The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The City of Sunshine conducted regularly council meetings, some were open to the public and others were private. These meetings must follow governance rules so the public can see how decisions are made. Agendas and reports must be published beforehand, and minutes must accurately record decisions. This ensured accountability and transparency behind the Council's decisions. Following World War One, the present Memorial Gates at the front of the Lara Recreation Reserve (opposite the service station), were erected and the names of 104 men and woman who enlisted from Lara Districts were added. Twenty four paid the supreme sacrifice. They were erected at a cost of £380 by Barklamb Brothers of Caulfield. His Excellency The Governor Lord Somers officially opened the gates on 22 December 1929. This note-pad and holder perhaps belonged to Jessie Bell whose name is written on the first page. There are several entries on the pages and the dates range from 1908 to 1929. The entries include references to a Banquet for Mr J. Duffus, Purnim, 1912, Jack Ross’ Wedding Party, Dennington, 1912, R.J. Jones’ Dance, Woolshed, 1928 and Leila Jenkins’ 21st Birthday Party, 1928. This notebook and holder is of interest because it is an example of the type of appointment book used by the more affluent in the early 20th century. This is a heavily-embossed silver note-pad holder with a hinged lid on the front and clips at the side to hold a pencil. The writing material inside the pencil is missing. The back of the holder has a blank space in the middle where a name can be inscribed. At the top of the holder is a ring, holding a chain with an ornamented clip at the end. This enables the holder and pad to be hooked over a belt or lapel. Inside the holder are fifty paper pages on which to write appointments or notes. The pages are gilt-paged.
