Considered a ‘worthy’ councillor, William [Bill] Wishart was ‘blunt’ in words and actions during his period of civic service. He was concerned with a picturesque Kew. This included street lighting, macadamised roads and improved access to Melbourne. Often accused of being German, he asserted his Australian birth and Scottish heritage. He was a strong advocate for women’s rights, believed in compulsory voting, favoured prison reform, opposed religious instruction in State schools, betting including horse racing, Home Rule, alcohol and sought to establish a tourist bureau. Cr. Wishart was ‘unanimously’ supported to nominate for the vacated seat of Richmond in Victoria’s Legislative Council. He narrowly lost the vote. After a sudden death, he was buried with Presbyterian rites in the Boroondara General Cemetery.Arthur Henry Dear was an employee of the City of Kew, acting as Hall Keeper of the Kew Recreation Hall in Wellington Street, and later the new Kew City Hall in Cotham Road. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. Cr. W.D. Vaughan in his civic history of Kew includes a chapter (XXXII, pages 132-3) to Town Clerks and Surveyors. He states that H.H. Harrison began his career with the Borough of Kew in 1888 as his predecessor's assistant, becoming Town Clerk on the latter's death in 1901. On his retirement, The Herald on 30 Jul 1938 reported that: "H.H. HARRISON, Town Clerk of Kew, was entertained last night by members of the Metropolitan Institute of Town Clerks and presented with a walking stick and case of pipes, on the occasion of his retirement after 50 years' service with Kew City Council. He began his municipal career as a youth with the Bendigo City Council, and in 1888, was appointed Assistant Town Clerk at Kew. Alan J. McConchie, a manufacturer’s agent, was elected to Kew Council in 1924, serving as a councillor for 21 years. He was elected Mayor of Kew in 1927-28, and again in 1945-46. During his second term as Mayor, he gained the support of Council for a pre-school plan which was the first of its kind in Victoria. The scheme established nursery schools and kindergartens as an extension of the existing baby health centres. Alan McConchie was active in Methodist Church work, and was one of the founders of the East Kew church, of which he was a trustee for 29 years. He was well known in the district as a cricketer and was a founder and past president of the East Kew Bowling Club. A Resident of Strathalbyn Street, he died in 1945 aged 60, while attending morning service at the East Kew Methodist Church. He is buried in the Burwood Cemetery. Kew Library history: 1860: Kew's first library was the Kew Literary and Scientific Society, which opened on 6 August 1860. 1884: Kew Town Hall was extended and the library transferred to a room on the upper floor. This was not an ideal arrangement as the room was required for Council purposes. 1904: A cottage adjoining Kew Town Hall was purchased for use as a library. 1937: The library was closed for a major overhaul of stock and renovation of the building. It reopened in December 1937 and remained there for more than 35 years. 1973: When the Civic Centre opened in Charles Street, Kew, the library moved in. 1987: Kew Library moved to its current location in the converted city hall, overlooking the beautiful Alexandra Gardens. The original Kew Town Hall offices were located in Walpole Street, Kew. Before 1960, even though it had been much discussed over a number of decades, Kew did not have a 'civic hall'. When required, events such as balls, exhibitions or theatrical events were held in the Kew Recreation Hall in Walpole Street. A new City Hall was to be opened by Sir Robert Menzies in 1960. It was located beside the Alexandra Gardens in Cotham Road. It is now used as the Kew Library. Cr Hugh George Ferguson (at right) was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Australian Imperial Forces. After the war he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and was campaign director for Arthur Rylah is Victorian politics. He organised the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including a World Trade Fair. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor for the 1959-60 term. He died in 1975, aged 75, and is buried in Boroondara Cemetery.An item of historical interest donated by members of the Dods family in 2006. In 1948, the citizens of Kew presented this jewellery box to the outgoing Mayor and Mayoress of Kew, Cr & Mrs W D Vaughan. In 2021, it returned to Kew, thanks to the generous donations of our Friends of the Collection. William David Vaughan to whom the jewel box was presented in 1948 was a publisher, politician and historian, born in 1897 at Heathcote. By 1922, he had become a publisher and Secretary of Victorian Newspapers Ltd. In October 1922, he married Muriel Gladys Frazer in Bendigo. He purchased 'Elsfield' in Cotham Road, renamed it 'Carramar', and resided there for almost fifty years. His wife, the Mayoress, was an accomplished pianist and entertained the wives of councillors and supported many charitable works from her home. In 1926, Vaughan founded a local newspaper, the Kew Advertiser. During his second term as Mayor, he was elected president of Melbourne Suburban Newspapers’ Association, In April 1947, he was appointed to and later became chairman of the Free Library Services Board. In 1960, he published his history of Kew - 'Kew's Civic Century'. Vaughan’s third term as Mayor in 1962-63 saw the erection of the pavilion at Victoria Park and the final clean-up of the Outer Circle Railway. He died in September 1976. This inlaid and engraved jewellery box was part of a larger donation made to the Mayor and Mayoress of Kew in 1948 by the citizens of the municipality. It is the only 'civic award' in the collection given to a former civic leader and complements the large collection of civic portraits in the collection. The box is additionally significant because of its association with William David Vaughan - newspaper proprietor, local politician, and local historian. Dorothy Rogers wrote two major books on Kew's history: Lovely Old Homes of Kew (1961) and A History of Kew (1973). In addition to her published works, she was a regular contributor on issues of local history to suburban newspapers. Her archives are held in the collections of the State Library of Victoria and Kew Historical Society. Plaque was previously located on the front wall of the East Bentleigh Memorial Pool alongside the original City of Moorabbin Memorial Pool plaques. The plaques were removed from the wall when the building was demolished for the GESAC development. The Moorabbin pool plaques were restored and relocated to the rhs wall in the entrance to GESAC. This book celebrates the achievements of the Bendigo Community Bank after 15 years in Surrey Hills and Canterbury. The Surrey Hills branch was opened in the bank site previously operated by the CBA (Commonwealth Bank of Australia) after it took over the State Savings Bank of Victoria (SSB) which has the building constructed for bank use in 1916. A public meeting to garner support for opening a branch of the Bendigo Community Bank was held in the Surrey Hills Neighbourhood Centre. One of those pushing for restoration of banking services in the area was Damien Hudson, son of real estate agent Ray Hudson. He subsequently became a member of the Surrey Hills Community Bank Board. The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. This dress was worn by Brighton's first female mayor, Councillor Di Lopez, to a Mayoral Ball held at Brighton Technical School in 1977. Diane Margaret Lewis completed a law degree at the University of Melbourne, later marrying one of her classmates, criminal lawyer Ramon (Ray) Lopez. When she decided to run for the Brighton City Council in 1975, she was seen as an outside chance. Undeterred, she rallied a small group of friends and supporters and set out on an extensive door-knocking campaign that won voters to her side and successfully unseated former mayor Keith Devenport. She went on to serve two terms on council from 1975 to 1981. Di initiated many local projects, including the creation of a bike path along Nepean Highway and the first Brighton Festival, while balancing family life and a demanding ‘day job’ as personal assistant to Victorian Minister for Youth, Sport and Recreation Brian Dixon. She was a member of the Women’s Electoral Lobby and a champion for women’s representation, encouraging both Sally Allmand and Kate Harman to run for council (both were successfully elected). She advocated forcefully for an open, transparent local government in which ratepayers had the chance to participate and be heard. In 1976 Di became the first woman to hold the title of Mayor of Brighton, and she made it clear from the outset that she was going to do it her way. For the annual mayoral ball in 1977, ordinarily a staid traditional function, she chose a discotheque theme based on the Rod Stewart album Night on the Town, with a broad dress code of ‘black tie or jeans’: ‘You’ve got to get with the times,’ she said. ‘We want people to wear whatever they feel comfortable in.’ Di herself chose to attend in this knee-length chamois dress embellished with strings, ribbons, beads and feathers. It was both a fashion statement, exemplifying her colourful, flamboyant and forthright style, and a political one: a declaration of her intention to lead a progressive council, embracing the new and refusing to be hemmed in by dated traditions. In 2020 she was awarded an Order of Australia Medal for her service to local government and to the community of Brighton.This dress has local historical significance for its association with Brighton's first female mayor, Councillor Di Lopez, who wore it to a Mayoral Ball in 1976. The dress exemplifies her flamboyant reputation, modern outlook and willingness to break norms. At the time, the dress was a radical choice for a Mayoral Ball, where women typically wore formal evening gowns. With her choice of dress, Cr Lopez was making a public statement, breaking away from dated traditions and announcing her intention to bring the Mayor's office into the 1970s. Prior to the election of female Councillors and Mayors, the Mayoress role was one of the few ways women could officially undertake civic duties and Mayoress's played an important role in civic life through charity work, even stepping in on occasions to undertake Mayoral duties. Anne Galvin O.B.E. was born Anne Edith Ruby in 1903 and was one of Bendigo's best known charity workers. She used her first speech as Mayoress to indicate her intentions to do something for mothers and children and it was mainly through her efforts as president of the National Council of Women that Bendigo received the appointment of the two first women police officers in 1956 (1). Anne Galvin was the second woman in Bendigo to be elected to the Bendigo City Council in the 1960's, retiring after six years on Council in 1973. Alec Craig was elected to the Barkly Ward seat on the Bendigo City Council in March 1954 after the resignation of Cr J A Michelsen. He became Mayor in 1956 and served from 1956 -57, 1963 - 64 and 1973 -74. Councillor Craig first posited the idea of Hargreaves Street becoming a shopping mall but retired from council in 1976 before the idea was executed. Alec Craig was the foundation President of the Provincial cities and Town Association of Victoria and President of the Bendigo Base Hospital in 1973. He was awarded an O.B.E. in 1973 for outstanding public service. Mayor Harkness is best known for abolishing liquor from the Town Hall and replacing the Mayor's Ball with a Monster Sunday School Picnic for children which took place in Ravenswood in 1883 and was attended by 15,000 people. Abraham Harkness arrived in Victoria in 1857 aged 28. He was initially successful in his search for gold and after a return trip to England in 1862 returned to Bendigo where he opened a general store and then a foundry manufacturing mining machinery. He stood for council from in 1880 and was elected a further eight times over the next twenty years. Cr Harkness served as Mayor in 1882, 1897 and 1898. His son Andrew became Mayor in 1908-09. Abraham Harkness married Jane Elizabeth Noble in Bendigo in1864 and together they had six sons and five daughters. Abraham died in 1912 and Jane in 1927. This elegant silver service was gifted to Mrs Harkness by her husband the Mayor in remembrance of the event and then gifted back to the City.Four piece Victorian tea and coffee silver service consisting of tall coffee pot, tea pot, two handled covered sugar basin and covered cream jug. Oval, chamfered shaped base tapering at top. Bodies are decorated with foliate decoration and central finial entwined with cartouche which holds either the Bendigo Coat of Arms, or the entwined initials J E H except the large coffee pot which has engraved dedication to Mayoress Harkness instead of the Coat of Arms. Erected 1974, dismantled 2000s. The Headquarters was operated from the family home at Ferris road at its inception, and in 1974 to the Barrie home at First Avenue Melton South. A storage office and Radio Tower was erected in the yard. A connection phone line was linked to the home of Wayne and Lynn Sullivan who lived at the rear in Kurrajong Cr later became LY remote. Wayne later became Communications Officer and the Headquarters moved location to the Melton Fire Station. The Mount Cotterill Group encompassed the Rural Fire Brigades of Melton, Rockbank, Sydenham, Toolern Vale, Truganina, and Werribee and later Diggers Rest. In the stage of transition from H.F.( High Frequency) to Very High Frequency some radio sets were non CFA Tankers when the group was established. Ernest W (Bon) Barrie, 1909 – 1985 Melton Fire Brigade (and predecessor Bush Fire Brigade) Apparatus Officer, 1945 - 1953 Captain, 1951 - 1965 Mt Cotterill Fire Brigades’ Group Elected Group Officer, on the formation of the Group, 1967. As Group Communications Officer he operated the VL3 LY base radio station from home on a 24 hour basis for fire brigades of Melton, Rockbank, Sydenham, Diggers Rest, Toolern Vale, Truganina and Werribee. With his brother Edgar, he built the first Melton Fire Truck. It was housed on the family property until a fire station was constructed in the Melton township. Recipient of the Queens Medal, 1979 Recognised for 44 years of service on the Melton Fire Brigade Memorial Wall Plaque, dedicated May 2013 Mt Cotterell Fire Brigades G H Q and aerial was erected at No 17 - 19 First Avenue in 1974 at the home of Edna and Bon Barrie. Previously the Mt Cotterell Group VL3LY communication headquarters occupied their h ome in Ferris road at its inception in 1967. The First Avenue headquarters and map room, with radio equipment was also housed at the residence. Ian Darnton Watson was a member of a prominent family of civic leaders in Wodonga. He was born on 6th July 1925 in Albury, the first son of Kenneth Darnton Watson and Phyllis Lenore Emily Austin. He completed his primary education at Albury Grammar School, and later became a boarder at Melbourne Church of England Grammar School. He enlisted for service at Albury on 25th January 1944 and commenced full time service on 8th February 1944 at Royal Park in Melbourne, Victoria and was allocated to the 2nd Medium Regiment. He embarked for overseas service in Borneo on 30th July 1945 and disembarked in Australia on 15 April 1947 after serving with the Australian occupation forces in Japan. Mr Watson was discharged on 22 April 1947 at which time he was a member of the Australian 2nd Medical Regiment. On discharge he returned home to help his father farm his property, De Kerilleau in Wodonga. De Kerilleau was classified by the National Trust in 1974. Ian described his father, Kenneth as a hardworking, practical man, who for two years from 1929 - 1931, had been the Wodonga Shire President. Cr K. D. Watson was again elected to the Council in 1943 and served until he died in October 1951. In March 1957, he married Miss Lesley Buttfield, of Sydney, NSW. They had three children, Fiona, John and Rowena. John was later to become a member of Wodonga Council and served as mayor. Ian was past President of the RSL branch at Wodonga, Captain of the Wodonga Rural Fire Brigade, and President of the West Wodonga Primary School Committee. He also served on Wodonga Council from 1974 until his death on 14 December 1981, aged 56.This certificate is significant because it acknowledges the War Service of a prominent member of the Wodonga communityA colour printed certificate presented to Ian Darnton Watson in appreciation for his service for "King and Empire" during World War II. The text is surrounded by columns and an arch. The Australian and British flags are at the top as well as representations of the Navy, Army and Air Force. It also features the logo of the Shire of Wodonga above the text. The badge of the Commonwealth Armed Forces is at the centre bottom of the certificate.
