The collection of ARP items, originally belonging to Mr Samuel James Gare of Bowen Street, Kew, was donated five years after his death by his son.Primary resources showing the materials and advice developed to protect civilians on the home front. Elizabeth Nelson on eMelbourne has written that: "War Savings Streets were street-based savings groups that participated in the national war savings campaign during World War II. In May 1940 the Australian Government launched its Savings Certificates scheme which encouraged civilians to invest in the national war effort. Organisers of the savings campaign targeted Melbourne's suburbs individually with the aim of enlisting street savings groups. Each street group had a volunteer secretary who regularly sold war savings certificates to, and collected money from, other residents. The Australian Comforts Fund (ACF) was first formed on 24 August 1916 from a number of State based organisations that had been individually formed at the beginning of the First World War to send comforts to the troops. With the close of the war, the ACF officially ceased to exist on 16 April 1920, only to be revived in 1939 with the outbreak of the Second World War. The ACF provided embarkation kits to troops containing items such as soap, clothes, tobacco, razors and barley sugar. The ACF officially closed on June 27, 1946. In 1940: "Kew Council decided ... to give wallets as mementoes to members of the Second A.I.F. who enlist from the municipality. The selection of the type of wallets to be given was left to the Mayor (Councillor H. F. Mogg)." (The Argus, 21 Feb 1940, p.11). In the event, this wallet like others were predated to 1939 on the front.This item contains two parts: a letter from the City of Kew to Pte Martin and a wallet with which he was presented. The Kew Advertiser was a major local Kew newspaper founded in 1926. It was owned by William David Vaughan who was a prominent member of the Kew community. This later became the nerve centre for publication of four other local newspapers: The Hawthorn Standard (1932), the Eastern Suburbs Advertiser (1934), the Coburg Courier (1935) and the Brunswick Sentinel (1936).
