Kenneth Joynson Flecknoe joined the Ballarat School of Mines Council on 16 April 1975, and was elected Vice-President on 15 July 1979, and became its eleventh president in 1981. His time on Council was one of rapid chance for the School, from separation of the tertiary division and the Junior Technical School to the development of TAFE. Kenneth Joynson Flecknoe joined the Ballarat School of Mines Council in 1979 becoming its 11th President in 1981. He joined the Ballarat Courier newspaper in 1953 as company secretary, becoming General Manager in 1966. Flecknoe joined the board of directors in 1968 and was managing director from 1969 until his retirement in 1987. Flecknoe was chairman of the Ballarat Broadcasters Pty Ltd (3BA), of the gateway Publishing Company which published newspapers in Ararat and Stawell and of the Ballarat Publishing Company which published Ballarat News, and was formerly deputy chairman of associated Broadcasting Services Ltd (BTV6 Ballarat and GMV Shepparton). He was also Chairman of the advisory board of Ballarat's St John of God Hospital. Flecknoe's contribution to the Royal South Street Society, of which he was a past president, and a committee member since 1961, was rewarded with life membership. He was also a life member of the Ballarat Historical Park Association (Sovereign Hill). In 1980 the Ballarat School of Mines Council presented a proposal to the Ballarat City Council regarding occupying and managing the Ballarat East Free Library as a School of Traditional Crafts. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. On 01 January 2014 University of Ballarat became Federation University Australia. The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture.
