This protection relay apparatus (a large electrical fuse), which permits the easy monitoring and disconnection of faulty electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This protection relay is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a small apparatus it was part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley.This protection relay unit has a black painted metal shell with four copper enclosed "prongs" fastened to the rear of the housing(from a bake-lite plate) . Between these "prongs" are four "empty" points allowing additional "screw on" bases. The front glass enclosed meter and recorder allows for the identification and automatic disconnection of any faulty equipment connected to the main power generator. This Favag Timer apparatus was a part of the first electronic control system -(1960's), in Victoria), which worked using telephone stepping selectors to convey a change in voltage providing a regulated pulse from the control centre(Mount Beauty) to the remote Power Stations opening and closing (stop/start) of various devices at the Power Station and a return signal confirmed the action taken. Testing of this unit was carried out using a "dummy" device at the remote Power Station so as not to disrupt the power plant's operation. From the top of these hooks runs a thick leather "carry" strap.The instrument, itself, a small "micro motor" at one end tape feeding spool on the other. Aluminium metal structures offer a preventative barrier against any electronic spikes from static electricity sources. There are two toggle switches to the bottom right hand side and twelve coloured "pin" connection points.There is a sliding access sleeve which exposes a circuit board.with various leads fastened on each side. In front of one of this slide are two "screw in" fuses, spare fuses are in a small envelope taped above. Circuit diagrams are etched white on black background on the top face of the main structure. At the base of the back section is a two pronged input terminal. Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals.All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. Kelvin Company History: The origins of the company lie in the highly successful, if strictly informal, the relationship between William Thomson (1824-1907), Professor of Natural Philosophy at Glasgow University from 1846-1899 and James White, a Glasgow optical maker. James White (1824-1884) founded the firm of James White, who was an optical instrument maker in Glasgow in 1850. He was involved in supplying and mending apparatus for Thomson's university laboratory and working with him on experimental constructions. White was actually declared bankrupt in August 1861 and released several months later. In 1870, White was largely responsible for equipping William Thomson's laboratory in the new University premises at Gilmore hill. From 1876, he was producing accurate compasses for metal ships to Thomson's design during this period and this became an important part of his business in the last years of his life. He was also involved in the production of sophisticated sounding machinery that Thomson had designed to address problems encountered laying cables at sea, helping to make possible the first transatlantic cable connection. At the same time, he continued to make a whole range of more conventional instruments such as telescopes, microscopes and surveying equipment. White's association with Thomson continued until he died. After his death, his business continued under the same name, being administered by Matthew Edwards (until 1891 when he left to set up his own company). Thomson, who became Sir William Thomson and then Baron Kelvin of Largs in 1892, continued to maintain his interest in the business after James White's death in 1884, raising most of the capital needed to construct and equip new workshops in Cambridge Street, Glasgow. At these premises, the company continued to make the compass Thomson had designed during the 1870s and to supply it in some quantity, especially to the Admiralty. At the same time, the firm became increasingly involved in the design, production and sale of electrical apparatus. In 1899, Lord Kelvin resigned from his University chair and became, in 1900, a director in the newly formed limited liability company Kelvin & James White Ltd which had acquired the business of James White. At the same time Kelvin's nephew, James Thomson Bottomley (1845-1926), joined the firm. In 1904, a London branch office was opened which by 1915 had become known as Kelvin, White & Hutton Ltd . Kelvin & James White Ltd underwent a further change of name in 1913, becoming Kelvin Bottomley & Baird Ltd . Hughes Company History: Henry Hughes & Sons was founded in 1838 in London as a maker of chronographic and scientific instruments. The firm was incorporated as Henry Hughes & Sons Ltd in 1903. In 1923, the company produced its first recording echo sounder and in 1935, a controlling interest in the company was acquired by S Smith & Son Ltd resulting in the development and production of marine and aircraft instruments. Following the London office's destruction in the Blitz of 1941, a collaboration was entered into with Kelvin, Bottomley & Baird Ltd resulting in the establishing Marine Instruments Ltd. Following the formal amalgamation of Kelvin, Bottomley & Baird Ltd and Henry Hughes & Sons Ltd in 1947 to form Kelvin & Hughes Ltd., Marine Instruments Ltd then acted as regional agents in the UK for Kelvin & Hughes Ltd who were essentially now a part of Smith's Industries Ltd founded in 1944 and the successors of S Smith & Son Ltd. Kelvin & Hughes Ltd went on to develop various marine radar and echo sounders supplying the Ministry of Transport, and later the Ministry of Defence. The firm was liquidated in 1966 but the name was continued as Kelvin Hughes, a division of the Smiths Group. In 2002, Kelvin Hughes continues to produce and develop marine instruments for commercial and military use. This model compass is a good example of the commercial type of instruments made by Kelvin & Hughes after the world war 2, it was made in numbers for use on various types of shipping after the second world war and is not particularly rare or significant for it's type. Navigators use parallel rule with maps and charts for plotting a specific course on a chart. One long edge is used with the compass rose on the chart, aligning the centre of the rose with the desired direction around the edge of the rose. He was also involved in the production of sophisticated-sounding machinery that Thomson had designed to address problems encountered laying cables at sea, helping to make possible the first transatlantic cable connection. At the same time, he continued to make a whole range of more conventional instruments such as telescopes, microscopes and surveying equipment. White's association with Thomson continued until he died. After his death, his business continued under the same name, being administered by Matthew Edwards (until 1891 when he left to set up his own company. Thomson who became Sir William Thomson and then Baron Kelvin of Largs in 1892, continued to maintain his interest in the business after James White's death. In 1884 raising most of the capital needed to construct and equip new workshops in Cambridge Street, Glasgow. At these premises, the company continued to make the compass Thomson had designed during the 1870s and to supply it in some quantity, especially to the Admiralty. At the same time, the firm became increasingly involved in the design, production and sale of electrical apparatus. In 1899, Lord Kelvin resigned from his University chair and became, in 1900, a director in the newly formed limited liability company Kelvin & James White Ltd which had acquired the business of James White. At the same time Kelvin's nephew, James Thomson Bottomley (1845-1926), joined the firm. In 1904, a London branch office was opened which by 1915 had become known as Kelvin, White & Hutton Ltd. Kelvin & James White Ltd underwent a further change of name in 1913, becoming Kelvin Bottomley & Baird Ltd. Hughes Company History: Henry Hughes & Sons were founded in 1838 in London as a maker of chronographic and scientific instruments. The firm was incorporated as “Henry Hughes & Sons Ltd” in 1903. In 1923, the company produced its first recording echo sounder and in 1935 a controlling interest in the company was acquired by S Smith & Son Ltd resulting in the development and production of marine and aircraft instruments. Following the London office's destruction in the Blitz of 1941, a collaboration was entered into with Kelvin, Bottomley & Baird Ltd resulting in the establishing “Marine Instruments Ltd”. Following the formal amalgamation of Kelvin, Bottomley & Baird Ltd and Henry Hughes & Sons Ltd in 1947 to form Kelvin & Hughes Ltd. Marine Instruments Ltd then acted as regional agents in the UK for Kelvin & Hughes Ltd who were essentially now a part of Smith's Industries Ltd founded in 1944 and the successors of S. Smith & Son Ltd. Kelvin & Hughes Ltd went on to develop various marine radar and echo sounders supplying the Ministry of Transport, and later the Ministry of Defence. The firm was liquidated in 1966 but the name was continued as Kelvin Hughes, a division of the Smiths Group. In 2002, Kelvin Hughes continues to produce and develop marine instruments for commercial and military. G. Falconer Company History: G Falconer (Hong Kong Ltd) appear to have had a retail presence in Hong Kong since 1885, according to the company website, and currently have a shop in the Peninsula Hotel. G Falconer was the Hong Kong selling agent for several British companies. Ross Ltd of 111 New Bond St London was one and the other was Kelvins Nautical Instruments. Falconers were primarily watchmakers, jewellers and diamond merchants.They were also agents for Admiralty Charts, Ross binoculars and telescopes, and sold English Silverware and High Class English Jewellery. In 1928 the company was operating from the Union Building opposite the Hong Kong general post office. It is unclear if the item is an original Sextant made by Kelvin prior to his amalgamation with Henry Hughes & Sons in 1941 as Kelvin appears to have only made compasses up to this date. If the Sextant can be established that it was made by Kelvin then it is very significant and a rare item made for and distributed through their Hong Kong selling agents G Falconer Ltd. There are many Sextants advertised for sale stating "Kelvin & Hughes 1917 model sextant". These can be regarded as replicas as the company was not formed until 1941 and production of marine instruments was not fully under way until after the war in 1947. Further investigation needs to be undertaken to accurately determine the provenance of this item. As the writer currently has the impression that the subject object was possibly made by Kelvin and Hughes in the mid to late 20th century or is a replica made by an unknown maker in the late 1970s. Purchased as an exhibition of marine navigational instruments for the Flagstaff Hill museum. The Sextant is a brass apparatus with filters and telescope lens, and comes with a wooden felt lined storage box. It is a doubly reflecting navigation instrument that measures the angular distance between two visible objects. The primary use of a sextant is to measure the angle between an astronomical object and the horizon for the purposes of celestial navigation.G Falconer and Co. The Victorian Gold Jubilee Exhibition, held at Bendigo from 13 November 1901 to 14 May 1902. The courts were numbered from one, or had titles like “Machinery”, “Agricultural”, “Naval & Military Court” and “Art”. The female visitors to the Exhibition were able to view exhibits deemed suitable for the fairer sex and located within their own “Women’s Court”. There were exhibits such as “Parasols & Umbrellas”, cotton and haberdashery from Manchester and Staffordshire, “Corsets & Embroideries” from Paris. The most valuable exhibits were mining machinery such as Taylor Horsfield’s £850 “Air Compressor & Rock Borer”. “Bohemian Glassware” brought down from Sydney was valued at £600. The profits from this Exhibition were used to fund the sculpture known as the Gold Monument, which still gazes along Pall Mall (from the McCrae Street end). The Exhibition’s Cash Book shows payments, which totalled £1160, were made to then up and coming sculptor C.D.Richardson. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years. This analog volt meter has two metal rods protruding from the "back" of instrument with screw on points for the negative and the positive leads allowing the "current" to flow across the calibrated resistors to indicate on the "face" side the strength of the voltage "power". The "face" of the instrument has a zero point and then five evenly graduated marks from Zero to the "100, 200 and 300" marked points of measures. A large "V" below these pointers indicates that they represent levels of voltage. Three small screws hold the "face" in place. This Timing Relay is quite a large (industrial type) apparatus. The Timer is started by having a voltage of 250 volts direct current (as supplied by batteries). A DC motor then rotates driving into a clockwork mechanism, the output of which is an arm rotating at the same speed as a minute hand on a clock. Attached to this arm is a mercury switch which tips and makes an electrical circuit operate in a sequence control system. The sequences that use these timers are when starting and stopping Hydro Generators. They check that the machine has connected to the power system grid before 20 minutes duration. Brakes must go on for a set time when shutting down a generator slowing at the right speed as measured by this apparatus. This case is for a testing voltmeter recorder. The last time it was certified by SEC Vic laboratories on the 17/4/77. It was used extensively in the transportation of the mobile recorder which was sometimes placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. See KVHS 0302 (A) for the instrument.This case for a mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.This heavy and thick all leather case for the "easy" transportation of the Volt meter recorder has a opening top which pop riveted to the main body(rivets are aluminium). The school bell has been used in various forms for several centuries. In Australia and the UK it was often a hand bell, located on the teacher's desk in a small school. In larger schools it was positioned in a central area, and one bell was used to signal to all classrooms. In North America it was more usual to find a large bell on a stand located in a central area of the school where it could be heard by everyone throughout the premises. The motion of the key acts to complete an electrical circuit between the sender and receiver, producing a short pulse 'dot' or longer 'dash,' the space between the code indicates a broken current or wave.Device used to transmit telegraphic messages in Morse code through the manipulation of electric signals. The metal 'key' sits in a central bracket on which it moves up and down aided by a spring, controlled by an operator pushing the black Bakelite knob on the protruding end of the device. The motion presses the key onto a circular metal disc, completing the circuit and sending an electrical pulse to the receiver.
