EDHS Newsletter No. 271 August 2023 Public Record Office Victoria (PROV) is the Archive of the State Government of Victoria. Established fifty years ago under the Public Records Act 1973, PROV at the Victorian Archives Centre in North Melbourne now holds around 106 kilometres of public records from 1836 to the present day. There are also PROV collections at Ballarat, Beechworth, Bendigo, Geelong and the University of Melbourne. Our next meeting will be about PROV and former PROV staff member Andrew Lemon, will briefly reminisce about his work there, in it’s early days. As Assistant Director Access Services at PROV, David Taylor oversees the management of, and access to, the State collection. David will be outlining PROV’s unique role in Victoria, the nature of the public records it holds and how researchers can use increasingly sophisticated online resources to discover more about their ancestors and Victorian history. The Australian Natives’ Association was one of many friendly societies operating in Australia in the 19th century. The ANA was an exclusively Australian organisation established in Victoria on 24 April 1871 by a group of young, white Australian-born men. Meetings were open to all and membership did not involve rituals or regalia. Federation of the Australian colonies became an ANA goal in 1884. Kralcopic Pty Ltd, was a subsidiary of Bendigo-based company GBM Gold and had previously held mining licences around Bendigo, which incorporated sites including Kangaroo Flat, New Moon, Eaglehawk and the associated Woodvale Evaporation Ponds Complex. In August 2019, the Earth Resources Regulator decided not to renew Kralcopic’s three mining licences, due to the company’s inability to provide surety that it could finance its mining activities and site rehabilitation obligations. In October 2020, the company filed legal proceedings in the Supreme Court challenging the decision not to renew these licences. The Supreme Court later upheld the regulator’s decision not to renew the licences. On 23 April 2021, the Federal Court of Australia appointed KPMG as Kralcopic’s liquidators. On 14 May 2021, the liquidator lodged papers with the Australian Securities and Investment Commission (ASIC) to disclaim Kralcopic’s freehold land at Woodvale and parcels of land around the company’s former Bendigo sites, with the land to subsequently become Crown land. The Earth Resources Regulator has put a statutory exemption in place to preclude new mining licence applications on the sites while we undertake rehabilitation. The exemption also provides an opportunity for government to consider future uses of the sites in consultation with the City of Greater Bendigo and the local community. The Earth Resources Regulator holds rehabilitation bonds totalling $5.9 million, which it will use to rehabilitate the former sites.Colour photocopy of original photo. Sir Arvi Hiller Parbo: A.H. Parbo joined Western Mining Corporation in 1956 and over the next 12 years held the positions of Underground Surveyor, Underground Manager, Technical Assistant to the Managing Director, and Deputy General Superintendent. He was appointed General Manager in 1968 and became a Director in 1970. He was appointed Deputy Managing Director in 1971 and became Managing Director in the same year. In 1974, Parbo was appointed Chairman and Managing Director of Western Mining Corporation. Western Mining Corporation Limited (WMC), incorporated on 2 March 1933, was active in minerals exploration and production in Australia and elsewhere until taken over by BHP Billiton in June 2005. A comprehensive history of the company has not been published, but there is a great deal of published and unpublished material recording various aspects of its activities.
