The bailing operations at the New Chum mines have not yet had the desired effect of lowering the water. On the contrary the water continues to rise in the Victoria Quartz which is the mine most directly affected. It is expected that the necessary preparations at the Lazarus will be completed today when it is hoped that bailing will be commenced at that mine. The success of the bailing scheme will largely depend on the efforts of the Lazarus to cope with the water and the progress made during the next few days will be awaited with interest. It is generally believed that the great volume of water is coming north from the southern group of mines. The companies south of the New Chum Consolidated are not bailing, and the pumping service at the New Chum Railway which is installed down to the 550 ft. level has not been operated since that company abandoned work a few months ago. A perusal of the statistics of the New Chum Drainage Association shows that the pumps at the New Chum Railway were lifting on anaverage close on 1,000,000 galls of water per month in the winter. That great volume of water is now pouring from storage dams at 550 feet to the deep levels, and in the natural order of things will have to be lifted by the tanking system in vogue at the mines N.' This image shows the approach to Beechworth from the south-west via the Newtown Bridge. Numerous early buildings line the road as it bifurcates to become Ford and High Streets on the ridge above Spring Creek and Newtown Falls. The sloping, rocky terrain and water course along the gorge show evidence of the intense mining activity that occurred at the site. The Ovens Gold Rush at Beechworth started when gold was found at Spring Creek in February 1852, prompting an influx of miners from around the world. The population grew over 20,000 by 1857. While the earliest mining at Beechworth was similar to that in other Victorian goldfields like Ballarat and Bendigo, Beechworth is notable for its use of hydraulic sluicing as a major method of removing wash-dirt. Hydraulic sluicing employs high pressure jets of water to blast away large areas of earth and wash it down to be run through a sluice box. Gold gets caught in the sluice and the remaining slurry is washed away. This method of mining is extremely effective but causes significant environmental impacts and damage to waterways. Large water quantities were required for large-scale sluicing, and the long water races and deep tailraces that were constructed in the Beechworth area in the nineteenth century are nonetheless considered feats of engineering. The site in the photograph is associated with the Rocky Mountain Mining Company who constructed an eight hundred meter tunnel under the township between 1876-1880 to reduce water levels at Spring Creek, which had been subject to diversions since the earliest days of alluvial mining. Over four million ounces of gold (115 tones) were found at Beechworth between 1852 and 1868, and the wealth from the gold rushes built Beechworth and the nationally significant buildings that remain standing today.This image shows the early development of the Beechworth township above Spring Creek, where gold was discovered in 1852. Evidence of hydraulic sluicing, a uniquely predominant method at Beechworth, and water-works engineering are present in the landscape. By the 1870s, alluvial gold deposits were depleted and increasingly complex engineering was required so deeper shafts could reach bedrock. This image is significant for understanding changes to the landscape and the evolution of mining methods and engineering practices related to the extensive construction, manipulation and management of water networks. The shift from smaller scale alluvial mining to larger company dominance in the mining industry has implications for understanding wider social, economic, political and industrial changes in the region of Beechworth and within the context of the Victorian Gold Rush more broadly. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. Photo - Junction Dam Diversion Tunnel
Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Diversion dams are installed to raise the water level of a body of water to be redirected. The redirected water is used for hydro electric power generation. A diversion tunnel is usually bored through solid rock next to the dam site to bypass the dam construction site. The dam is built while the river flows through the diversion tunnel.Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment. The regulatory pondage on the northern aspect of the village had no water over-spill from the unfinished power station.This rural region in 1950 (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. This postcard was purchased in 1950 by a surveyor at Landford's Gap. The couple shown in this photograph would have been employed by the S.E.C. under the Kiewa Hydro-Electricity Scheme.This item is a scanned black and white photograph of a panoramic view of Mount Beauty Village in 1950 (a closed village, entry by pass only). Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. This Timing Relay is quite a large (industrial type) apparatus. The Timer is started by having a voltage of 250 volts direct current (as supplied by batteries). A DC motor then rotates driving into a clockwork mechanism, the output of which is an arm rotating at the same speed as a minute hand on a clock. Attached to this arm is a mercury switch which tips and makes an electrical circuit operate in a sequence control system. The sequences that use these timers are when starting and stopping Hydro Generators. They check that the machine has connected to the power system grid before 20 minutes duration. Brakes must go on for a set time when shutting down a generator slowing at the right speed as measured by this apparatus. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This Timing Relay apparatus is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a relay apparatus, it was however part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This Hydro Scheme was instigated by "the Government of the day" as a bold move and was the major force behind the acceptance of World War II refugee and "technical" workforce. Inclusion of skilled and unskilled migration into the Australian environment was of a higher priority than a selective quota system of later years.. Written during the 1960s when surfing was burgeoning across Australia’s coast and Phillip Island surf beaches had become extremely popular, few management strategies were in place to control interaction of the public with the delicate flora and fauna of the coastal environments. There were few good access tracks, car parks, bins, toilets etc at coastal/surfing hotspots around the Phillip Island coast. A number of management issues occurred with the influx of surfers. These included dune erosion caused by surfers climbing dunes to see the surf before going on the beach; informal parking on wildlife habitat; numerous access paths from wherever cars were parked down to the beach cutting through habitat; illegal camping on foreshores; illegal lighting of fires on beach and in dunes; surfers’ dogs let out of the car while surfers were out on the water. The dogs were uncontrolled. Certainly some surfers behaved responsibly, as is almost invariably the case these days. However, in that era of this article few people understood the delicate nature of the coastal environment and that it need to be protected through public education, infrastructure and enforcement of regulations. As now, most rural Fire services were run by dedicated volunteers who faced many challenges in their roles as Country Fire Authority firefighters. However, it was not uncommon for visitors and locals to also assist with fire-fighting efforts.The article is significant in containing quotes from both sides of the discussion who were directly involved in coastal fire incidents on Phillip Island in the 1960s. It also indicates the large number of surfers visiting Phillip Island beaches, the volunteer nature of the firefighting service and the extra challenges they faced on Phillip Island as a visitor destination. The anonymous university student surfer who is quoted, also describes possible causes of the fires, methods he and his fellow surfers used to extinguish the fires and raise the alarm, and the way they assisted the volunteer firefighters . The reference to him breaking into one of the Summerland housing estate holiday houses is also significant because that housing estate was purchased over 2 decades by successive Victorian governments to remove management issues caused to the wildlife habitat on Summerland Peninsula.Photocopy of newspaper cuttings including 2 related articles. ''The Victoria Quartz, having deepened its shaft to 4,614 feet, had to abandon sinking on account of an inrush of water from the flooded mines to the south on the line. The influx occurred on the 15th of June, and notwithstanding that baling has been carried on almost constantly the company has failed to get the water out. It appears that the deep ground will have to be abandoned, owing to the absence of some proper scheme to cope with the water.''
