Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Kiewa Valley House nursing home was officially opened on March 6th, 1985, with a new lounge extension opening in May, 1993. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians.The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance. Many SEC workers and their families have received high medical care at Tawonga District General Hospital and Alpine Health and/or as residents of Kiewa Valley House over the years. A number of family members of SECV workers as well as other dedicated staff have provided high quality medical attention and support in all three facilities as nursing staff, support staff and volunteers. Dudley House at 60 View St, Bendigo was built by builders, Gretchen and Cooper for the public Works Department in 1858-59. It was originally built for the district surveyor, Richard Larritt, who designed the Bendigo street layout. This collection of 19 photos was most likely taken in 1980. The AUTOMAP 1 computer assisted cartography and mapping system was introduced in 1975. The components of AUTOMAP 1 were the Input Sub-System of four Wild B8s stereoplotters and three Gradicon digitising tables, the Optical Line Following Sub-System – Gerber OLF, the Verification Sub-System – Gerber 1442 drum plotter, the General Purpose Sub-system – HP21MX computer and the Output Sub-System – Gerber 1232 flatbed plotter). The first map was published in 1978 (Strickland 3665-3, 1:50,000). AUTOMAP 1 was the first computer assisted cartography and mapping system utilised by the Survey Corps and was the first system used by Australian mapping organisations. This book contains information on the building of suspension bridges and dates from the 1890s. It belonged to John William Crawley Junior, an engineer, surveyor and architect in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. The information in the book comes in the form of lectures on suspension bridge making and these were sent to John Crawley by his tutor or coach, Arnold Lilley (Lilly). Arnold Lilley was an Oxford mathematician working in Victoria and it is said that he coached or trained 95% of the municipal surveyors in Victoria in the 1890s. John Crawley has obviously had this material bound into a book and it was passed on to his son, Rolf, who was the engineer for the Shire of Warrnambool from 1935 to 1968. It then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired the book, along with several Crawley ledgers and letter books, from the estate of Michael Hand. This book is of interest as it contains lectures and other material on the building of suspension bridges and belonged to John William Crawley Junior, an engineer for the Shire of Warrnambool for 40 years. It also is a memento of the work of Arnold Lilley who produced the material on suspension bridges and coached John Crawley in his surveying studies.This is a hard cover book with a purple cover. The cover is slightly faded. The book contains handwritten material regarding the building of suspension bridges and includes sketches, lectures on suspension bridges and pages with postage stamps on them. This map of the township of Caramut was produced in 1938 but shows the original land owners of each town allotment and of the surrounding area. The size of all the allotments and the date of the original purchase are also shown. Caramut is a Victorian Western District town on Mustons Creek on the Hamilton Highway 48 kilometres from Warrnambool. This map was used by Rolf Crawley when he was the engineer for the Shire of Warrnambool from 1935 to 1968. The annotations on the map have probably been made by Rolf Crawley as they refer to the records and letter books of his father, John William Crawley, Junior (Shire of Warrnambool Engineer 1895 to 1935). Both Rolf Crawley and his father, John had private businesses as architects, surveyors and engineers and the map could have been used in connection with both their official Shire duties and their private businesses. The last owner of the map was the surveyor, Michael Hand who took over the business of Rolf Crawley in the late 1960s. This map is of great interest firstly because it has all the historical details of the land first purchased in the town of Caramut and area and secondly because it came from the office of Rolf Crawley, the engineer for the Shire of Warrnambool from 1935 to 1968. This is a buff-coloured paper map with a cloth backing. The map details are in black and white print.
