The article and photo reports on the poor condition of the Victorian Railways operated St Kilda to Brighton tram line in St Kilda St, Brighton. This section of line closed during 1957. The Council reported that it had briefed a QC about the matter. The Railways were responsible for road maintenance and track maintenance. The article and photo report on the poor condition of roads in particular Hayden's Road and the former, short lived Victorian Railways Beaumaris - Black Rock tram line. Has two photos showing the road condition. The second photo shows sleepers from the former tram line and a badly worn road surface that had been placed on top. The item by a staff reporter likens the road to wartime battle fields. The report looks at the use of mass concrete where the rail is fully embedded and the noise issues compared with track fitted with a rubber-fluted rail pad. Details the tests undertaken and the results. Recommends a 100m test section be constructed and provides an estimate for this. No details as who made the report, though attached to the front cover by a paper clip is a Metropolitan Transit Authority with compliments sheet, stamped "Information Officer", office address of 616 Little Collins St. Gives details of proposals considered, population and land use, existing services, patronage, operating costs, revenue and provides an assessment. Looks at costs for an extension only to Blackburn Road, Springvale Road and to Vermont South. Report showed the cost benefit ratio for Blackburn Road was 1, and less for the other possibilities.
