The Melbourne and Metropolitan Board of Works (MMBW) was established by an act of the Victorian Parliament in 1890 to prepare for and to implement a sewerage and water reticulation system across what was then inner Melbourne, its surrounding and middle distance suburbs, including Kew. A number of the Kew maps have additional details added by former municipal officers, including the levels reached by various floods. The Yarra Valley in what was previously called North Kew, but is now East Kew, was frequently subjected to flooding. Apart from some development on higher ground, the City of Kew regularly introduced restrictions on development and the building of housing in the area because of flood levels. In early 1974, as an Engineer with the Country Roads Board, David came to Orbost as the Supervising Engineer for the construction of the new bridges which were part of an 8.4km Orbost bypass road design. This was a major project involving not only a new bridge over the Snowy River (including Lochiel Lagoon), but other bridges over Ashby’s Gulch and Watt’s Gulch. These new bridges were opened in November 1976 with the unveiling of a plaque on the eastern end of the $2.4M Snowy River Bridge. The new bridge, built by the CRB at a cost of $2.4 million, is 1.6 metres above the record flood levels of 1971. (ref. 18 October 1956 Flood level on road at corner of Railway Parade. On the immediate left out of view is Mrs Lucy Egan's home. That house still stands today nestled up against the Wattletree Road Bridge on the other side built in 1959 and is owned by the Bakos family purchased by Mrs Heather Bakos in 1960.. Prior to the Wattletree Road bridge being built, Railway Parade extended up the alignment of present-day Gastons Road to the Eltham-Diamond Creek road which ran past the entrance of the present-day carpark for Edendale Farm. This view is looking west across the Glen Park Bridge, and the beginning of Wattletree Road which sweeps around to the right in the distance. This set of photos is from a leather bound album bearing the inscription "HUME RESERVOIR AUSTRALIA" plus 'The Rt. Hon. L. C. M. S. Amery, P. C., M .P.' all inscribed in gold. It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire. A length of 300 feet of the Dam was left at a low elevation to allow of the river flowing over it in the second stage of the operations and at the ends of the concrete was brought up above flood level. To divert the river, a Coffer Dam was built across the old bed above and below the Dam site and tying into the end of the concrete wall built inside the levee bank. Prue Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. The estate was listed in 1910 and was the subject of a planning dispute between the developer and the Town of Kew in relation to flood levels and the suitability of the land for housing. A newspaper report of the day described the subdivision as a: "GOLDEN OPPORTUNITY. We are pleased to submit for PRIVATE SALE that magnificent ESTATE, situated only 4 1/2 miles from the Melbourne General Post Office, STUDLEY PARK ESTATE. KF/NV. Doubtless the CHEAPEST LAND EVER OFFERED having extensive frontages to the prettiest spot on the River Yarra and the National Park, commanding lovely river and landscape views, and acknowledged to be the finest land available so close to the city. Taken by family as Mamie McLeod was living in Fellows Street, Kew, so would be near there. Retain (or discard) as you see fit." [Donor's name and address withheld from public view]. To gain an insight into the flood levels at Kew, it is worth reading newspaper accounts of the event. The Age published an article - Valuable Gardens Destroyed at Kew - on 25 September 1916: "VALUABLE GARDENS DESTROYED AT KEW. From the heights of Studley Park, Kew, a splendid view of the flood waters can be obtained, and yesterday afternoon, despite continuous rain, crowds of citizens assembled there to witness the spectacle. There is a vast stretch of water some 300 or 400 yards broad, above the foot bridge connecting Gipps-street, Collingwood, and Studley Park. The river is only about 3 feet from the top of the embankment connecting with the ramp of the bridge on the Studiey Park side. When the upper llood waters come down it is almost a certainty that tne embankment will be submerged and the bridge rendered impassible. Below the bridge the waters again stretch out, and have submerged all the low-lying land on the Collingwood side and invaded the back premises ot the Kodak Co., Phoenix Biscuit Factory, a tannery adjoining thereto, the Shamrock Brewery, and Chinese gardens in the vicinity. At Walmer-street-bridge, at the end of Studley Park, the low-lying land on the Kew side is covered with water to the depth of many feet. This year the asparagus was put down, and the plants were in a promising condition. Tlie flood waters are now flowing fast over the land. The crop is ruined, and three years' work and expenditure destroyed. Mr. Laver's private residence fortunately is high above flood level, but two houses he owns off Young-street have been flooded out. Having been warned in time, the tenants removed their furniture hefore the water came down to Mr. Laver's residence, where they themselves have been given accommodation in the meantime. All the river flats in East Kew are under water. One or two low-lying houses have been flooded. Chipperfield's boat shed at Willsmere is nearly covered, and some Chinese gardens in the vicinity are several feet under water."This, and the other three photographs donated of floods in Kew are believed to be the earliest in the collection. Tlie land in question is owned in a great part by Mr Frank Lavers who haa gone in for intense culture on a pretty liberal scale on both the slopes of the hill and on the river flat. On the latter he is cultivating many acres of asparagus, and has at a considerable cost spent three years in preparing the ground and installing an irrigation system, reticulated from the Yan Yean water supply. This year the asparagus was put down, and the plants were in a promising condition. Tlie flood waters are now flowing fast over the land. The crop is ruined, and three years' work and expenditure destroyed. Mr. Laver's private residence fortunately is high above flood level, but two houses he owns off Young-street have been flooded out. Having been warned in time, the tenants removed their furniture hefore the water came down to Mr. Laver's residence, where they themselves have been given accommodation in the meantime. All the river flats in East Kew are under water. One or two low-lying houses have been flooded. Chipperfield's boat shed at Willsmere is nearly covered, and some Chinese gardens in the vicinity are several feet under water."This, and the other three photographs donated of floods in Kew are believed to be the earliest in the collection. Published in the Diamond Creek Basin Study, 1980 and identified at Diamond Creek, locality not identified, 1934. The location is actually looking south across the Diamond Creek towards Falkiner Street, beside the Main Road bridge at Eltham South from what is now part of Wingrove Park opposite Antoinette Boulevard. The bridge railing is just visible to the left of image. The large leaning Manna Gum beside the bridge still stands in 2021 alongside the Diamond Creek trail. Many parts of Melbourne flooded including Rosanna Golf Club, Lower Plenty in Novembere 1971. Many surburban roads, including the new south-eastern freeway were cut by flood waters. "The house (centre) at North Eltham in which Mr. and Mrs. William Frizell, an elderly couple, were marooned by flood waters. When this photograph was taken late yesterday afternoon the couple were still inside the house, and through a ventilator they had stuck a red flag which they waved from time to time. Near Eltham Park (now known as Eltham Lower Park), floodwaters from the Diamond Creek cut off the Main road into Eltham at Bremner’s Flats (present day Wingrove Park). In the distance, left of centre, is Mr. Montieth's Ford Wagonette stranded in the floodwater near Wingrove Cottage. “On the Lower Eltham Reserve the water was nearly five feet deep across the reserve and over a mile along the road. All the week-end shops are surrounded. For over 40 years flood waters have not reached this unprecedented level.” - Advertiser, Friday November 30, 1934, p7 "Whilst we were at the shop a "tidal" wave occured . There used to be a Mr. Monteith who ran a Model T Ford bus from the Eltham Railway Station down the main street. The bus would hold seven, six seated in the back, 3 aside a seventh standing on the step on the middle of the back hanging on to two small hand rails. The bus was caught by the flood and was abandoned not far from our shop in the paddocks towards the Higher Elementary School. It was there for days and after the flood waters receded, Mr. Monteith, after removing all the mud and debris gave the engine one turn with the handle and it started first time! So the story goes! Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Diversion dams are installed to raise the water level of a body of water to be redirected. The redirected water is used for hydro electric power generation. A diversion tunnel is usually bored through solid rock next to the dam site to bypass the dam construction site. The dam is built while the river flows through the diversion tunnel.Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations.
