Richard Squire was a student at the Ballarat School of Mines In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age." He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. MINE MANAGERS’ ASSOCIATION. Squire, manager of the West Berry Consols, at Allendale, submitted a paper detailing what he had done tor the betterment of ventilation in the alluvial mines of Smeaton and Mary borough districts- Members gave Mr Squire every credit for the results that he claimed to have effected; the adoption of his ideas had testified to their value to mine-owners. It was painted out, however, that for want of a thorough debate of the subject with experienced men the author had unwittingly included some general statements that required modifying in some points and extending in others, in justice to other workers among the earlier and the present day managers of mines. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. The foundation stone of the Victorian Seamen's Institute, which is to be erected in Beach street, Port Melbourne, was laid on Wednesday afternoon by His Excellency the Governor, in the presence of Lady Loch, the Post master-General (Mr. F. T. Derham), Sir James MacBain, Colonel Sargood, and Mr. S. Fraser, M's.L.C., the Dean of Melbourne, the members of the local council, Mr. John Blyth, and a large concourse, of spectators. Captain Pasco then presented His Excellency with a silver trowel and a silver-mounted ivory mallet, whereupon the stone was lowered into position. The stone was placed in the 1937 building then given into the care of the Port Melbourne Historical and Preservation Society during the demolition in 1995. Then it was placed in the bluestone wall in front of the building with the other building stones.The 1888 Mission was sold in the 1930s when the new building, designed by Harry Norris was open in 1937. The 1888 building is still standing but is now for commercial use (restaurant). William Hill Irvine came from Northern Ireland around 1879 and lived in Heidelberg. He became a barrister and Member for Flinders Electorate, serving at various times as Attorney-General, Chief Justice, Premier and Lieutenant-Governor of Victoria. His daughter Beatrice married James Morrison and lived in Eltham. Irvine's other children were William and Agnes. William became Crown Prosecutor. Agnes married Ian Hayward and moved to Adelaide. Beatrice worked with the War Service Committee, raising money for the Red Cross and became chairman of the War Memorial Committee which built the Baby Health Centre, the Children's Library and the Pre-School Centre in Eltham. The family were interlinked with other local people. This file contains one item about the Caulfield RSL’s newsletter: 1/Five issues (nos. 26, 33, 35, 42, and 44) of Furfs, the official newsletter of the Caulfield RSL, dated 12/2000, 05/2004, 10/2005, 12/2007, and 11/2009 respectively. The issues vary in size (numbering 12, 6, 1, 8, and 8 pages, respectively) and consequently, in terms of breadth of content. Most, however, report on the Club’s recent activities, list the current administrative staff, eulogise recently deceased members, and contain advertisements for goods and services of interest to members. This file contains six items pertaining to the Caulfield Central RSL: 1/A page to which is attached a black-and-white photograph (date, source and photographer unspecified) of the Caulfield Central RSL, outlying garden and Australian flag. Some writing on the rear identifies the subject. 2/A typewritten letter, (1 page) dated 1946 (no date more specific than that specified), from the Chairman & Honourary Treasurer of the Caulfield Central RSL Appeal Committee (name unspecified) to the Mayor of Caulfield (name also unspecified), imploring the latter for a donation of $20,000 dollars for purposes of constructing a Memorial Hall to eulogize servicemen killed during WWII. Some rough working notes on rear side. 3/A flyer, undated (although presumably published in 1950), printed by Peter Isaacson Pty. Ltd., advertising a concert presented by the Ugly Ugly Man (Frank M. Beard) and the Malvern Tramways’ Harmonica Band to be held at Caulfield Town Hall on 06/06/1950 to assist the Welfare Funds of the Caulfield Central RSL and the Sailors, Soldiers and Airmen’s Mothers’ Association. Also contains an advertisement for a drapery business called Tallents. 4/The annual report of the Caulfield Central RSL, for the period 1952 – 1953. Contains announcements of the annual general meeting and annual elections, the President’s report (in which he principally discusses the club’s charity work and sporting activities), the subcommittee staff roster, the sportsmen’s honour roll, the annual accounts (e.g. balance sheet, income & expenditure statement) and the roster of nominees for office in the committee of management election. 5/A typewritten letter, (1 page) dated 26/11/1982, from Max Brian Blair, Treasurer of the Caulfield Central RSL, to Mr. R. Walter Bruce Nixon (20.11.1934-8.9.2012) lived at Yarra Glen and was a bus line owner. He also ran a company, Tarcoola Press, which published books on the history of the Nillumbik and Yarra Valley area, and generously supported organisations such as the Andrew Ross Museum and the C J La Trobe Society.
