... local-government... council portrait government shire municipal local-government Cr J ...Cr J Ritchie came from Scotland at Hobart in 1833 having been 9 months on the outward journey. he took up land at South Esk and remained there for 6 years.later on advice of the Henry brothers he came to Victoria and after a preliminary inspection of the land charted the brig “William” and with all of his possessions, including 2000 sheep and two servants he arrived in Portland Bay in January 1840 and as he already held a squatting licence No 230 became a settler in the district. he moved along the coast toward Goose Lagoon but due to a drought the water had dried up and forced him to move further eastward to the Upeer Hopkins but the lack of any but brackish water he was forced to return to Aringa. Aringa comprised of 26,000 acres between the Shaw and Moyne Rivers, 640 acres became freehold at one pound and acre with the right to take up leasehold at a low rate according to the number of stock. At Aringa he designed and built his first home part of which still stands today. He married Sarah Elizabeth Davis in 1852 at Weerongurt Station (Mr John Cox’s property). The building was originally Company's Hotel, then used as temporary premises by the Colonial Bank during construction of the bank's own premises, then Borough of Tarnagulla Council Chambers and Mechanics Institute. Also known locally as Burstall Hall from c1960 following a donation of maintenance funding from the Estate of the late RH Burstall. In June 1866, Aimé Marchand (1846-1910) made a series of fourteen photographs which were submitted to the 1866-67 Melbourne Intercolonial Exhibition, where they earned a 1st Class Honorable Mention. This is one of those fourteen images. Of French or Belgian origin and possibly formerly an assayer in California, Marchand appears to have begun his practice of photography in Tarnagulla around 1865 as an assistant to A.B. Clay. By the following year he had settled in Portland, where he opened the Royal Photographic Studio in Gawler Street. From his base in Portland he toured surrounding districts, offering portrait and view services. Little else is known about his life. He appears to have left Australia in 1878. A misprint of his name in a local directory as Annie Marchand created the misconception that he was one of only a few named women photographers in the colonies. Murray Comrie's son Murray Jnr., to avoid confusion became known by his middle name, Neil. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. The Civic Centre was officially opened by the Honorable Sir Henry Bolte, K.C.M.P., M.P., Premier of Victoria who was accompanied by the Honorable R. J. Hamer E.D., Minister for Local Government. The Shire President was Cr. James A.
