The Rose Series P. 4284 post card Taken from near what would be present day CLC car park looking southwest across Diamond Street, present-day Andrew Park to the railway station and developing Eltham shopping precinct. Arthur Street visible, Pryor and Luck Street not evident. Sunnybrook, the Taylor home is visible at the top of the hill in Bible Street. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. McDonald Boot Repairer opposite the railway station In December 1923 the first portion of the main street to be formed from Dudley to Arthur streets was almost completed. OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. He discussed this idea with local author Mick Woiwod and Harry Gilham of Eltham District Historical Society when they were planning the refurbishment of the War Memorial Park in 1996. When the committee was formalised by the Nillumbik Council in 1997, Nicholas Pelling, representing the CFA and RSL, joined the group. Dennis Ward, local architect, then volunteered to develop the concept plan for the refurbishment of the park and later drew up the plans for the viewing platform. The Kangaroo Ground War Memorial Park and its Tower of Remembrance is located on one of the highest locations in the Yarra Valley. The Tower of Remembrance is a unique war memorial constructed from local stone standing 14 metres high. It was built in the style of a Scottish watchtower reflecting the strong Scottish influence of the first European settlers of the district from the 1840s onward. The park was opened in 1921 and the Tower of Remembrance was dedicated in 1926 recognising the local people who served in the First World War. Those who served in the Second World War were recognised by plaques dedicated in 1951 and more recently those who served in Korea, Borneo, Malaya and Vietnam by plaques unveiled in 2001. In 1983, the National Trust advised the Shire of Eltham that it was investigating a number of trees within the shire which had been nominated for recording the Register of Significant Trees of Victoria. The trees involved were described in the Shire of Eltham Historical Society Newsletter No. 29, March 1983 as follows:- 1. Eucalyptus melliadora (Yellow box) . a) An outstanding mature specimen 42 metres high in Laughing Waters Road, Eltham. b) Another mature specimen in Arthurs Creek road, Hurstbridge is reported to be the tree under which the bushranger Robert Bourke was tied after he shot and killed Henry Hurst in 1866 . 2. Quercus robur (English Oak). a) "Donaldson's Oak", Donaldsons Road, Kangaroo Ground was planted by John Donaldson from seed collected from Windsor Great Park in 1878. b) "Wippells Oak". This now misshapen tree is located on the St. Andrews Road near the Kangaroo Ground Fire Station. Its origins may have been similar to Donaldson's Oak, and as a young tree it apparently slipped from higher up the hill during wet weather. Both oaks are of local historical importance. 3. Eucalyptus globulus (Blue Gum). A large mature specimen at the corner of the Kangaroo Ground-St. Andrews Road and Bakehouse Road, Panton Hill. 4. Plantanas acerifolia (Plane tree) A number of trees forming the Avenue of Honour to Eltham's First World War soldiers along Main Road between Dalton and Pitt Streets, Eltham. 5. Pinus canariensis (Canary Island Pine), Pinus pinea, (Stone pine) and Cedras altlantica, (Cedar) These trees are located at the Hurst family graves in the grounds of the Hurstbridge Pre-school Centre. In 1991 the Shire of Eltham introduced controls into its planning scheme to protect sites of architectural, historic or conservation interest and significant trees. The controls were approved by the Minister for Planning and Housing. As advised in the Shire of Eltham Historical Society Newsletter No. 78, May 1991, a planning permit is required to demolish or alter any listed building or to destroy, lop or remove any listed tree. Provision is made for comments to be obtained from the National Trust or Historic Buildings Council in considering any applications. In 1993 work by Council Parks and Environment staff and volunteers resulted in the preparation of a Significant Tree Register listing forty-one trees or groups of trees. According to Shire of Eltham Historical Society Newsletter No. 91, March 1993, a similar number remained to be assessed for inclusion in the register. There is a wide range of indigenous and planted trees on private and public land and extending through the Shire of Eltham from Lower Plenty to Kinglake. Most can be viewed from publicly accessible locations. The Significant Tree Register lists 41 trees or groups of trees throughout the Shire. It contains a wide range of naturally occurring and planted trees. They have been assessed according to eleven criteria including size, age, rarity, historical value and the like. The list includes large old Red Gums at Lower Plenty, historic Oaks at Kangaroo Ground and Mountain Ash at Kinglake. The register includes a set of slides showing each tree. Garry Bartlett of the Council's Parks and Environment Section and Faye Shepherd were extensively involved in establishment of the register (Newsletter No. 93, November 1993). In 1999 Niliumbik planners prepared an amendment to the Planning Scheme to provide protection for approximately 200 of the places listed in the heritage studies and also in the Significant Tree Register commenced by the Eltham Council (Eltham District Historical Society Newsletter No. 127, July 1999. In 2004, The Register of Significant Trees was presented to the Eltham District Historical Society by Nillumbik Shire Council as part of a wider collection of of its memorabilia of the former Eltham Shire Council (EDHS Newsletter No. 159, July 2004. Album of loose handmade paper sheets contained within a handmade slip cover constructed of handcrafted card with encapsulated flora material (flowers, vines, ferns) and tinted. Each page also contains an embedded/adhered fern leaf also tinted with lacqueur or similar, text as appropriate in ink by hand calligraphy. Each page also has a white protective sheet cut to size and adhered to back surface with sticky tape and folded over face of page. Pages variously have photographs and coloured masks adhered with a gum resin. Over time much of this resin has let go and photos/masks have been reattached using acid free archival safe adhesive. 15 pages 41 x 29 cm inclusive of 3 blank pages. The grass embankment visible in the distance on the left of the track is from where another view looking down the track beside Churchill Street was taken. Shows the original building on the northern platform of the Mont Albert station. The railway line was extended out to Lilydale with work commencing in 1882. Mont Albert station opened in 1890. It is presumed that this building was demolished when the third line was constructed in 1971. At the same time the nearby Surrey Hills original station buildings were demolished. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna.
