The suggestion of an Avenue of Honour may have been originally put forward by Lady Irvine who was a member of the Welcome Home Committee. The Avenue of Honour was established to memorialise all those from Eltham who enlisted (some of whom were still fighting overseas at the time), similarly as the Shire of Eltham (Soldiers) Memorial Park was in tribute to all from the Shire who enlisted. The twenty-seven names of those killed from Eltham were engraved on the Eltham War Memorial Obelisk unveiled in 1919 at the corner of Main Road and Bridge Street. From an article in the Heidelberg News and Greensborough, Eltham and Diamond Creek Chronicle, September 22, 1917, p. 2, it was reported: Some few weeks ago a public meeting was held in the Eltham Rechabite Hall for the purpose of forming a committee to make necessary arrangements for the return of our brave lads from the front, with the result that the following officers were elected, viz., Sir William Irvine. president; Cr. R. D. Taylor, vice-president; Rev. T. W. Sapsford, secretary; Mr R. E. Gilsenan, treasurer; with a very strong committee of local residents. Lady Irvine then suggested that it would be nice to plant an Avenue of Honor, which was carried out in a very cheerful and spirited manner on Saturday afternoon. Cr Taylor and Mr R. E. Gilsenan occupied themselves during the fore-forenoon in getting the lining-out and other preliminaries ready, but shortly after one o'clock the willing workers could be seen wending their way towards the township, with picks, shovels. &c., on their shoulders, and in a very short time the gang at work was in appearance a very lively and pretty sight, the only thing that was missing was the camera, to have had a few snapshots taken. A little after 3 o'clock Sir William and Lady Irvine, and Mr W. Gray and family, arrived by motor. Cr Taylor then explained that their object in gathering together so hurriedly to plant the avenue was on account of the lateness of the season, and being offered 100 trees, free of charge, by Cr. Wm. G. Gray; of Allwood Nursery, Hurst's Bridge (for which the committee are deeply grateful to him and the public highly appreciate his generous offer). Sir Wm. Irvine then spoke at some length on the ravages of this cruel war, and the good that must result therefrom in bringing all closer together; he also referred to our brave lads who were fighting for us, and thought it was for those at home to show their appreciation by planting the Avenue of Honor. Lady Irvine thou proceeded to plant the first tree, which was an English oak: Sir William following by planting a Spanish chestnut; and Mrs W. G. Gray a sycamore. After that the gathering refired to the entrance of Mr R. E. Gilsenan's green paddock to partake of refreshments, which the ladies had kindly provided for the willing band of workers. Work was again taken to in earnest, and the planting finished, all being satisfied that they had done good work. At the Eltham Shire Council’s monthly meeting held May 6, 1918, Cr. Gray promised to give Council £20 to £25 worth of trees if the Council would plant and guard them. His desire was that a tree be planted in the name of every soldier lad who has gone to the front. Each tree was later adorned with a brass plaque with the name of a soldier and a wooden tree guard placed around them. Over the years many trees died, and following roadworks were replanted on a new alignment. Nillumbik Shire Council is continuing this process of replanting trees in a new alignment to move them away from overhead power lines and to clear the VicRoads reserve. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. This plaque recognises the Wycheproof servicemen from State School No1757 who served in the 1914-1919 War. The actual large Honour Roll hangs in the old historic Wycheproof State School building.This Honour Roll contributes to and is part of the nation's collection of War Records; it is unique,believed to be the only one of its kind.PHOTO of large Wycheproof School Honour Roll WW1, on wall at the former Wycheproof S.S. No.1757 building - now the Mount Wycheproof Museum. The plaque of solid wood has cylindrical wooden pillars each side of the 55 gold inscribed names - 12 FALLEN servicemen and marked with a +. Raised wooden carved grapes and leaves adorn the top edge. In the centre, on the scroll are dedication words in Honour of the Brave Men From Wycheproof State School. A small wooden cupboard is attached underneath for War Service Records. This photo is in a display Book registered number 02089 at the Court House. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. Cameron lived at Pigeon Bank, Kangaroo Ground and died 27 September 1915. Names on the photo include: A. Beale, C. H. Bath, W. Morris, S.W. Scott, A. L. White, J. Fitch, W. G. Gray, J Darly Mealy, W. White, 360 Main Rd., Eltham presented this copy to Council. One of the originals of this photograph was destroyed in the fire which burnt the Shire Offices at Kangaroo Ground in February 1934.This unique photo documents early pioneers in the Shire of Eltham. The context of its origins further illustrates the esteem of which E.H. Cameron was held in the community. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.'
