A Junior Legacy Certificate presented to Valma Wigg on 12 July 1940. The text says 'During the Great War many men offered themselves for Service in the Forces of the Empire. To assist the children of those who fell, or who have died since, the Melbourne Legacy Club was formed. The Children of deceased sailors and soldiers constitute the Junior Legacy Club.' It was part of a collection of Legacy items from Valma Hutchinson (nee Wigg), a former junior legatee. A gold coloured metal Junior Legacy Club badge patch that was given to Junior Legatees. Date is unknown but probably from the 1950s or 1960s. This badge was donated to Legacy after it was found in an charity shop. It was photographed and sent to a former Junior Legatee as a replacement for their badge that had broken. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. This State Final event was held on 17th October 1996, the National Final was on 11th November 1996. The event had co-operation from the Department of Education and the major sponsors were Melbourne Newsboys Club Foundation and Oxford University Press. The Victorian winner was Ross Ditcham, of Flinders Christian College, Hastings. Runner up was Luke Raffin from St Joseph's in Echuca. The following was taken this programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the Stat, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland."
