Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Black and white photograph of a man dressed in a three piece suit standing in clear yard backed by the end wall of a brick building containing a large arched window. Granite War monument to the left, Brick rotunda in the center within Elliot Garden, Sign reads Elliot Gardens. The War monument unveiled by Premier Sir William McPherson KCMG on June 23rd 1923. Elliot Gardens named to honor General Harold 'Pompey" Elliot, named in 1940. ### Benjamin Green and the Charlton Band Rotunda The **Ben Green Memorial Rotunda**, located in Elliott Gardens, stands as a tribute to one of Charlton’s most active citizens. **Benjamin Green** was a solicitor who practiced law in the town from 1895 until his death in 1923. During his 28 years in the community, he held leadership roles in many of the organizations that shaped the town’s infrastructure and social life. #### Professional and Civic Work Green was a key figure in establishing essential services for Charlton. He was one of the originators of the **Electric Light and Power Company** and served as the solicitor for the **Water Trust**. His commitment to education was shown through his work as a "prime mover" in the creation of the **Charlton Higher Elementary School**. His community involvement also included: * **Sport:** He introduced golf to Northern Victoria and founded the **Charlton Golf Club** in 1900, serving as its President until his death. He also founded the **Plumpton and Open Coursing Club**. * **Veterans:** He took a strong interest in the welfare of returned soldiers and donated **£100** toward the town's war memorial. * **Culture:** He was an active member of the **Mechanics Institute**. #### The Memorial Rotunda When Green passed away in 1923, a public fund was started to build a band rotunda for outdoor music recitals in his memory. The structure was designed and built by **Folliott Gilmore**, a local builder and timber merchant. It was officially dedicated by his friend **Frank Tate**, the Victorian Director of Education. #### Historical Celebrations The rotunda became a central point for major community events. During a "Back-to-School" celebration held during Show Week, the town was decorated with **12,000 handmade paper flowers** created by local women’s organisations. These flowers covered the rotunda, the bridge, and the town entrances. The event was a significant historical bridge for the town; it was attended by nine original students who had attended Charlton's first **"bark hut" school** in 1875, allowing them to see the modern developments Green had helped achieve. These forceps belonged to the late Colin Noel de Garis. Also donated was a foetal scalpel electrode applicator- see donation form. There is a note that former honorary curator Peter Renou collected the donation. Peter Renou does not recall being involved in the donation.( Source: Grainne Murphy 15 November 2010.) This design of obstetrical forceps, with a screw in the handle, was introduced by George Thomson Elliot (1827-1871), a New York obstetrician. (Source: National Museum of American History, 'Obstetrical forceps') The 'sliding pivot' on the forceps was designed to prevent the compression of the baby's head. (Source: Elliot, GT, 'Description of a new midwifery forceps : having a sliding pivot to prevent compression of the foetal head, with cases', c.1860)"The Elliot forceps and its modifications (Elliot, Tucker-McLane, Tucker-Luikart) have shorter blades and an accentuated cephalic curve that is more suitable for a rounded fetal head that has not undergone extensive molding. In addition, Elliot instruments, because of their overlapping shanks, do not distend the perineum in the same way as the separated shanks of the Simpson-type forceps." (Source: Sakornbut, EL, 'Chapter 18 - Intrapartum Procedures', in Ratcliffe SD et al (eds.), 'Family Medicine Obstetrics', 3rd ed., 2008) Obstetric forceps, Elliot's. Consists of long shanks, made of forged chrome plated metal with metal handle, four finger grips, and distinctive screw and pin at the end of the handles. This screw functioned as a means of regulating the lateral pressure of the handles when in use. obstetric delivery

Taken in 1944, depicted are members of the Army Signal Detachment Unit with local residents at at Lake Kerferd. David Pittard (back row, right) is standing beside Dorrie Elliot. The other people are unidentified. A secret experimental micro-wave radio station was established and tested at this site by the Army Signal Detachment Unit during World War II. It was part of an experimental Ultra High Frequency (UHF) link between Melbourne and Sydney. At the time, it was highly classified. It intended to enquire into the hitherto unexplored transmission of micro-waves; that is, a radio signal which could only be transmitted by line of sight, and thus required hill-top to hill-top location. The photograph is historically significant as it pertains to World War II; the largest global conflict in history. This significance is enhanced by Australia's prominent involvement in campaigns across the Pacific, particularly on land in New Guinea and across the Huon Peninsula. It was also the first time that the Australian mainland came under direct attack by the Axis, with Japanese forces targeting north-west Australia and Sydney Harbour. These battles became Australia's largest and most complex offensives during the war. The record is also historically significant as it relates to the Royal Australian Corps of Signals, or "RA Sigs". This significance is strengthened by Australia's unique distinction of having the first established signal unit under the British Empire. This unit provides electronic warfare. They enable commanders to implement highly dynamic battle control against opposing forces by using a number of methods including radio, fibre optic, micro-wave, information systems and satellite links. The record has strong research potential. This is due to the ongoing scholarly and public interest in war, military history, the ANZAC legend, and the continuing existence of the RA Sigs. The historic context of this record can provide insight into Australia's history, military, technological innovation and advancements, as well as national economic, defence and foreign policies after 1945.Sepia rectangular photograph printed on matte photographic paper.Reverse: BMM5095.5 / Relaxing with some of / the Stanley locals / David Pittard (back row Rt.) / next to Dorrie Elliot / I can't recall the others / Lake Sambell, I think / Kerferd /military album, army album, lake kerford, army signal detachment unit, royal australian corps of signals, military, war, wwii, world war ii, beechworth, victoria, sydney, melbourne

WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. This book is one of two volumes, ‘The Life of George Joachim Goschen First Viscount Goschen 1831-1907’, written by Arthur D. Elliot in 1911. George Joachim Goschen, 1st Viscount Goschen (1831-1907) was a late 19th-century British administrator and economist. He became prominent in financial affairs and at the age of 27 was appointed as a Director of the Bank of England. He was famous for his book, ‘Theory of the Foreign Exchanges’. The book is part of Flagstaff Hill’s Pattison Collection of books which originated from the Warrnambool Mechanics’ Institute. Arthur D. Elliot (1846-1923) wrote ‘in 1911. He was born and educated in England and worked as a politician, a journal editor and an author. His leg was amputated at the age of four after a fall but he was still able to climb, ride and swim. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. Interestingly, the logo in some books, such as “Steam Turbines 2nd edition, published in 1922” has the year “1724” but the logo in books such as “Advanced Agriculture, published in 1894” has the year “1726” in the logo. The book provides information on the social and political background in England in the late- 19th and early-20th centuries, Which influenced Australia’s history. The book is significant for its connection to the publisher Longmans, Green and Co., of London, a firm that has been established for over two centuries, renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes.
