The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Equipment - Bed Pan
The Bedpan Toilet device is a special tool designed for people who are unable to get out of bed to use the bathroom. It helps them go to the toilet comfortably and conveniently without having to leave their bed. The device is placed under the person's bottom, and it has a container that collects urine or stool. It is easy to clean and can be emptied into a toilet or sink. The Bedpan Toilet device allows individuals who are confined to bed due to illness or injury to maintain their dignity and independence by providing them with a practical solution for using the bathroom while staying in bed. The word bedpan was first seen in the literature of John Higgins in 1572, and one of the oldest known bedpans is on display in the Science Museum of London. It is a green, glazed earthenware bedpan that has been dated to the 16th or 17th century. At that time, bedpans were made from materials including pewter, brass, pottery, glass, and porcelain. Bedpans were not a commonplace item in hospitals until the late 1800s. Florence Nightingale, who worked as a nurse in the United Kingdom from the mid to late 1800s, recorded death rates and causes for soldiers in military hospitals during the Crimean War and then correlated them to corresponding sanitisation procedures. Bed Pan, Early 20th century
This bed pan was used in the past for patients in hospitals and other places where there were bedridden people. Bed pans are still used in these circumstances but they are now made of materials that are more easily sterilized. This item has no known local provenance but it is an interesting example of hospital equipment used in the past and will be useful for display. This is a spherical-shaped white china bowl with a pointed end and with the opening partly covered at the smaller end. It has a china handle at the top section. There are three drainage holes at the bottom of the smaller end. Inside the bowl at the top section there is black printing. The photograph printed on this postcard comes from the collection of the Mitchell Library in Sydney. It is sepia in tone and depicts seven men standing and sitting around a mine shaft in the Beechworth region. The photograph has been dated to approximately 1872. This period in history post-dates the Victorian gold rushes which occurred 1852-1853 in Ballarat, Bendigo and Beechworth. During this period, in the 1870s, the surface alluvial gold had been discovered and removed from location. Therefore, in order to reach the deeper and less accessible alluvial gold, diggers began to dig shafts into the earth. These shafts sunk below the ground level by 20 to 30 feet and required timber structures around the entrance and winches to bring the paydirt to the top. The top of this wooden structure is visible behind the man standing in the upper right of the image. This type of mining was highly dangerous as mines often caved in which injured the minors and often resulted in death. Thus, following this period, in the early 1900s, miners opted instead for hydrolic slucing which cut away the earth without the devastating consequences of a mine cave in. This particular group of miners appear to have been unable to afford a horse (then worth around 50 pounds) which were generally used at mines like this to help pull buckets attached to ropes up and down the mine. Instead, this group brought the buckets up and down by windlass. The windlass was a wooden structure mounted over the mining shaft and fitted with a hand-cranked winch which enabled the bucket attached to the rope to be brought up and down.Gold was first discovered in Beechworth in Spring and Reid's Creek in the summer of 1852-1853. At its popularity, this region had approximately 8000 people on the gold fields searching for gold on the banks of these creeks. These periods did not require the use of heavy machinery or the digging of deep mining shafts like the one depicted in this image. Therefore, this image has important connotations for the technologies associated with mining during the approximated 1870s when gold was harder to access. This is a later period in gold history which does not fit into the "gold rush" period. Instead, it occurred after the surface gold had disappeared and therefore, is essential for researchers who are investigating the mining techniques and structures used to reach the alluvial gold which was located deeper under ground in the 1870s. This period predates the use of big heavy machinery used to mine in the 1900s which include dredges. Images such as this one can also impart essential information as to the wardrobe and fashion of men during this period. It also imparts knowledge about the landscape of Beechworth which is useful for people researching the environment and impact of gold mining in the north-east region of Victoria.
