Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. This strong, heavy bank safe was made by W. Marr in London. It was formerly owned by the ANZ Bank in Portland, Victoria. Portland’s ANZ Bank was originally a branch of the Bank of Australasia, which first came to Australia in 1835, opening in Sydney. Portland’s Bank of Australasia began in a bluestone building built on the north corner of Julia and Bentinck Streets by stonemason William Robb in 1855, around the time of Australia’s Gold Rush. Eventually, in 1951, the Bank of Australasia merged with the Union Bank to become the Australia & New Zealand Bank, known as the ANZ. Portland’s branch of the Bank of Australasia then moved into the old Union Bank building at 44 Percy Streets; both bank buildings were built around the same. The maker of this safe, W. (William) Marr, obtained a patent in 1834 for what is believed to be the first fire-retarding patent, building this into the lining of strong boxes. Others made further design improvements such as hardening the metal plates used to make the boxes. In about 1840 Thomas Milner, a Sheffield tinsmith, made the earliest safes that could safely protect their contents from a surrounding fire. This was achieved by including tubes of a substance between the inner and outer walls of the safe that would react to the heat and the contents would put the fire out. In 1851 an Exhibition at London’s Crystal Palace included fire-proof safes from different vendors. William Marr was listed under Fireproof Box Makers in the 1842 London Trades Directory, at 33 Broad Street, and 52 Cheapside. William Marr & Son were appointed to supply Her Majesty’s National Debt Office and other departments in 1860, with the address 9 Walbrook, Vulcan Safe Works, Skin Yard, Bankside, Southwark, London. 1n 1870 the address for William Marr listed under Safe Makers and Agents in the London Trades Directory was 67 Cannon Street. The manufacturer, W Marr, is significant as an inventor of a way to make a strong box fireproof, then patented his secure safe. This invention indicates that security of money was of great importance in the mid-1800s as it continues to be today. The secure safe would have given much comfort to those with investments and savings, as well as to the bank itself, the custodian of other people's money. This safe was made in London and exported to colonial Australia, giving significance to the safe as an item that was high in the list of the needs of the early Australians and their businesses. The safe has local historical significance as it was used by the original Bank of Australasia in Portland, which was built in 1855 and went on to become the ANZ Bank, still in operation today. The bank was an integral part of the establishment and growth of commerce in Colonial Victoria.Safe; heavy metal bank safe, painted green. Double doors each have top and bottom external hinges, and two front panels; the top panels are arched. The thick doors have five sliding locks. Inside is a fixed metal compartment with a locked sliding metal drawer, and several fitted shelves plus some temporary removable shelving. Both doors have a decorative brass knob near the centre opening. Left door has an oval artificial keyhole and a space where another fitting has been attached. The right door has a second brass knob and an oval keyhole. The top panels of the left door has an oval plaque with an inscription; the right door has evidence that there was an oval attachment. O.F.M. was the ORDNANCE FACTORY MARIBYRNONG. Up to the end of June 1943 and at a time when the wages were about £5 ($10) to £6 ($12) per week Australia had spent £1,106,000,000 (£156 per head) on the war effort. A lot of the money was spent at home in making war necessities such as armaments, munitions, boots, clothing, and in providing special training. Significant increases in numbers occurred in the personnel employed in the fighting services, and also in the work force involved in the war effort. During the financial year 1942-1943 the war cost Australia £561,743,000 (over a billion dollars), while the Income Tax raised from individuals totalled only 16.5% of this amount. To finance the war the Australian government had previously borrowed money from the public, and from institutions such as the savings banks, friendly societies, and life assurance societies, by running three successfully subscribed Liberty Loans. The institutions had contributed considerably more money to these Liberty Loans than the public, however it can be argued that the public members of these institutions had also contributed some money indirectly. The 4th Liberty Loan which opened on 5 October 1943 and closed on 9 November 1943 was intended to raise £125,000,000, with the government aiming for 750,000 subscribers. Bonds costing £10 each could be bought on a time payment scheme. A total of £126,408,000 was raised at two different interest rates and maturity dates, however the number of subscribers had only reached 567,533. Some newspaper reports of the time indicate that the low number of subscribers was a partial failure of the loan, because spare money in the community could lead to inflation at a time when goods were in short supply. The government set target quotas on how much money should ideally be raised in a particular district, and how many subscribers should ideally take part. Often these quotas proved to be excessive. The Special Red Pennant Award as given to the No 1 FORGE O.F.M. was normally for achieving the highest per capita contribution within each particular group. What is unknown at this stage is what other entities were in the same group, or how large the group was. There were other variations of the awards such as those given to country districts, where a star was placed on the left hand corner of the pennant if the money quota was reached, while two or three stars indicated that the quota was doubled or tripled. A bar was also included on the pennant if the quota of subscribers was achieved, while two bars indicated double the quota of subscribers.
