In 1920 the Prince of Wales embarked on a journey to Australia on behalf of his father, King George V. While the visit was intended to strengthen the relationship between Australia and the Empire, the main objective was to offer thanks to the Australian men and women for the sacrifices and contributions that they had made during World War I. The Royal Tour began in April 1920 and covered 110 cities and towns across the country. The Prince spent eleven days in New South Wales, nine days in Victoria, four days in Tasmania, eleven days in Western Australia, six days in South Australia and eight days in Queensland. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. The Kew Civic Centre (A K Lines, MacFarlane & Marshall, 1972) was built next to the Kew Civic Hall (A C Leith & Bartlett, 1960) on the site of the former mansion Ordsall (later renamed South Esk). Whereas the entrance to the Civic Hall was positioned off Civic Drive, the main entrance to the Civic Centre faced Cotham Road, as shown in the undated perspective drawing of the proposed building. The Civic Hall was used for public functions and performances, while the Civic Centre was used for civic offices. It also contained the Council Chamber. The building opened in 1972, following the relocation of the councillors and council officers from the former Town Hall in Walpole Street (now a Woolworth's supermarket). Following the amalgamation of the former City of Kew into the City of Boroondara in 1994, the Civic Centre was sold to Trinity Grammar School. The exterior of the Centre has been modified by Trinity Grammar.A report for Heritage Victoria (date) describes how two architectural firms dominated the designs for new civic buildings in Victoria during the post war period. The report claims that: "An interesting sub-theme in the erection of post-war municipal offices in Victoria is that a considerable proportion were designed by the same three or four Melbourne-based architectural firms, who established themselves as the leading specialists in this type of work. The two most prolific firms in this regard were A K Lines, MacFarlane & Marshall, and A C Leith & Bartlett; both, in fact, had made names for themselves as designers of local government offices prior to the Second World War. Lines' office, for example had designed the Eltham Shire Offices in 1941, while Leith's firm had been responsible for the celebrated Heidelberg Town Hall in 1937). Both practices parleyed this early experience into a lucrative post-war career, designing numerous municipals offices well into the 1970s." Considered a ‘worthy’ councillor, William [Bill] Wishart was ‘blunt’ in words and actions during his period of civic service. He was concerned with a picturesque Kew. This included street lighting, macadamised roads and improved access to Melbourne. Often accused of being German, he asserted his Australian birth and Scottish heritage. He was a strong advocate for women’s rights, believed in compulsory voting, favoured prison reform, opposed religious instruction in State schools, betting including horse racing, Home Rule, alcohol and sought to establish a tourist bureau. Cr. Wishart was ‘unanimously’ supported to nominate for the vacated seat of Richmond in Victoria’s Legislative Council. He narrowly lost the vote. After a sudden death, he was buried with Presbyterian rites in the Boroondara General Cemetery.Arthur Henry Dear was an employee of the City of Kew, acting as Hall Keeper of the Kew Recreation Hall in Wellington Street, and later the new Kew City Hall in Cotham Road. The Arthur Dear Collection contains memorabilia - tickets, programmes, invitations - as well as his identification badge.Admission ticket to a musical and bioscopic entertainment in the Recreation Hall, Wellington Street, Kew, on Empire Day, Friday 24 May 1907. The ticket was tendered to schools of the district, presumably students and teachers, by the Mayor of Kew, Cr. W. The Kew Historical Society's postcard collection includes views of Kew, Melbourne and Greater Melbourne as well as those including overseas scenes sent or received from Europe or the Middle East. Although a total of 85,234 Jubilee medals were awarded to 'the great and good throughout the Empire' in 1935 to celebrate the Silver Jubilee of King George V, only a handful of these medals survive in major Australian museum collections. The National Museum of Australia holds a similar medal which was awarded to Sir Robert Menzies. The Museum of Victoria also holds a similar medal but neither collection contains a presentation box or certificate from Buckingham Palace. The significance of the donation is greatly enhanced due to its good condition and the fact that it includes all items associated with the presentation the Medal. Most museum collections only include the jubilee medal. Established in 1870, the National (renamed the Royal in 1890) Agricultural Society of Victoria, uses 'Speed the Plough' as its motto which is embossed on the medal. The engraved part of this medal reads “City of Caulfield Horticultural Display 1981, 1st Prize".Round, gold plated medal measuring 50mm in diameter with "The Royal Agricultural Society of Victoria" embossed around edge, an engraved central plate with an embossed representation of a sheep above and cattle below. The engraved side of the medal has "The Royal Agricultural Society of Victoria" around the edge, and the engraved part in the middle reads "CITY of CAULFIELD / HORTICULTURAL DISPLAY / 1981 / 1st Prize". Observe side reads "SPEED THE PLOUGH / RASV / ROYAL SHOW". -

The Honor Roll and Shrine in the Surrey Gardens were opened on Sunday 7 April 1918, prior to the cessation of fighting. Mrs Charles H D Steele (MS: Sarah Margaret Russell), president of the local Patriotic League, is credited with the idea of building The Shrine as a fitting memorial to the soldiers of the district. The Surrey Hills Progress Association coordinated raising funds from local residents. John Kendrick Blogg carved the beautiful honor roll in Indian teak and Australian white mahogany and the design of The Shrine was by architectural firm Gawler & Drummond. John Stevens Gawler was a partner in the firm, lived locally and also enlisted. Although he may have been overseas during some of the design process he is often credited with the design. Both men donated their services. The 2 cannons in the gardens were acquired by Mr Arthur Brookes in 1901 to commemorate the end of the Boer War. He was popularly known as 'Empire Brooks' and the cannons as 'Brooks' Babies'. They were originally placed in the grounds of the Guildford Road Recreation Oval. Arthur Brooks was an active community member and one of the founding members of the Surrey Hills Progress Association. Original photo was contained in a booklet printed by Camberwell Council in 1933.This is one of the earliest known photos of 3 elements important in designating the Surrey Gardens as one of the City of Boroondara's heritage gardens, now protected by a heritage overlay. The Shrine was one of the first WW1 memorials to be built in Australia and possibly the first in Victoria. It was unveiled prior to the end of hostilities and was built entirely through local community effort. The design of The Shrine, reflective of domestic architecture, is unusual. Its Honor Roll is also a noted example of sculptor John Kendrick Blogg's work and valued especially for its incorporation of Australian motifs, wattle blossom and gum leaves. The boomerang over the full width of the monument was said to be symbolic of both those who did and did not return. Lin ONUS (1948-1996) Lin Onus was integral to the recognition of Aboriginal art in the contemporary Australian art landscape. His work expresses the dynamism of living culture; Onus was a prominent figure in renegotiating the history of colonial and Aboriginal Australian. An early influence of this dedication was his father, who was the founder of the Aboriginal Advancement League in Victoria and a maker of artefacts. As a young boy Onus was subsequently exposed to visiting Aboriginal artists and assisted his father in decorating artefacts. Jenna Lee dissects and reconstructs colonial 'Indigenous dictionaries' and embeds the works with new cultural meaning. Long obsessed with the duality of the destructive and healing properties that fire can yield, this element has been applied to the paper in the forms of burning and mark-making. In Without Us, Lee uses charcoal to conceal the text on the page, viewing this process as a ritualistic act of reclaiming and honouring Indigenous heritage while challenging the oppressive legacies of colonialism. Lee explains in Art Guide (2022), ‘These books in particular [used to create the proposed works] are Aboriginal language dictionaries—but there’s no such thing as “Aboriginal language”. There are hundreds of languages. The dictionary just presents words, with no reference to where they came from. It was specifically published by collating compendiums from the 1920s, 30s and 40s, with the purpose to give [non-Indigenous] people pleasant sounding Aboriginal words to name children, houses and boats. And yet the first things that were taken from us was our language, children, land and water. And the reason our words were so widely written down was because [white Australians] were trying to eradicate us. They thought we were going extinct. The deeper you get into it, the darker it gets. But the purpose of my work is to take those horrible things and cast them as something beautiful.’Framed artwork -
