purchase of Legacy House in 1955 and also in the Lone Pine project in 1964. In a final story the speaker mentions Frank acquired a race horse called Tamwill from the estate of a mate. It gave him great pleasure for years and poignantly died the day before Frank passed away. The card sent as a thank you from the family includes hand written text to Wendy (Faulkner, staff member at Legacy) from Geoff Doolan, son of legatee Frank Doolan. Speakers included President Bill Braidie, Legatee Jim Gillespie and Legatee Frank Doolan. Frank recalls how he delivered the Toast to Legacy at the Perth Conference. In it he likened Legacy to a valuable cloak with foundations of gold and silver laid down by the founders, and additional threads added by successive legatees to become what the public see today. This notebook appears to be the Warrnambool Water Trust Records of two contracts in 1892 . (The reference is written as 'W.W.Trust'.) The first contract, with the contractors, Coates and Reed, is for the excavation for settling tanks and clear water basin and a reservoir in Liebig Street and there are 60 pages giving details of these works - labour, masonry, concreting, fencing etc. The second contract with the contractor, William Kellas, is for the erection of a cottage and an engine shed and boiler room (7 pages). The Warrnambool Water Trust was set up in 1891 and the first project was the supply of water from the Merri River near Wollaston to a reservoir and tower in Liebig Street and this notebook concerns some details of this early water supply scheme. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Occupation - Farmer. Enlistment date was 17th August 1914. Served with the 68 Battery Royal Field Artillery during the South African War. Rank on enlistment was Sergeant. The obverse shows Sir Bertram Mackennal's bare headed effigy of King George V facing left with the legend 'GEORGIVS V BRITT:OMN:REX ET IND:IMD - "George V, King of all the British Isles & Emperor of India". The reverse, designed by William McMillan, shows St George, naked on horseback and armed with a short sword, an allegory of the physical & mental strength which achieved victory of Prussianism. The horse tramples on the Prussian eagle shield and the emblems of death, a skull and cross bones. In the background are ocean waves and just off centre near the right upper time is the risen sun of victory. The years 1914-1918 appear on the perimeter in the left and right fields respectively. The watered silk ribbon is 32mm wide with 3mm wide royal blue band, 2mm wide black band, 3mm wide white band repeated in reverse order and separated by 16mm wide orange band. Victory Medal - The medal is bronze disc 36mm in diameter with a winged figure of Victory on the obverse. The reverse has the words 'THE GREAT WAR FOR CIVILIZATION 1914-1918', all surrounded by a laurel leaf. The watered silk ribbon is 32mm wided has two rainbow design with the violet from each rainbow on the outside edges, moving through to a central red stripe where both rainbows meet.The recipients name, rank and unit are impressed on the bottom edge of the medals - Lieut F Barratt AIF
